Based on that, in my experience I'd say for the North, I'd pick Borno and Adamawa women.

For the South, I'd go with Edo and Akwa Ibom.

The insecurity in Nigeria is political based. If there is a political will, the FG can end it in one week. But the issue here is that the North sees this terrorists, bandits and kidnappers as there brothers and any attack on them would be seen as anti North. That's why the FG isn't going all out to eliminate them but been diplomatic about it.
My problem here is that, even if the present government decimate the terrorists and one day a Northern person gets back to power, they should be resurrected again.
