"The war has been underway for a year, now it is time to find someone who will begin to speak about peace because the United States is not speaking about peace," he said, adding that during his upcoming visit to China next week he plans to discuss his peace initiative with Chinese President Xi Jinping, who is currently on a state visit in Moscow. The very fact of Xi’s visit to Russia is a "good news," he noted.

"First, it is necessary to cease combat operations and then try to negotiate relations between the two countries. What will Russia think sufficient to stop, what will Ukraine be ready to accept? This is what needs to be discussed, but only after a cessation of hostilities," the Brazilian president stressed.

The alliance’s leadership argued that the main rationale for the operation, codenamed Allied Force, was to prevent the genocide of Kosovo’s ethnic Albanian population. According to NATO sources, its aircraft flew 38,000 sorties and carried out 10,000 bombing strikes.

The bombardments killed, according to Serbian estimates, 3,500-4,000 people, and left about 10,000 others (two-thirds of them civilians) injured. Material damages totaled up to $100 billion. "In my view, it makes no sense to negotiate in certain situations. One must ignore it, and in some cases make decisions like the one that was made on February 24 last year because agreements can be counterproductive in certain cases," Medvedev pointed out, when asked if Moscow needed to make agreements with the countries that failed to see Kiev’s crimes.

According to him, Moscow tried for decades to convey some simple things to the West. "Guys, the Soviet Union collapsed. "Rising violence" and bureaucratic constraints are major obstacles to humanitarian assistance reaching the DR Congo, where protracted conflict caused one of the world's dire humanitarian crises, the UN Office for the Coordination of Humanitarian Affairs (OCHA) has reported.
According to the OCHA, the provision of aid is mainly hindered by insecurity, which is particularly rampant in the eastern provinces of North Kivu and Ituri.
In its recent update on the situation in the country, the agency warned about a "rising level of violence against civilians," saying that over the weekend, over 30 civilians were killed and 20 others wounded as a result of armed attacks in the Mahagi territory, Ituri province. It was noted that insecurity only in Ituri increased the vulnerability of more than one million people.

"This area has already been the scene of numerous attacks resulting from intercommunal tensions. In November and December of last year, 30 civilians were killed and more than 100,000 were displaced," the agency said in a statement.

Last month, the UN suspended all humanitarian flights to conflict zones in North Kivu and Ituri after an attack on one of its helicopters. However, the suspension was lifted two days later, except for helicopter flights.

The OCHA stated that over the past year, the situation "has been exacerbated by a spike in violence," especially in North Kivu where over 600,000 people have been forced to leave their homes since March 2022. Meanwhile, in neighboring Ituri, local communities experience "inter-communal massacres."
It was noted that the DRC is a scene of a major complex crisis with the population affected by conflict, epidemics and natural disasters. Uganda is widely known for its strong anti-LGBTQ sentiment with same-sex relations being illegal in the East African country. The nation’'s President Yoweri Museweni is a long-time opponent of legitimizing the LGBTQ community, saying that homosexuality is not something that should be normalized or celebrated.

The Ugandan parliament has passed an anti-gay law that proposes new penalties for homosexual intercourse and criminalizes anyone identifying as LGBTQ. This move has come as the country's lawmakers argue that the current ban on same-sex relations is insufficient.
The 2023 Anti-Homosexuality Bill was introduced by Asuman Basalirwa, a member of parliament, at the beginning of this month. According to the lawmaker, the purpose of the bill is to protect the culture, religious and family values of the Ugandan people "from acts that are likely to promote sexual promiscuity in this country."

“The objective of the bill was to establish a comprehensive and enhanced legislation to protect traditional family values, our diverse culture, our faiths, by prohibiting any form of sexual relations between persons of the same sex and the promotion or recognition of sexual relations between persons of the same sex,” Basalirwa said.

Apart from expanding on the criminalization of same-sex intercourse, the act bans promoting and abetting homosexuality, as well conspiring to engage in same-sex relations, prescribing jail terms of up to 5 years.
It also criminilazes those who "hold out as a lesbian, gay, transgender, a queer, or any other sexual or gender identity that is contrary to the binary categories of male and female," with a punishment of up to ten years in prison. The same penalty could be invoked against anyone, who engages in "same-sex activity." According to Human Rights Watch (HRW), if the bill comes into effect, it will be the first to outlaw identifying as LGBTQ.

Moreover, violations under the law specify capital punishment for "aggravated homosexuality," which among other things applies in cases of sexual relations involving those infected with HIV and underage minors.
The legislation was passed by the parliament on Tuesday, after a roll call ordered by the House speaker. It was supported by the overwhelming majority of legislators.
