Is that they don't train these guys or the money earmarked for training is stolen as usual or that after training, the love of forcefully collecting bribes from civilians makes them lose guard?
SE and Niger Delta is one region the non State actors has the mind, tools and bravery to confront the NA in Urban setting and whop their ass in broad daylight! So what exactly is to the done? The answer is a political Solution!

Assuming Nigerians from SW and North love Nigeria as currently run, Grant these two regions Partial Autonomy in:
1. Ability to elect who they wish as leaders in their regions. Do not use unfair might to foist unpopular opinions and leaders in these two regions. For example, the gov of Imo and Rivers State. There's something about them that makes godfatherism unattractive.

2. With one above done, Grant these two regions 90% Autonomy in all economic areas except independence. Full development status in their regions under the understanding that they won't Apply for independence or secession in the next 100 years. Full Development means, if they choose to build Tower of Babel, na their choice and money!

Do this an 60% of Nigeria problem would be solved in one fell swoop!
