PoliticsI Can Be President Without Visiting The US —atiku by bigwig10(op): 9:37am On Apr 29, 2018
Former Vice President Atiku Abubakar has said he can be Nigeria’s president without visiting the United States of America.

Atiku stated this on Saturday during an interview with the British Broadcasting Corporation Hausa Service when he was asked how he intended to be Nigeria’s president without visiting the US.

He asked whether it was a constitutional provision that one must visit the US before becoming president.

“I can be president without going to America,” he said.

In the interview monitored by our correspondent in Kaduna, Atiku also commented on a statement credited to his former boss, ex-President Olusegun Obasanjo, that he (Atiku) would not be President while he was alive.

He stated that Obasanjo was not God, saying that he didn’t lose sleep when he learnt that Obasanjo made such a statement.

According to him, if it is God’s will for him to be president, nobody, not even Obasanjo, can challenge God.

The ex-VP also confirmed that he was denied a US visa when he wanted to travel to that country.

He said he was told by the US that his application for visa was denied because it was passing through administrative process.

He also spoke about a house in the US said to belong to him and auctioned by the government of that country.

Atiku said the house belonged to one of his wives, adding that, “All my wives own houses and that particular house is not mine. It belonged to one of my wives. She sold the house and was never auctioned as it was reported.”

He further spoke on the rift between him and President Muhammad Buhari, saying the President could not control happenings in the ruling All Progressives Congress.

He said that was one of the reasons he left the party and returned to his former party, the Peoples Democratic Party, where he was a founding member.

Atiku said, “After 2015 general elections, I met the President. I told him that activities of the party have been crippled and there is a need to restructure.

“Also, I advised the President on issues concerning his administration. I said to him, ‘If things continue like this, I will quit’, but Mr. Buhari turned a deaf ear and remained mum.”

On why the government was yet to defeat Boko Haram for eight years, Atiku said if he emerged as president, he would investigate the years the government used in fighting the insurgents.

He added, “If elected Nigeria’s president, I will investigate how the government was unable to defeat Boko Haram. The Federal Government ended the civil war in 30 months, but it is now eight years it can’t not defeat a group of boys who are not trained.”

EFCC probes Saraki’s aide, wife over ghost worker scam...

The Economic and Financial Crimes Commission has begun “taking necessary action” on a petition against Mr. Bamikole Omishore, the Special Adviser on International Relations to Senate President, Bukola Saraki, and his wife, Abiola Aiyegbayo-Omishore, over an alleged ghost worker scam.

The spokesman for the EFCC, Mr. Wilson Uwujaren, revealed this to our correspondent on the telephone.

Uwujaren said, “I can confirm that the petition is before the commission and receiving necessary attention.”

The probe, it was learnt, was part of a wider investigation into allegations that lawmakers and their aides diverted billions of naira from the National Assembly coffers under the guise that the money was meant for the payment of non-existent workers.

Documents submitted to the EFCC showed that Omishore, who has been working with Saraki since 2015, allegedly listed his wife as a grade level 12 employee of the National Assembly, though she is a nurse in the United States.

The petition, signed by Abba El-Mustapha on behalf of Youths United against Corruption in Nigeria, claimed that Omishore’s wife had been collecting salaries to the tune of N150,000 for nearly three years through her Guaranty Trust Bank account 0147896921 with the name ‘Abiola Aiyegbayo’.

Documents made available to SUNDAY PUNCH showed that most of the salary payments were made on the same day thereby arousing suspicion.

For example, the salaries for January, with file number S0723 and February 2017 also with file number S0723, were paid on April 10, 2017.

The petition read in part, “Documents made available by a whistle-blower showed that Mr. Bamikole Omishore, one of the aides to Senate President Bukola Saraki, has made millions of naira through the complex but criminal scheme.

“Further information gathered revealed that Mr. Omishore, since his appointment, has purchased prime properties in Abuja and Lagos respectively. Our search in the Abuja Geographic Information Systems revealed that since his appointment as a special adviser, Omishore has purchased prime properties in Abuja and Lagos.

“Omishore registered his US-based wife, Abiola Omishore, on the payroll of the National Assembly, using her maiden name, Abiola Joy Aiyegbayo. Her social media accounts and even posts by her husband prove that she is not based in Nigeria.”

The petitioner was said to have further alleged that Omishore’s wife had an identity card showing she was an employee of the National Assembly, while all her profiles online never reflected that she had worked with the Assembly.

According to the EFCC, the petitioner sought an immediate probe into the matter and for the commission to expand its scope to “save the nation billions of naira.”

Incidentally, Saraki had last year sacked over 100 of his aides, most of which he claimed were inherited from his predecessor, Senator David Mark.

Saraki has, however, failed to mention how many aides he has.

PoliticsOndo Debts: Group Gives Gov. Akeredolu Ultimatum To Probe Mimiko Administration by bigwig10(op): 10:29am On Mar 31, 2018
[quote][/quote]BY SAHARAREPORTERS, NEW YORKMAR 30, 2018

A group, Campaign for Democracy (CD) on Thursday issued a one-month ultimatum to Ondo State Governor, Mr. Rotimi Akeredolu, to set up a panel to investigate alleged financial improprieties that took place under the administration of his predecessor, Dr. Olusegun Mimiko.

The group in a statement signed by Samuel Aina, its Southwest Chairman, and the General Secretary, Ifeanyi Odili alleged that the Mimiko administration plunged the state into economic debt and that the panel of inquiry will unravel every shady deal perpetrated during the last government of Peoples Democratic Party (PDP) in Ondo State.

Governor Akeredolu had said his administration inherited a debt burden of N220.58 billion during the swearing-in of his commissioners and political aides last year.

Olusegun Mimiko (left) and Governor Rotimi Akeredolu
Ondo Events
According to Mr. Akeredolu, internal debt of N53.15 billion left behind by the PDP immediate past government constituted almost a quarter of the debt.

Others are External Debt, N17.48billion; Unpaid Salaries and Allowances, August to December 2016, N17.27 billion; and January to February 2017, N6,91 billion; Ondo State Pension Liabilities, N4.80billion; Ondo State Gratuity, N15.04billion; Unpaid Local Government Salaries and Allowances, August to December 2016, N9.3billion; January to February 2017, N5.19 billion.

Local Government Pension Liabilities of N25.23 billion; Local Government Gratuities N20,96 billion; Contractors’ Liabilities N39.74 billion; Outstanding payment requests in the Office of the Accountant-General without cash backing, N5.45billion made up the rest of the debt profile.

But Kayode Akinmade, who served as the spokesperson for the Mimiko administration denied the claims, saying his boss left behind N20 billion in the treasury of government while leaving office.

But the Campaign for Democracy said it had since been expecting Mr. Akeredolu to constitute a panel to investigate the Mimiko over the huge debt.

"Since this assertion was made, the campaign for democracy has been expecting the governor to institute a panel of enquiry to investigate the circumstances that led to such a huge debt by a government that inherited over 32 billion naira from its predecessor, Dr. Olusegun Agagu.

"It is rather worrisome to be informed that Mr. Akeredolu has decided to sweep the seeming financial fraud under the carpet.

"He is claiming that his predecessor, former governor Mimiko, was his Secretary General, when he was the president of the SUG at the University they both attended.

"For that reason, his hands are tied to commence a full-scale investigation into the real reason why the state was grounded and rendered impotent".

But the group said that Governor Akeredolu should separate governance from friendship and stop the attitude of shielding Mr. Mimiko.

"It is not the business of Ondo state people if they are childhood friends or bedmates in the higher institution as such should not be a barrier to transparency and accountability in the running of state affairs.

"The consequential effect of Mimiko's maladministration is the owing of civil servants several months' salaries, the increment in tuition fee at Adekunle Ajasin University, Akungba-Akoko, which has caused many homes untold hardship and gnashing of teeth".

The group said failure to comply with the ultimatum would mar the good working relationship it hopes to maintain with the Akeredolu led government in Ondo state.

Governor Rotimi Akeredolu of Ondo state has offered the sum of three million naira each as compensation to the families of three persons killed recently by a vehicle in the convoy of his wife, Betty .

Sahara Reporters exclusively learnt that the money was offered as compensation to the families of the deceased who died in the harrowing accident.

The accident occurred at Owena on the Akure-Ondo road when the convoy of Ondo State First Lady was traveling for an empowerment programme in Odigbo Local Government Area of the state.

Three persons died in the accident caused by the Press Corp bus in the convoy which veered off the road and crushed the victims.

Two of the victims were later identified as students of the Adeyemi College of Education (ACE), Ondo.

One of them was identified as Adeusi Ademola Clement, a student of the Adeyemi College with Matric No – SOS/14/3012.

A government house source told Sahara Reporters that Governor Akeredolu had already sent some emissaries to the families of the victims to pacify them over the death of their sons.

The source said the Chief of Staff to the Governor, Olugbenga Ale and the Senior Special Assistant (SSA) to the Governor on Security Matters, Jimoh Dojumo were among those who held meetings with the families of the victims.

“The Governor (Akeredolu) instructed some of his aides to visit the families of the victims and they held a meeting with them on behalf of the state government last week.

“During the meeting, the sum of three million naira was offered to the victims' families to pacify them over their loss and they also pleaded with them to go and bury the remains of the deceased.

"But the families had vowed to take up the case against the governor’s wife as some of them had contacted human rights groups outside the state, but I think the issues are now being resolved for good”.

But this website authoritatively learned that some families of the victims rejected the three million Naira offer and demanded for higher compensation from the governor.

While the talks with the families of the victims continue, Sahara Reporters gathered that Governor Akeredolu has also contacted his senior special assistant on Agriculture, Akin Olotu, to meet with the families of the victims on arrangement for the burial.

Also, some students of ACE have questioned the refusal of the governor and his wife to publicly accept culpability in the death of the accident victims.

The students, in a letter sent to the office of the governor in Akure and exclusively obtained by this website, said Akeredolu, must visit the bereaved and sympathize with their mourning colleagues.

"There shall be an official letter signed by the governor conveying his condolences and other commitment to the family of the dead. It is worthy to note too that the government shall be actively involved in his burial arrangements at all levels.

"Before it's too late, the state government shall be responsible for the educational and financial endeavours of the two kids he left behind.

"There shall be a special grant/fund to cater for their education till the university level. Their mother, the wife of the deceased, shall be employed into the Ondo State Civil Service from whence she would be a better, capable and financially-responsible mother to her two fatherless kids.

"Before it's too late, Ondo state government must address all these issues to calm the frayed nerves of the already infuriated and visibly furious Nigerian students boiling with rage and anger.

"The most embarrassing of all is the deafening silence from Alagbaka Government House and also the refusal of the Office of The First Lady to contact the bereaved and the mourning colleagues" the letter reads in part.

An official from Nigeria’s state oil company, NNPC said on Tuesday that refinery overhaul projects will begin in the country as soon as the second quarter of 2018.

The Chief Operating Officer of Refineries and Petrol Chemicals in the Nigerian National Petroleum Corporation (NNPC), Anibor O. Kragha said the company will get Nigeria’s refineries to begin functioning at 90% capacity by the end of 2019.

“We are working with consortia right now, negotiating terms, trying to finalize the time sheets so that we can access the money… through the end of 2019.

Refineries
He revealed this at a meeting of the African Refiners Association in Cape Town- South Africa.

“We are working with consortia right now, negotiating terms, trying to finalize the time sheets so that we can access the money… through the end of 2019, when we believe we will have the minimum 90 percent capacity utilization in place, he disclosed.”

Cragha said the government-owned corporation will start overhauling the refineries by the 2nd quarter of this year:

“We believe that by the second quarter of this year we will …start getting the ball rolling on the refurbishment and rehabilitation exercise and believe this will run to the end of next year.

The refusal of the government to deregulate the price of petrol has led to 10 million liters per day increase in consumption from 40 to 50 million.

The rise is attributed to heightened smuggling to neighboring countries, where the cost of fuel is higher.

At full capacity, Nigeria’s four refineries produce 19 million liters per day.

Nigeria had relied on import for over 90 percent of petroleum product needs as a result on non-functioning refinery of the country’s four refineries despite billions of dollars spent in their turn around maintenance in the past few years.

Black Panther’ Hits $1 Billion Mark At Global Box Office

The Black Panther
Disney’s mega hit “Black Panther” has passed the $1 billion mark at the global box office. The studio said Saturday that the milestone is based on Disney’s estimate of ticket sales.

The announcement comes on the 26th day of release for the blockbuster. The movie is directed by Ryan Coogler and stars Chadwick Boseman and Michael B. Jordan.

Disney notes that “Black Panther” is the fifth film in its Marvel universe to reach the milestone. The others are “The Avengers,” ″Avengers: Age of Ultron,” ″Iron Man 3,” and “Captain America: Civil War.”

The film has made $521 million domestically, becoming the No. 2 superhero release of all time, surpassing “The Dark Knight.”

Despite buzz over the history-making cast and crew behind it, Coogler said his first goal was to make a good film.

“First things first, it’s got to work as a movie. That’s hard enough to do,” Coogler told “CBS This Morning” in February. He said his past experience as an athlete helped him tune out the pressure.

“Thankfully I grew up playing football, playing sports and played in college and have been under high-pressure situations in that environment,” he said. “But when you let the pressure interfere too much, it can stop you from doing your work.”

Chinese girl rides bicycle from Morocco to Lagos

A Chinese female cyclist, Huang Shuang, who rode from Morocco to Lagos, Nigeria, within five months, says she is convinced that anybody can achieve anything he or she determines to do.

Huang, also known as CICI, told our reporters in Lagos on Monday that she was inspired to embark on ‘`cycling around the world’’ after riding around her country.

The cyclist said that her experience in China motivated her to begin global cycling in America where she covered about 5,500 km in two months.

“I am glad that I have also been able to ride from Morocco to Lagos, Nigeria.

“ This is an indication that irrespective of our sex, we can achieve anything we set out to do.

“The whole idea about my cycling started when, one day, I decided to embark on a cycling trip around my country, China.

“After the trip around China, I was motivated to take my first cycling around the world to America, where I covered about 5,500km in two months.

“Now, I am in Lagos from Morocco, after I flew from America to France, where I cycled around Europe for four months, before taking ferry from Spain to Morocco,’’ she said.

Huang said that she always travelled with money, noodles, tent, sleeping bag, clothes and bicycle repair accessories.

The cyclist, who left Morocco for Lagos on Sept. 6, 2017, said that her trip was fascinating though she experienced tiredness, robbery, accidents and sleeping under bridges and in gas stations.

Huang said that she crossed the desert within six days and was well received by many African villages.

The cyclist said that, sometimes, she happily ate local meals made by the villagers.

‘`I have happily sung and danced with children in different African villages and communities where I passed the nights or stopped to cook.

“I have seen the most beautiful sunset, the most stunning mountain views, breath-taking lakes and virgin forests across Africa.

‘`My trip has also exposed me to many African children still living in poverty, hunger, without education and basic amenities,’’ she said.

The Chinese said that she would be cycling to about 33 countries in the next three years, adding that she would continue her cycling from Lagos to Cameroon, Gabon, Congo, Angola, Namibia, South Africa, East Africa and some other countries.

Huang said that her cycling was also informed by her desire to interact with children in African communities before inaugurating a free lunch for them in 2018.

The cyclists said that she hoped to raise some money for the benefit to about 2,000 children.

PoliticsBuhari's Gov Queries Acting EFCC Chairman by bigwig10(op): 4:44pm On Feb 19, 2018
President Muhammadu Buhari-led government has issued a query to the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu over the corruption charges filed against the Chairman of the Code of Conduct Tribunal (CCT), Danladi Yakubu Umar.

PRNigeria obtained a copy of the query to Magu and another letter written to a Senior Advocate of Nigeria, Festus Keyamo.

In the query dated February 16, 2018 and with Reference No DPP/ADV:368/15, Magu was ordered to make his response to the query available to the Attorney General of the Federation (AGF) and the Minister of Justice on or before Tuesday, February 20, 2018.

Signed by Mr. Dayo Apata, the Solicitor General of the Federation and Permanent Secretary, Magu was asked to explain what informed the filing of corruption charges against the tribunal chairman having being cleared of corruption allegation two times by the commission.

Titled, “FR VS Danladi Umar (CR/109/18) request for Briefing,” the query read in part: “The attention of the Honourable Attorney General of the Federation was drawn to news report that the Economic and Financial Crimes Commission has filed charges of corruption against the Chairman of the Code of Conduct Tribunal, Hon. Justice Danladi Umar, before the FCT High Court.

“I am directed by the Honourable Attorney General of the Federation to seek clarification from you as to whether the charges were filed on your instruction or directive and if in the affirmative, what is the compelling basis for doing so. This clarification becomes imperative in view of the following background facts.

“The Commission’s investigation report dated 5th March 2015 addressed to the Secretary to the Government of the Federation stated as follows: “The facts as they are now against Justice Umar raised a mere suspicion and will therefore not be sufficient to successfully prosecute for the defence.

“The Commission’s position in paragraph 2(a) above was also maintained and sustained by the Honourable Attorney General of the Federation while appearing before the House of Representatives’ Investigative Committee sometimes in 2015 to the effect that report of investigations showed that the allegations against Hon. Justice Danladi Umar were based on mere suspicions.

“In view of the foregoing, the Honourable Attorney General of the Federation requests for your prompt briefing as to the existence of new facts which are contrary to the position in your attached investigation report, sufficient evidence or other developments upon which the prosecution of Hon. Justice Danladi can be successfully based.

“Kindly accord this letter top priority while your prompt response within 48 hours from the receipt of same is required in the circumstances.”

In the same vein, Keyamo was requested by the AGF to confirm who authorise him to file the corruption charge against Umar.

Like Magu, the SAN was given till Tuesday February 20, 2018 to furnish the Office of the AGF in writing detail of who engaged or issued him with authority to file the corruption charges.

The letter to Keyamo with reference No DPP/ADV:369/15 dated February 16, 2018, which was also signed by the Solicitor General of the Federation and Permanent Sectary read in part:

“The attention of the Honourable Attorney General of the Federation was drawn to news report that you have filed charges of corruption against the Chairman of the Code of Conduct Tribunal, Hon. Justice Danladi Umar, before the FCT High Court.

“The Honourable Attorney General of the Federation hereby requests that you kindly furnish this office with the details of the instruction or authorization upon which you instituted the case under reference. Kindly accord this letter top priority while your prompt response on or before Tuesday, February 20, 2018 is solicited in this regard.”

Although the EFCC in two separate letters to the Federal Government through the Secretary to the Government of the Federation had in 2015 and 2016 cleared Umar of any wrongdoing in the alleged N10 million bribery allegation made against him by a defendant, Rasheed Taiwo Owolabi standing trial before him on false asset declaration.

Upon receipt of the petition from Owolaabi, the EFCC had investigated the petition and sent its report to the Secretary to the Government of the Federation (SGF) with a Reference No EFCC/EC/SGF/03/56 dated March 5, 2015, personally signed by the then Executive Chairman of the EFCC, Mr. Ibrahim Lamorde exonerating the CCT boss from the bribery saga.

The EFCC report received by the office of SGF on March 6, 2015 was categorical that “the facts as they are against Justice Umar raised a mere suspicion and will therefore not be sufficient to successfully prosecute for the offence.”

Other EFCC documents show that in 2016 a fresh investigation was conducted into the same N10million bribery allegation and the same anti-graft agency in its second report absolved Umar of any wrongdoing and that the bribery allegation against him remain a mere suspicion.

The EFCC second report with reference EFCC/P/HRU/688/V30/99 dated April 20, 2016 and submitted to the SGF and signed by the Secretary to the Commission, Emmanuel Adegboyega Aremo, read in part: “Kindly recall our correspondence of March 5 2015 with Reference EFCC/EC/SGF/03/56 with above subject caption. We will like to reiterate the Commission’s position in regard to this matter as earlier communicated to you and state that the allegation levelled against Justice Umar were merely suspicions and consequently insufficient to prosecute the offence.”
PoliticsAPC Doomed If Tinubu Fails- Sani by bigwig10(op): 2:46pm On Feb 19, 2018
Abuja – Sen. Shehu Sani has said that avoidable doom awaits the All Progressives Congress (APC) at the 2019 polls, should Asiwaju Bola Ahmed Tinubu fail to reconcile aggrieved members.

•Bola Tinubu and President Muhammadu Buhari: Mending fences
Sani, a chieftain of the APC who represents Kaduna central in the Senate, stated this on Sunday in Abuja in an interview with newsmen.

It was his own reaction to Tinubu´s recent appointment by President Muhammadu Buhari to lead the APC team of consultation, reconciliation and confidence-building.

Tinubu’s assignment, among others, is to forge cohesion within the APC ahead of the 2019 general election. It involves resolving disagreements among party members and leaders.

It also involves reconciling political office holders in some APC-controlled states and addressing crises in the party`s chapters in Kano, Kogi, Kaduna, Bauchi and other states.

´´It is going to be a tragedy if he fails. This is what I know and I can speak in parables,´´ said Sani who has not been in a good relationship with Governor Ahmad Nasir El-Rufai of Kaduna state.

According to him, the Kaduna state governor has pocketed the party and wants to impose his will and unleash terror on members, by exploiting his proximity to the President.

He said Tinubu´s appointment has halted, for now, the defection of most APC members to other political parties.

Sani said it is no more news that the APC is faced with crises in some states where it holds sway, adding that the crises have defied solutions for over two years.

The Senator noted that efforts made in the past have failed to address the multi-state crises.

Sani while confirming that the Kaduna state chapter of the party is now having a parallel executive, said it was left for the Tinubu team to address the situation before it gets out of hand.

´´It is left for Asiwaju to build the bridges. Lagos is known for bridges; therefore we hope that there will be Seventh Mainland Bridge to connect the divide, but we are not sure of this.

´´Right now, the party is already divided in Kaduna and it is for the national secretariat to note this and we have said it in clear terms.

´´The problem has defied solution for two years, but we believe that Asiwaju can do a lot of reconciliation.

´´We hope that he will be able to achieve a lot, because if he fails, it is going to be doom for the party.

´´In the process where reconciliation is taking place now, I think it is in our interest to put our ambitions in our pockets according to what Mr President said and wait for Asiwaju to address the problem,´´ he said.

Sani advised the Tinubu reconciliation team not to take sides but to give equal treatment, especially as far as Kaduna state is concerned, in the interest of the party and its members.

He expressed confidence that Tinubu´s appointment could most likely address the fundamental issues that were confronting the party at both the national and state level.

The Senator, however, maintained that nobody could have solved the party´s many problems other than President Buhari through Tinubu.

This according to him, was especially so because APC state governors, Senators and members of House of Representatives could not solve the problems because they were all parties to it.

He added that even the party at the national level could not solve the problem because there had been disrespect and disregard for the party´s leadership in the last two years.

Sani noted that the very fact that the APC had been inhibited with lack of funds and other challenges, made it impossible for it to bring to order the situation.

While noting that the APC crisis started earlier, the Senator said addressing the situation would prevent more damages that could affect its fortunes in 2019.

´´It is of concern that a party that came to power with so much goodwill, and hope has found itself in a civil war with itself.

´´Right now, the APC is both the government and the opposition, because most of the criticism and opposition that is going on in the country is within the APC itself,´´ he said.

Sani blamed the situation in the APC to lack of party supremacy and internal democracy which he said was evident in South Africa and Ethiopia as was recently displayed.

´´In Nigeria, there is no supremacy of the party because people holding position of executive power think that the party should be under them and not them being below the party.

´´Political parties in the Nigerian setting, seem to be parastatals of the state governments and that is totally unacceptable. There is also the syndrome of ‘the party is our own’.

´´If a clique of people believe that they founded the party and other people are strangers, then the recipe for crisis has been set,´´ he said.

The Senator warned that if all party members are not treated equally and fairly, there would be problem.

He recalled that the PDP was not destroyed from the outside, but from the inside, adding that it was the marginalised and oppressed elements within the party that became the final nail on its coffin.(NAN)

Without taking away anything from President Muhammadu Buhari, I think what his regime lacks is the intellectual capacity to tackle some of the issues crippling the country. Some of the people around him should at best be confined to their respective local government areas as comfortable pensioners.

It is disheartening that under a general that drove trigger happy Chadian forces back to Ndjamena, we are experiencing a frightening security situation. It baffles me that with a man like Gen. Abduraman Dambazau in government, things are getting worse.

Dambazau, I must admit is sound, very sound. He holds a PhD and he is vastly traveled . There is no security challenge beyond him if the former Army Chief sincerely works out a scholarly solution to the menace of killer herdsmen.

As the minister of Interior, he should know that the Nigeria Immigration Service, as presently constituted, is incapable of policing our borders effectively in the face of looming invasion from elements who may not be Nigerians even if they claim to be Fulani.

President Buhari should as a matter of urgency set up a new branch of the Armed Forces to be known as Nigeria Border Guards[NBG]. This should be independent of the Army, Navy and Air Force. As the Commander-in-Chief, we should throw politics aside and fix things with the National Assembly.

The duty of the Border Guards will be primarily to man our frontier especially, North, West and East. This will include monitoring movement of persons and material now that we seem to have not only unknown faces but also weapons of destruction all over us.

The Immigration should restrict themselves to their normal duties and hands off security matters. Their border guards unit should be disbanded. Customs should also face other statutory roles.

In the Netherlands, their Border Guards, The Royal Marechaussee are part of the Armed Forces. It is the same in North Korea, Iran, Egypt and Vietnam. Even in Italy, the Border Police Service, Guardia di Finanza, is part of the Italian Army. We could do the same here.

This should be devoid of the usual Nigerian disease of nepotism or tribalism. Let each of the 36 states and Abuja raise 1,000 able bodied men and women majorly from the millions of unemployed graduates and school leavers on our streets.

President Buhari is Fulani. Dambazau is Fulani. The Minister of Defence is also Hausa-Fulani. Buhari, I know as a strong soldier. Dambazau is brainy. I cannot vouch for the Defence minister. In all honesty, I do not think the retired One-Star general has what it takes to oversee the Border Guards.

It is believed that the killer herdsmen are Fulani. It may be true because the Buhari government has not employed the services of experts to look into these conflicts. There is more to it than meets the eye.

Senator John Shagaya made a revelation before he passed on. He traced the present crisis to what the Nigerian government did in 1984 by sending Ghanaians home as illegal aliens.

Ghana retaliated by sending all Fulani pastorals to Nigeria even if they all were from different parts of the sub region. Benin, Sierra Leone and Togo did the same. Nigeria was therefore to absorb a new set of immigrants, without documentation.

The migrant Fulani came and to keep an eye on them, the new government of President Ibrahim Babangida caused them to form an Association of Cattle breeders. That was how the Miyetti Allah Cattle Breeders Association of Nigeria [MACBAN] came into being.

Somehow, many of the neo-Fulani dispersed. Some went back to Mali or wherever. Some of those who stayed behind did not have the same characteristics as the local Fulani. This led to misunderstanding even within. And possibly that is part of what we are seeing today.

Sultan of Sokoto, Abubakar Saad, once said that the killer herdsmen were not Nigerians and should be treated as criminals. The Emir of Kano, Mohammed Sanusi(11), has urged MACBAN to identify the bad eggs within. We should come together to stem this aggression.

The problem is that some of the Fulani do not have the courtesy to be involved in solving this menace through their unguarded statements.

Some Nigerian Fulani could be using some of these mercenaries to wage personal battles in the name of protecting their business. The Fulani we knew were not wielding automatic weapons. They had their sticks and kettles.

Yes, mercenaries because things have changed. There are fundamentalists in many parts of Sub Saharan Africa affiliated to Al-Qaeda in the Islamic Maghreb[AQIM].In Mali, there is Hamadou Kouffa’s Katiba Macina. In Burkina Faso, we have Ansarul Islam led by Ibrahim Malam Dicko.

The fall of Muammar Gaddafi led to the proliferation of weapons which are in the hands of gunmen from Chad to Niger down to Nigeria. President Idris Deby of Chad, a veteran of conflicts with Libya has been hard on terrorists. This is what we expect from the Federal Government.

Perhaps the new Border Guards, well trained, will be able to change the tide of this war against terrorism. Many of the killer herdsmen know of our porous borders. We should remove sentiments and face this challenge courageously like we are pushing again into Ndjamena .President Buhari should convene a meeting of stakeholders, set up the Border Guards and do away with some of those in his cabinet who bring him down through words and deeds. A very objective Dambazau will be a huge asset.
