KIA: Mimiko’s latest in digitalised service delivery

“With all sense of humility, you are witnesses to the fact that I have worked for you. I have worked with you. Together, we have posted great accomplishments. But the work remains unfinished. We must acknowledge that the good of all translates into the good of the individual and not necessarily vice versa. In this context, the central purpose of our involvement in politics and governance has been and will continue to be what government policies and institutions can make available to the collective and not what each individual politician or government official can corner for himself or herself,’’ the Ondo State governor, Dr Olusegun Mimiko, had observed while delivering his inauguration address at the Democracy Park, Akure last month.

Central to the governor’s speech were two key concepts of “working for the people,’’ which implies that governance is service delivery, and “working with the people,’’ which fits in into the social democratic mantra of placing the masses at the apex of governance and actualising their desires.

Already, Ondo State has been acknowledged worldwide as setting a benchmark for governance through its Abiye programme, urban renewal (which won the state governor the UN Habitat Scroll of Honour Award in Naples, Italy) agro-business, sports and education, but sustaining and significantly transcending these landmarks is a key task which the state government is pursuing with renewed vigour.

Certainly, good governance is impossible without proper planning, facilitated by a functional database of the beneficiaries; one that is, for instance, dynamic enough to exclude those who do not provide their residency status. Given the renewed influx of Nigerians from different states of the federation into the state, people who have decided to exercise their constitutionally guaranteed rights both to enjoy the huge social services climate in the state and to be part of its drive to be one of the country’s leading economies (Ore Sunshine City is already a budding massive construction site), there is a very urgent need to accelerate service delivery in the state. This is why a key component of Mimiko’s second coming as Ondo governor is the digitalisation of service delivery and access to social services.

If experiences the world over in the over 30 years’ existence of smart card technology are any indication, provincial identifications cards enjoy greater acceptance than national identification cards which are felt to facilitate unwarranted intrusion into citizens’ privacy, group profiling, and criminal misuse by anti-democratic agents in government. On the other hand, state/provincial ID cards, because of their utility as social welfare, health and educational subsidy cards, etc, have tended to enjoy positive rating from social commentators.

On another plane, arguments to the effect that funds deployed in smart card technology could have been expended on other things are deflated by the fact that the cost of deploying a properly designed service management programme, as research has shown, is actually less than 10 per cent of the improperly budgeted allocations that the programme will manage.

Certainly, government has to know who the targets of social services are, provide a means of identifying such targets at the service points and audit the quantity and quality of the consumed services, which are dictated by simple principles of economics and resource management.

In its drive both to sustain and surpass the gains already recorded in various sectors, therefore, the Ondo State government will, on Saturday March 26, launch Kaadi Igbe Ayo (KIA) (Card of joyful living), a smart card deployment for multi-purpose government social services management, facilitating a higher level of service delivery through greater linkage between government and the people. Among its unique qualities are its platforms for monitoring government-to-citizen non-financial transactions in the health, agriculture, educations, sports and social support sectors.

Indeed, Kaadi Igbe Ayo (KIA), evolved through partnership with international agencies such as UNDP, DFID, UNFPA, UNDP, has the advantage of being the first database of its kind in Nigeria which provides an interactive platform through which third parties can explore at no cost, although the data available online is naturally protective of the identity of individuals through non-disclosure of full names, telephone numbers or addresses, offering at the same time a variety of report options which are valuable for small and medium business planning.

Initiated to facilitate efficient service delivery, security of lives and property, provision/management of welfare services, project monitoring and feedback, as well as transparency and accountability in governance, KIA will make the identification of all residents in Ondo State possible, facilitate the collation of information vital for planning and executing people-oriented projects, serve as a medium for interface between government and the people and as public-private transaction points in the state. That is not all: it is intended to allow all citizens equal access to social welfare services, assist government in monitoring the distribution of such services in the remotest parts of the state. Seen against this backdrop, KIA promises to enhance the capacity to minimise corruption. In this connection, a recent example will suffice: the Federal Executive Council (FEC) recently revealed that under the Federal Ministry of Finance Integrated Payroll and Personal Information System, (IPPIS), a total of 45,000 ghost workers had been discovered during in 251 Federal Government Ministries, Departments and Agencies (MDAs). Ondo’s KIA project is targeted at eradicating vices such as the ghost worker syndrome, which threatens to cripple the delivery of social services. It would, in addition, facilitate tax projection, payment, monitoring and evaluation. With the KIA, the benefits of e-governance suites will be optimized for government and the citizenry, as the suites will include e-Health, e-Education, e-Tax, e-Land Management, e- Workflow/Project Management, geographic information systems (GIS), state-wide call centre and MS exchange, among others.

Orientated towards service delivery rather than enumeration, KIA would provide, for every Ondo citizen, a unique means of personal identification, facilitate the monitoring of government-assisted programmes (to prevent their hijacking by a criminally-minded few), proper management of primary health care projects, systematic deployment of databases for security/surveillance purposes, provision of basic information to local/international aids organisations, as well as the use and management of public facilities and categorisation of Ondo citizens for employment and financial assistance. It is in this connection that experts say that Ondo’s Kaadi igbe ayo is bound to be replicated in other states of the federation for sustainable national development.

I had relaxed writing on the state of the Church as it suggests that the more I do as well as others do, the more discouraged you get. I saw a Church service recording sent me by a friend yesterday and it made me cry. I just have to respond in my own way. Here is the short story.

A visiting minister hosted by a Church in a part of Nigeria came to town, and in the service preached on how to break the power of poverty. The service ended with the minister telling the congregation that “God Almighty” told him CLEARLY that people would break the hedge of poverty around them by putting DOLLARS on the stage. “God will break every influence of poverty over you if you drop money on the stage, actually God told me you have to give in dollars” his words said to the congregation that wears every evidence of lack, struggle and need for help on their faces.

True to life, people started dolling money around the minister’s shoes to move God in outmost sincerity of faith to have their situations changed for the better. That is the ridiculous state of what is called the Church now. I must say here though that the true Church has no such semblance in the first place. It will also be true to attest that such misrepresentation is rife and vast in all society of the world.

The effusive lies, the overly subtle casuistic reasoning, the deceptive simplicity with which many ministers drivel absolute unbiblical acts, teachings and doctrines has left us all in a bogus bubble of misunderstanding of who God is and how He works in the affairs of men. Men trusted with the message of hope now preach hopelessness with the caption of faith. Rapscallions are now the carriers of the message of freedom. Rogues and thieves are the custodian of the message of the cross of Christ.

poverty i And in the midst of the grand deception, the nuancing nicety of presentation, the recruited naïve and gullible vast army of supporters that this popular erroneous message of prosperity has garnered over the years, it is expedient to state equivocally that the true Church is marching on quietly. It is not a Church without, but a movement within the hearts and souls of pious though imperfect men who knows and understands God in His works among men.

The corruption in politics is intrinsic, the corruption in societal interactions is expected, the corruption on the street is unavoidable and so is the corruption in our justice system not so much tongue tying. The corruption on the pulpit, in the house called after God, in the sanctuary of acclaimed redeemed, in the tabernacle of the body of our Lordship is astonishing, jolting and stupefying. The dimension it has now taken in the last 5 years is egregious, jarring and portentous to the general message of salvation.

Mahatma Ghandi said “I like your Christ, I do not like your Christians. Your Christians are so unlike your Christ”.

I just wondered what Ghandi would have said if alive today! In our society are many more Ghandis who would have loved to follow Christ and submit to His way but the bottleneck of hindrance are the greedy avaricious bunch of hellish Pastors who has turned the message of redemption to a message of money and lots of money.

Don’t tell me these thieves make it better!

Within these mega-temples are millions of abject poor families, within their walls are millions without jobs, in their midst are broken hearts and wounded souls who only seek to have God intervene in their plights. What they now get is the message that further puts them in misery. Somebody left Church and has this to say, “I became worse than I met them after four years. If it is the same Christ of the Bible that is in their midst it would not have taken four years to see my desperation for help. I counted my loss, and realized after a while I have been stolen from by men and not Christ”.

Every bad political crook, every street rascal, every public thief now finds a haven in many of these Churches. Nobody preaches salvation by repentance anymore because it is not crowd-friendly. Nobody asks a civil servant or politicians who puts huge money down for private jets the source of their wealth. They are often prayed over for more success!

Money is a defense; no doubt about it but the truth is that it does not give life. Money does not defend life. Money simply defend the rich against the poor, it defends the haves against innocence of the don’t haves. However, no amount of money can defend against the anger of the poor and the deprived.

Time is the difference!

Benjamin Franklin said this “Poverty wants some things, luxury many things, avarice all things”

Three stages of life in relation to money were silently discussed in that quote. The poor prays to have the means to meet their needs. The rich prays to have more luxury. The avaricious wants all things. When greed and lust takes its roots in man, the love of money becomes the principal demon driving his/her course of life. Satisfaction eludes them, happiness becomes a stranger, and their passion is always more and more without any end. There is always somebody to compete with, a record to break, and a new height of self to attain.

Isn’t appalling that the Church of Christ can be talking about the biggest Church in the world? Isn’t it preposterous that somebody is claiming to have the highest number of congregation in the world? Doesn’t it disturb you that people are talking about how vastly they are connected? Should the Church be talking about numbers of branches or the depth of devotion of the followers of Christ?

Don’t be fooled about the variations of their appearances. Some of them are so simple and subtle in presenting the same errors while others are very demanding and loquacious, and sometimes petulant. Some dress simple while others are regaled in robes of high custom brand names. The denominator is self and the nominator is certainly not God. Several direct messages are claimed t be from God promising to change every situation of people yet years in and out things are getting bad. The only testimony that keeps coming is from the pulpit owners.

William Wordsworth says “Rapine, avarice, expense. This is idolatry, and these we adore; Plain living and high thinking are no more”

hypocrisy-1The high road of vanity is the vogue now. Buy Church or corporate jets that is simply owned by one man is the prime. Build colleges and other institutions that only corruption can offer to afford. Disengage the poor but still ask for their money. Get so connected to the political pillagers and the excessively corrupt people in government and private sectors is what makes them thick. Ask yourself this question; would Elijah or Paul even care to sit with all these rogue ministers tend to seek to connect?

The lies on tithe, offerings, vows, special offerings etc are the instrument of their trade. They demand it, force it and threaten it. You either give it or get cursed! Wisdom has no place in their bosom anymore. The love of money is now the hidden ‘wisdom’ of their teachings. There are always new project after finished ones, and none has any direct bearing to care for the real needs of the people.

“He who has pity on the poor lends to the Lord, And He will pay back what he has given.” (Proverbs 19: 17 NKJV).

The above is my counsel in the midst of the confusion. Look for lives to bless with your means, do not give it to men of the belly on the pulpit again. Lend to God, but let it be from what you have earned from legitimate and fair dealings with men. You cannot rob men and mock God!

William Ellery Channing said and I quote “The lust of avarice has so totally seized upon mankind that wealth seems rather to possess them than they possess wealth”

Next time you see your Pastor, look at him and his material possessions and sincerely compare that with the poverty around your immediate environment and reason if the patriarchs of the Christian faith would have allowed that. I am not against been rich, but it is given for much more than your own needs. Every rich man is a custodian of the provisions for many around him/her.

AAUA CONVOCATION: Mimiko gives automatic employment to 10 First Class graduates.

The Ondo State governor, Dr Olusegun Mimiko, has said that the state government would give automatic employment to the 10 First Class graduates of Adekunle Ajasin University, Akungba Akoko (AAUA).

The governor, who spoke at the fourth Convocation annniversary of the institution, said the move was to reward excellence and also encourage other students to work harder.

He noted that though, traditionally, it was the school that employed such candidates but added that any of those lucky graduates who was not interested in academic job would be engaged in the state civil service.

Mimiko, however, stated that his administration would continue to support the institution and assist it to achieve its aim of becoming one of the best in the country, inspite of its fees which was the lowest in the country.

He said, “ we have ensured that the admission of students into AAUA is purely on merit, there is no governor’s list, no VC’s list, that is why we are getting good results from our students,”

Mimiko also commended the management, staff and students of the institution for maintaining discipline on the campus, saying in the last four years, there was no interruption in the academic programmes of the university.

The Vice Chancellor of the university, Professor Femi Mimiko, said that the authourities of the school had ensured that the 14-year-old institution developrd everyday academically and in terms infrastructure.

He, however, noted that the achievements were possible because of the support from the state government, adding that all the programmes being run by the university had been accredited by the National Universities Commission (NUC).

The vice chancellor said “ I am delighted to announce to you that all our academic programmes except two that have ‘back to back’ interim status are accredited by NUC with 88 per cent of them enjoying full accredited status.”

The VC, who revealed that the alumni of the school were doing excellently well in various fields all around the world, maintained that the school would not relent on hardwork and discipline in order to achieve the goals of excellence.

No fewer than 5,497 students from the 2009/2010 and 2010/2011 sessions received first and higher degrees from different departments.

Most Nigerian armies are indiscipline. Beating police officers on the street, hit civilian car on the road and still beat them. Scatter police station and beating everyone there, causing problem in street etc. They don't abide by law and rules in the public also. Correct me if am wrong.
