1. Dino allegedly sponsored some rogues to kidnap, kill and gunrun.
2. Those criminals were arrested and made incriminating confessions.
3. Someone sponsored the escape of the criminals...nobody knows who!
4. Dino came out boasting that they should find them or he will sue government for deformation of character.
5. Police I.G waded in and rattled the officers in charge, commissioner removed and officers arrested later, those criminals were rearrested
6. They mentioned Dino as their godfather, sponsor and financial with incriminating evidences.
7. Dino was called for interrogation he declined twice.
8. Senate was informed, no action taken.
9. He was declared wanted.

My question is this;
