Nobody can correct any error (even typographical) in a bill sent for assent or a law except it is re-passed by the legislature because it must be reflected in the Votes and Proceedings of the House.

Note that the legislature made some errors in the amended electoral bill earlier sent for assent in June which the president drew their attention to. That was why the new (now rejected) corrected version was passed again on July 24 i.e. the day they abruptly vacated. Apparently they didn’t do a good job of the corrections.
