That's d problem. Putin is eager to test whatever capabilities he thinks his armed forces have. Even if he eventually looses, he doesn't mind sacrificing thousands of his soldiers. It's not like the citizens have much rights. The US and much of Europe on the other hand will be very very careful because their citizens will be watching carefully and they have rights of expression. After loosing thousands of men needlessly in the middle East after 9/11, they will try their best to avoid another full blown war. Only when they're directly attacked they will come all out.
