The constitution is clear about the conditions to be satisfied to be declared the winner; simple majority and 25% of valid votes cast in ⅔rd of the states in Nigeria (and the FCT). These rules are mutually inclusive and must simultaneously occur.

Abuja in the context is considered the 37th state, so now it becomes two third of 37, instead of 36 to be declared the Presidon of the Republic.

The FCT is presumed a bonus state, which can ensure victory like any other state if the required two third has not been achieved.
