If you've been around creek road in Apapa you'll realize that most of these tanker drivers are worse than pigs and cannot be said to be humans.

There is a steady decay in morality, increase in crime and these are due to the policies and behaviors of the government leaders.

There is every tendencies that when opportunity/occasion present itself, people who are struggling to survive will be tempted to steal and extort, most especially when they lack morals and/or when their basic cost of living exceed their income by a significant margin

That is in no way justifying the act of stealing, but the reality must be understood.
