I remember very well, fashola was complaining of lack of fund from fedral government do fund the road while lagos state government was funding it at some time.
When we do pass through the express then what we see is not road construction but draining and sandfilling of canals.
Was that the same for those cities youre comparing?
Lagos a swampy state spent alot on draining and sandfilling, later we saw pipe line being dugged out. Fedral government petroleum pipelines that has been connected for decades needed to be dugged out and direction changed.

Did you put in all these extra cost and challenges faced by engineers who did the Lagos Monorail and ten lane?
