Do you know how the incomes will come? 31 billion from allocation, 10 billion from VAT and 8.4 billion from debt. Total of 49.4 billion or thereabout. 55 billion is for recurrent expenditures, which is less than expected income. Consequently, the expected income can't even cover the budget. So, where is the money for capital project, which is supposed to amount to about 31 billion.
