The Indigenous People of Biafra IPOB separatist crisis being spearheaded by Nnamdi Kanu is bigger than the activities of the deadly terrorist group Boko Haram, Borno State Governor Kashim Shettima has said. No fewer than 20, 000 people are believed to have been killed by Boko Haram since the Islamist sect started its attacks in Borno, Yobe and Adamawa states, especially and partly in Abuja and some other parts of the country about eight years ago. Thousands of others have been maimed by the sect that was also responsible for the infamous abduction of 276 Chibok schoolgirls in April, 2014. More than 100 of the girls are still in the sect’s custody. Thousands of others abducted by the sect remain unaccounted for. Speaking in Owerri on Monday night during a meeting with Imo State Governor Rochas Okorocha, when he led a truce team of North’s governors to the state, Shettima said the threats posed by the Nnamdi Kanu-led secessionist IPOB to the nation’s survival are far bigger than those posed by Boko Haram. He said it was for this reason that he had to leave the killings going on in his state behind to join Governor Aminu Tambuwal (Sokoto) Simon Lalong (Platueau) Aminu Bello Masari (Katsina) and Abubakar Atiku Bagudu (Kebbi), on visits to Abia, Rivers and Imo, seeking peace. “Only this morning, 25 people were killed in my state via explosions carried out by three suicide bombers, but I have to be on this mission because of what it means to the nation,” he said. He noted that the huge population of Nigeria makes it imperative to avoid anything that could lead to war among its tribal groups, wondering which country would have the capacity to accommodate Nigerian refugees in the event of another civil war. He said: “What we wanted to forestall actually was a mass movement of Nigerians from one part of the country to another. It was a very dangerous signal. “We equally invite our brothers from the South East to visit some of the northern flash points like Kaduna, Kano and Jos, and together we can talk to our Igbo brothers and sisters there to assure them of the safety of their lives and properties. “Make or break, this country belongs to all of us. The population of Syria is a paltry 22 million. Only 2 million Syrian refugees are knocking on the doors of Europe and it is causing reverberation. We are all part of the leadership challenges we are facing in this country, and none of us can exonerate him or herself from blame. “Like I said earlier in Aba, the hope of the black man rests not with the hard-thinking South Africans or the obsequious Kenyans who are struggling to be more white than the white men, but with the people of this country. “If you see an African walking on the streets of London and would not leave the way obsequiously for the white man to pass, you don’t need a soothsayer to tell you that that black man is a Nigerian. “If we allow this country to implode, up is the Sahara Desert, Niger is already a failed state. The population of Niger is only 11 million while Kano has a population of about 30 million. We can eat up the entire food reserve of Niger Republic within a week. “Down is the Atlantic Ocean and the tiny countries of Benin Republic, Togo and Senegal. Maybe some of us will migrate to Gambia. The entire food reserves of those tiny West African countries can be exhausted within two weeks.” Shettima thanked Governor Okorocha for the warm reception he accorded the delegation, saying that they were in the state principally as a delegation of Northern Nigeria governors’ forum to identify with the uncommon leadership exhibited by the governors of the South East sub-region in these trying moments of the nation’s contemporary political history. He said: “In politics, perception counts and symbolism matters. So we are here largely to identify with our governor colleagues; to visit the northern communities in their states and to reassure them that our governor colleagues are equal to the task. “In fact, I had to pay a visit to the governor of Rivers State where we were earlier on, and Chief Okezie Ikpeazu of Abia State and, of course, the merchant of peace in Imo State (Okorocha) for rapidly responding to the emergency situations in their respective states by declaring dusk to dawn curfews. They equally stopped the nation from reaching the boiling point. “While we were in Rivers, we were not opportune to address the northern community. But in Aba and Umuahia, we were able to do so and thank the governor, because the reports we got directly from the northerners residents in Umuahia, Governor Ikpeazu had solved 70 per cent of their problems; that they had never had it so good of a governor that responded rapidly to the challenges they were facing in their communities.” Okorocha thanked the delegation on behalf of the people of Imo State for leaving their busy schedules to travel more than 1,000 km just to speak the language of peace. “Even between husband and wife, without communication, a break-up is inevitable. And we should not only communicate between ourselves as governors, we should also communicate with the ordinary citizens on the streets,” he said. He said there was a feeling of abandonment among the people of the South East, especially with the administration of President Muhammadu Buhari because they feared from day one that since they did not vote him, his government would forget them. “As untrue as that may be, it remains the general feeling of the people in this part of the world. The Joint Admission and Matriculation Board (JAMB) has provided the Step-by-Step Process Flow of the Admission Exercise for the education and information of general public and the stakeholders, particularly the Candidates. (Candidates should note, in particular, steps 8, 16 and 18 that require their Actions and Decisions) The admission process flow is as stated below; 1. After successful completion of the Unified Tertiary Matriculation Examination (UTME) and the release of results, lists of Candidates were forwarded to their First Choice Institutions 2. JAMB thereafter requested all Institutions to use the Lists to determine their respective Cutoff Marks and forward same to JAMB ahead of the Policy Meeting and programme (course). 3. JAMB received and collated Individual Institution and programme (course)Cut Off Marks as determined by their respective Senate / Academic Board 4. Three (3) Representatives of Institutions- (Vice Chancellors / Registrars / Provosts), Registrars and Admissions Desk Officers were trained on the Central Admissions Processing System (CAPS) 5. Policy Meeting was held with Heads of Tertiary Institution and Regulators to determine, among others, the General Cut Off Marks for categories of institutions, based on earlier submissions of individual Cut Off marks by the Institutions. At the meeting, which was held in Abuja on Tuesday, 22 August 2017, the institutions decided that the lowest submissions from Institutions would also be Minimum Cut off Marks and these were 120 (for Universities) and 100 (Polytechnics, Monotechnics and Colleges of Education). It was further agreed that the Cut Off Marks as determined by each Institution’s Senate / Academic Board and submitted would be maintained and applicable for Admission to the Institution. Based on requests at the Policy Meeting, JAMB requires each Institution to reconfirm its Cut Off Marks and Sets the Cut-Off Mark and other Institution specific parameters such as other Admissions Criteria (e.g. Post UTME Screening) and carrying capacity on CAPS.This is ongoing. 7. Institutions download (from CAPS) details of Candidates that meet the Institution’s and programme’s Cut-Off Mark and had selected them as First Choice Institutions. JAMB additionally provides softcopy of the same information on CDs to Institutions 8. Awaiting Results Candidates upload their results to JAMB Portal 9. Institutions may conduct Post UTME Screenings for downloaded candidates 10. Results of Post UTME where applicable are uploaded to CAPS to obtain aggregate scores for the candidates 11. CAPS ranks and suggests candidates that meet the Institution’s Admissions Criteria as configured on the system by the Institution. 12. The Admissions Desk Officer of the Institution reviews the List of the Suggested Candidates and makes the decision as to which candidates to select for further processing. The Admissions Desk Officer generates a List of Proposed Candidates for review and approval of the Head of the Institution 13. The Head of the Institution reviews the List of Proposed Candidates as appropriates and push the List of Recommended Candidates to JAMB 14. The JAMB (Admission Officer) reviews the Recommended Candidates to confirm they are from those initially sent to the Institution; met the Admissions Criteria as advertised in the brochure and asset on CAPS by the Institution, including upload of and confirm that no qualified candidate has been unjustly denied Admission. No candidate will be considered without the upload of his/her O’Level and/or A’ Level results. 15. JAMB generates a List of Provisional Admissions 16. JAMB notifies Candidates to Accept / Reject Admission 17. Candidate Accepts / Rejects Admission on the JAMB Portal or through USSD or Short Service Code within 72hours. 18. If Candidate Accepts Provisional Admission, JAMB updates Admission Status and forwards List of Confirmed Admissions to the Institution 19. Candidate prints Admission Letter and Proceeds to the Institution for further internal Admission Processing 20. If Candidate Rejects Admission, s/he becomes available in the Market Place for further possible consideration for Admissions Market Place Operations The Market Place feature in CAPS provides flexibility for the Institutions to source for candidates who may not have earlier chosen the institution for Admission consideration. Institutions may specify various selection parameters such as UTME score, State/ Local Government, Gender, preferred programmes /course of the Candidates. The List of Candidates so selected from the Market Place are then pushed to JAMB who then notify the Candidates of Market Place consideration by Institutions. Candidate may Accept / Reject Market Place consideration, subject to a maximum of three (3) Market Place considerations at a time. The Candidates could also approach the Market Place to announce availability for Admission consideration from any institution or for any programme different from those earlier indicated during the UTME Registration, provided s/he has requisite O’ Level Results and wrote the required subject combination in the UTME. Any agreement or understanding on Admission consideration between the Institution and candidate based on Market Place operations will have to be effected with a requirement for the Candidate to effect a Change of Institution on the JAMB Portal to be available for Download (Step 6 above) by the new Institution to follow the subsequent steps in the Admission Process. It should be noted that: The existing window for candidates to change Institution or Programme in addition to the Market Place is still available through the e-Facility. The pro-Biafra group also claimed that the Buhari-led government wants to use the exercise to kill the leader of Indigenous People of Biafra (IPOB) Nnamdi Kanu. In an interview with the Punch, Edeson said: “Operation Python Dance, also known as ‘Egwu Eke,’ is a ploy by the Federal Government of Nigeria, led by President Muhammadu Buhari, a Fulani man, to wipe out the Igbo from the face of the earth. “It is simply a means for him to express his hatred for the Igbo. All the while, we have been complaining that Buhari hates Ndigbo. Now, the hatred is clear for everyone to see. It is glaring to everybody now. Before he came up with Operation Python Dance, there was no crisis in the South-East. The region was peaceful. “It is unfortunate that he sent soldiers to the South-East without the approval or consent of the National Assembly. Ordinarily, that is an impeachable offence. But Buhari did it because he wants to kill our people. “Even at that, when you say you are launching Operation Python Dance, why did they go to Nnamdi Kanu’s house? ” Since they say it is ‘python dance’, they should be dancing in the streets; and whoever gets close to them, they will have a reason to engage that person. Founder of the Movement for the Actualisation of the Sovereign State of Biafra, MASSOB, Ralph Uwazuruike, has claimed that leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu has no real agenda for Biafra. Uwazuruike, who said this while addressing his followers in Owerri, also challenged the IPOB leader to submit himself to security operatives if he is a true freedom fighter. He maintained that Kanu and IPOB’s activities were counter-productive to the Biafra struggle, stressing that it will lead to an unplanned war. According to Uwazuruike, “A real freedom fighter submits to arrest but Kanu has told his members to burn down the country if he is re-arrested, a true indication that he was paid to destabilise MASSOB”. The MASSOB founder also berated the Federal Government for making the IPOB leader popular. Uwazuruike noted that Kanu would not have gained such “notoriety” if he had simply been ignored. “The IPOB has no agenda and I advise Igbo leaders to condemn its activities. “Nnamdi Kanu has no agenda and he is only thriving on the relevance given to him by the government. “I recruited him and I know his capacities; he is not a leader,” he said. VICE President, Yemi Osinbajo, on Thursday met with the Inspector General of Police (IGP), Idris Abubakar, over the crisis involving members of the Indigenous Peoples of Biafra (IPOB) and other security issues. Speaking to State House Correspondents at the end of the meeting Abubakar said the meeting highlight of the meeting “is to obviously ensure that our provision of security in the country is intact.” He said stakeholders were being engaged to find lasting peace. According to him, “Obviously, one is to deploy policemen across the country, two we are in touch with the states government, trying to mobilize the political leadership to be able to intervene where necessary on how to lessen the tension in the south east.” The IGP rejected claims by Governor Nyesom Wike of Rivers that the reported killing of an operative of the Special Anti-Robbery Squad (SARS), during a foiled kidnap operation on Monday at Oroazi area of the state was a confirmation that his men were involved in armed robbery and kidnapping. Idris said, “He (Wike) has right to self-expression. You know he is a governor.” Asked if he was not denying the allegation he replied, “Of course I have to deny that, that is nonsense. I have to deny that. “If a policeman was killed will you say he was involved in crime? I think you are mixing two different issues. A policeman was killed in Rivers in connection with this IPOB issue, is different from saying policemen are involved in crime. You cannot say someone that was attacked and killed is the one involved in crime.” When told that the governor alleged that the dead policeman was one of the three men that were suspected to be members of SARS who were attempting to kidnap someone and he died in the process, the IGP replied, “Who is the person they were attempting to kidnap? “I just want you to read between the lines. If you have leaders making sweeping allegations obviously it does not make sense. I don’t want to comment on it.” Asked what preparation were on ground ahead of October 1st especially with the tension in the land, he replied, “I don’t think there is tension in the country. A Certain Emeka Anuguo, a cyber cafe operative has been arraigned in court by the Joint Admission Matriculation Board for impersonating a JAMB official and defrauded 70 candidates of N210, 000 in Lagos Nigeria. He said the accused deceived and cheated 70 JAMB candidates by collecting N3,000 each from them to change of their age, courses, institutions and to generate “Remitter Code” for them. Deputy President of the Senate Ike Ekweremadu has called for the total removal of age as a criterion for holding political offices in Nigeria. He instead called for a situation where the electorate were allowed to make their choices based on their assessment of the competence of those who presented themselves for elections. This was contained in a statement by Ekweremadu’s Special Adviser (Media) Mr Uche Anichukwu on Thursday in Abuja. According to the statement, Ekweremadu made the call when the group the Youth Initiative for Advocacy, Growth and Advancement (YIAGA) paid him a courtesy visit. He said that “we have just acknowledged the young man, Emmanuel Macron, who is now the President of France. We believe it can also happen here in our country; and we believe that with education and exposure, people can achieve a lot at a very young age. “Therefore, while many Nigerians are calling for a reduction in the age barrier, it is actually my strong and personal opinion that there should be no age barrier in terms of running for political offices or holding executive positions. “I know and I believe too, that sovereignty belongs to the people and they exercise this sovereignty through the ballot box. If they desire to vote in a very young person so be it. That is their choice and that is what sovereignty is all about,” he said. Ekweremadu, who also chairs the Senate Committee on Constitution Review, said that the nation’s greatest resource remained the youth. The Acting President, Prof. Yemi Osinbajo, on Thursday, assured investors that the country would come out of the economic recession stronger and bigger with its Economic Recovery and Growth Plan (ERGP) policy. The acting president gave the assurance at the Presidential Policy Dialogue Session, organised by Lagos Chamber of Commerce and Industry (LCCI) in Lagos. According to Osinbajo, the whole objective of ERGP is to restore growth, invest in Nigerians and build a competitive economy. “In order to achieve this objective, we have clarified five areas of actions. “This includes to stabilise macroeconomic environment and achieve agriculture and food security. “Ensure energy sufficiency in power and petroleum products, improve transportation infrastructure and drive industrialisation, especially by leveraging on Small and Medium Entrepreneurship (SME). “Of course, we are setting up a Presidential Delivery Unit that will be tasked with integrating the economic recovery programme and ensure that the progress is measurable and the implementation is stead fast,” he said. Osinbajo, who was represented by Dr Okechukwu Enelamah, the Minister of Industry, Trade and Investment, said the country was witnessing a challenged economy. Osinbajo said government was committed to improving power sector and creating friendly environment for businesses. Earlier, Dr Nike Akande, the President of LCCI, said the chamber was delighted to observe that the short to medium term outlook for the Nigerian economy was much better than what it was this time last year. According to Akande, this is the outcome of the series of new policy initiatives, engagements and consultations with key stakeholders and some positive developments in the external sector. She commended the government’s responsive disposition which had led to some policy reviews. “The foreign exchange policy has been reviewed to reduce the volatility in the foreing exchange (FOREX) market and minimise uncertainties. “Investors’ confidence is on the upswing, liquidity in the FOREX market has increased, there is better clarity in the policy direction, FOREX inflows are beginning to pick up. “We are also very confident that recent government initiatives on the ease of doing business would impact positively on the economy, “she said. She commended the Federal Government for setting up the Presidential Ease of Doing Business Council (PEBEC) with Acting President as the Chairman. Akande said the chamber applauded the recent Executive Orders targeted at enhancing the investment climate and improving Ease of Doing Business in Nigeria. Akande, however, drew the attention of the acting president to the power sector reform, which after four years, had not met the expectations of the business community and the citizens. The Registrar Joint Admissions and Matriculation Board (JAMB), Prof. Dibu Ojerinde has stated that candidates who missed their examination because they were relocated will be given another opportunity to sit for the examination. Also candidates who had system failure during the examination would retake it, once it is proven by the board that their complaints are genuine. On the issue of conflicting results, Prof. Dibu said, “Let me use this opportunity to offer explanation on the issue of the much-publicized two results. The process of our marking involves transformation and other qualitative programming. In the process of these configurations, we had a little challenge which we quickly corrected and ensured that this never happened in subsequent results. This challenge was only associated with the candidates that sat for this examination on Saturday, 27, and some candidates of Monday, 29 February, 2016.” He also disclosed that out of the 1,546,633 candidates that sat for the 2016 UTME, 145,704 had issues of multiple results which have been resolved by the board. He however stated that results of Uromi approved UTME Centre in Edo State, were being withheld as a result of massive malpractice and invasion of the centre by armed hoodlums. He blamed the technical hitches experienced in some of the centres on the operators of the centers as some of them hired equipment just to pass the accreditation process only to be found wanting on the examination day. He further stated that reverting to Pencil-Paper Test as directed by the House of Representatives will invariably amount to taking one step forward and two steps backwards. “Even the physically challenged are taking the CBT examination.
