Two staff in one of the Federal Ministries got employment letter the same time,with the same grade level and step,both of them did documentation/assumption of duty the same day.One did in the morning while the other did his in the afternoon but the time was not recorded.
Now the question is how do you determine seniority between this two on the nominal roll?Pls admin gurus in the civil service should help out here because this is exactly what a friend is passing through in her place of work.



Hi, your question can be answered easily if we know the reason behind the the need to know the one who is senior and if both operate within same department etc. Then how senior are these people? The policy of an organization must envisage and put controls in place to reduce this issue. Such people if at senior level should be posted to different areas of the business to avoid conflicting impact.

Regardless, here are your consideration options:

1. TIME ON GRADE: If anyone at any point in time has gone ahead to be promoted first before the other joined him in a new grade, then he takes precedence.

2. PERFORMANCE: Who scores higher performance points on the PMS might be seen as first amongst equal

3. RESPONSIBILITY / SPAN OF CONTROL: Who oversees more critical responsibilities might be seen as taking priority. For example is one if Candidate A is Head of Finance and Candidate B is Head of Store -

4. QUALITATIVE JUDGEMENT: Senior Management can take a qualitative judgement or who takes precedence.

Nabio et Eagle Limited; a Lagos based business consultancy firm has released the report of its survey on the topnotch companies in the business of dry cleaning services in Lagos State, the commercial hub of Nigeria. The result of the exercise, which was conducted in the fourth quarter of 2017 showcased the best professional dry cleaners on a league table from thousands of other flight-by-night operators whose ill-structured services only cause pain to customers.

According to the report, released to the media at the weekend, leading the dry cleaning companies on the top echelon of the business with aggregate score include Garment Care Limited, Clean Ace and Snow Flakes and Laundry by Time Signature Limited. The other companies that made it to top 11 on the table include, West Man Quest Limited, Nathan’s Superior Dry Cleaners, The Laundry Box Limited, Laundry House Co., Discount Dry Cleaners, Safi.ng and Laundry King Limited.

With this latest report, which is commendable as the first of its kind in the dry-cleaning sub-sector of Lagos State economy, Lagosians and millions of visitors that throng into the mega city only have themselves to blame if they ignore the well-researched report and continue patronising dry-cleaning outfits in the non-professional category. According to the report, the dry cleaning industry in Lagos State like every other unregulated industries has hundreds, if not thousands of service providers playing both in the professional and non-professional category. In line with the fundamental goal of the assessment, the report, according to the agency would help foster healthy competition in the industry and encourage better service quality delivery to customers.

One interesting thing about the report is the methodology the research firm employed and deployed, which enabled them to arrive at the leading dry cleaning firms in Lagos State. A closer look at the report showed that key attributes considered critical to customers were directly derived through the use of direct experience, customer survey, review of critical impressions points, mystery shopping, assessment through online professional tools and assessment of platforms. These include customer satisfaction, service range, product quality, operational structure, accessibility, online app, brand quality, web assessment, and pricing amongst many other attributes.

According to the survey, several professional dry cleaners were assessed side by side on the key parameters stated above. The exercise employed quantitative approach as much as possible and where it is impossible to obtain relevant data, assessment on such attribute was totally avoided. The actual method of some of the attributes are explained by the research firm are as follows: “Customer satisfaction was arrived by ranking the customer reviews garnered by the companies on their Google business pages; To assess phone etiquette, a direct phone call was made to each professional dry cleaner on the number stated on their website with a simple request for the price for shirt dry cleaning. The front office was expected to properly introduce their company, state their name and offer help or service to the customer. A full score was given to any company who covered the three parameters, while a company that did not cover anyone was rated as poor; To obtain the quality of a dry cleaner’s online quality, real assessment of the website, service offering and functionalities to the customer, rate of keeping in touch with the customer, social presence and search engine optimization (SEO) index was assessed using one of the best SEO tools (https://toolbox.seositecheckup.com/) and key parameters such as transparency, profitability and financial soundness, which could have shed light on the capitalisation and performance of the company could not be assessed because none of the companies have their financial statements uploaded on their website.”

The reason is that Japanese auto maker especially Toyota is known for thier above class quality which is embedded in thier production process. Hence, the system adopted by all Auto makers even the ones some guys have mentioned here as the best are totally based on the Toyota Production System (TPS) also called Lean Manufacturing. Lean has is effectively adopted even in services and non auto industries including banks and other service oriented organizations. I would have loved to provide statistics, but i dont have much time for a desktop research now. You can browse it - Toyota is renowned for the highest quality system in the world - a system touted to be above every quality managemnt system and embedded in the japanese culture - hence other japanese auto manufacturers.

In summary, Japanese car autos have both combined quality with low cost. Something impossible for other auto especially Americans to achieve.

LIke i said this is embeded in the Japanese culture hence the other japanese auto manufacturers too are in extension quite efficient at proucing cars better than thier counterparts everywhere in the world. Well I should know these things, since I am a quality quality expert.

There is no one size fits all answer to this, but I will look at it from the angle of being from the western part of Nigeria where it is an acceptable thing to have members of your extended family stay in at one point in time or another. However, there needs to be a balance between helping your family members and building your own family values which I agree at times needs to be done without "strangers" around. But also, you need to balance that with the cutural values of communal living, brotherhood, helping one another ingrained in how we are brought up wether you are from an affluent or lesser affluent background. Hence my conclusion is you need to sit with your husband, have objective discussions around it and understand his own premise as well. Then come to a conclusion together that works for all parties.

Having addressed the issue, I should also mention that I see an undertone that your husband's mother and people are not fully accepted into your own circle as your own family too. This could be due to frustations but you need to control your expectations and psychology - do not let the situation turn you into what you arent as this would affect the relationship between you and your hubby.

Lastly, I usually look at things from this angle - Our parents most likely do not have as much time to live again (including your parents and your mother inlaw) -I would do anything on earth to make my parents, inlaws and my own family etc happy because one day that phase will pass and they wont be there again. Its an opportunity and its not forever. The next phase - you will be a mother inlaw too and grow aged (IJN).

FInd a balance - most likely, a good choice is to take everything in your strides and show the love. Because of your husband - my advise is persevere and endure the situation.

Really quite unfortunate that you have to wait 8 years to summon courage to admit these things.

I have been in this kind of situation but I wasnt sleeping with every woman around o! But I have dated a very beautiful girl for 8 years and felt no emotions after like 6 years. I terminated the relatioship (it wasnt easy) based on these following princples.

(1) You happiness is very important - it will affect everything about your life including how long you live so - BE SELFISH ABOUT YOUR DECISION!
(2) It is better tobreak up now THAN TO DIVORCE IN THE FUTURE and make life complicated for her and your children.
(3) NEVER MARRY FOR PITY once you get in, you cant get out trough the door.
(4) PRAY ABOUT IT dont talk too much to people about it they will confuse you the more.
(5) TRUST ME, SHE WIL GET A BETTER PERSON - at least someone that loves her and not you that does not - so this mess is equally dangerous for her too.
(6) You will only get a better wife IF YOU ARE SINCERE WITH YOUR CURRENT FEELINGS ABOUT HERE NOW AND NOT THAT YOU HAV FOUND A NEW GIRL.
(7) Marriage is not a child's play that you just go into with anyone - LOVE, RESPECT AND MOST IMPORTANTLY FRIENDSHIP are very important - once these things are not present - DONT EVEN TRY TO GO AHEAD WITH MARRIAGE PLANS - you will regret it.

He had chicken nuggets for lunch and the world's fastest men on toast for Sunday dinner.

But 24 hours after the greatest 100 metres run of all time, Usain Bolt's hunger showed no signs of abating.

"Anything is possible," said the 22-year-old Olympic and now world champion when asked if he could improve on his astonishing 9.58secs display.

"I think it will stop at 9.4, but you never know."

Maurice Greene, the one-time undisputed king of sprinting, broke into a broad smile as he heard Bolt's words.

"If Usain says he can do 9.4, I have no problem believing it," said the American. "He will go faster and, after this, who knows what his potential is.

"He reached his top-end speed but he didn't hold onto it. He still slowed down. Technically, he's still got some stuff to learn."


Greene, who has three world 100m crowns to his name, marvelled: "I've always said as time goes on, that man will progress. Man will get faster and technology will build things to make man faster.

"There are really no limits on what a man can do."

And Bolt is a man apart. Just ask one of those left in his slipstream. "The guy ran to the moon and beyond and there was nothing I could do about that," said Dwain Chambers, who finished sixth and yesterday withdrew from the 200m with a calf injury.

Greene, who was trackside as 'Lightning' flashed past him already well clear of runner-up Tyson Gay, agreed that Bolt had been out of this world. "The earth stopped for a second," he said, "and he went to Mars. When I saw the time, the same thing ran through my mind as ran through everyone else's mind: it was just an unbelievable performance.

"Usain ran 9.58 on a track which everyone says is slow.

"It begs the question what would he have done on the Beijing track, which everyone said was fast, had he run for more than 60 metres?" Bolt is in only his second season of running the 100m, he was in a car crash in April and he likes a pre-race meal at McDonald's.

Despite larking around beforehand as though he didn't have a care in the world, he accelerated from nought to 60m quicker than a family hatchback and stopped the clock halfway through his 42nd stride.

"For me 9.58 is definitely a big thing," said Bolt. "I'm proud of myself because I'm the first man to have done that. But I never go out there thinking about world records. I just go out there trying to win."

Bolt focuses on the 200m today, having put his partying on hold to make sure he is in shape to shock the world again.

The question is whether we have lost the power to be shocked after what we witnessed on Sunday.

THE RECORD HOLDERS

Usain Bolt has taken 0.16 seconds off the record in two seasons, as much as the previous six record holders shaved off - and it took them 16 years to do it.

TIME AND MOTION: HOW THE RECORD WAS SHATTERED

Renowned as a slow starter, relatively speaking of course, Bolt got away well, racing to the 20m mark level with rival Tyson Gay in 2.89secs. "My main aim was to get a good start and I got it," he said.

Came out of his 'drive phase' and hit the turbo switch, reaching the 40m mark 0.04sec ahead of Gay in 4.68secs.

Once ahead he turned on the afterburners. "When I got to 50 leading I knew it was going to be hard to get past me because that's the strongest part of my race," he said.

A full 10th of a second clear of the field by the 60m mark, the race was won as long as he did not repeat his showboating antics of Beijing. With Gay out for blood he knew better this time.

Into the final quarter of the race and he was 0.19sec ahead of the American defending champion - a massive lead. He glanced left and right before stopping the clock and leaving the world open-mouthed.
