The fair deal would have been, they supply crude, Dangote pays in naira, then refine and sell to any marketer, which will in turn create competition and availability, which leads to a lower price. 

Besides, didn't NNPCL tell Nigerians that they are not willing to be the only off-takers of Dangote PMS? So why did they now backtrack?

I thought NNPCL said they don't want to be the only off-taker of Dangote PMS. So why did they now backtrack? 

They want to continue to ripe Nigeria and Nigerians off through their never-ending subsidy scams.
