President Bola Tinubu has described the lingering insecurity bedevilling Nigeria, particularly the North West region of the country, as inherited security compromises.

The president added that the banditry and insurgency facing the country is a likelihood of historical injustices meted out to the adverse victims of conflicts.

Reflecting on his inaugural speech one year ago, Tinubu noted that “we promised to make Nigeria safer, and this aim has been our topmost priority since we came to office.”

Tinubu said on Monday at a two-day security and peace summit organised by the North-West Governors Forum, in collaboration with the United Nations Development Programme in Katsina State.

Shettima, who represented Tinubu at the programme and read the President’s address, said, “Beyond the economic rationale that drove the amalgamation of the Northern and Southern parts of Nigeria, the formation of our great nation was inspired by the need for mutual protection.

“But, I ask, how can we achieve this sacred objective if one part is afflicted? We have long established that whatever ails any part of this federation destabilizes the other. So, the issue of national security in the North-West is not a sectional agenda.

“The road to redeeming the security compromises we inherited was mapped out before we embarked on this journey. We realized that achieving the peace we seek necessitates addressing the historical injustices that have torn communities apart.

“We must also reverse the institutional frailties governing security and the economic dysfunctions that create vulnerabilities to crime. We must also counter the ideological mischief that has pervaded the discourse of peace and security in the region.

“The solution we seek is a region where every trade is safe, where every group is at peace and where the policing and military presence of the state is optimal.

“This disintegration, from cycles of clashes between herders and farmers, has ruptured the ideas of oneness upon which the North revolved. “This was followed by a regime of cattle rustling that set herders on a path of violence.

“Over the past decades, we have seen how these land-use disputes drove the farmer-herder conflicts, as climate change diminished our arable land and water resources, as the capacity of our security forces was overwhelmed, as unauthorized arms proliferated conflict zones, as corruption undermined our quest for solutions, and as criminal and insurgent elements exploited the complexity of our crisis to cross into our borders.

“What we are witnessing across the North is an explosion of these damaged relationships and we have come to say: enough is enough.
“Our first decision was to task our brothers from the North-West and the North-East with the defence and security of the region.

“Our military forces, through various operations such as Operation Hadin Kai and Operation Safe Haven, have made true their promise to the nation by targeting insurgent groups like Boko Haram and bandits who have held us ransom for too long.

“Through enhanced border security and intelligence capabilities, we have disrupted and dismantled criminal networks.

“To build pragmatic solutions to our security compromises, we are strengthening collaborations among the Services and other security agencies to ensure a unified approach.

“The kinetic and non-kinetic interventions we have pursued are designed to build the perimeter of our security infrastructure to the point that every child who goes to school returns safely, every person who sets out on a trip arrives at their destination securely, every trader who goes to the market conducts their transactions without fear, and every farmer plant seeds and harvests their produce in secure environments. We cannot achieve this unless we come together.”

The Chairman of the North-West Governors’ Forum and Katsina State Governor, Dikko Radda, earlier in his welcoming speech, noted that though the fight against insecurity is primarily a federal responsibility, there is a need for all to join hands and fight the scourge.

Radda further explained that “banditry has cast a shadow over our communities. It has disrupted lives, stifled economic activities, and instilled fear among our people. We cannot allow this menace to define our region.

“As leaders, we must adopt a multifaceted approach that includes robust intelligence gathering, community policing, and deploying advanced security technologies. Furthermore, we must enhance the capacity of our national security forces through continuous improvements and adequate resources.”

The UNDP representative in Nigeria, Elsie Gyekyeua Atafauh, in her address, also said the security and peace summit initiative was a vital step towards promoting development and deepening the foundation of peace in the Northern region of Nigeria.

“If Nigeria must retain the position of a giant of Africa, we must pay attention to the North-West,” she added.

There is unending tension in Rivers State as feuding parties await the decision of the Court of Appeal.


DAILY POST recalls that at the last hearing, parties presented their final address to the court, after which the suit was adjourned for judgement.

The former speaker of the River State House of Assembly, Martin Amaewhule, and 24 others are before the court against the high court-backed Speaker, Victor Oko-Jumbo and five others.


Amaewhule and the others are requesting the court to halt the implementation of a high court ruling that removed them from office, pause any further actions in the case, and nullify any decisions made by Jumbo while in office.

They also sought a speedy resolution of the matter, arguing that the trial court had overstepped its authority.

At the moment, the crisis centres around the running of the 23 local government areas, as the former chairmen, whose tenure have expired, are insisting that they have the right to remain in office, citing an amended law by the embattled Amaewhule-led House of Assembly.


Governor Fubara had on Monday, June 17, directed all Heads of Local Government Administration in the state to take charge of councils starting Tuesday, June 18, 2024.

In a broadcast, the governor instructed the HLGAs to “immediately take charge of the Councils with renewed vigour and readiness to serve and await further directives as we navigate towards even greater accomplishments together.”

However, the former chairmen vowed to remain in office, insisting that the embattled faction of the Rivers State House of Assembly led by Amaewhule had extended their tenure by six months.


Their refusal to quit the office triggered controversies that turned bloody on Tuesday when supporters of the incumbent governor and Wike, the current Minister of the Federal Capital Territory, FCT clashed.

At least, two security operatives paid the supreme price during the violent clash. At the same time, scores of other protesters were injured as confirmed by the spokesperson of the Rivers State Police Command, Grace Iringo-Koko.

Subsequently, the Inspector General of Police, IGP Kayode Egbetokun ordered the operatives of the state Command to take over the LG secretariats to forestall more bloodshed and prevent further deterioration of security in the state.


The IGP specifically deployed operatives of the Force Intelligence Response Team, IRT, to assist the Rivers State Command in apprehending the killers of the police officer and the vigilante member.

In a very swift move, Governor Fubara on Wednesday nominated caretaker chairmen for the 23 local government areas to replace the pro-Nyesom Wike former chairmen.

The caretaker chairmen screened by the State House of Assembly led by the Speaker, Victor Jumbo were equally sworn in by the governor the same day.

But the police barred the newly inaugurated caretaker chairmen from accessing their offices in all the 23 LG headquarters as all the secretariats were barricaded with police patrol vans.

Governor Fubara, however, said Caretaker chairmen will operate from alternative secretariats.

APC’s call for state of emergency

Meanwhile, not ready to give up, the All Progressives Congress, APC, in the state has called on the Federal Government to declare a state of emergency.

The party believed that a declaration of a state of emergency would address the political impasses in the state.

Chairman of the APC in Rivers, Tony Okocha, who briefed journalists in Port Harcourt, stated that the call was necessary to safeguard the nation’s economy, warning that without urgent intervention, the situation could have significant economic repercussions.

The call, however, sparked more controversies as stakeholders warned that any attempt to declare a state of emergency in Rivers State would cause more damage to the nation’s democracy.

According to a group of stakeholders under the aegis of the Concerned Citizens Forum of Nigeria, “declaring a state of emergency is not a viable solution, as it will only lead to further violence, displacement, and human rights violations.”

In a press briefing on Friday in Abuja, the Executive Director of the group, Dr. Ekeanyanwu Promise said the move by the APC was a “deliberate and calculated manoeuvre aimed at exacerbating the existing instability in the region for political expediency”.

However, speaking with DAILY POST on Saturday, the Publicity Secretary of the APC, Ikenga Chibike said the party stands on its position.

He said, “Our position on the state of emergency still stands. We called for a state of emergency in Rivers State because of the breakdown of law and order in the state.

“You are all aware that three people were shot dead a day before we called for the state of emergency in Rivers State.

“Aside from those who were shot dead, many other persons had gunshot wounds and matchet cuts. There was a serious security issue. People were unable to go about their lawful businesses”.

The party’s image maker accused Governor Fubara of abandoning his responsibility of protecting lives and properties.

“We strongly feel that the governor has abandoned his responsibility which he took an oath for”, he added.

He clarified that the party has no grudges against the governor as being insinuated in some quarters, stating that APC in Rivers is only opposing some unhealthy policies of the government.

He said, “We are not against the governor as a person but his office and his government. We are not personal in whatever decision we are taking.

“We are looking at programs and policies of the government which ordinarily should have enhanced the survival and good living of citizens of the state but the reverse is the case.”

More protests loom as police continue siege on LG secretariats

DAILY POST gathered on Saturday that some group of youths are planning to stage a protest against the continuous barricade on the LG secretariats across the state by operatives of the Nigeria Police Force.

According to a source who preferred to be anonymous, “What the police are doing is not helping any matter. They should allow the caretaker chairmen to resume their duties and do their jobs.

“We don’t want to believe that they are being used by some forces from Abuja to cause more problems in the state.

“If they continue like this, they may have many people to contend with. Everybody including the youths is angry. The governor should be allowed to rule his state in peace”.


Recall also that the Civil Liberties Organization, CLO, and over 40 affiliate organizations on Friday threatened to embark on a statewide protest if the Inspector General of Police refuses to withdraw his men from the 23 local government councils.

South-South zonal chairman of CLO, Comrade Enefaa Georgewill, called on the police to stop turning Rivers into a police state, adding that the continuous blockade of the councils’ gates was “insulting and demeaning to the people of the state.”

The human rights group issued a seven-day ultimatum to the police to vacate the secretariats or risk a statewide mass anti-police protest in Rivers State.

ALGON issues strong warning

On its part, the Rivers State Chapter of the Association of Local Governments of Nigeria, ALGON, has alerted security agencies, the state government, and the public to the potential repercussions of an alleged planned protest by the former local government chairmen and former members of the state and National Assembly.

In a statement signed on Sunday by the 23 Local Government Council Caretaker Committee Chairmen, ALGON warned that the protest was a deliberate attempt to incite anarchy and chaos in the state.

Speaking at a press conference in Port Harcourt, the ALGON Chairman, Prince Ichemati Ezebunwo, who also serves as the Caretaker Committee Chairman of the Port Harcourt City Council, alleged that the protest aims to destabilise governance and create a pretext for declaring a state of emergency in Rivers State.

Ezebunwo said: “We are drawing the attention of the general public to the planned protest by the immediate past local government chairmen, former House of Assembly members, and National Assembly members loyal to the Federal Capital Territory Minister, Chief Nyesom Wike, against the Nigeria Police Force (NPF) manning the 23 local government councils across the state.

“The planned protest is not in the interest of the local governments and the state in its entirety. Rather, it is a calculated attempt by enemies of our dear state to paint the people of the state in bad light, unleash mayhem while at it, and use it to further buttress their inordinate call for the declaration of a state of emergency in our dear state.

“We emphatically state that we, members of the Association of Local Governments of Nigeria, Rivers State Chapter, and our people are in support of the police decision to take control and protect all local government council secretariats until further directive on the matter.”

Ezebunwo clarified that since the new caretaker committee chairmen were sworn in by Governor Siminalayi Fubara, there have been no attempts to forcibly take over or access any of the local government secretariats, adding that this compliance follows the governor’s directive to await the police withdrawal from the secretariats.

He added: “We want to categorically state that we are not in any way linked to the planned protest, as it is inimical to the progress and well-being of the people of the state, considering the sinister plots by some desperate politicians to take advantage under the guise of protest, to cause chaos and destabilise governance in the state.”

The Port Harcourt City Council Caretaker chairman urged the Inspector General of Police, Kayode Egbetokun, and the State Commissioner of Police, Olatunji Disu, to take immediate action to maintain law and order by preventing any illegal protests in the state.

However, when contacted by DAILY POST on Saturday, the Rivers State Police Public Relations Officer, Grace Iringe-Koko said the command was not aware of any impending protest.

“We are not aware of any protests coming up. All I know is that Rivers State is relatively calm and we have deployed adequate security across the state,” she said.

•Awaiting Tinubu’s final decision before taking stand

The Organized Labour has warned some governors not to plunge the country into a state of resentment, misery and impoverishment through wrong pieces of advice to President Bola Tinubu.

It also reiterated that the position taken by President Tinubu on the two proposals before him from the final report of the Tripartite Committee on the National Minimum Wage would determine its next line of action.

Recall that while the government team and organized private sector had made an offer of N62,000 on the last day of the meeting of the tripartite committee on the new national minimum wage, while organized labour, comprising the Nigeria Labour Congress, NLC and the Trade Union Congress, TUC, demanded N250,000 as a new living wage.

Speaking to Vanguard weekend, the Head of Information of the NLC, Comrade Benson Upah, said the two labour centres would subject whatever figure the President would submit to the National Assembly to the decision of the appropriate organs of the two labour centres.

He also ruled out the option of rushing to strike immediately, explaining that it was not every problem that would be solved with strike, adding that strike was always the last option.

Fielding questions over the agitation in some quarters that President Tinubu had delayed to make a pronouncement on the figure to be transmitted to the National Assembly, Comrade Upah advised Nigerians to tarry a while in making conclusions, contending that the report was sent to the President within the period of Democracy Day and Sallah when some relevant stakeholders had to travel out of Abuja.

He said: “At the time the tripartite committee submitted the report to the President, there was Democracy Day and then the Sallah break, all of which were practically lumped together for the political stakeholders to travel.

“So, on the length of the time taken for the transmission of the executive bill, we have no issue with that, what we are concerned about is what will be transmitting to the National Assembly.”


Asked what will be the reaction of organized labour if the government decided to go with the N62,000 offered by the government, against labour’s demand of N250,000.

He said “Well, let the government come up with it first and then I even want you to note that there is division in the ranks of the government team, with governors saying they can’t even pay the N62,000.
”So, whatever the government transmits to the National Assembly will determine our mood. Let us wait to reach the bridge before we cross it.”


On the allegation that state governors were the obstacle on the new minimum wage and organized labour’s response to the disposition of the governors to a new living wage, Upah said they (governors) having a negative disposition to a new living wage were in the minority but very vocal.

“In fairness, we will not say the state governors are the obstacle, it is a vocal minority in the ranks of the governors that is projecting the governors as bad and dishonest people and we know that minority group.

”Quite a number of governors have come out to say that whatever they say is the minimum wage, we are ready to pay, quite a number of them have said so.

“Our message is to the vocal minority in the rank of the governors, giving the governors a bad name, misleading the President and creating a major social problem in the country. We would warn them to retrace their steps, their behaviour in their state has not enhanced the wealth or capacity of their states.


“We will advise them to retrace their steps, instead of giving a piece of advice that is capable of plunging the country into a state of impoverishment, misery and resentment.

“Quite a number of Nigerians have come out to speak publicly. In fact, out of five Nigerians, four have come out to say labour has a very good case, so government should do the needful and shame the devil,” he said.


On the possibility of labour going on strike, if government remained adamant to pay N62,000, Upah said: “We have said again and again that whatever government offers in the final analysis will be subject to the decision of the appropriate organs of the two labour centres.

Gold programme: Tinubu hails $5m boost to foreign reserves as milestone in Renewed Hope Agenda

President Bola Tinubu has commended the Ministry of Solid Minerals Development over the first commercial transaction under the National Gold Purchase Programme (NGPP).

The President said this when he received gold bars sourced from artisanal and small gold miners from Dr Dele Alake, Minister of Solid Minerals Development, on Sunday in Abuja.

The News Agency of Nigeria (NAN) reports that the gold was refined by the Solid Minerals Development Fund, an agency of the Ministry.

The programme has delivered 5 million dollars into Nigeria’s foreign reserves and injected about N6 billion into the rural economy.

Tinubu said that the ministry had achieved a major milestone in the administration’s drive to diversify the economy.

“This is another concrete step towards the diversification process under the Renewed Hope Agenda,” the President said.

Alake, who presented a symbolic gold bar to Tinubu, said the NGPP would increase the country’s foreign reserves and boost the value of the Naira.

The minister also commended the President for supporting reforms in the solid minerals sector.

“The successful completion of the first commercial transaction clearly demonstrates the National Gold Purchase Programme’s effectiveness.

“It has increased the nation’s foreign reserves assets and shown that using the Nigerian Naira to purchase a liquid asset traded in dollars, such as gold, is a viable strategy.

“This transaction has also underscored the potential of the National Gold Purchase Programme to enhance fiscal and monetary stability.”

Alake said that the over 70 kilograms of gold sold to the London Bullion Market Good Delivery Standard marked a successful aggregation of locally mined gold.

In her presentation, the Executive Secretary of the Solid Minerals Development Fund, Hajiya Fatimah Shinkafi, said that the gold has met the global trade standard.

She said it met the London Bullion Market Good Delivery Standard that is the globally recognised and trusted standard in the global trade in gold and silver bars.

“Only gold and silver bars that meet our Good Delivery standards are acceptable in the settlement of a Loco London contract – where the bullion trade is physically held in London,” she said.

Shinkafi said, through the NGPP, Nigeria had joined countries bolstering their gold reserves by purchasing gold in local currency.

She said this would foster economic confidence, enhance currency stability, and create a more attractive environment for foreign investment.

THE Abuja Chamber of Commerce and Industry (ACCI) has expressed concern over persistent rise in commodity prices in the country.

The ACCI President, Emeka Obegolu, in a statement on Saturday, said the increment was adversely affecting small-scale business owners and escalating poverty levels in the country.

“The surge in prices of essential food items such as rice, beans, cassava flour, tomatoes, pepper, onions and others has aggravated the plight of the average citizen.

“Rendering basic meals is increasingly unaffordable for many households,” he said.

According to Obegolu, official National Bureau of Statistics (NBS) records indicated a staggering 35.41 percent food inflation rate in May 2024.

He said that on-ground observations suggested the actual food inflation rate to exceed 50 percent, highlighting the severity of the situation and its dire impact on livelihoods.

Obegolu said the chamber provided support services in training and advocacy to help local businesses navigate challenges and seize opportunities in the food sector to impact its members.

He said that the distressing situation made necessities such as food, housing, and healthcare increasingly unattainable, pushing numerous households to the brink of poverty and extreme deprivation.

Obegolu, the Organised Private Sector leader in the FCT and environs, emphasised the urgent need for government intervention to address the escalating food crisis.

He said that failure to act promptly could lead to malnutrition and further aggravate the nation’s socio-economic challenges.

“Food is a fundamental necessity of life, and its affordability directly impacts the well-being of citizens. The escalating food inflation crisis threatens food security and exacerbates poverty.

“The government must take decisive action to mitigate this crisis and alleviate the populace’s suffering,” he said.

The ACCI president said the economic situation also adversely affected the business community, particularly farmers and agricultural product sellers.

He, therefore, called for urgent measures to stabilise food prices, enhance food security and alleviate Nigerians’ economic burden.

The ACCI president said this would foster sustainable socioeconomic development within the country.

Meanwhile, Obegolu quoted the Chief Executive Officer of Araba Technology, Segun Olugbile urging the ACCI to Initiate business actions against the food crisis and hunger in the FCT.

According to Olugbile, the food crisis is becoming a severe issue due to multifaceted challenges affecting farmers and herders, climate change, and the current high inflation.

He said the ACCI stood at a critical juncture as the FCT faced an escalating food crisis and hunger emergency, due to challenges impacting food production and supply chains.

“With an estimated 24.7 million individuals affected by food and nutrition insecurity across 26 states, including the FCT, urgent action is imperative.

“The ACCI can play a pivotal role through collaboration with government and stakeholders to avert a worsening crisis and bolster regional food security.”
