The Nigerian government has unveiled a plan to bring down inflation in the country through tariff and import duty suspension for food, raw materials for production, pharmaceuticals, inputs for agriculture production and other fiscal measures.


The Minister of Finance, Wale Edun disclosed this in a recent presentation of the proposed Accelerated Stabilisation and Advancement Plan, ASAP.

Edun stated that the plan, recently presented to President Bola Ahmed Tinubu, was designed to end Nigeria’s economic hardship.


This comes as Nigeria’s headline and food inflation increased to 33.69 percent and 40.53 percent, respectively.

The inflation portends unbearable hardship for Nigerians as purchasing power continues to shrink upon rising prices while remaining unchanged.

As a solution, Edun explained that the fiscal measures, when implemented, will take Nigeria out of the woods.


He said the order upon implementation will bring about the suspension of import duty and tariff for staple food items, raw materials and other direct inputs used for manufacturing, inputs for agriculture production, including fertilizers, seedlings, chemicals, pharmaceutical products, poultry feeds, flour and grains.

Similarly, it will authorise millers to import paddy rice at zero duty and Value Added Tax for 6 months.

“The import duty and other tariffs on the following items are hereby suspended for six months: staple food items, raw materials and other direct inputs used for manufacturing, inputs for agriculture production including fertilizers, seedlings, chemicals, pharmaceutical products, poultry feeds, flour and grains.


“Value Added Tax, where applicable, is hereby suspended on the following items for the rest of the year 2024: Basic food items and semi-processed, staple food items such as noodles and raw material inputs for the manufacturing
of food items, electricity and public transportation, agricultural inputs and produce, and pharmaceutical products”, the document partly reads.

Relaxation of import duty will calm raging inflation in Nigeria – CPPE

Reacting to the proposal, Muda Yusuf, the Director of the Centre for the Promotion of
Private Enterprise said the relaxation of import duty as contained in the ASAP would calm raging inflation in Nigeria.


Muda noted that the plan will address many of the burning economic issues bothering real sector investors.

He urged Tinubu’s government to expedite action in implementing the plan for the progress of Nigeria’s economy.

“The proposed Accelerated Stabilisation and Advancement Plan is a laudable proposition coming from the Finance Minister. It addresses many of the burning economic issues bothering real sector investors.

“The plan contains robust and comprehensive fiscal policy measures that stakeholders in the real economy had clamored for over the past year. It addresses the concerns of investors on high interest rates, high cost of cargo clearance at the ports, and high import duty regimes.

“The relaxation of import duties on critical raw materials for manufacturers would calm the raging inflationary pressures in the economy, especially food inflation.

“The fiscal measures reflect the responsiveness of the administration to the concerns of investors in the real economy. We urge for expeditious implementation of the plan, once approved by the president,” he said.

Minimum wage negotiation

The government economic proposal, known as ASAP, comes amid the new minimum wage discussion that has taken center stage in Nigeria in recent times.

On Monday, the Organised Labour shut down the Nigerian economy because the government failed to implement a new Minimum wage.

However, the strike was suspended on Tuesday after the workers secured a commitment from the government to pay a minimum wage higher than N60,000.

Meanwhile, the Nigeria Labour Congress and the Trade Union Congress had earlier proposed N494,000 as a new minimum wage.

It was learnt that the Government and the Organised labour has resumed negotiation on the new minimum wage.

Meanwhile, Senator Orji Uzor Kalu at Tuesday’s plenary proposed between N75,000 and 90,000 as the new minimum wage.

Earlier, Paul Alaje, Chief Economist and Partner at SPM said the minimum wage should be at least N100,000.

Organised Labour has dismissed claims by the Senate President, Godswill Akpabio, that its recent nationwide strike amounted to economic sabotage, saying the true economic saboteurs are those looting national resources, not the labour force.

According to Organised Labour, the Senate President’s subtle threat that the Senate would move into Executive Session to address the issue of labour’s strike smacks of contempt for open and transparent debate which ought to be the bedrock of parliamentary proceedings.

NLC in a statement by the Head of Information and Public Affairs, Benson Upah, insisted that for the past 25 years the political elite have wilfully sabotaged Nigeria through acts of corruption and abuse of power, not the workers.

The statement said “NLC strongly refutes Senate President Senator Godswill Akpabio’s recent claims that the indefinite nationwide strike by the NLC and Trade Union Congress of Nigeria, TUC, constitutes economic sabotage. Such accusations are baseless and deeply troubling for Nigerian patriots and democracy advocates.

“The strike, initiated on June 3rd, was in response to the federal government’s refusal to conclude the national minimum wage negotiations, reverse electricity tariff hikes, and end discriminatory consumer classifications. This legally conducted strike reflects the frustration of Nigerian workers facing economic hardships and deteriorating working conditions.

“Senator Akpabio’s statements undermine the democratic principles the Senate professes to uphold. The National Assembly, being the closest arm of government to the people, should understand the people’s sentiments. This ought to guide their actions and pronouncements accordingly.

“Strikes are not only legal but a civic duty and a critical tool for holding those in authority and power accountable. It is a democratic right, essential for preventing dictatorship and social collapse. For the past 25 years, the political elite willfully sabotaged Nigeria through acts of corruption and abuse of power, not the workers. The true economic saboteurs are those looting national resources, not the labour force.

“We therefore urge patriotic members of the Senate and the House of Representatives to distance themselves from these damaging remarks. Nigerian workers have the constitutional right to strike in response to unfair labour practices, and the NLC and TUC have exercised this right lawfully.

“The economic issues prompting the strike, like electricity tariff hikes and unfair consumer classifications, are burdens that exacerbate poverty and inequality but from which the political elite are insulated. The NLC will continue to advocate for fair economic policies and a national minimum wage that is realistic.

“Labour unions played a crucial role in restoring democracy to Nigeria, from which current lawmakers benefit therefore, they will not sabotage it. The NLC remains committed to protecting workers’ rights and calls on government representatives to address the underlying issues leading to the strike-through constructive dialogue and genuine efforts to improve living standards instead of indulging in eye-service criticism.

“The Senate President should be concerned about the militarisation of a purely trade union dispute instead of this unhelpful blame game. Let those who are inviting the military now remember when tomorrow comes. Nigerian workers cannot operate under military conditions in a democracy; we will resist this with everything we have. Doing this on time will avert another round of industrial crisis.

“The Senate President’s subtle threat that the Senate will move into Executive Session to address the issue of our strike smacks of contempt for open and transparent debate which ought to be the bedrock of parliamentary proceedings. As he goes into the “coven”, the Senate President should realise that the International Labour Organisation (ILO) now has settled the right to strike despite Senator Lalong as Minister of Labour voting against it.

“We call on him to retrace his steps and know that he is the President of the Senate, not Chairman of the Supreme Military Council of Nigeria.

“We remain open to dialogue with the government for sustainable solutions benefiting all Nigerians and expect proactive interventions to prevent anti-worker policies. We will not be intimidated by such unfortunate statements from the hallowed chambers of the Senate and we expect due apologies if it was a slip. Any attempt to undermine legitimate labour actions will not be acceptable.”

The House of Representatives yesterday cautioned organised Labour against feeding the public with information about the earnings of members of the National Assembly.
It warned such acts could stoke public resentment against lawmakers and undermine the credibility of the legislature.

The House also picked holes in the handling of the suspended industrial action by union leaders, describing the shutting down of the national grid as an act of economic sabotage.

In a statement by its spokesman Akin Rotimi, the House said those responsible for sabotaging the nation’s economy should be brought to justice.

Insisting that the parliament supports the clamour for a living wage for workers, the statement warned against raising salaries beyond what the economy can accommodate to guard against untold consequences.

The statement reads: “The House of Representatives acknowledges the recent industrial action undertaken by the NLC and the TUC due to the breakdown in negotiations for a new national minimum wage.

“The People’s House is pleased to note that the strike action has been suspended for one week to allow for further negotiation.

“During this period, as we have previously demonstrated, the People’s House remains responsive and committed to actively engaging all stakeholders to resolve the issues in the best interest of Nigerians.

House Speaker Abbas Tajudeen has consistently advocated a living wage and better working conditions for workers.

“At various fora, he has emphasised the importance of addressing key national priorities, including the state of the economy and insecurity, through legislative action.

While the Green Chamber is in full support of the call for improved wages and working conditions, there is a great need to exercise caution in increasing the minimum wage beyond what our economy can sustain, to avoid unintended outcomes such as inflation, layoffs, and other adverse economic consequences.

“Thus, we restate the importance of approaching this issue from a balanced perspective to ensure long-term stability and prosperity for all.

“In the same vein, we observed with concern, the direction of the strike action before its suspension, and what it portends for the future.

Importantly, the shutdown of critical infrastructure, such as the national grid, constitutes economic sabotage and is detrimental to the well-being of our country. Those responsible for these actions must be held accountable.

We also find it troubling that the leadership of Organised Labour, the majority of who live far above the means of the average Nigerian, would engage in actions that exacerbate the suffering of ordinary citizens.

“It is necessary, therefore, to state that while industrial actions and dissent are fundamental rights within our democratic space that must be protected, the manner in which Labour conducted itself during the just-suspended strike, largely shows a lack of empathy for Nigerians.

“Is the objective of the leadership of the unions to compel the government to implement a living wage or to inflict pain on Nigerians?

Additionally, it is important to address persistent misinformation and disinformation propagated by organised Labour leadership regarding the earnings of lawmakers.

This is especially because organised Labour has for years, contributed to false narratives about the remuneration of members of the National Assembly, exaggerating figures to stoke public resentment and undermine the credibility of the Legislature.

“This tactic diverts attention from the core issues at stake and unfairly vilifies the institution of parliament. It is crucial for all parties to engage in an honest and transparent dialogue rather than resorting to the spread of inaccuracies for political leverage.

“Contrary to the insinuations of the Labour leadership through its social media platforms, the Legislature is on the side of Nigerians and will continue to act in the best interest of our constituents – giving meaning to their mandate.

“The 10th House of Representatives is committed to strengthening relevant legislation to ensure that essential services remain operational during future industrial actions, thereby protecting the lives and well-being of all.

“We urge the leadership of organised Labour to return to the negotiation table and engage other stakeholders, in good faith, with a view to achieving a balanced and sustainable outcome.

“The House remains steadfast in our commitment to the well-being of the Nigerian worker and the overall development of our country.”
