It is unfortunate that it is a northern newspaper that is intelligently contributing to the discourse from a dispassionate point of view while southern ones are simply joining the bandwagon and drumming platitudes and propaganda instead of intelligently dissecting the issues with insights and concision.

Zombies have been attacking me since yesterday simply because I have been pointing out incongruencies in the bill claiming I'm anti-progress. Meanwhile even they do not understand anything about the bills other than that it must pass because it was presented by their god and anyone against it is just being a hater or anti-progress or a parasite.

Meanwhile, it is VAT we are talking about here. Even parasites have to pay VAT going by its definition! For the avoidance of doubt, the main points are itemized here:

1. VAT is presently being collected at point of production and not consumption which makes its collection disproportionately higher in urban and large manufacturing areas. Meanwhile it is a consumption tax that's supposed to be paid by the final consumer even if it is embedded at every stage of production.

2. VAT is presently being shared based on two principles. Point of collection and population of states. The first principle is the bone of contention the pro-South people have while ignoring the second principle. If VAT is truly a consumption tax, then it bears that areas with higher population should pay more of it than those with lower population figures not so?

3. The bill does not clearly define any new model for collection or distribution of VAT. It only changes the sharing formula within the units. With this, the North suspects it's a ploy to rob it of revenue based on derivation. Derivation is actually used ambiguously in the bills.

4. We all know that conformity with laws and regulation is higher in the South than the North. This might be a reason for the low VAT revenue from the Northern states. Anyone who has been to Kano or Kaduna will wonder how those places generate such little VAT with the very high commerce that goes on there. It is simply an administrative and compliance issue and not because they are parasites as most Southerners quickly conclude. If compliance can be improved upon in the North, don't be surprised if Kano starts to pull as much VAT as Lagos. Why should FG collect VAT anyway? Why not let the states do it and remit to the centre?

5. Among the items exempted from VAT is agricultural produce. Obviously, the aim is to keep food prices low. We all know that the North is the main farming zone of the country which means you have summarily robbed them of VAT in a bid to feed everybody. Why then do we summarily dismiss them as parasites? Just imagine VAT on tomatoes, peppers and onions alone.
