In development only the SS will do beta than the SW marginal n even that is debatable but removing Lagos should be likened to removing everything built with 13% derivatives in the SS while the SE will till Jesus return never be in the competition.

In my verdict, aside lagos in SW, there's no other SW city that's as developed as Enugu and Owerri, despite the huge igr...ie SS then SE b4 SW.
