A police report on Friday said that a prison warden accused of raping a female patient in a COVID-19 isolation facility he was meant to be guarding has been arrested by the Kenyan police.

It was the latest in a string of incidents highlighting substandard conditions at some government-run coronavirus treatment centre in the East African country.

The attack may add to fears over treatment in government facilities that health experts have warned may deter Kenyans from coming forward to be tested for the new coronavirus.

As reported by Nytimes, earlier this year there were several breakouts from quarantine centre amid bitter complaints about inadequate food, water and hygiene from those kept inside. In March, authorities said they were investigating a reported suicide at a quarantine facility.

The latest incident occurred at a centre in the western border town of Busia that was guarded by both police and prison officers, according to the police report seen by Reuters. It said a colleague had noticed the prison officer talking to a patient, felt uncomfortable and left to alert other officers.

“They heard noise and commotion coming from the women’s ward,” the report said. “They (officers) rushed there and found all the patients outside and complaining that the prison officer was raping the said lady patient.

“Health officers were summoned. The officer has been disarmed by senior officers from prison and quarantined within the facility,” it said.

Police spokesman Charles Owino had no comment when called about the incident. The health ministry did not respond to request for comment.

The Cross River State Government on Wednesday, October 16, sealed virtually all First Bank offices in Calabar, the state capital and other branches in the state, following a court order through the Cross River State Internal Revenue Service (CRIRS), Brainnews report.

Reports from a Special Court (Revenue) of Cross River State order with Suit No: MSC. NO. HC/SCT/MSC/BIR/02/2019 between the Applicant (Cross River State Board of Internal Revenue) and Distrainee (First Bank of Nigeria Plc) that the Bank is owing an accumulated tax of over 211 million Naira from 2005 to 2010.

The order was signed by the erstwhile Chief Judge of Cross River State, Justice Michael Edem and Ekpo E. Archibong, the Chief Litigation Officer.

“UPON READING AND CONSIDERING the Motion Ex-parte filed and dated the 25th day of September, 2019 pursuant to the Provision of Section 104 of the Cross River State Revenue Administration Law 2011, and the inherent jurisdiction of the Court, Supported by 8 paragraphed Affidavit, 18 Exhibits and a written address, coming up before the Honourable Court this 3rd day of October, 2019.

AND AFTER HEARING S. A. Abi, Esquire, Director Legal Services (with him E. Esirah, Esquire, Senior State Counsel 1, Lillian E. Ugbong, Esquire, State Counsel 1 and Patience V. Egwu, Esquire, State Counsel 1) of Counsel for the Applicant Ex-parte, praying this Honourable Court to grant the reliefs contained on the Motion paper;

IT IS HEREBY ORDERED THAT:

(1) A WARRANT OF DISTRAIN ought to issue and is hereby issued against the Distrainee’s goods, Chattels lands, premises or plate, bonds and securities for non-payment of N211,094,450.00 (Two Hundred and Eleven Million, Ninety-Four Thousand, Four Hundred and Fifty Naira) only, being outstanding tax liability payable by the Distrainee to the Applicant under the back duty Pay-As-You-Earn (PAYE) deductions, Business premises, Development levy and With holding tax (Excluding Interest), liabilities for the period 2005-2010.

(2) Patience Vouda Egwu, Esquire, the Head Enforcement and Monitoring Unit of the Cross River State Internal Revenue Service, be and is hereby duly authorised to execute Warrant of Distrain against the Dstrainee’s goods, Chattels, lands, premises or place, bonds and Security for non-payment of N211,094,450.00 (Two Hundred and Eleven Million, Ninety-Four Thousand, Four Hundred and Fifty Naira) only being outstanding tax liability payable by the Distrainee to the Applicant under the back duty Pay-As-You-Earn (PAYE) deductions, Business premises, Development levy and With holding tax (Excluding Interest), liabilities for the period 2005-2010 until the settlement of tax liability.

IT IS FURTHER ORDERED THAT:

The First Bank of Nigeria Limited, Calabar being the Distrainee shall pay the outstanding tax liability amount of N211,094,450.00 (Two Hundred and Eleven Million, Ninety Four Thousand, Four Hundred and fifty Naira) only into Cross River State Revenue Account, using Code: 1203000000/401007F and the sum of N100,000.00 (One Hundred Thousand Naira) only is being awarded as cost.”

A Soviet-era cosmonaut, Alexei Leonov, who was the first man to conduct a spacewalk in 1965, died in Moscow on Friday, aged 85 after a long illness, Brainnews report.

Saddened to announce the death of ‘cosmonaut No 11’ who was twice decorated with the country’s top honour, the Hero of the Soviet Union, the Russian space agency, Roscosmos said.

Until his death, Leonov was a close friend of Yury Gagarin, the first human to go to outer space in 1961.

According to a report by Daily Mail UK, Leonov trained together with Gagarin and was selected to perform the first spacewalk as the Soviet Union and United States, Cold War foes on Earth, were locked in a frantic race to conquer space.

In 1965, Leonov made history when he left a spacecraft during the Voskhod 2 mission for a spacewalk that lasted 12 minutes and nine seconds.

A university student has rejected a marriage proposal she received inside her lecture hall, the incident was caught on camera.

According to a report by Brainnews, a video has emerged on social media showing the shocking moment a university student rejected a marriage proposal inside her class.

The lady, who is said to be a Benue university student, is seen standing before a man who knelt down to propose to her inside her lecture hall.

The lady who apparently did not want to be proposed to, and who felt embarrassed by the scene her ‘boyfriend’s proposal’ caused, slapped him before walking out.

As at the time of this report, her reason for her action is not known.
