Commissioner of Justice made the disclosure at the 2015 Ministerial Press Briefing in Ikeja. He said that the state had recorded no fewer than 12, 120 rape cases and other sexual violence matters in the last four years, describing such acts as threats to dignity and humanity. According to him, the government is doing its best to address the problem through the law and other means. Giving other statistics, Ipaye said that it had sentenced 5,834 offenders to community service for various offences in the last four years. He said the figure included the 3,083 that got non-custodial punishments such as cleaning public buildings and sweeping, among others in the last one year. Ipaye explained that this was part of the strategies to decongest the prisons. “I am pleased to inform you that the programme has continued to wax stronger in demonstration of the fact that criminal justice system does not need to incarcerate offenders in order to be effective. “ With the community service option available to judges and magistrates, convicted offenders do not need to be sent to prison for every minor infraction of the law.” In the area of public prosecution, the commissioner said that in the last one year , out of the 795 police investigation files sent to the Director of Public Prosecution’s office for legal advice, the unit completed work on 716 (90.1%). He said the rest were still being processed, as many required additional information or further investigation by the Police or other relevant agencies. “During the same period, the Directorate of Public Prosecutions is engaged in the prosecution of 1,069 criminal cases in all courts. “This figure includes the 786 cases which are currently being prosecuted at the Federal and the State High Courts as well as 54 and 11 respectively at the Court of Appeal and the Supreme Court. “The number is also inclusive of the 218 cases at the Magistrate Courts. “In addition to the 1,069 active criminal prosecution files, DPP’s office is also handling 160 applications for enforcement of Fundamental Rights,” he said. As part of the state government’s commitment to use technology to combat criminal tendencies, Ipaye said the state government had created a Crime Data Register (CDR), where records of crimes and the perpetrators were electronically taken. “CDR is an electronic repository of information about suspects and offenders who pass through any of the prisons in Lagos State. “The CDR involves the participation of all key prosecution actors in the criminal justice process, namely; the Lagos State Judiciary, the Lagos State Ministry of Justice, the Lagos State Command of the Nigeria Police and the Lagos State Command of the Nigeria Prison Service. “Currently, the CDR is a robust system in terms of its IT infrastructure and functionality. We now have 62,789 unique records in the system, of which about 40,000 have biometric and fingerprint details,” he said. In the year under review, Ipaye said that the Office of Public Defender, the agency saddled with responsibility of providing legal aid services to indigent citizens, handled over 15,000 matters on behalf of indigent Lagosians at no cost. These matters, according to him, cut across labour cases, civil matters, criminal cases, coroner’s inquests and fundamental rights cases. “This brings the number of matters that OPD has been involved in the past four years to 30,998. OPD also facilitated the collection of over N42m as compensation on behalf of complainants in the last one year. “All together in the past four years, OPD has assisted Lagosians to collect N152m as compensation,” Ipaye said. On her part, the Director, Office of the Public Defender, OPD, Mrs Omotola Rotimi, said the agency, in the last one year, recorded 526 rape cases, owith 227 still in pending in court. ” At least 15 judgment were made, ranging from life to seven years imprisonment. Enugu Assembly speaker dismisses report of his impeachment MAY 4, 2015 : NAN Leave a Comment The Speaker of the Enugu State House of Assembly, Mr Eugene Odo, has described his purported impeachment by the nine-man faction of the lawmakers as legislative recklessness and impunity. Odo told the News Agency of Nigeria on Monday that he was still the speaker of the Assembly. He noted that the action of the Chinedu Nwamba group was illegal, unknown to law and unknown to democracy. “The status quo remains. I am still the speaker. It is only two-thirds of the 24 lawmakers that can impeach or suspend the speaker and only eight of them cannot suspend or impeach the speaker. “It is true that they formed a quorum but a quorum cannot impeach the speaker,’’ Odo said. He said he was being persecuted for not signing a forged supplementary appropriation for 2012, which the governor allegedly wanted him and the Clerk of the Assembly to sign in 2015. Odo claimed that the document had no records in the proceedings of the Assembly. The speaker said the crisis started when the lawmakers declined to sign the N11bn loan sought by the governor less than 60 days to the end of his tenure. “The governor surreptitiously called some members and gave them N2m each to impeach the Speaker,’’ he alleged. According to him, one of the lawmakers, who felt that the impeachment was against his conscience, pulled out, leaving only eight of them. The speaker said the Assembly would resume its plenary session on Tuesday. |

Lionel Messi has revealed that he will be a father for the second time. The Barcelona star and partner Antonella Roccuzzo celebrated the birth of Thiago, their first child, in November 2012, and revealed on Facebook that they will become parents once more. The 27-year-old posted a picture of their son kissing his Roccuzzo's stomach, with the Argentine adding the message: "Can't wait to welcome you into our world!!! We love you! Thiagui, mum and dad." He also posted the same picture on Instagram with the caption: "Waiting for you baby! We love you." There has been no announcement as to when the child is expected or how far along Roccuzzo is in her pregnancy.

By Clifford Ndujihe SECOND Republic Politician and one of the founders of the Peoples Democratic Party (PDP), Chief Guy Ikokwu, has commended leaders of the All Progressives Congress (APC) for closing their door to defectors, who were trooping to the party from the PDP and other parties. Ikokwu, who is also the President of Pan Ndigbo Forum (PNF) said the advice is in order and will enhance democracy. Since the PDP lost the March 28 presidential polls and most of the governorship and legislative seats at the state and federal levels, a host of PDP stalwarts had been defecting to the APC in droves with their supporters. President-elect, Major-General Muhammadu Buhari (retd), last week said those defecting to the APC would not be considered for appointment. The National Publicity Secretary of the APC, Alhaji Lai Mohammed, in a statement, spoke in like manner and advised those leaving the PDP for the APC to remain where they are. In May 1967, Mr Diete-Spiff was appointed the first Military Administrator of the newly created Rivers State at age 25. He held office from May 1967 until July 1975 during the military administration of Yakubu Gowon. He was also a member of the Supreme Military Council. A 1973, article in the defunct Nigerian Observer said Mr Diete-Spiff order his aide, Ralph Iwowari, to publicly shave the head of a Nigerian Observer’s reporter and had him beaten with 24 lashes on the cane for publishing a story about an impeding teachers’ strike on the Mr Diete-Spiff birthday, which he considers an insult. In December 2009, Mr. Diete-Spiff was appointed National Chairman of the Nigerian Association of Auctioneers. He is the Amayanabo (King) of Twon-Brass in Bayelsa State. He was in the 2005 Confab and served in the Committee on Models and Structure of Government. He is in the category of elder statesmen.

By Olasukanmi Akoni LAGOS—The All Progressives Congress, yesterday, rejected the impeachment of Ondo State Deputy Governor, Alhaji Ali Olanusi, stressing that the process of his removal violated provisions of the impeachment clause in the 1999 Constitution. The party added that the decision of the State House of Assembly was a contempt of court that ordered all parties to maintain status quo in a suit the deputy governor filed before he travelled out to challenge the plan to impeach him. The party’s National Vice Chairman in charge of South-west, Chief Pius Akinyelure faulted Olanusi’s impeachment in a statement he issued in Lagos, noting that the decision of the state assembly would not stand. Akinyelure described the impeachment process as a mockery of constitutional order, which he said, Governor of Ondo State, Olusegun Mimiko and all members of the State House of Assembly were sworn in to uphold. He lamented that despite the decision of a High Court sitting in Akure that all parties should maintain status quo until substantive suit is determined, the legislative arm of the state went ahead to impeach the deputy governor. Akinyelure said the House of Assembly committed three different infractions to the 1999 Constitution in the process of the deputy governor, who had travelled out of the country for medical check-up before impeachment procedures started. |
New Delhi: The enigmatic chief of Islamic State jihadist group Abu Bakr al-Baghdadi is dead, Radio Iran has reported today. Earlier, a Guardian report quoting sources with inside knowledge of the group reported that al-Baghdadi was severely injured in a US-led coalition air strike in March. According to that report, al-Baghdadi was inujred at al-Baaj district of Nineveh, close to the Syrian border. It also said he was making a slow recovery and was out of his day-to- day control of the jihadist group. Al-Baghdadi, believed to be in his 40s, had a $10 million US bounty on his head. Since taking the reins of the Islamic State in 2010, he had transformed it from a local branch of al-Qaida into an independent transnational military force, positioning himself as perhaps the pre-eminent figure in the global jihadist community. ISIS suffered a series of major setbacks in the recent months with many of its top commanders being killed or severely injured. Recently, a top Iraqi military commander Lieutenant General Abdul Amir al Shammari told Sky News that his forces had killed "more than 250 terrorists in the past few days". He said this had been achieved with assistance from the Iraqi air force, military helicopters and coalition air strikes. "The coalition strikes provided cover for our troops to push forward." Under the leadership of al-Baghdadi, the Islamic State, which called itself as the Islamic State of Iraq and Syria (ISIS) earlier, had gained ground across northern and western Iraq in a lightning advance in June and July last year, causing several of Iraq's army and police divisions to fall into disarray. It had carried out thousands of public executions using brutal methods and implemented strict Islamic law in areas they captured, which sent shockwave across the global community.

In a text message to Vanguard Monday, PDP National Publicity Secretary, Chief Olisa Metuh who noted that the probe was a welcome development, however warned that as a party, it would resist any witch hunt or selective probe, adding that there must be no sacred cow. He said, ” PDP is not afraid of probe, but we would resist any witch hunt and any probe that is selective or discriminatory.” The President- elect, General Muhammadu Buhari, retd had given a hint of how his government would kick – start his fight against corruption, disclosing that he will probe the alleged missing $20 billion money from the NNPC. |

The Presidency on Monday described the defeat of President Goodluck Jonathan in the 2015 presidential election as a temporary setback for the ruling Peoples Democratic Party. The defeat of the President by the the candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari(retd.), brought to an abrupt end, the 16-years rule of the PDP. But the Presidency said supporters of the PDP should not despair, adding that the defeat should be an opportunity for the party to re- strategise and plan ahead. Special Adviser to the President on Political Affairs, Prof. Rufai Ahmed Alkali, stated this in an interview with journalists in Abuja. He described the outcome of the 2015 general election as a temporary setback and not the final destination for the PDP. Alkali appealed to the supporters of President Jonathan to use this transition period as a time for reflection to heal and re-strategise. He said, “I wish to appreciate and thank all the groups and individuals that have contributed one way or the other to support President Jonathan during the election. “We should all see the outcome of the presidential election as a temporary setback not a full-stop in a long sentence of the political history of this great country Nigeria.” He said though the President and the PDP lost in the election, the loss did not mean a final bus-stop, adding that all the supporters of President Jonathan still remain the most critical political assets of the PDP and await the direction of the party. “It is conceivable that as a result of this unprecedented setback, our members and supporters may lose focus, hope and direction and even be tempted to engage in divisive activities, nonetheless, we should be more united than ever before as the task now is to join hands together to strengthen the party”, Alkali stated. He called on all the supporters of President Jonathan nationwide, especially those that contributed to the campaigns and stood for the President in the just concluded presidential election, to remain calm and resolute as the country prepares for the May 29th handover to the incoming administration. Responding to questions on the decision of the President to concede to his opponent even when the entire result of the election was not announced, the Presidential aide said, “Our President, Dr. Goodluck Ebele Jonathan, has displayed and establish an exceptional legacy that will remain permanent not only in Nigeria but in the whole of Africa. “The President’s actions to call and congratulate Gen. Muhammadu Buhari before the final results were announced shows that Dr. Jonathan is a man of his words and is leaving an indelible mark in the sands of time”. He expressed appreciation to the supporters of the President and everyone for their individual and collective support and urged them to have faith in the PDP. APRIL 27, 2015 : ADE ADESOMOJU, A The Federal Government through the Attorney- General of the Federation, Mr. Mohammed Adoke, has asked the Supreme Court to grant an interlocutory injunction restraining the National Assembly from going ahead with the constitution amendment. The AGF had last Wednesday written separate letters to the Senate President, David Mark, and Speaker of the House of Representatives, Aminu Tambuwal, asking them to stop the constitution amendment in deference to the suit challenging the process. The AGF’s lawyer, Chief Bayo Ojo, maintained in his letters dated April 22, 2015, that to go ahead with the passage of the bill despite the pendency of the suit challenging the process “will be an affront to the rule of law and democracy.” President Goodluck Jonathan had refused to assent to the 4th Alteration Bill on the grounds of the alleged failure of the National Assembly to fulfill the mandatory requirement for the passage of the bill. The AGF had filed the suit at the Supreme Court challenging the final passage of the bill following the amendment of the constitution by the National Assembly conferring on itself the power to pass an amendment of the constitution without the president’s consent. In his originating summons, the Federal Government asked the apex court to make an order nullifying and setting aside Sections 3, 4, 12, 14, 21, 23, 36, 39, 40, 43 and 44 of the Fourth Alteration Act, 2015 purportedly passed by the Defendant. The plaintiff filed his application for interlocutory injunction, through his counsel, Chief Bayo Ojo (SAN), in view of the determination of the National Assembly to proceed with the amendment despite the pending suit. He anchored the application on provisions of Order 3 Rule 14 of the Supreme Court Rules as amended. The AGF argued in the application that the National Assembly was determined to proceed with passing the amendment by overriding the President’s assent despite the fundamental nature of the issues raised against the passage of the bill. “Hon. Samson Osagie, Minority Whip of the House of Representative said to the whole world at a press Conference purposely called on the issue in this suit that despite any case filed against the said Act (which actually is a Bill); the National Assembly would go ahead to pass it into law,” a supporting affidavit deposed to by Theophilus Okwute, in support of the suit. The AGF also argued that the whole Nigerian polity stood to benefit a lot if the issues in the substantive suit are resolved one way or the other before the National Assembly proceeded with the passage of the proposed alterations to the constitution. The AGF said the balance of convenience tilts in favour of resolution of this suit before any further step could be taken on the Bill. Okwute, who is of Bayo Ojo’s law firm, stated in the affidavit, ”That I listened to Hon. Samson Osagie, the Minority Whip of the House of Representative on the NTA 9 O’clock News on 24/04/2015 when he said the National Assembly would go ahead to pass the (Fourth Alteration) Act (Bill) 2015 into law despite any Court action because no order had been made against the National Assembly to restrain it from doing so. “That by that very disposition of the said Hon. Samson Osagie who spoke to the press as a Principal Officer of the Defendant/Respondent, it is clear that the Defendant/Respondent is determined to proceed to pass the Fourth Alteration Act (sic) into Law despite the pendency of the substantive suit herein. “That fundamental questions raised by the plaintiff/applicant on the proposed alterations to the Constitution of the Federal Republic of Nigeria through the Fourth Alteration Act, 2015 which is in issue in this suit. “That it will be in the larger interest of Nigeria that those issues be resolved before the Defendant/Respondent takes any further step in giving effect to the proposed alterations to the Constitution. “That with the utterances of Hon. Samson Osagie at the press conference earlier alluded to in this affidavit, it is clear that the Defendant is determined to ignore the proceeding before this Honourable Court on the proposed alteration and proceed to give effect to the alterations to the Constitution. “That the whole Nigerian legal system shall be put into confusion if the Defendant/ Respondent proceeds to give effect to the Fourth Alteration Act (Bill) 2015 and this suit succeeds such that the Constitution remains unaltered, meaning that the Act is void and or no effect.” |
