First,you have to make up your mind as to the province you intend to settle. You have to gather as much information as possible regarding your intended province putting factors such as immediate/delayed access to health facilities, the tax system, the unemployment rate, the cost of living vis a vis your settlement fund,etc.

These factors are to be determined by you/ your family as so many things go into it. Your plan should be tailor-made. I should let you know that for each province, there are different bodies responsible for the issuance of practicing licenses. Hence, it is difficult though not impossible to have universal certification (with exception of few occupations/professions).

When you make up your mind about the province you intend to live, you can then channel your resources towards getting certified in your chosen profession in that field. This doesn't stop you from moving to another province should you decide to do so after some time.

All provinces are best for nursing profession. You need to factor other that are necessary for quick integration into the system.
You need to have the requisite license to practice in your profession.

Yes, you can start applying for jobs. You can set up a job alert in your profile, this will send information to your email once there are jobs matching your profile.

Help with the following;

A. Please the proof of fund for a single applicant at what point will it be requested for. If a bank statement how many months should the amount reflect.
B. Does the closing balance have to reflect the total amount needed I.e cd $12k
C. Kindly help send a link for I to determine my CRS points. I would like to evaluate my score.

Since you wanna include those, I'm not sure what the amount will come to. Go on their website - wescanada, register and create your account and fill details of the qualifications you want evaluated submit and see how much they will ask you to pay. I also think they have some information regarding Nursing from Nigeria, avail yourself of it so you know what and what not you will choose for them to evaluate for you

You definitely still need to apply for job and likely seek pnp nomination, your ECA and IELTS are just requirements to be able to enter the Express Entry pool.

Kindly note that one of the reasons for EE is so employers can get foreigners they want to hire to come to Canada faster than it used to be. After you have registered your profile on EE(which is based on the fact that you must have passed your IELTS with at least 6 in all the segments and your ECA), you will be given a job seeker code which you will use in registering on jobbank. This jobbank profile is linked to your EE profile, which can encourage employers to hire you as they know you can land in Canada within six months.

Use WES for your evaluation, ICAS takes longer from what I've read. Your school is to forward your transcripts to them while you send photocopy of your certificate but, I advise you get the transcript by hand send it through fast courier, you can include photocopies of your cert as well, waiting for school to send it will be long thing. The fee for WES seems to vary but for a first degree, it can be 300dollars(I'm assuming you will indicate on WES that they should use courier for you)

Unfortunately, you can not claim additional points with your relatives in Canada anymore with the launching of Express Entry.

Here, the higher your score points, the higher your chances of being selected. So, it will be beneficial if you can encourage/persuade your spouse to go for both language test and ECA.

If you however, decide to go for EE alone (without your spouse's ECA and IELTS), you might have to approach the provinces and prospective employers for nomination/sponsorship.
