Politics / How BVN Gave Out 'corrupt' Judges Hidden Cash by bronze82(m): 4:29am On Oct 11, 2016
Sources close to the operations of the Department of State Services (DSS) who took 7 suspected corrupt judges into its custody, has said that the agency could no longer watch and allow corrupt judges use their positions to latch on huge proceeds of corruption.
Barely 48 hours after the Department of State Services, DSS, had taken seven suspected corrupt judges into its custody, details of what led to their arrests and how they were picked up from their homes by operatives of the agency has begun to emerge.
Competent sources close to the operations told Vanguard that the agency could no longer watch and allow corrupt judges use their positions to engage in sabotage, subversion and espionage latching on huge proceeds of corruption.
A source said that unknown to most Nigerians, some of the judges had been collecting huge bribes to subvert the will of the people, using the proceeds to acquire choice property and build fat bank accounts without putting in enough efforts to do the job they were paid to do.
The source said that based on series of petitions from concerned Nigerians to checkmate the excesses of the corrupt judges, the DSS moved in and began a covert investigation, which finally led to the establishment of prima facie evidence against them.
“As we speak now, we have incontrovertible evidence of brazen corruption against the seven judges in our custody and we are ready to charge them to court, even tomorrow.
‘’By our own analysis, the rot in the political scene – election rigging, inter and intra-party crises and election petition trial from tribunal to Supreme Court – gave rise to the deep corruption in the judiciary.
“In the economic sphere, Nigeria lost cases to foreign investors due to the collusion of judges with foreigners, leading to the loss of hundreds of billions of Naira by the country, among them, the Malabo Oil deal where the country lost over $2 billion.
“We have the mandate not only to pre-empt and prevent but also to take necessary actions to bring the culprits of economic and financial crimes to book.
‘’That is why we are challenging those who think that our action is unconstitutional to take us to court since we cannot allow Nigeria’s security interest to be jeopardised.
“Let it be known that anybody whose action can create hardship for the rest of Nigerians must be stopped by us before the crime is committed and there is no other agency that is as capable of doing that as the DSS,’’ the source said.
It was learned that the DSS had an easy access to the bank accounts of the detained judges and actually established that they had been taking bribes from many sources in the discharge of their duties but used the names and pictures of their wives, children and siblings to open such banks account, which were not known to most of those whose names appeared in the bank ledgers.
“When we brought in most of the children, wives and relatives of the suspects based on the papers we got from the banks, they did not even have an idea that their names had been used by the judges to open such accounts.
“But you see under the Bank Verification Number, you must put in your passports, name, signature and others. So, for some of the judges, who used fake names and their wives names to open the accounts into which they paid in the proceeds of crime, they foolishly appended their signatures or used their pictures, something that gave them out.
“From what we have found out, some of the suspects acted foolishly in committing the offence because they cannot prove that even if their children were to earn N1 million monthly since they were born till date, none of them can accumulate the amount of money we have traced to their accounts and the type of property they have.
“Look, it may interest you to know that one of the two Supreme Court judges in our custody has a property worth N1.5 billion in one of the South-South states. If we may ask, where did he get the money to set up such project?”
“As far as we are concerned, there is nothing unusual in arresting corrupt judges and taking them to court because it would be an offence against the nation to continue to turn a blind eye to mounting corruption in the judiciary.’’
The official also pointed out that another judge, who is being detained and questioned, disguised as a shopper in one of the supermarkets and ended up collecting bribes in Dollars from a ‘client’ only to be caught on CCTV camera.
The official expressed regret that the National Judicial Council, NJC, which had the responsibility to track and punish corrupt judges, had tended to condone evil being perpetrated by the corrupt elements, citing the cases of three indicted judges as example.
“The NJC, having been satisfied that the three judges demanded and collected heavy bribes, merely recommended the retirement of the one who took a bribe of N200 million and asked him to be paying back in bits to the complainant. So, we ask, what happens to the proceeds of crimes? No answer was given until we stepped in.
“Similarly, the two other judges were retired with full benefits, smiled away. Since then, the NJC has not been cooperating with us and we cannot allow the rot to continue in the interest of Nigeria."
Turning to the appearance of Governor Nyesom Wike at the scene of the arrest of a suspected corrupt judge of the Federal High Court in Port Harcourt, the official noted with concern the action of the governor, wondering what he went to do at that time of the night, if he was not part of the judge’s deal.
“It was the governor, who blocked the DSS operatives from seizing the $2 million crime proceeds, which the judge had made from the PDP crisis stoked by a faction backed by the governor.
“But for the our highly professional operatives and service direction, we would have beaten up Wike that night so that he would have explanations to make on why he went to a crime scene at odd hours and aided a suspect to move $2 million crime proceeds to an unknown location.
“But we already have an idea of where the money was moved to and we are going to retrieve it and bring the judge to trial. As a matter of fact, we are going to treat the Port Harcourt FHC judge case as a ‘special case’, given his collusion with the governor to obstruct our work.
“The behaviour of the judge has worsened his case. In the last three months, the judge has been going across the Nigerian borders with other countries collecting bribes for himself and others.’’
The source also indicated that the judges might be allowed to go home as soon as they answered the questions put to them by the operatives, adding that they were being given royal treatment, in view of their status and the need to give them a conducive atmosphere to speak up.

Health / Breast Sucking Good For You? by bronze82(m): 11:56am On Jun 11, 2016
The female breasts, also known as “the twins” or “the girls”, have remained the most conspicuous and attractive feature of the female sexual organ. Perhaps, its strategic positioning and function adds to its importance in the life of a woman.
Besides the age long biological function of the breasts as a source of food and nourishment for babies, the breast is also a major source of sexual attraction for the male specie, just as it is also a key sexual organ for the woman, highly sensitive to stimulation. The fact that they come in various shapes and sizes, further add to their uniqueness and endearing place in our hearts as humans.
As a sexual organ, the breasts have been known to give immense pleasure to both men and women during sexual encounters. In fact, some women have reportedly disclosed that they are capable of achieving orgasm even when thoroughly stimulated through sucking and caressing of the breasts alone. Though, because of this highly sensitive nature, some women find it very uncomfortable or even painful to submit their twin girls to constant sexual manipulation of any kind.
Interestingly, men are constantly drawn to the breasts. A lot of this attraction has been attributed to psychological composition, perception and beliefs. For, pray, why would a full grown man be obsessed with sucking some mounds of
milkless breasts? I don’t often get logical answers to this question when I ask. The function of the breasts in sexual behaviour has been attributed to human Face -to -Face copulation that is unusual among other mammals. Since the breast already serves the function of mother-infant bonding, then it is also excellent for male -female bonding, says an argument. After all, it is just within reach.
For those familiar with some of the social media platforms, you would have come across a particular message that has been making the rounds for a couple of years now. Purportedly attributed to the BBC as source, this message usually springs out during the cancer awareness months and in support of cancer prevention campaign. As expected, it elicits a wide range of controversies from both men and women, from humour to disdain and sexual innuendoes, while some others believe the content hook, line and sinker. The purported message is claimed to have been issued by the Ministry of Health in the fight against breast cancer. One of the versions I have received read thus:
Very soon, women will be paying men to have their breasts sucked! According to a report on BBC website, Doctors recommend that women reduce the risk of getting breast cancer by having their breasts sucked thoroughly and vigorously. It is said that regular sucking of the breast lowers the risk level that tends to build up lumps leading to breast cancer. The breast must be sucked as often as possible. Help women fight breast cancer today. Men, please do your part and suck a breast now! And women, please endeavour to make it available regularly...... This message is from the Ministry of Health in the fight against breast cancer.
I have tried several times without success to get a confirmation for this story on the mentioned websites including cancer.org and some others in related fields. But perhaps, someone out there knows the original and authentic source of this message? Please share it with us!
As interesting as this message may be, as well as the different responses it receives anytime it is being passed around, depending on which side of the divide you find yourself, I am more worried about the health implications attached. Cancer is not something to make jokes out of as it claims millions of lives across the world every year. Again, some frightened lady who hitherto was not in favour of breast sucking may easily submit herself to torture with the belief that she is suffering for a good reason. Please, let us not confuse issues. Breast feeding is not the same as breast sucking. Breast feeding is the process of feeding new born and infants with breast milk. It is this that has been medically proven to be of immense benefit to both mother and child and can prevent breast cancer. There are no scientifically proven studies indicating that breast sucking is of any medical benefit to the the woman whose breast is being sucked or the person doing the sucking.
However, what has been scientifically proven is the fact that breast sucking when properly performed is of immense pleasure to the woman and may sometime on its own lead to orgasm or when combined with some other forms of sexual stimulation will help a woman to achieve orgasm quicker. Again, neither has any research shown that breast sucking can give a woman cancer.
So ladies, please relax and allow your guys do the job for you. if you are not enjoying the way he is doing it, tell him. I can assure you, it’s a win-win situation.

Politics / CBN Finally Speaks On The Controversial Secret Recruitment by bronze82(m): 1:27am On Mar 18, 2016
The Central Bank of Nigeria who is at the centre of a recruitment scandal which was exposed online, has said it opted for a secret process of hiring new staff because the bank was doing 'targeted recruitment'.
It was reported some weeks ago that the Central Bank of Nigeria (CBN) governor, Godwin Emefiele, handed out jobs of the apex bank to the children of those highly connected in order to save his own.
The apex bank's recruitment scandal which was exposed sees the CBN governor, allegedly employ at least 91 people tied to influential or highly placed Nigerians in a hiring process that was highly secretive.
The list of beneficiaries of the CBN’s job largesse include a daughter of former Vice President, Abubakar Atiku, a son of Mamman Daura, a nephew of President Muhammadu Buhari and one of the closest members of the president’s inner circle, a son of the Minister of State for Petroleum Resources, Emmanuel Ibe Kachikwu, a daughter of former Speaker of the House of Representatives, Ghali Na’aba, also daughter of the Inspector General of Police, Solomon Arase, a son of the Minister of Internal Affairs, Abdurahman Danbazzau and at least 86 others.
As the news went viral and generated media reactions, the Central Bank of Nigeria, disclosed that it opted for a secret process of hiring new staff in the past two years because the bank was doing 'targeted recruitment'.
The CBN’s acting Director of Corporate Communications, Isaac Okorafor, said in an interview that the bank did nothing illegal or wrong in hiring without advertising.
"In the last two years, we have had cause to recruit specialists, and what the law says is that if we are going for that kind of recruitment we should apply for waiver, so that we can do targeted recruitment," Mr. Okoroafor said, adding that the bank obtained waiver from the Federal Character Commission.
"The other issue is that there are states that are not well represented (in the CBN), and in this case we focus on those states to recruit people of certain classes that we used to cover the shortfall in those states," he said.
Mr. Okoroafor however said he was not ready to confirm or deny the names on the list. "Is there any qualified Nigerian who does not have the right to work in the CBN?," he asked.

Business / Dollar To Crash To N203 As Dangote Takes Another Bold Step by bronze82(m): 11:58pm On Mar 12, 2016
The price of the United States Dollar may soon crash down to around N203 in the parallel market after africa’s richest man, Alhaji Aliko Dangote recently revealed that his companies better known as, The Dangote Group will soon start selling dollars to the Central bank of Nigeria
Dangote group have offices and factories dotted all over Africa and receive the majority of its export revenue which runs into billions every week in United states dollars
Dangote, who spoke in Lagos at the Nigerian Economic Summit organised by Economist Events, an arm of The Economist of London, said, “We are looking at a situation that by 2020, we will be the one selling FX to the CBN. Our projects are mainly import substitution. We are working to be self-sufficient to grow about a million tonnes of rice over the next five years
Insider sources have revealed that the Central bank of Nigeria stopped selling dollars to Bereau the change operators because of the very low inflow of dollars from the sale of oil which used to be $3.2bn but is now around $1bn per month
But if Dangote’s plan is to work, the Central bank of Nigeria will have the greenback in more than enough quantities through recycling the company’s revenue which will ultimately allow the CBN to recommence the weekly bidding for foreign currencies by the BDCs
According to a top source in the apex Bank, “The aim of CBN is to ensure that the divergence between the official and parallel rate does not exceed N3, so we are looking at a parallel market rate of N200/$
So far, the CBN in a bid to manage the pressure on supply has deployed over $11.7 billion to support Agricultural Sector, SMEs, manufacturers and others. This has reduced patronage of black market by end-users and has forced rent seekers to dump the greenback thereby creating a dollar-glut in the black-market.

Politics / Metuh To Pay N700m In Bail Over N400m by bronze82(m): 1:19pm On Jan 23, 2016
National Publicity Secretary of the Peoples Democratic Party, PDP, Chief Olisa Metuh, was yesterday granted bail to the tune of N300 million with two sureties in like sum over a two-count criminal charge bordering on his alleged destruction of evidence against him.
The Economic and Financial Crimes Commission, EFCC, alleged that Metuh who is also facing another seven-count criminal charge before Justice Okon Abang of the Federal High Court in Abuja, tore and attempted to chew a confessional statement he made under caution while undergoing interrogation.
The anti-graft agency insisted that the said statement would have been vital to his prosecution of the criminal case pending against the defendant before the Federal High Court.
It, therefore, argued that Metuh, by his action, committed an offence contrary to sections 166 and 326 of the Penal Code Act.
The PDP spokesman who pleaded not guilty to the charge, yesterday, prayed the court to release him on bail pending the determination of the case against him.
Ruling on the application, Justice Ishaq Bello of the Federal Capital Territory High Court, noted that the defendant was charged with a bailable offence.
”I am satisfied that the oral application of the defendant succeeds, accordingly, he is granted bail in the sum of N300million with two sureties in the like sum, whose places of abode must be verified for easy access,” the Judge held.
Justice Bello had on the day Metuh was arraigned before him, queried why the EFCC failed to incorporate the current charge to the one already pending before the FHC.
Metuh had been granted bail in the first charge to the tune of N400 million, the same amount he is standing trial over. By the time he fulfills the current bail conditions, he would have paid N700 million, almost double the amount over which he was arraigned.
Politics / Human Rights Won't Stop Anti Corruption War by bronze82(m): 5:27am On Jan 22, 2016
The Minister of Information and Culture, Alhaji Lai Mohammed, says corrupt politicians who are currently being probed by the Economic and Financial Crimes Commission have no moral authority to claim their rights were denied when their alleged actions eroded other people’s rights and led to countless deaths and suffering.
Mohammed said it was absurd that after stealing the country blind, some corrupt politicians were busy claiming their rights were infringed on.
The minister said this during a visit to the Women FM 91.7 radio station in Arepo, Ogun State, on Thursday.
He said human rights claims would not stop President Muhammadu Buhari’s anti-corruption war, adding that the Federal Government was not selective in its anti-corruption war as being claimed because it was only logical that the Peoples Democratic Party which was in power for 16 years should be the focus of the corruption probes.
Using a Yoruba proverb to justify his position, Mohammed said, “ Eni ti o ba ni iyawo, ana e o le ku.” This simply means that an unmarried man cannot claim to lose an in-law.
He said, “The Federal Government is being criticised for infringing on human rights. This is not true. People who have stolen billions of naira have no moral authority to be claiming human rights when their theft left to the infringements of other people’s rights, deaths and suffering. We want Nigerians to weigh the matter. Fifty five Nigerians stole over N1.34tn in eight years. Should we now jetission the rights of 170 million Nigerians whose rights have been tampered with because of these few people who have stolen the country blind?
“When we start talking about human rights, we need to put the issue in the right perspectives. The granting of bail is at the discretion of the court of law and when there is a tendency that someone is likely to jump bail, such a right may be declined.”
Speaking on the report that two versions of the 2016 budget were presented to the National Assembly, Mohammed said the row was caused by ‘communication gap’ between the Presidency and the National Assembly.
He listed poor funding as one of the factors hindering the EFCC in prosecuting high-profile corruption cases.
He added, “While it takes just little time to prosecute an average offender, it takes seven years to prosecute a high-profile person for corruption charges. This is because the corrupt leaders can afford to hire the smartest lawyers which even the EFCC cannot afford to hire. Finance is crippling the operations of the anti-graft commission.”
In his remarks, the Chairman of WFM, Dr. Babatunde Okewale, hailed the Federal Government’s anti-corruption war, adding that it was unfortunate that women and children were the major victims of the public treasury looting.
“We would like the Ministry of Information to revamp the National Orientation Agency to help restore our cultural values and stop harmful cultural practices affecting women and the girl child,” he said.

Politics / Wada, Umahi, Others Worst Governors —report(punchnews) by bronze82(m): 7:48am On Nov 08, 2015
Governors Udom Emmanuel (Akwa Ibom), Abdulaziz Yari (Zamfara), Idris Wada (Kogi), Ibrahim Geidam (Yobe) and Dave Umahi (Ebonyi) have been rated as the worst performing among the 36 state governors in the country.

The governors of Kaduna (Nasir El-Rufai) and Sokoto (Aminu Tambuwal) states, were rated as the first and second best performing governors with 72 per cent 64 per cent, respectively. This is according to a comparative analysis of governors’ performance in Nigeria carried out by Lagos-based Centre for International Advanced and Professional Studies.

The study tagged, ‘Governors Performance Index,’ is a monthly performance review of what governors across the country are doing in their offices and it is conducted by the Lagos-based CIAPS.

In a statement issued on Friday by the centre’s Coordinator, Mr. Olumuyiwa Ayoola, the report noted that the variables used as indexes for performance were “mathematically calculated.”

Ayoola stated that the variables had been skewed to place emphasis on “payment of salary, new projects, education, security and leadership by example.”

According to him, activities of each state governor were monitored and studied from their first day in office and the findings were graded and compared to that of fellow governors across the country.

The statement pointed out that in October, the CGPI results showed that Emmanuel, Yari, Wada, Geidam and Umahi were the least performing governors in the country.

The CGPI report indicated that the five governors finished in the bottom places with not more than a score of 35 per cent.

Commenting on the study, the CIAPS Director and the CGPI Chair, Prof. Anthony Kila, said that the “CGPI is a useful tool for democracy and good governance as it allows government to be objectively measured against their peers and compels all in power to be mindful of accountability.

“The variables used for measuring governors performance this month (October) takes into account that most of the state governors are new to office while some have been there for a longer period of time.”

Kila said he hoped that the CGPI monthly reports would allow governors to sit up, improve their performances during their tenure and engage in healthy competition among themselves for the benefit of their states and the country as a whole.
