They claimed (in their own-selfish mission) that a tested and a disciplined personality as Alhaji LAI MOHAMMED, who had worked tirelessly to the knowledge of the public, even at many trying periods, for the victory of his APC political party (this type the sponsored party miscreants said) did not qualified to serve at federal level. Senator Saraki’s money making scheme, according to the details of the Special Fraud Unit’s investigation, was to withdraw millions of naira disguised as loans from GTBank, Intercontinental Bank, Zenith Bank Plc. The funds were then moved into different accounts, sometimes under the guise that the purpose was to pay off some bank debts with other “loans.” A part of the investigation discovered that Senator Saraki at various times withdrew 11 billion naira from the Intercontinental Bank, 160 million naira from Zenith Bank, and 204 million naira from GTBank. NEGLECT OF POLYTECHNIC EDUCATION FOR Nigeria to attain accelerated technological development, polytechnics across the country must function effectively, according to Prof. Taiwo Ajayi, the chief executive officer of the National Institute for Educational Planning and Administration (NIEPA) However the polytechnics must necessarily be effectively managed and appropriately structured to have the expected capacity to enable the country to be among the 20 largest economies in the world by 2020. It is a general knowledge that education is the bedrock of growth and development of any nation. Its role to overall national development cannot be overemphasized. In fact, it is a sinequanon for the achievement of sustainable cum significant magnitude of development in a country. Technical education is a subsector of the educational sector which is designed to impart knowledge and necessary skills in order to provide competent and well-skilled manpower for industrial and technological development. It is structured to be technical, scientific, educational, practical, and research-oriented. Rapid increase in technological advancement around the globe has accentuated the indispensability of technical education. It is basically on this note that the then colonial masters established the polytechnics with the objective of training and provision of the manpower requirement for industrial and technological development and the execution of the nation’s development plan, goal and objectives. Apparently, the managements of the polytechnics have been striving tirelessly for the achievement of the objective for the establishment of the institutions. Most federal and few other state polytechnics and private polytechnic, through the infinitesimal amount they receive from the (Tertiary Education Trust Fund) as well as their IGR, has ensured the provision of the facilities and other equipments that will help to foster students’ practical knowledge and skills in order to inculcate the desired practical knowledge in them. In addition, most of these polytechnics drafted policies that will enable them maintain good academic standard, good examination conduct, effective lecture delivery pattern, setting up of monitoring group on both students and lecturers in order to combat corruption in the institutions. Their curriculum, as designed by the NBTE, is structured to impart appropriate and adequate knowledge to their students without being behind their university counterparts. This is made evident in the product of the polytechnics who find their way into the public service or the industries through exhibiting sui generis skills and contributing immensely to productivity. Furthermore, significant comprehension of the dynamic realities of the labour markets prior to graduation is very pertinent as this will reduce wastages occurring as a result of incompetency and poor knowledge of the industry, increase efficiency of employee, make for easy adaptation and increase productivity. Therefore, the managements of the polytechnics incorporated in their scheme a compulsory twice Industrial Training (IT) programme for their students. A four-month IT after their ND1 and another one year IT at the conclusion of their national Diploma which will then serve as a mandatory prerequisite for their admission into Higher National Diploma (HND) programme. These IT programmes expose their students to a better understanding of the ever changing industrial environment (or the real world) as well as its intrinsic challenges and prepare them to fit into this world after their graduation. Unfortunately, irrespective of the undisputable importance of this subsector of the educational sector to national development, polytechnic education has faced one major perennial challenge which has breed other challenges bedeviling its development. This major problem is the unmitigated neglect on the polytechnic education by both the government and private industries. This was made evident by government’s flippancy to developing the subsector as well as its inability to give attentions to issues affecting them (the polytechnics). It has concentrated its attention to the development of its only recognized institution in the country (the university) making polytechnics nothing but glorified secondary schools. This challenge has culminated to several other problems of which the interminable discrimination between HND holders (polytechnic graduates) and Bsc holders (university graduates) is the most disheartening. This issue has lingered since the inception of polytechnics in Nigeria. Myriads of articles have been written by concerned citizens to sensitize the government and the entire public on its adverse effect on economic development as well as the need to end it. Yet, nothing significant has been done to bring it to an end. This appalling dichotomy is so open that it is exhibited by both public and private sector. In the public/civil service, career progression of HND holders is limited before they could get to the highest grade level even though they were found more competent than their Bsc counterparts. Specifically, promotion of HND holders stops at level 14 whereas Bsc holders continue to level 17. This makes it possible for a Bsc holder to be promoted above a HND holder who has spent 5 years or more before the Bsc holder was employed. So unfair! Other forms of discrimination meted against HND holders are in the areas of inequality in salary grade level and also in the security agencies where Bsc holders are commissioned whereas HND holders are non-commissioned. As a result of this stigmatization against polytechnic graduates, polytechnics, therefore, do not give the psychological satisfaction of being a graduate or under-graduate. Consequently, hardly would you see a student seeking admission into high institution who applies to a polytechnic since he already have knowledge of the fact that he will be rated below his university counterparts. Admittedly tough, there are university graduates who are better than polytechnic graduates, yet, there are also polytechnic graduates who are far better than university graduates. Agreeably, then, polytechnic students are by no means academically or mentally inferior to their university counterparts. What then is the justification for the marginalization and disdainful treatment on polytechnic graduates and under-graduates? In addition, polytechnic subsector has not gotten adequate funding from the government. According to Chibuzor Asomugha, ASUP National President, the government budgetary provision for the polytechnic sector are not only a deep reflection of the deep neglect of the sector but the embarrassing extent to which it has continued to misplace proprieties in the quest for technological development. In 2012 budget where over N400 billion was allocated to the entire education sector, Asomugha said that the government was biased in the allocation. According to him, federal polytechnics got N63.7 billion, representing 15.92 percent, while federal colleges of education got N42.5 billion which represented 10.62 percent. But federal universities got N188.4 billion representing 47.10 percent, an indication that the university sector alone received almost twice what was allocated to the polytechnics and colleges of education. What a shame! Also, this flippancy and lack of commitment by the federal government on polytechnic education can be said to be the reason why ASUP strike has lingered. Recall that the Academic Staff Union of the Polytechnics (ASUP) embarked on an indefinite strike on the 29th of April, 2013 which lasted for 81days which paralyzed academic activities as well as disrupted academic calendar of the institutions. Interventions were made by the Joint Senate and House Committee on Education and several appeals were also made by other concerned bodies which lead to the suspension of the strike. The leaders of the union stated that the suspension was to enable the committee to liaise with relevant agencies and ministries with a view to tackling all issue contained in the unions demand within a time frame of one month. Unfortunately, FG and the committee did not fulfill their promise to the union after one month and they resumed their indefinite strike on the 4th of October, 2013. The demands of striking union, among others, are the need for the constitution of governing councils for the polytechnics, non-release of white paper on the visitation panels to federal government, commencement of NEEDS assessment of the polytechnic, continuous appointment of unqualified persons as rectors and provost by some state government, failure of government to implement the approved salary package(CONPCASS), 65-year retirement age for the members, the worrisome state of State owned polytechnics, the continued recognition of the National Board of Technical Education as the regulatory body of the Nigerian polytechnics as against the unions repeated call for the establishment of National Polytechnic Commission(NPC), the non commencement of the re-negotiation of the FGN/ASUP agreement as contained in the signed agreement, the snail speed on works on the amendment of the federal polytechnic Act/scheme of service and migration of the lower cadre to CONTISS salary scale. Every sagacious human being could believe that the agitations of this union is not based on selfishness but centered on the development of the polytechnic education. As a result of this strike action, students have been forced to stay at home jobless with their parents, frustrated and spend all their time gazing at the screen of their television and making their mobile phones their best companion. Some who cannot withstand the frustration fall victim to one social vice or the other. Mrs Oby Ezekwesili’s reform was the decision to ban polytechnics from awarding the Higher National Diploma (HND) certificates. That policy finally came into effect on March 14 following its ratification by the Federal Executive Council (FEC) after the adoption of recommendations by the Presidential Committee on the Consolidation of all Federal Colleges of Education and Polytechnics. With the decision, polytechnics will no longer admit students for HND programmes. However, the current set of HND students will be allowed to complete their programmes.Under the new dispensation, students in the consolidated polytechnics will graduate with Bachelors of Technology Degree (B/Tech). Notwithstanding the policy shift, Ezekwesili assured, government will continue to recognize HNDs."There will be no more award of HND. After we have exhausted the current students under the programme, there will be no more award of HND. This means that there will be no more fresh admission for HND programmes. In addition, any programme that is not technical will be out of the polytechnics. About 70 per cent of polytechnic graduates are in the non-technical courses. It is going to be a rigorous implementation programme," she said."The HND will remain a legal tender in Nigeria and holders of such certificates will continue to be recognized as the equivalent of first degree holders without discriminatory remunerations and limit to progression in the work place. Finally, No meaningful national development could be achieved by any nation without sound and qualitative technical education as asserted by Patrick Ajunwa. Tijani Gadani while expressing is worries about the APC said, ’’Let me agree, for the sake of argument, that General Muhammed Buhari is honest, corrupt free and even a saint. Then, why will he associate himself with Ahmed Sani Yerima, the man who introduce Political Sharia in Zamfara State as the Governor, but wouldn’t want to be tried under the same sharia for corruption? Why will Buhari associate himself with Bola Tinubu whom we all know doesn’t share the same idea with him in term of integrity? Someone whom is said to be once tagged as the most corrupt governor in Africa? The truth must be told, Nigeria cannot get it right under this recycling of old and failed leaders who brought the country to this rotten state, be it with the PDP or the opposition, the earlier we realize this, the better for Nigeria. While contributing to the discussion, Yemi Odunaike, a strong admirer of General Muhammad Buhari who express disappointment with Buhari and the APC wrote,’’ Buhari before collaboration with ACN and others, I support with all passion. In his words, ’the very simple question still lingering is, will a Buhari led Federal Government also investigate and prosecute all ACN, ANPP looters who the majority are now the generals allies?’’ or I ask that, can he prevent them from further stealing and drying the federal treasury as they did to the respective states they are controlling? Following the barrage of criticism directed at the presidency by the seven aggrieved governors of the People’s Democratic Party (PDP), and individuals unsatisfied with the President Goodluck Jonathan’s style of leadership, the president yesterday told his critics to stop distracting him and allow him to do his job, warning those seeking his job “not to blow up the house you are seeking to occupy with dynamite.” Speaking at an interactive lunch held yesterday with the Nigerian Diaspora community at the New York Plaza Hotel, the president also spoke on his achievements and his transformation agenda in office, adding that when he appointed a team to his cabinet, he went out of his way not to appoint politicians but appointed transformers to help him achieve his objectives. The president mentioned specifically, the Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala; Minister of Agriculture and Rural Development, Dr. Akinwunmi Adesina; and Minister of Trade and Investment, Mr. Olusegun Aganga, whom he said he barely knew but appointed them primarily on the basis of the recommendations made to him and their CVs. “My goal was to bring in more technocrats to the cabinet and not just political appointees. That is why I appointed the likes of Ngozi (Okonjo-Iweala), Adesina and Aganga. “I did not know these people before I appointed them. When Ngozi was finance minister the first time, I was a deputy governor and out paths hardly crossed. But based on recommendations and their CVs I appointed them to help me in my transformation agenda. “Each of them has performed very well and it is to their credit that we have been able to transform the agriculture sector, attract more investments into the country and kept the economy on track,” the president said. Continuing, the president said: “The team is doing well and if given the chance, without distractions, it would do even better. Yes, we are not yet in the Promised Land but we on are track, so they should give me the chance to do my job.” Hitting back at critics who said his administration was not doing enough to tackle corruption, Jonathan said he would rather deal with facts and numbers instead of speculation. He pointed to the agriculture sector where N25 billion was being spent on subsidising fertilizer by past regimes which barely reached farmers, adding, however, that the trend had been reversed under his administration. “N25 billion was being spent in the past to make cheap fertilizer available which hardly reached the end users. But today, we cut the amount to N5 billion to N6 billion per annum and 80 per cent of farmers have access to fertilizer to improve their yields. Yet they say I am not doing enough to curb corruption,” Jonathan said. Jonathan also spoke on the power sector on which he said his administration had implemented the most transparent privatisation programme that was above board, adding, “No one gave us a chance. But for the first time, the federal government has implemented the most transparent privatisation programme, which was above board. “The winners have emerged and will be taking over the distribution and generation companies in the next few weeks. “With the handover of the power sector to the private sector, we will begin to witness improvement in electricity generation and intend to hit 10,000 megawatts of electricity generation by next year. “Through the privatisation programme, we realised close to $3 billion which again is the highest ever realised from the sale of government companies. “This is unlike what obtained in the past when the process was corrupted by those who were responsible for it. Yet the same people have the temerity to say I am corrupt when they could not run a clean process.” Speaking further, the president said his administration tried to remove subsidies on oil, in order to improve the petroleum downstream sector, but could not do so because Nigerians opposed the scheme. “If this government was corrupt, I would not have asked that subsidies on petrol should be removed. I could have left it as it was in the past where we had all manner of marketers defrauding the government of billions of naira. “But when I tried to remove the subsidy on petrol, we were forced to reduce it because we had to consider the demands of the Nigerian people who did not want the subsidy removed,” he said. For now, i would hold my comment until Buhari himself give his position on the said disclaimer. If Buhari succumb to the pressure by personally dissociating himself from this truthful outburst of Odumakin, this would mean that the best is serving the weak or the truthful serving the deceitful, i.e. Odumakin who in this instance represent the truthful is even far better than his Oga in term of integrity and truthfulness. Without any doubt, Odumakin should be considered as one of the most selfless and patriotic Nigerian for having the courage despite the on-going merger between their respective parties to speak the truth even when it means putting himself in bad light before their new found ally. The question is, Why are all those we thought are reasonable suddenly turning out to be unreasonable? Why are those we thought are patriots are turning out to be unpatriotic? Why are those we assume are better turning out to be not? Don't be disappointed, they are merely showing their real and true colour. I had previously asked a question in my article titled, Why Nigerian Youths must take a stand in 2015. In it, I stated that, In my opinion, the opposition, especially the ACN and ANPP are as corrupt as the PDP. So, if some Nigerian leaders and elite can open their stinking mouth to ask Nigerians to settle for some ACN, ANPP thieves under the new APC over other PDP thieves, then what is the hope of the many illiterates? Tijani Gadani while expressing is worries about the APC said, ’’Let me agree, for the sake of argument, that General Muhammed Buhari is honest, corrupt free and even a saint. Then, why will he associate himself with Ahmed Sani Yerima, the man who introduce Political Sharia in Zamfara State as the Governor, but wouldn’t want to be tried under the same sharia for corruption? Why will Buhari associate himself with Bola Tinubu whom we all know doesn’t share the same idea with him in term of integrity? Someone whom is said to be once tagged as the most corrupt governor in Africa? I went further to state that, The truth must be told, Nigeria cannot get it right under this recycling of old and failed leaders who brought the country to this rotten state, be it with the PDP or the opposition, the earlier we realize this, the better for Nigeria. While contributing to the discussion, Yemi Odunaike, a strong admirer of General Muhammad Buhari who express disappointment with Buhari and the APC wrote,’’ Buhari before collaboration with ACN and others, I support with all passion. In his words, ’the very simple question still lingering is, will a Buhari led Federal Government also investigate and prosecute all ACN, ANPP looters who the majority are now the generals allies?’’ or I ask that, can he prevent them from further stealing and drying the federal treasury as they did to the respective states they are controlling? What Yinka Odumakin stated was the truth and nobody can claim ignorance of this fact. So, I ask, why should Yinka Odumakin drag Alao Akala, A PDP Governor to Court over awarding a kilometre of road for N50million while the claimed progressive party award the same road for N1billion to Tinubu and we expect Odumakin to sit on the same chair with these fellows claiming progressive? AGRICULTURE PRACTICES IN NIGERIA BY ANTHONY MERCY ETUK SUMMITED TO MR SOLOMON INTRODUCTION The Nigerian small-scale farmers are estimated to account for the cultivation of about 90 per Cent of the total cultivated land area in Nigeria, producing nearly 90 per cent of total Agricultural output (CTA, 1997). Nigeria is blessed with a land mass of about 98 million hectares, out of which 83 million Hectares are suitable for cultivation but with only 30 to 34 million hectares presently under Cultivation. The Nigerian agriculture sector is an industry of perpetual toilage and indignity, plagued with Drudgery, aged and ageing farming population. These small-holder farmers therefore remain Impoverished, still depending on manual labour to carry out their various farming operations. Nigeria however possesses tremendous agricultural potentials. These include a large array of flora and fauna, naturally fertile and irrigable land and diverse agricultural climate, stretching From the highly forested humid south to the savannah vegetation zones of the north. Rainfall Intensity is highest in the southern coastal region, decreasing progressively into the dryer, wind erosion-prone Sahel savannah region of the northern boundary limits. It should however be pointed out that even with its diverse climate and soils, the country has a huge agricultural potential if its soils and other natural endowments are well managed. Subsistence Farming Initially, most Nigerian farmer merely engage in subsistence farming to provide food for their family while very little is made available in the market. Animal rearing Agricultural practices in Nigeria also include the rearing of animals for meat production, poultry birds, diary animals and also animal that serves as beast of burden - aides in the transportation of goods and man. Livestock farming is a very important aspect of agriculture in Nigeria, the Nigerian community depend mostly on meat from cows and chicken. meat in Nigeria is an important part of the Foods eaten in Nigeria, suffice it to say that Nigerians don't cook foods without meat or fish. the kind of animals reared in Nigeria includes - Cow, Goat, Sheep, Cattle, Pig, Horse and several others while poultry birds includes chicken, turkey, duck, pigeons and others. Historic crop rotation methods are mentioned in Roman literature, and referred to by several civilizations in Asia and on three major elements: sophisticated systems of crop rotation, highly developed irrigation techniques and the introduction of a large variety of crops which were studied and catalogued according to the season, type of land and amount of water they require. CROP ROTATION is the practice of growing a series of dissimilar/different types of crops in the same area in sequential seasons. Crop rotation gives various benefits to the soil. A traditional element of crop rotation is the replenishment of nitrogen through the use of green manure in sequence with cereals and other crops. Crop rotation also mitigates the build-up of pathogens and pests that often occurs when one species is continuously cropped, and can also improve soil structure and fertility by alternating deep-rooted and shallow-rooted plants. Crop rotation is one component of polyculture. SHIFTING CULTIVATION is an agricultural system in which plots of land are cultivated temporarily, then abandoned and allowed to revert to their natural vegetation while the cultivator moves on to another plot. The period of cultivation is usually terminated when the soil shows signs of exhaustion or, more commonly, when the field is overrun by weeds. The length of time that a field is cultivated is usually shorter than the period over which the land is allowed to regenerate by lying fallow. Of these cultivators, many use a practice of slash-and-burn as one element of their farming cycle. Others employ land clearing without any burning, and some cultivators are purely migratory and do not use any cyclical method on a given plot. Sometimes no slashing at all is needed where regrowth is purely of grasses, an outcome not uncommon when soils are near exhaustion and need to lie fallow. One land-clearing system of shifting agriculture is the slash-and-burn method, which leaves only stumps and large trees in the field after the standing vegetation has been cut down and burned, its ashes enriching the soil. Cultivation of the earth after clearing is usually accomplished by hoe or digging stick and not by plough . FISH FARMING is the principal form of aquaculture, while other methods may fall under mariculture. Fish farming involves raising fish commercially in tanks or enclosures, usually for food. A facility that releases juvenile fish into the wild for recreational fishing or to supplement a species' natural numbers is generally referred to as a fish hatchery. Worldwide, the most important fish species used in fish farming are carp, salmon, tilapia and catfish. COMMERCIAL AGRICULTURE is large-scale production of crops for sale, intended for widespread distribution to wholesalers or retail outlets. In commercial farming crops such as wheat, maize, tea, coffee, sugarcane, cashew, rubber, banana, cotton are harvested and sold into world markets. Commercial agriculture includes livestock production and livestock grazing. POULTRY FARMING is the raising of domesticated birds such as chickens, turkeys, ducks, and geese, for the purpose of farming meat or eggs for food. Poultry are farmed in great numbers with chickens being the most numerous. More than 50 billion chickens are raised annually as a source of food, for both their meat and their eggs. Chickens raised for eggs are usually called layers whilst chickens raised for meat are often called broilers PEASANT FARMING The main feature of the peasant farming type of agriculture in Nigeria are: 1) Farms are very small; they are often less than 1 hectare in size. 2) Farms are often fragmented (consisting of several scattered plots of land, which may be quite far apart). 3) Farming implements are simple, e.g. hoes and cutlasses. 4) Fallowing is practised as no fertilizers are used. 5) Crops are grown mainly for subsistence (i.e., to maintain the family). 6) Crops grown include maize, millet, guinea corn, cocoyam, cassava, yams and sweet potatoes. PLANTATION OR ESTATE AGRICULTURE The main features of plantation agriculture are that *. It involves very large area of land sometimes extending to several hundreds or thousands of hectares. *. Each plantation concentrates on the production of a single crop, which is often grown for export or industry. *. Large numbers of paid workers are employed. *. A great deal of capital is involved. *. Humans are meant to love one another and work hand in hand. we are all created by God, why can’t we work and live together, it is time to heal d world and make our local government a better place for all of us. We must learn to live together as brothers or perish together as fools. Our life’s begin to end the day we become silent about things that matter. Truly, today we have heard from great people from different walks of life- champions of liberty and civil right with different background and political affiliations. we all came here today and by the privilege given to me and in a delightful manner with an absolute appreciation to all the noble youth of our local government and does propelling of celebration of an important issue/theme called: UNITY BY THE NOBLE YOUTH OF THIS GREAT LOCAL GOVERNMENT. It is a common saying that united we stand, divided we fall, remember that, so powerful is the light of unity that it can illuminate the whole earth even the weak become strong when they are united, alone we can do so little together we can do so much, coming together is a beginning, keeping together is a progress and working together is a success. It is time to vacate the realm of division and start promoting a system with a sole aim of unity in our LOCAL GOVERNMENT EKITI, It is time for us to stand and reclaim the title of independence, innovation, inclusion, integrity, honesty, loyalty, commitment, focus, dedication, peace, self confidence etc which are all embedded in unity. To me Unity means, working together to solve problems either as ordinary citizen or a policy maker. this is what we expect from ourselves and that is what we deserve in this LG..
