The crisis rocking the Peoples Democratic Party (PDP) in Bayelsa State seems to deepen as a serving Senator,Clever Ikisikpo, and six others from the constituency of the incumbent President Goodluck Jonathan (Bayelsa East) defected to the APC. Announcing their defections to the APC at the party national secretariat in Abuja yesterday, the defectors led by Ikisikpo, cited neglect and hijack of the party (PDP) by some “selfish individuals. “It is indeed unfortunate that the PDP which used to be known for fairness and ability to accommodate different shades of opinion has been hijacked by few people. In the party today, impunity is the order of the day. Founding members who made the party popular to the mass of our people have been given the short shrift. The family of late Emir of Kano and founding shareholder of Integrated Nigeria Service Limited (INTELS), Alhaji Ado Bayero, confirmed that they have divested their equity in the company and have been paid for their shares in INTELS, last December. That family confirmation of financial benefit from INTELS by the new Managing Director of Nigeria Port Authority (NPA), Alhaji Lamido Sanusi Ado Bayero, whose role is to regulate and supervise INTELS . The fact that about five months ago the Ado Bayero family was paid by INTELS for shares sold by the family ought to have ruled him (Sanusi Ado Bayero) out of consideration as MD of NPA, said senior lawyers monday. Minister for Agriculture, Mr. Akinwumi Adesina, on Tuesday said that Africa is not a poor continent but must continue to leverage its resources. Adesina, who made this disclosure in Washington, DC at a meeting with officials of the United States Atlantic Council noted that Africa is not a poor continent, and must therefore leverage its resources, including, but not limited to, international aid, to promote sustainable development. The Minister who is a leading candidate for the presidential election of the African Development Bank (AfDB) which holds later this month reiterated the importance of expansive, but inclusive, economic growth and development, a goal that he noted directly impacts peace and stability across the continent. Adesina however shared his vision for the AfDB, laying out his five priorities: strategic investment in infrastructure; increased involvement of the private sector; job growth, particularly for youth and women; reviving rural economies for inclusive growth; and increased regional integration for shared prosperity. Vice-President, Alhaji Namadi Sambo, monday stated that the decisions and choices made by the outgoing administration of President Goodluck Jonathan to reform Nigeria’s power sector, through the privatisation of successor companies of the Power Holding Company of Nigeria (PHCN) and building of new power plants through the National Integrated Power Projects (NIPPs) would be judged fairly by history in the future. Sounding philosophical shortly before inaugurating a 330/132/33kV transmission substation built by the Niger Delta Power Holding Company Limited (NDPHC) under the NIPPs in Gwagwalada Abuja, Sambo noted in his remarks that the decisions the outgoing government took in its electricity policy were taken on the basis of sound professional advice. These decisions, he said were taken majorly in the interest of Nigerians. He explained that notwithstanding whatever misgivings that the administration might be getting from people, it opted for the best choice of actions that it thought would help it progress the country’s electricity systems with tangible and long lasting impacts. According to him, the government in line with such sound decisions had upon the privatisation of the PHCN, also moved rapidly to plug obvious weaknesses in the transmission system which was identified as the possible points where the reform could be derailed, hence the construction of transmission facilities by the NDPHC amongst others. “I want to seize this opportunity to assure all Nigerians that all the decisions and project implementation in both Niger Delta Power Holding Company and the National Council on Privatisation, are taken on the basis of sound professional advice and sound decisions to ensure that we succeed in Nigeria in providing power successfully for the benefit of Nigerians and the development of the country,” Sambo said. As the nation grapples with the dwindling revenue occasioned by the dip in oil prices, the Co-ordinating Minister of the Economy and Minister of Finance Dr. Ngozi Okonjo-Iweala has disclosed that the federal government lost huge revenue to tax holidays fraudulently granted companies by officials of the Nigerian Investment Promotion Commission (NIPC). The minister’s disclosure was contained in a recent letter to NIPC Executive Secretary, Mrs Saratu Umar. “The purpose of this letter is to appraise you on apparent abuse in the grant of Pioneer Status (tax holiday) to companies in the country by the Nigerian Investment Promotion Commission (NIPC) leading to decline in tax revenues,” wrote the minister in the letter which was copied the Minister of Petroleum Resources, Mrs. Deziani Alison-Madueke, and Minister for Trade and Investment, Olusegun Aganga. The minister noted that while oil companies were supposed to be taxed 65 per cent in accordance with the Petroleum Profit Tax Act (PPTA), certain officials of NIPC had fraudulently listed such companies under the Industrial Development (Tax Relief) Act and handed them pioneer certificates. President-elect Muhammadu Buhari said yesterday that Nigerian leaders should practice what they preach. He said his government will rather kill corruption than allow it to kill Nigeria. He spoke when he received a delegation of All Progressives Congress (APC) leaders from Akwa Ibom State. It was led by the governorship candidate Obong Umana Okon Umana, who alleged massive inflation of results of elections in the state. Gen. Buhari said Nigeria’s major problem is neither ethnic nor religious but corruption which has remained endemic and entrenched. He recalled that in 2007, it was his fellow Muslims and fellow Fulani, who Justices of the Supreme Court, upheld the election of the late President Umaru Yar’Adua, while those that said the election was flawed were not Fulani. He expressed confidence in the judicial system, saying: “I’m glad that you have gone to court too because you believe in the system as the right place to fight for your right and the right of the people you represent. The Supreme Court has stopped the National Assembly from going ahead to enact into law the Fourth Alteration Act which seeks to amend the 1999 constitution. The Chief Justice of Nigeria (CJN), who presided at the hearing of a suit filed by the federal government to stop the National Assembly from overriding President Goodluck Jonathan’s veto on amendments to the constitution specifically warned the parties not to do anything that will affect the subject matter of the suit. The court consequently adjourned the suit to June 18 when a new government would have come on board and the legislative session of the present National Assembly would have ended. The Supreme Court’s order has effectively killed the threat by the National Assembly to go ahead to pass the amendments into law thereby rendering the whole amendments process, which gulped over a billion naira, a wasted exercise. In order to stop the National Assembly from going ahead to pass the controversial amendments to the constitution, the Attorney General of the Federation (AGF) applied for an order of interlocutotry injunction restraining the lawmakers from taking any further step towards passing the Constitution of the Federal Republic of Nigeria (Fourth Alteration) Act, 2015 into law pending the final determination of the suit earlier filed before the court. The application, which was filed by the counsel to the AGF, Chief Bayo Ojo (SAN), was brought pursuant to Order 3 Rule 14 of the Supreme Court Rules as amended and had cited 12 errors in the proposed amendment. The AGF premised the application on the grounds among others that the National Assembly was determined to proceed with passing the constitution by overriding the veto of same despite the fundamental nature of the issues raised against it. The federal government Thursday granted provisional licences to two newly approved private universities: Edwin Clark University, Kiagbodo, Delta State and Hezekiah University, Umudi, Imo State. The two universities bring the total number of private universities in Nigeria to 61. Edwin Clark University is owned by the former Federal Commissioner for Information, and prominent Ijaw elder, Chief Edwin Clark. It has the former Zenith Bank Managing Director, Mr. Jim Ovia as Chairman of the Board of Trustees (BoT), while the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, former Head of Service of the Federation, Oladapo Afolabi and Professor Anya O. Anya as members of the BoT. The Minister of Education, Mallam Ibrahim Shekarau, while speaking at the ceremony, said private universities have contributed to the opening up of admission space for the rising population of candidates seeking university education. Shekarau added that the growth of private universities in Nigeria has created an environment for healthy competition. “Government is aware that countries that are consistently well ranked in human development indices have, in recognition of the important role of universities in human capital development maintained a respectable number of universities relative to their populations,” the minister said. The Lagos State election petitions tribunal has granted leave to the governorship candidate of the Peoples Democratic Party, Mr. Jimi Agbaje, to inspect all polling documents and devices used for the April 11 election in the state. The tribunal chairman, Justice Sylvanus Oriji, granted the prayer of the petitioner while ruling on an application filed by Agbaje through his counsel, Clement Onwuenmonor. Justice Oriji also ordered the Independent Electoral Commission (INEC) to provide certified true copies of all polling documents including printed data from card readers in each polling units in the state. The two orders were given out of five prayers filed by the petitioner before the tribunal. The tribunal had earlier taken the submissions of Agbaje’s counsel and that of the All Progressive Congress, Ademola Sadiq. The Speaker of Niger State House of Assembly, Adamu Usman, his deputy, Hon. Abdulrahaman Bala, the Chief Whip, Hon. Abdullahi Lawal and Majority Leader, Hon. Haruna Labaran were on Tuesday impeached for not taking action over the non-payment of the over head cost of the lawmakers since February. The principal officers were impeached by 19 out of the 25 members of the assembly. The gate of the assembly was shut down as early as 7.30a.m., preventing members from getting into the premises but members after asking Assistant Superintendent of Police (ASP), Mr. Aaron Sunday, politely to open the gate, he insisted he was working with directives from above. The lawmakers then went ahead to break the padlock of the gate to gain access to the chamber where Hon. Abdullahi Akwanu who is the house chairman business and rule, told the assembly that after the assembly’s executive meeting on Monday, it was agreed that it should sit yesterday expressing surprise that no leader of the assembly, including the speaker was around for the sitting. He therefore drew the attention of the assembly to order 8 of the assembly standing rule which provides that in the absence of the speaker from the assembly without any reason, a temporary speaker be appointed to enable the proceeding of the assembly. A motion was therefore moved by Hon. Usman Dada, representing Bosso Constituency for the appointment of a temporary speaker and this was seconded by another member. The Nigerian National Petroleum Corporation (NNPC) has said that it expects to start regular supply of gas to end users within the eastern part of Nigeria through its East-West gas pipeline in early 2017. NNPC made this known on Tuesday at the ongoing 2015 Offshore Technology Conference (OTC) in Houston, Texas, adding that it was making significant progress with the execution of the $662 million gas supply infrastructure project, otherwise known as Obiafu-Obrikom and Oben (OB3) gas pipeline project. It stated that it would achieve mechanical completion of the project by December 2016 and flow the first gas through the pipeline by early 2017. “Construction has started on the East-West pipeline and we are beginning to make a lot of progress in terms of construction on both sides. “Our expectation is that by December 2016, we would have mechanical completion of the pipelines and by early 2017 we would start to flow gas through the pipeline,” said NNPC’s Group Managing Director, Joseph Dawha. Dawha said this when he formally opened Nigeria’s stand at OTC. He was represented by the corporation’s Group Executive Director, Gas and Power, Dr. David Ige. He also explained that work on the second Escravos-Lagos Pipeline System (ELPS-2) had significantly progressed and that by August 2015 gas supply to end users in the western part of the country would have increased to 2 billion cubic feet per day (bcf/d). Two of Nigeria’s eminent personalities have given divergent prognoses on the just concluded 2015 elections, with Nobel laureate, Professor Wole Soyinka, stating that he chose Major-General Muhammdu Buhari (rtd) over President Goodluck Jonathan because he was the “better of the two evils”. In contrast, the Chairman of the Presidential Advisory Council on International Relations and former Commonwealth Secretary-General, Chief Emeka Anyaoku yesterday said Nigerians owed Jonathan a debt of gratitude for his roles in the conduct of the successful elections this year. Soyinka, in his characteristically blunt manner, termed the outcome of the elections as a stark choice between a failed president and a former military dictator, saying Buhari was the better of the two evils as the incumbent president was an “unmitigated disaster and failure”. Delivering a lecture titled, “Predicting Nigeria, Electoral Ironies”, at the Harvard University Hutchins Centre for African & African American Research, in Cambridge, Massachusetts, USA, Soyinka also condescendingly described Nigerians of Igbo extraction as “predictable” and “greedy” following their choice to vote en masse for Jonathan in the just concluded general election. Defending his support for the former military dictator, the foremost dramatist said on a personal level, it was a “painful decision to tell people to vote Buhari, but the country needed a new beginning. I was more against Jonathan, than I was pro-Buhari”. He informed the sold-out audience that if the incumbent had been anything near competent, Buhari’s most “maladroit statement” about the dog and the baboon being soaked in blood, would have been enough to scuttle his presidential ambition for the fourth time. “As the nation’s much talked-about centenary year ended, the 2015 elections offered Nigerians an opportunity to halt the nation’s descent into anarchy,” he said. Justice Evoh Chukwu of a Federal High Court, in Abuja has granted the request for the extradition of former Managing Director of the Nigeria Security Printing and Minting Company (NSPMC) Mr Emmanuel Okoyomon to the United Kingdom to face criminal trial of bribery and corruption. The attorney-general of the federation and minister of Justice had approached the court for an extradition order against the former boss of NSPMC over allegation of corruption. In the judgement that lasted more than one hour, the court ordered that Mr. Okoyomon should be extradited within 30 days to the United Kingdom for the trial. In his judgement on an application filed by the AGF, Justice Chukwu held that there is a treaty agreement between Nigeria and the United Kingdom and since the treaty is valid and applicable in Nigeria the federal government has power to extradite the accused person. Justice Chukwu also held that all legal procedures were properly followed by the attorney-general with the placement of certified true copy of letter of indictment of the accused, letter of request for his extradition from the British high commissioner while Mr Okoyomon did not challenge all issues of corruption levelled against him by the documents from the United Kingdom meaning that he accepted the allegation brought against him. Rice importers have taken on the Nigeria Customs Service (NCS) over its resolve to collect the N20 billion import duty they allegedly evaded paying into the coffers of the federal government. Following the reluctance of the rice importers to pay the import duty, the Customs High Command had issued a public notice in selected national newspapers giving the importers or their agents an ultimatum to pay on or before April 14, 2015. Apparently seeing the ultimatum as an empty threat, the rice importers treated the public notice with levity. Two weeks after the expiration of the ultimatum as contained in the public notice, the importers did not pay the import duty and they were not arrested by NCS or any other security agency. Impeccable sources close to the importers and their agents said they took the decision to ignore the public notice due to the fact that the Customs High Command presently lacked what it takes to sanction them. “As far as rice importers are concerned, they regard NCS as a toothless bull dog. This is because most of them know their way in the system from the presidency to the Federal Ministry of Finance, Ministry of Trade and Investments, and Agriculture. In fact, as we speak, they are pushing for the procurement of a waiver. Once they get the waiver, it will make nonsense of the N20 billion import duty NCS has been demanding from them all these while,” the source said. Anxious to debunk claims that he has something to hide in relation to the allegation that $20 billion was unaccounted for by the Nigerian National Petroleum Corporation (NNPC) during his tenure, President Goodluck Jonathan on Monday ordered that the full report of PricewaterhouseCoopers’ (PwC) forensic audit of the corporation be released immediately to the public so that all Nigerians will be properly informed on the matter. But while the audit did not mention any missing funds, only requiring NNPC’s exploration and production (E&P) subsidiary – the Nigerian Petroleum Development Company – to remit $1.48 billion to the Federation Account, the report did raise many pertinent questions. Briefing State House correspondents on the president’s directive, presidential spokesman, Dr. Reuben Abati said the incoming administration of Buhari was free to review all actions and policies taken by the present administration which it deems necessary. PwC was contracted by the federal government to carry out a forensic report into the finances of NNPC between January 2012 and July 2013. This followed the allegation on the missing $20 billion made in January 2014 by the ousted Governor of the Central Bank of Nigeria (CBN), now Emir of Kano, Muhammad Sanusi II, who claimed at a Senate public probe that, among other allegations, NPDC failed to remit $6 billion; while another $3.38 billion was tied to the kerosene subsidy regime. Prior to that he had alleged that the sum of $49.8 billion had not been remitted by NNPC to the Federation Account from crude oil sales between January 2012 and July 2013, but later revised the sum to $12 billion and/or $10.8 billion, before settling for $20 billion which was premised on allegations not connected to revenue arising from crude oil sales over a 19-month period. Reports indicate that Nigerian soldiers have retreated from the last known Boko Haram stronghold, Sambisa forest, where they said was booby-trapped after three pro-government vigilantes were killed by a landmine. According to Reuters, vigilante and a security source both confirmed the pullback from the forest, a day after an offensive aimed at rooting out the insurgents. “The soldiers have retreated to Bama because of mines. They had been on the road but that made them vulnerable, so they moved to the bush but there are mines planted there (too),” one soldier, who did not want to be named, told Reuters. The Sambisa forest, a former colonial game reserve, is about 100 km (60 miles) from the village of Chibok, from where Boko Haram abducted more than 200 secondary school girls a year ago. Intelligence officials believed they were being held in the forest, but U.S. reconnaissance drones failed to locate them. “Three of our boys were killed by a landmine as we progressed into Sambisa. The president-elect, Muhammadu Buhari, has appealed to Nigerians not to expect instant miracles from his government to fix all the problems facing the country, but to be patient and supportive, saying he will need enough time to address the Boko Haram insurgency in the North-east and other challenges confronting the nation. Buhari, who made this appeal in Kaduna at the weekend when he received a delegation of the All Progressives Congress (APC) members from Bauchi State led by the state governor-elect, said the change which Nigerians expect from his incoming administration would not be realised overnight. He hinged his reason on the fact that governing Nigeria will be difficult for him because of the magnitude of the problems on ground. The president-elect, according to Channels Television, further explained that governing Nigeria would be seriously difficult because of what he termed colossal rape of its economy and leadership deficit. He, however, promised that the incoming government will do its best to fix things in the right perspective and therefore appealed for support of all Nigerians to his administration. Buhari thanked the people of Bauchi and Nigerians for voting massively for APC during the last presidential and National Assembly elections, and urged them to be vigilant and protect themselves from being attacked by insurgents. Prof. Pat Utomi has described the series of defections witnessed in the past few days following the emergence of the All Progressive Congress (APC) as the new ruling party as unfortunate, saying is not good for our democracy. He made his view known on Sunday in Abuja while fielding questions from journalists at the sixth graduation ceremony of Centre for Leadership, Strategy and Development (Centre LSD) after presenting a topic on: ‘Leadership and Societal Development’. He stressed the need to have a strong opposition that would put the APC on its toes. According to him, “I found the gale of defection unfortunate, I think if I have not spent the last sixteen years saying we must build a strong opposition, it would be the time for me to join the PDP really, because we really need to rebuild PDP, we need to have strong PDP to hold APC in check. “I think we need to have a shadow cabinet, we need to have a team on the other side that have a watching brief of government activities,” Utomi said. He noted that Nigeria has too many problems and that the incoming administration cannot solve all the problems confronting the country, but only needs to focus on some of it. Utomi emphasised that there was need for a major reform in the civil service, especially capacity building which he said was presently lacking; adding that civil servants view training as an avenue to make money. According to the group, the week of global action is meant to raise awareness and also demand expeditious global campaign to accelerate all efforts being coordinated by the Nigerian government and her allies towards their rescue. Of 276 girls originally abducted a year ago, 57 escaped from the terrorists while 219 of them are still missing. The one week of global action began last week Wednesday with a media briefing at Unity Fountain in Abuja, where the plans for the commemoration were unveiled. The next day, the group held a walkathon and repeated the same exercise on Friday, but this time tied the red ribbon from Unity Fountain all the way up Shehu Shagari Way, up to the Police Force Headquarters and back. Also, that same day, special prayers were held at Unity Fountain in Abuja, and a sermon with the topic, “The role of girl child education in Islam”, was preached. The group on Saturday had a social media network awareness especially on Twitter where they succeeded in having a tweethaton. Governor Bala James Nggilari of Adamawa State has disassociated himself from the curfew imposed on the state by the state commissioner of police. The governor made the disclosure in a press statement signed and issued on Saturday to journalists in Yola by his Director of Public Affairs ,Mr. Phineas Elisha. According to the statement, Nggilari informed the general public that he did not impose any curfew on the State as reported by some local and foreign media. It said that the government was collaborating with the State police command to investigate and ascertain the source of the reports. The Police in Adamawa state had on Friday declared a dusk to dawn curfew across the state, with effect from Sunday and will last until Tuesday, but the opposition APC threatened to defy the order. Kaduna Electricity Distribution Company is to create about 15,000 direct and indirect jobs starting next month, the company’s Managing Director, Mr. Garba Haruna, has said. The Managing Director said in a statement issued in Kaduna that the jobs creation was part of the company’s strategic growth plan which was anchored on the employment of young, dynamic and energetic workforce that would propel the company to achieve its set objective of providing efficient power to its customers. Garba said the company had set up a recruitment portal, where both internal and external candidates could apply for the available openings. He said existing staff of the company whose contracts expire at the end of May this year were eligible to reapply for the available jobs and they would go through a screening and selection process before a formal interview session to determine their suitability.
