The House of Representatives has cut short its resumption of plenary by one day — from Tuesday to Monday (today) — to take a position on the issue of the removal of the subsidy on petrol by the Federal Government.
The House summoned the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, on Sunday, to appear today and explain why the government jacked up the pump price of petrol to N145 from N86.50k.
The minister is to address lawmakers at the session to be presided over by the Speaker, Mr. Yakubu Dogara, beginning by 12pm.
Dogara had on Friday last week, hinted that members would debate the fuel price increase this week and take a position on the new price regime.
He spoke in Abuja while granting audience to a delegation from the National Council of Ulamas of the Jamatu Izalatil Bid’ah Wa Iqamatis Sunnah at the National Assembly.
Dogara had stated that the House would not support any policy that would “further impoverish” Nigerians, but clarified that the final decision would be taken by all the 360 lawmakers this week.
He said, “I do not want to come out with an opinion because I know that the matter, very soon, will come to the floor of the House of Representatives and as the presiding officer, I don’t want to give my opinion before that time.
“But, one thing we can take home and assure our followers is that we will never allow any measure to be embarked upon by the government that would further impoverish our people.
“And so, there are times as leaders, that we take very difficult decisions. The reason why we came to a position where this country was waiting to explode was because any time we were confronted with difficulties, we had always taken the easiest way out.
“We never involved ourselves in taking hard, very hard choices for our people. This is a matter that is subject to further re-examination and as a parliament, we will listen to all.
“In the House of Representatives, we represent everyone, whether it is the government, labour, whatever the institutions, we are their representatives; so when the matter comes, we will look at it and ensure that everything is resolved.
“Even if there is a conflict, I am sure we will play a mediatory role.”
Investigations by The PUNCH on Sunday showed that the leadership of the House resolved to convene the special session today soon after Dogara’s meeting with the delegation ended on Friday.
It will be recalled that in 2012, the House had convened a similar session to oppose the decision of the administration of former President Goodluck Jonathan to remove fuel subsidy.
Amid the mounting opposition from across Nigeria, the Jonathan-led administration later settled for a pump price of N97 per litre.
The administration later reduced the pump price to N86.50 before it jumped to N145 last week as the administration of President Muhammadu Buhari announced the total removal of subsidy.
The development came as the Leader of the House, Mr. Femi Gbajabiamila, a known pro-subsidy legislator, made a U-turn to kick against the continued retention of subsidy.
It was Gbajabiamila, who led a debate on the floor of the House in 2012 to berate Jonathan’s decision to remove fuel subsidy.
However, he told The PUNCH on Sunday that he was compelled to change his mind and support subsidy removal because the “overwhelming” evidence on the ground had shown that subsidy was not sustainable.
He added, “But, now, for the first time, I was at a stakeholders’ meeting with the Vice-President’s office, with labour leaders, by the time a graphic picture of what was happening, with facts and figures, was reeled out, and what was about to happen if we continued this way, much as I resisted, it was clear to me that we might not even have a country in a couple of months.
“I saw clearly that no state would be able to pay salaries in two months’ time, even oil-producing states would not be able to pay salaries, if there was no federal allocation.
“At that point, I was caught between the devil and deep blue sea. It was now a question of do you want to resist the removal of subsidy and then down the line you can’t even pay salaries?
“I came to the very painful conclusion that in the short term, deregulation was the best way to go and that in the long term, it will pay off for everybody.”
However, the opposition Peoples Democratic Party members described the government’s move as “laughable.”
They asked why it took the government so long to see what Jonathan saw many years ago and resolved to fix it but he was opposed.
The Minority Leader of the House, Mr. Leo Ogor, in particular, asked the government to apologise to the PDP.
The Chairman, House Committee on Public Petitions, Mr. Uzoma Nkem-Abonta, a PDP member, also called for an apology from the Buhari government.

Toks2008: Over the years Nigerians have been faced with series controversies surrounding subsidy removal and many Nigerians have frowned against this with great ferocity each time the government of the day makes any move to remove it either totally or partially.
Many opposition bodies have used this to campaign against the government of the day and that was the case during the period of President Goodluck Jonathan and many Nigerians were also made to believe that it was indeed a callous move by previous governments to inflict hardship on Nigerians but just yesterday,we got a very surprising news that the APC led government have decided to finally remove subsidy as Petrol will now sell for a maximum of N145 per liter..
The question on the minds of many is why was there a strong move against this in the past? could it be to lack of proper sensitization of the populace by the previous governments?or was it because the lack of trust in the previous administrations or shall we say we have suddenly realized the true picture of the situation on ground? I guess these are questions we will continue to ask ourselves but this write up will address the reality and advantages of subsidy removal from a very layman's perspective and professionals are welcomed to shed more like and correct any form of misinformation. FUEL SUBSIDY: Understanding the madness called “fuel subsidy” requires a walk down memory lane. However, let me start by saying a country like Nigeria, which is also the largest crude oil exporter in the African continent, imports fuel into the country.YES we know this makes no sense. Unfortunately, it does. Nigeria has four national refineries that are barely functional because of the country’s poor planning and maintenance culture, and even more, our refining plants are aging while the pipelines linking these plants have lacked adequate investments and they are terribly unreliable to support uninterrupted domestic production and sadly enough as determined as the government are in ensuring that these refineries are repaired,some interest groups have taken up the habit of destroying these facilities thus Nigeria is forced to refine its crude oil resources outside its borders and then it imports the refined products, mostly from European suppliers, to satisfy the energy needs of its large population.
WHO BENEFITS MORE FROM FUEL SUBSIDY? Now lets assume the governments spends an average of N40 to subsidize a litre of petrol that is bought by each Nigerian,it means for every 20 liters you buy, the government helps you to pay N800. But the truth is that the rich benefits more because in a month they buy thousands of liters to power their office,homes,cars and so on while an average citizen with a tight budget might just manage to buy 50litres in one month. [size=13pt] Lets ask each other this question;Does it make sense for a government to spend over 1 trillion naira on fuel subsidy yearly to help the rich while lesser amount is marked for other infrastructures that would impact more positively on the average man?
Now lets take a quick look at 7 advantages of subsidy removal:[/size] 1. IT REDUCES CORRUPTION IN THE DOWN STREAM SECTOR:
According to the statement made by the former finance minister and coordinator of subsidy removal, Dr. Ngozi Okonjo Iweala. “ The removal of oil subsidy will drastically reduce corruption in the down stream sector.” Moreso, deregulation will also help to end the waivers enjoyed by powerful “cabals” at the expense of the Nigerian people...this needs no explanation.
2.PROVISION OF BASIC AMENITIES
The Nigerian governments spends over 1 trillion naira on fuel subsidy each year and this has made it extremely difficult to provide other amenities that would impact more directly in the lives of the citizens. However, if half of the money spent oil subsidy is channeled to other sectors of the economy, Nigeria would have been better for it. Consequently, the money saved from subsidies will be used to improve infrastructure, building good roads and bridges, fund agriculture,pay higher salaries,improve education and health sectors. 3.REDUCTION OF GOVERNMENT DEBT
According to the words of the former Central Bank Governor, Malam Sanusi, one of the long term benefit of the withdrawal of the subsidy is the reduction of government debt and at least help direct that debt to the finance of infrastructure that should create jobs and more inclusive growth. However, it is important to note that Nigerian government often borrow to enable it finance this oil subsidy so as to make the petroleum pump price affordable to a few rich Nigerians who operate or control some of the devices which actually consume the petrol.
4. TRANSFORMATION OF THE PETROLEUM SECTOR
A lot has been said of corruption in this nation, and the time is now to effect the change we need. Reformation of the oil sector which is the life wire of the nation could take the lead.
5. INCREASE IN FOREIGN RESERVE AND SAVINGS
With subsidy removal, Nigerian, government will get to keep more of the money raised from sales of its petroleum product and savings made on its foreign earnings, this will uplift the countries foreign reserves and greatly improves our ratings by international agencies.
6. ESTABLISHMENT OF MORE REFINERIES
It is noted that since 2000, government of Nigeria had issued licenses for refineries, but none was been built for these reason. This is not unconnected to the financial and structure imbalance created in the huge sums, of money expended on petroleum subsidy. However, it is obvious that with subsidy removal, Nigerian government can now use the money saved from subsidy to build refineries which will inturn provide enormous opportunities for employments of our jobless youths.
7. MAKES WAY FOR TRANSPARENCY AND COMPETITION IN THE OIL INDUSTRY
When petroleum subsidy which is rife with corruption and unhealthy practices is no longer there, transparency and healthy competition will return to the petroleum industry.
Lets give the government a chance and make this sacrifice with hope that we will have a new story to tell.Yes we may see a sharp increase in the price of commodities and transportation but in a short while, we will see the positive outcome just as we now see in previously deregulated sectors.
If these fund is channeled properly then nigerians can gladly say, if a truth the step was the right one.

4: Aloe Vera mixed with honey ; This helps to keep you nerve calm and certainly reduce the cramps too.
5 : Take herbal tea ; You can take e.g green tea or a good herbal tea you know. Make sure you take it when warm and without sugar.
6 : Milk ; A lot of ladies when trying to avoid sugary things doing mensis also don't take milk. Well a glass of milk helps give you calcium which helps make you strong when you have cramps.
7 : Get a hot shower.
Hahaha I don't mean you use a water at boiling point o ... Not too hot and not too warm and if possible you can stay longer in the bath soak in the water(not soapy) for a while. Do not estimate this it works and gives relief.

90sgirl: Omonigho Abraham, the four year old boy who was attacked by dogs in the Igando area of Lagos State, has returned into the country from an India medical trip.
Omonigho returned into Nigeria on Thursday in company with his father, Odia, and mother, Helen, who went with him on the trip.
PUNCH Metro had reported on October 7, 2014 that the victim was attacked by two dogs in their house on Adegboyega Street, Akesan Estate.
Our correspondent reported that Omonigho was playing with his two brothers, Osemudiamen and Bobby, when the dogs, owned by their landlord, pursued them.
While the others escaped because they were older, the dogs reportedly bite off the scalp of the victim and dragged him around.
It was said policemen and residents who came around could not rescue him until his mother arrived at the scene and fought off the dogs.
Our correspondent reported that his stay at the Lagos State University Teaching Hospital, Ikeja, was marred by complaints of neglect and at a point, his father raised the alarm that Omonigho’s condition had worsened.
In December, Odia announced that the Delta State Government and a non-governmental organisation, Global Initiative for Peace, Love and Care had concluded plans to fly him to India.
An alternative plan by the Lagos State Government was turned down by the victim’s family, who said the India travel plan had been concluded.
The four-year-old departed for India on November 28, 2014 despite concerns by the Lagos State Commissioner of Health, Mr. Jide Idris, that his condition was delicate and needed special attention.
When PUNCH Metro spoke with the family during the week while they were still in India, the mother said there were improvements in her son’s condition.
She added that the family would be arriving Lagos on Thursday.
Our correspondent learnt from his father, Odia, on Thursday that the family finally arrived at the Murtala Muhammed International Airport around 2pm.
He said, “We touched down at the Murtala Muhammed International Airport around 2pm. We are on our way home now.
“The doctors in India have completed their job. My boy is back to normal. I thank God that everything is okay.”
He appreciated the efforts of the Delta State Government, the NGO and the media for the attention given to his son.
He also acknowledged the support of the Lagos State Government during his admission in LASUTH.

aminulive: Governor of Kaduna state, Nasir El-rufai has reacted to the killings of a traditional ruler and his nephew in a community in Kaduna state. On Sunday night, Unknown gunmen murdered Mr Bala Madaki, District Head of Fadan Karshi in Numana Chiefdom of Sanga Local Government Area,alongside his nephew, Emmanuel Tanko, 19, at his residence in Fadan Karshi.
Below is a press release from the Kaduna state government;
Kaduna State Governor, Malam Nasir El-Rufai, has condemned the killing of a traditional ruler and his relation in Fadan Karshi, Sanga local government area of the State. While commiserating with the family of the victims, the Governor urged the people of Sanga local government area to be calm and support the security agencies to investigate the attack and apprehend the perpetrators of the murders. Speaking at a meeting with the leadership of the All Progressives Congress (APC) from the eight local government areas of Kaduna South Senatorial District, the Governor said that security agencies are investigating the attack, and are working to apprehend the culprits.
The Governor assured the party leaders of his commitment to peace and security in every part of the state. "It is a sad development. But we will not relent in our duty of protecting our people. We shall continue to strengthen the security agencies to do a better job, as well as encourage harmonious coexistence across our communities.
"The gains made in recent months to eliminate violent communal clashes in the area must be upheld. We must all be vigilant and do our best maintain the peace in our communities."
