About N500 million meant to rebuild a Chibok school may have been diverted, an official has said. The money was announced by the past administration of President Goodluck Jonathan and was meant to rebuild the Government Secondary School in Chibok, Borno State, after Boko Haram insurgents destroyed it and kidnapped over 200 girls from the school in 2014. Mr. Jonathan’s Minister of Finance, Ngozi Okonjo-Iweala, had flown to Chibok in March 2015 to inaugurate the N500 million rebuilding project under the Safe School Initiative programme. A statement from the finance ministry said then that the new school was expected to have a state of the art library, a laboratory, a computer and ICT Centre, a sports arena and a clinic. Two years after the foundation laying programme and announcement by the government, nothing appears to have been done in the school as students of the school remained at home. It is not clear if the past administration did release part or all of the N500 million. When he visited Chibok on Tuesday, Governor Kashim Shettima of Borno called for detailed investigation of what happened to the N500 million. Mr. Shettima told residents of Chibok that his administration would pressurise the Federal Government to uncover those who might have diverted the money. The governor lamented that a lot of individuals and groups have turned the misfortune of Boko Haram victims into a money making venture. He said it was important to determine how much was released to the contractor handling the project as the school has remained in a state of disrepair. Mr. Shettima first arrived in Chibok to celebrate Boxing Day with the residents of the town. The governor who arrived Chibok town in the afternoon spent the whole Monday in the town where he participated in a series of lined up activities slated for the boxing day. A high point of the governor’s stay in Chibok was his meeting with the 21 schoolgirls that were freed by Boko Haram insurgents in October 2016. The girls were freed following a deal the federal government had with Boko Haram. The 21 girls who had been in custody of the Federal Government in Abuja were brought to Chibok in order to celebrate their first Christmas since their abduction over two years ago. In Chibok, the girls were not allowed to savour the kind of freedom they were used to before their abduction. They were escorted by armed soldiers and officials of the State Security Service everywhere they went. PREMIUM TIMES reported how the girls could not spend Christmas with their families despite being in Chibok. A spokesperson to the state governor, Isa Gusau, said in a statement that “Governor Shettima hosted the girls to celebration mood at a Government building in Chibok”. He said Mr. Shettima was accompanied by Mohammed Ndume, the Senate Majority Leader who represents Borno South where Chibok is located. “The girls were very excited meeting Shettima again after they had met him in Abuja days after their freedom from Boko Haram’s captivity,” Mr. Gusau said. Glory Dama, one of the 21 freed girls, presented a photo frame on behalf of her colleagues. The frame was a photo they took with the governor after their rescue. “Governor Shettima is a dear father,” the girls were quoted as saying. Mr. Isa quoted the governor as expressing his happiness seeing their cheerful mood, even as he said the next concern had to be their future. “As you know, 56 of your colleagues who escaped abduction are currently in two international schools where they have been since 2014,” Mr. Shettima told the girls who saw their parents same day. “We are taking care of all their educational needs from school fees to other basics. Left to me, I would want the 21 of you to join them in those two schools so that you can all feel at home and move on. However, the Federal Government has a plan which we will jointly discuss and come up with a decision that is acceptable to you our daughters. “President Muhammadu Buhari loves you so much and he is deeply concerned about our daughters that are yet to be freed. He is working on that and we are all working,” Mr. Shettima said. The governor also seized the moment to politically motivate the people of Chibok by appointing one of the parents of the Chibok girls, who is also the chairman of association of the Chibok schoolgirls’ parents, Yakubu Keke, as the councillor of his ward, Mbalala.. Governor Shettima said Mr. Nkeki’s job is to use his office to oversee the welfare of all parents of the missing Chibok schoolgirls. The governor also consoled parents whose daughters are yet to be recovered, promising that all hands are on deck to ensure the return of all the girls. Mr. Shettima ordered the presentation of clothes to the girls and their parents. The governor had earlier donated clothes to the girls in Abuja. “Nothing is too much for these girls and their parents. They have suffered too much and deserve our support,” he said. The governor left Chibok late Monday evening to pass the night in Askira-Uba, 40km from Chibok. The House of Representatives has declared that it would not consider the request by President Muhammadu Buhari seeking its approval for an external loan of $29.96 billion (N9 trillion) until necessary details including the borrowing plan and sources of the loan are provided. This is just as the House promised to kick-start the new legislative year with the 2017 appropriation bill, so as to avoid delay in the passage and eventual implementation of the budget. The green chamber, however, promised to ensure a clean and transparent process in passing the budget. Chairman of the House committee on media and publicity, Namdas Abdulrazak, in an interview with LEADERSHIP, noted that the House would consider the budget proposal upon resumption of plenary by January 10, 2017, but said his colleagues may not consider the loan request until the details, some of which the Senate had already requested are provided by the Presidency. “The budget is the most important bill in the house and nobody can joke with it. We will consider the appropriation bill as soon as we resume in the new year, the $29.96 billion loan request is not dead in the House, we are still going to debate it,” he said. Recall that the Senate had on November 1, rejected President Buhari’s external borrowing request, citing lack of documents supporting the request as referenced in the letter by the president. When pointedly asked why the House had not considered the president’s request, Namdas said since the loan request had suffered a setback at the upper legislative chamber, it would be fruitless to consider it at the lower chamber until the details required by the Senate are provided. “You know that it suffered a setback in the Senate, and it cannot pass without concurrence of the two legislative assemblies, so anything we are doing will be an exercise in futility if the details required by the Senate are not presented. It then means that the details required by the Senate should be made available before the National Assembly will consider the request,” Namdas stated. He reiterated that the 2017 budget was the most important bill before the National Assembly at the moment, and assured that the House will ensure that it receives immediate attention for quick passage and timely implementation. “Essentially, the 2017 budget proposal is the most important bill before the National Assembly and the House will treat it with urgency and expedite action on it,” he added. LEADERSHIP recalls that the president had in separate letters to the Senate and House of Representatives, explained that the $29.96 billion external loan was to promptly implement projects that cut across agriculture, health, education, and water supply. The president, in the letter, noted that the projects and programmes under the external borrowing plan were selected based on positive technical economic evaluations, as well as the contributions they would make to the socio-economic development of the country, including employment generation, poverty reduction, and protection of the nation’s vulnerable population. He said some of the funds would be deployed to emergency projects in the North-east, particularly following the outbreak of polio after the de-listing of Nigeria from polio endemic countries. The World Bank has provided a loan of $125 million for the federal government to procure vaccines and other ancillary facilities to stop the polio outbreak, and also provided $450 million to assist in the reconstruction and rehabilitation of the North-east, the president disclosed. The entire projects for the North-east, according to the president’s letter, are: polio eradication support and routine immunisation ($125 million), community and social development projects ($75 million), Nigeria States and Health Programme Investment Project ($125 million), State Education Programme Investment Project ($100 million), Nigeria Youth Employment and Social Support Project ($100 million), and Fadama III Project ($50 million). “Given the emergency nature of these facilities and the need to consolidate the peace and return the region to normalcy, and considering the time it would take to get National Assembly’s approval, it has become inevitable to request for the National Assembly leadership’s approval, pending the consideration and approval of the 2016-2018 borrowing plan by the National Assembly to enable us disburse these funds immediately,” Buhari said in the letter. http://leadership.ng/news/565232/house-gives-conditions-for-approval-of-n9trn-loan

The Nigerian naira is currently trading at 494 to a dollar, from N268 to a single dollar on December 25, 2015. Over the year, the naira has a seen drastic depreciation in value, moving from 197 per dollar to 282 at the launch of the current “floating” foreign exchange policy in June, 2016. The naira was trading at 305 per dollar at the official interbank market as of Friday December 23, 2016, while the euro and the British pound exchanged for 330 and 388 respectively. Speaking to TheCable on Sunday, a dealer in Lagos said the naira appreciated on Friday after the CBN sold dollars to commercial banks via a special auction. He added that the pressure around the festivities pushed the naira to 498 against the dollar on Sunday. “On Friday morning, we sold for N495 to the dollar, but when the CBN sold to banks, the naira appreciated to 485 per dollar,” Isiaka Ahmed, a BDC operator, told TheCable on Sunday. “Today, some traders have sold at 498, 497, but now, we are selling at 494 and buying 490.” While presenting budget 2016 on December 22, 2015, President Muhammad Buhari had said the foreign exchange regime in play at the time had to be reviewed. “We are carefully assessing our exchange rate regime keeping in mind our willingness to attract foreign investors but at the same time, managing and controlling inflation to level that will not harm the average Nigerian,” he had said. “Nigeria is open for business. But the interest of all Nigerians must be protected. “To the farmers, traders and entrepreneurs, we also hear you. Jesus walking on water is accounted in three of the four New Testament Gospels. One account can be found in Matthew 14:22-23 and two more accounts in John 6:16-21 and Mark 6:45-52. Without any disrespect to religion and faith, a miracle may not be needed to walk on water. This is possible by making sure you walk on a Non-Newtonian fluid, which is well-known for its viscosity that varies depending on how much stress was applied. In layman’s term, viscosity is simply the thickness of a fluid. A non-Newtonian fluid behaves according to the forces acted on it. It will behave either as a solid or as a liquid depending on the amount of force you apply to it. These fascinating fluids make physics extra exciting to learn and can give light to issues we would otherwise describe as mysterious. The most common non-Newtonian fluid is cornstarch-water mixture. If a bowl is filled with this mixture and you punch it, your hand will not go into the mixture; but if you place your hand into it ever slowly, your hand can penetrate without difficulty. It is often used in Science experiments by students from different schools. One example was the experiment done by the students from Arthurs Middle School in Trenton, Michigan. The combined efforts of students, teachers and parents allowed them to make a pool where they mixed about 1,000 pounds of cornstarch with water. Once done, the children ran, danced, jumped and turned on the prepared mixture. The cornstarch-water non-Newtonian fluid was so famous that it even got featured on the Ellen DeGeneres show by Steve Spangler. They prepared a small pool containing the mixture. A woman from the audience tried to run over the mixture and amazingly, she did not sink. She actually ran several times across the mixture without sinking. Why is it called a “loo?” The British word for toilet, “loo”, derives from the French “garde a l’eau!” In medieval Europe people had little conception of hygiene and threw the contents of their chamber pots out the window into the street below. In France the practice was preceded by “garde a l’eau!” (“watch out for the water!”). In England, this phrase was Anglicized, first to “gardy-loo!”, then just “loo”, and eventually came to mean the toilet/lavatory itself. The American word for toilet, “john”, is called after the John Harington who in 1596 invented an indoor water closet for Queen Elizabeth I. 9. Why is the sky blue? When sunlight travels through the atmosphere, it collides with gas molecules. These molecules scatter the light. The shorter the wavelength of light, the more it is scattered by the atmosphere. Because it has a shorter wavelength than the other colors, blue light is scattered more, ten times more than red light, for instance. That is why the sky is blue. Why does the setting sun look reddish orange? When the sun is on the horizon, its light takes a longer path through the atmosphere to reach your eyes than when the sun is directly overhead. By the time the light of the setting sun reaches your eyes, most of the blue light has been scattered out. The light you finally see is reddish orange, the color of white light minus blue. 10. Why do onions make you cry? Onions, like other plants, are made of cells. The cells are divided into two sections separated by a membrane. One side of the membrane contains an enzyme which helps chemical processes occur in your body. The other side of the membrane contains molecules that contain sulfur. When you cut an onion, the contents on each side of the membrane mix and cause a chemical reaction. This reaction produces molecules such as ethylsufine which make your eyes water. To prevent crying when you cut an onion, cut it under a running tap of cold water. The sulfur compounds dissolve in water and are rinsed down the sink before they reach your eyes. You can also put the onion in the freezer for ten minutes before you cut it. Cold temperatures slow down the reaction between the enzyme and the sulfur compounds so fewer of the burning molecules will reach your eyes. 11. Why do you get hiccups? Hiccups happen when the diaphragm, the muscle that controls our breathing, becomes irritated and start to spasm and contract uncontrollably. With each contraction, air is pulled into the lungs very quickly, passes through the voice box, and then the epiglottis closes behind the rush of air, shaking the vocal chords, causing the “hic” sound. The irritation can be caused by rapid eating, emotional stress and even some diseases. The best cure? Breathing into a paper bag. This calms the diaphragm by increasing the amount of carbon dioxide in your bloodstream. 12. The word carnival possibly originated from the Latin ‘carne vale’ meaning “flesh, farewell” or “meat, farewell.” The offerings were rabbits and colored eggs, bidding an end to winter. As it happened, the pagan festival of Eostre occurred at the same time of year as the Christian observance of the Resurrection of Christ and it didn’t take the Christian missionaries long to convert the Anglo-Saxons when they encountered them in the second century. Blood is bright red in its oxygenated form and a dark red in deoxygenated form. In simpler terms, it is bright red when it leaves the lungs full of oxygen and dark red when it returns to the lungs for a refill. Veins appear blue because light penetrating the skin is absorbed and reflected in high energy wavelengths back to the eye. Higher energy wavelengths are blue. 7. When fabric gets wet, light coming towards it refracts within the water, dispersing the light. In addition, the surface of the water causes incoherent light scattering. The combination of these two effects causes less light to reflect to your eyes and makes the wet fabric appear darker. 3. Why is blue for boys and pink for girls? In ancient times, it was believed that certain colors could combat the evil spirits that lingered over nurseries. Because blue was associated with the heavenly spirits, boys were clothed in that color, boys then being considered the most valuable resource to parents. Although baby girls did not have a color associated with them, they were mostly clothed in black. It was only in the Middle Ages when pink became associated with baby girls. 4. Just a pinch of it and it’s worth it. We’re talking salt here. Used throughout human history, mentioned often in the Bible, ubiquitous and cheap. Mined from salt rocks and extracted from sea water, salt is… well, the “salt of the earth.” You can’t live without it healthily. At the same time, you can’t live healthily with too much of it. Get the balance right – in your food and in your live – and salt is worth it’s own weight. 1. Deter ants Sprinkle salt in doorways, on window sills and anywhere else ants use to sneak into your house. It’s a sure way to keep them out! 2. Kill grass and weeds growing in cracks in your driveway Tired of weeding your driveway? Sprinkle salt on the grass and pour very hot water over it. Not only is this a highly effective way to kill unwanted plants, it’s also eco-friendly and cheap. 3. Say goodbye to fleas If your dogs have fleas, simply wash their doghouse and blankets in salt water. If you’re worried your dogs may have brought fleas into your house, simply sprinkle your carpets lightly with salt and then brush it in. Leave it for 12 hours and vacuum thoroughly. 4. Pick up a dropped egg If you drop an egg on the kitchen floor, sprinkle salt on the mess and leave it there for 20 minutes. You’ll be able to wipe it right up. 5. Clean up oven spills quickly If a pie or casserole bubbles over in the oven, pour a handful of salt on top of the spill. It won’t smoke, smell and, most importantly, will bake into a crust that makes the mess easier to clean once it’s cooled. 6. Clean brown spots off your iron Simply sprinkle salt on a sheet of waxed paper, slide the iron across it and rub lightly with silver polish. Your iron will look like brand-new in no time. 7. Remove stains from your coffee pot Fill it with 1/4 cup of table salt and a dozen ice cubes. Swish the mixture around, let it sit for half an hour, fill it with cold water and rinse. Your coffee pot will look brand new. 8. Keep your windshield frost-free Dip a sponge into salt water and rub it on windows, and they won’t frost up even when the mercury drops below zero. 9. Shell nuts more easily Soak pecans and walnuts in salt water for a few hours before shelling them. Doing so will make it easier to remove the meat. 10. Drip-proof candles If you soak new candles in a strong salt solution for a few hours, then dry them well, they won’t drip when you burn them. And some more uses 11. Tame a wild BBQ Toss a bit of salt on the flames caused by fat dripping from the grill. It’ll reduce the flames and calm the smoke without cooling the coals (like water would). 12. Soothe a bee sting Wet the sting right away, then cover it with salt. 13. Stop a grease fire Pouring salt on top of a grease fire will smother it. Completely. 14. Cooking tip If a soup or stew is too sweet, add a pinch of salt.

The battle of Aleppo is slowly drawing to a close after almost four and a half years of brutal fighting. A ceasefire agreement was recently reached allowing people to leave besieged areas of the city and travel to rebel-held areas in Idlib province, and pro-government forces, who have taken nearly all rebel-held districts in the city, are in the process of evacuating civilians and rebel fighters. Over 30,000 people are reported to have died since fighting began in 2012, and another 20,000 are thought to have been displaced from Syria's biggest city. Once a popular tourist destination, and famed for its spectacular white marble, Aleppo now lies in ruins. NEW YORK -- Facebook says it will start applying warning labels to some "fake news" stories that users share on the social network. Articles that are known to be false -- seemingly published with the intent to trick people -- will be marked with what Facebook is calling a "flag." Below the headline there will be a red label that says "disputed by 3rd Party Fact-Checkers." Users will be able to click on a "learn why this is disputed" link to get more information. Facebook will not be doing the fact-checking itself. CEO Mark Zuckerberg has repeatedly said that "we do not want to be arbiters of truth ourselves, but instead rely on our community and trusted third parties." So those third parties will be fact-checking organization that have committed to the International Fact Checking Code of Principles, which was recently established by Poynter, a journalism organization. Several dozen fact-checking organizations around the world have signed on the code of principles. "We'll use the reports from our community, along with other signals, to send stories to these organizations," Facebook VP Adam Mosseri said in a blog post Thursday. "If the fact checking organizations identify a story as fake, it will get flagged as disputed and there will be a link to the corresponding article explaining why." Facebook is making it clear that users will still be able to post whatever they want, no matter how bogus, on their own Facebook pages. But "you will see a warning that the story has been disputed as you share," Mosseri said. And the disputed stories "may also appear lower" in the algorithmic News Feed that appears on the Facebook home page. Facebook and other social media companies are under pressure from users and journalism advocacy groups to combat the proliferation of so-called "fake news." While the term has many definitions, and partisans have started to exploit the term, one specific type of "fake news" involves stories that are designed to deceive. One example from the 2016 election: claims that Pope Francis had endorsed Donald Trump. Mosser said that is the area Facebook is focusing on -- "the worst of the worst, the clear hoaxes spread by spammers for their own gain." These hoaxes have proliferated on Facebook recently, though there is considerable disagreement about how big of a problem it is. At a recent journalism industry conference, Facebook representatives said that addressing the spread of knowingly fake stories is the #1 priority at the highest levels of the company. Zuckerberg has said that he does not believe "fake news" stories about the campaign tilted the result of the 2016 election. But in a Facebook post last month, he said "we take misinformation seriously" and pledged that the company would be doing more. Also on Thursday, Mosseri said Facebook is testing "several ways" to report hoaxes through the site. "We've relied heavily on our community for help on this issue, and this can help us detect more fake news," he said. Nigeria’s cross-dressing social media sensation, Idris Okuneye, popularly known as Bobrisky, has subtly owned up to what may be his real sexuality. Bobrisky, whose sexuality is shrouded in controversy on Wednesday posted a video on SnapChat, in which he lauded his own cooking skills while frying egg. “Don’t try me i was trained by my mum, we snatch husband when we want to. Name it is it by food, sex, fashion. Don’t try Bobrisky,” he wrote on SnapChat. The controversial cross-dresser who recently charged £20 for a meet and greet event he organised in London also boasted that he has sex moves that could steal anybody’s man. On several occasions, Bobrisky has denied vehemently the rumors of being gay. One of his denials had attracted a comment from an openly gay Nigerian, Bisi Alimi. Alimi called out Bobrisky for anti same sex prohibition law 2013, saying his comments have damaging effects on the LGBT community. Bobrisky later apologised. The owner of Club Uno, Pretty Mike who was rumored to be Bobrisky’s partner also came out publicly last week to deny any such relationship. The Senate has called for the resignation and prosecution of the Secretary to the Government of the Federation, Mr. Babachir Lawal, following alleged complicity in the diversion of North east humanitarian funds. This followed the presentation of interim report of the Adhoc Committee on Mounting Humanitarian Crisis in the North East, by the Chairman of the Committee, Sen. Shehu Sani in Abuja on Wednesday. The call for Lawal’s resignation followed alleged contravention of the provisions of Public Procurement Act and the Federal Government Financial Rules and Regulations pertaining to award of contracts. Presenting the report, Sani said that some of the contracts were awarded to companies belonging to top government officials’ cronies and family members. He explained that the committee found out that Rholavision Engineering Limited, a company, with Lawal as Director, for instance, was awarded consultancy contract. The company’s major role, according to him, is the removal of invasive plant species in Yobe on March 8. “Although, Lawal resigned the directorship of the said company in September 2016, it is on record that he is a signatory to the accounts of the company,’’ he said. Sani further said aside Lawal’s complicity, the Presidential Initiative on North East (PINE), which carried out the entire procurement activities, contravened laid down rules. According to him, those that award contract takes undue advantage of the provision of emergency situation contract award in the procurement act to inflate figures. He also said most of the contracts had no direct bearing or impact on the IDPs, who were living in deplorable conditions. Sani said that in spite of the health challenges in the camps, there was absence of the Federal Ministry of Health. According to him, only the Nigerian Air force Medical Team has presence in the area with only little equipment at their disposal. He explained that the committee equally noticed the presence of the National Emergency Management Agency (NEMA) and State Emergency Management Agency(SEMA), working with other agencies. “Despite the claim by some federal government agencies, what is on ground as seen by the committee does not justify or reflect the claims. “For example, over 70 per cent of displaced children both in camps and with host communities are out of school due to lack of infrastructure. “Generally, there is acute shortage of food amongst the IDPs, as observed in one of the IDPs visited,’’ he said. Supporting the call for Lawal’s resignation, the Chairman, Senate Committee on Federal Capital Territory (FCT), Sen. Dino Melaye, said the report showed that Lawal became SGF before his resignation as director of the company. According to him, the action is not befitting of a man of his caliber. “When this committee started looking at the books, SGF ran to the Corporate Affairs Commission and quickly withdrew his directorship of the company after the execution of the contract. “ As I speak to you, he is still a signatory to the account of the company. This contract is not a constituency project. “This is disgraceful, this is abominable, this is condemnable, this is unheard of and this is an embarrassment to we members of the All Progressives Congress (APC). “Babachir Lawal have exhibited anti-Buhari tendencies. “This is gross abuse of office, the truth is mightier than any currency and every lie has an expiry date,’’ he said. However, the Leader of the Senate, Ali Ndume, called the attention of the Senate to the fact that since the report was an interim one, the decision to call for the SGF’s resignation was premature. “ I am worried. The worry is the fact that this is an interim report. We have seen the content, discussed it, suggested way forward for completion but what decision do we take based on interim report.” “In his remarks, the President of the Senate, Dr Bukola Saraki commended the chairman of the committee and all the members for being able to submit a report before the end of this session. He also commended them for the courage to come out glaring infractions. “The message clearly coming from the Senate to all those in charge of these fund is that we cannot continue with business as usual. “For those who have contravened the provisions of the Public Procurement Act, I believe that this government that stands on the issues of fighting corruption is seen to do the right thing,’’ he said. This implies that the donor gets N26,000 from another participant or other participants after 30days. Other financial benefits However, aside the 30 percent interest on loan, other financial benefits participants gain from MMM-Nigeria include a Referral Bonus of +10% from a contribution amount made by each member (referral) you invited to the System. The Bonus is paid and available for withdrawal as soon as the referral has provided help and got his Mavro confirmed. For example, if a referral provides help of N20,000, the participant who refers him or her will get a N2,000 bonus. No impact on the banks—Bankers A banker, Folashade Amosu said “MMM does not have any impact on the banks because it does not involve withdrawal of money from banks but transfer of money from one bank account to another. Also, the amount of money involved per person is usually small, mostly N1 million and below, hence it has little or no impact on the bank. In his own contribution, Michael Ilifo, who is also a banker, said, “MMM is not an organisation, it does not have staff. It is a computer application that matches people who need financial assistance to people willing to provide financial assistance. The money goes from one individual bank account to another individual bank account. Money does not leave the banking industry, so there is no impact. I think the problem is that people criticise what they have not taken time to study and understand. MMM is not a ponzi scheme but a pyramid scheme. Dr. Uju Ogubunka, President, Bank Customers Association of Nigeria (BCAN) however argued that “MMM is a faceless scheme, so I advise people to be careful in their dealings with it because there will be nobody to complain to if anything goes wrong. ” A bombshell that will crash——Capital market operators Jimmy Okugere of Quantum Securities Limited, said some brokers who have joined the MMM community were guided by greed. He said, “they are cautious though, even some have told me to also join, but I dismissed it because personally, I have to understand the risk I am taking and I must make sure that I balance it up. For me, I won’t do any business that I can’t explain the source of funding. Where is the 30 per cent growth coming from; because I took money from one place and I gave help to one person and another person gave help to me. That is a bombshell that will crash one day; it will blow and when it blows, it is going to be deadly. Not after several experiences we have had in the past in the days of wonder banks. For most of my colleagues who are doing it, well sorry; they are taking a risk.” Paul Uzum, another stockbroker, said it is true that some investors recently started selling their shares in order to invest in MMM. He said that even educated and financially literate people are equally taking the plunge. According to him, “Their argument is that, they have at some point lost money in shares and they do not mind losing money. They see it as financial game where some will gain, while others will lose. Because of the fact that some of them are financially savvy, they feel that give and take they will still make money. I have some friends in academia who are even doing it. It is so shocking. For most, they know that MMM is a zero-sum gamer wherein the gain of some people is loss for some people. That means that you are transferring wealth from some class of financially uninformed to those who understand the game. A lot of people don’t know it is a ponzi scheme and those are the class of people that will lose”. Citing an example, he said that a friend of his who is a doctorate degree student in Economics borrowed N2 million from his Cooperative to invest in MMM and has since recovered the initial capital and is now playing with the gain he made. Another stockbroker, Mr. Charles Fakrogha, of Foresight Securities and Investment Limited, said some of his colleagues told him that their clients were selling their shares to invest in MMM. He said ”I have heard that a lot of people are getting involved in it, but it pains me that in this 21st century when technology has gone so advanced and awareness about investment community has become so advanced, we find that investing public will still be a victim to this kind of scheme. It is an illegal scheme and all the financial regulators have come out to say that they did not license it; it is still surprising that a lot of people still get involved in it. We have seen things like this in our investment history. We saw that of PlanWell in Benin; we saw that of Umana Umana in Port-Harcourt in the early 90s. So how come Nigerians are still falling victim to MMM. For me, it is a clear case of investment illiteracy.” Investors should be wise—– Senators Chairman, Senate Committee on Banking, Insurance and other Financial Institutions, Senator Rafiu Adebayo Ibrahim in his reaction warned Nigerians to be careful in their engagement with the MMM, saying that it is a pyramid that would soon burst. He said “any Financial institutions of any kind that is not under the regulation of a Regulator such as MMM is a pyramid that will soon burst. We engaged the CBN and they have issued a statement in the recent past. So Nigeria should be wise and know that there is no free money any where. One wonders which investment can yield 30% flat any where in the world.” Also reacting, a member of the Senate Committee on Banking, Insurance and other Financial Institutions, Senator Gbolahan Dada, APC, Ogun West said, “It is important for members of the Public to know this fact. was a Russian company founded in 1989. The company was established by Sergei Mavrodi, his brother named Vyacheslav Mavrodi, and Olga Melnikova.The name of the company was taken from the first letters of the three founders’ surnames. MMM could be called a wonder bank. Over 5 to 40 million people lost up to $10billion in the 90s when it was introduced. The company was shut down by Russian Police in 1994 and declared bankruptcy in 1997. “It is unfortunate that some unscrupulous Nigerians are capitalizing on current economic hardships to defraud unsuspecting Nigerians by encouraging them to part with their hard earned money with mouth-watering interest or returns. MMM does not contribute or add value to the economy because the records of such transactions are not kept and not made open to the public or regulatory authorities. It is a product of fraud and nothing good comes from fraud. The operator pays returns to the investors from new capital acquired from new investors and not from legitimately earned profits. The operators entice investors with mouth watering offers. The short term returns are abnormally high and unusually consistent. They may struggle to pay the first returns but would bolt away with subsequent capital or deposits made by investors.” When Saturday Vanguard asked if there was any Financial implication, Senator Dada said, “The money involved in MMM are usually spent by the promoters on frivolities. The promoters engage in ostentatious lifestyles. They hardly have concern for the unsuspecting investors. It is fool hardy for any members of the public to fall prey to the scheme despite warnings from stakeholders. Those patronizing MMM will have a tale of woes to tell after losing their deposits.” On what can the Senate do in the interest of Nigerians, Senator Dada said, “The House of Representatives has taken a step to condemn the Scheme and also promised to investigate the scheme. Secondly, the CBN and majority of the Banks have warned members of the public from participating in the scheme. The EFCC also issued warnings to arrest perpetrators of that scheme. My take is simple. Any Nigerian who decides to participate in the scheme is on his own and should blame himself in the event of any loss. The only thing the Senate can do is to advise Nigerians to shun the temptation of getting rich quick so as not to lose their meager resources. Also in his contribution, a member of the Senate Committee on Banking, Senator Adesoji Akanbi, APC, Oyo South who attributed the rush for MMM by Nigerians to the present economic situation in the country, however warned Nigerians to be careful, just as he said that those involved are civilized and educated people who actually know the consequences. Senator Akanbi said, “first and foremost, every Nigerian has the right to embark on any investment, it is a choice of anyone. The question is, is MMM real, is it actually threatening the financial institutions in Nigeria; is it posing a security threat and is it capital flight? Those questions need to be looked into. I believe that it is the consequence of recession, it is not MMM, but about the desperation of Nigerians looking for survival and nobody needs to be blamed. If we see the kind of people that patronize MMM, they are civilized, educated people who actually know the consequences of failed investment, but they still take the risk and go into it. The only advise I can give them is to be careful, they have the right to go into it, it is their right, but they must be careful. ” It is a scam—- Reps The House of Representatives apparently disturbed by the experience of such ‘wonder banks’ in the 1990s had on November 10 moved that the activities of ‘MMM’ should be investigated in Nigeria. In his ruling, Speaker of the House, Yakubu Dugara, mandated the Committee on Banking and Currency to investigate the scheme with the view of saving Nigerians participating in it from financial disaster. The Central Bank of Nigeria ,CBN too had admonished Nigerians on the MMM scheme, saying it was fraudulent. Subscribers almost asked for the head of the CBN Governor, Godwin Emefiele for describing the scheme as fraudulent. Most Members of the House of Representatives who spoke to Saturday Vanguard gave a unanimous verdict that the pyramid money spinner was a scam that Nigerians need to be more careful about. Hon Austin Chukwukere, APC, Imo, in his reaction said”we’ve seen this kind of scam in the form of the Umanna Umanna wonder banks in the 1990s. Many Nigerians fell victim then and got their monies pocketed by the smart criminals. The negative effect is that it will further make Nigerians poorer, it is purely a fraudulent act because there is no business that can yield that margin of profit in one month. Chairman Nigeria US Congress Relations,Hon Ehiozuwa Johnson Agbonayinma, PDP, Edo in his opinion observed that”it’s too real to believe because in the past it happened, it has reared its ugly head again and we are embracing it. We Nigerians forget too soon when Plannwell was collecting N1m and paying back N1m interest what happened? People became overnight millionaires and suddenly became poor people because they claimed then that the less you look the more you see. The Senate is seeking the reservation of at least 20 per cent of the country’s annual budgets for constituency projects. This followed the unanimous approval for second reading of a Bill for an Act to provide for Constituency Projects in the annual budget of the Federation and for other matters connected therewith, 2016. If passed and assented, N1.4trillion, representing 20 per cent of the N7.2 trillion 2017 estimates which President Muhammadu Buhari is scheduled to present to the joint session of the National Assembly on Wednesday will be for constituency projects. The budget presentation is coming although the National Assembly has not concluded work on the Medium Term Expenditure Framework (MTEF), a precondition for passing the budget. The Constituency Projects Bill is sponsored by Senator Stella Oduah (Anambra North). After its second reading, it was referred to the Senate committees on Appropriation and Finance. The Bill is expected to be passed into law early in 2017 as the joint committee was given four weeks to submit report for consideration by the Senate in plenary. Key provision in the bill included a proposal that at least 20 per cent of annual budgets should be dedicated to constituency projects. Senator Oduah in her lead debate noted that the Bill seeks to grant legal backing to the provision of Constituency Projects in the Annual Budget of the Federation by a minimum of 20%. She said, “Distinguished colleagues, one of the unique features of our democratic journey so far is the concept of ‘Constituency Projects’. Available statistics show that 70 per cent of Nigerians live in the rural areas and the intention of the bill is to ensure that good governance is delivered to these crucial areas. “The bill is also intended to correct the top-bottom approach of governance and replace it with the bottom top approach. “Constituency project in recent time is one of the ways to attract federal presence to our people. If not for these projects, majority of federal constituencies would not have a single federal project due to lopsided nature of project allocation in the budget. “The constituency project is not peculiar to Nigeria. There are similar mechanisms in other developing Countries. ABUJA-THE House of Representatives Thursday dumped a Bill seeking to give more powers to the Sharia Courts of Appeal in the FCT, designed primarily to expand its scope of jurisprudence. It also directed the National Health Insurance Scheme, NHIS, to put on hold quarterly release of funds to the Health Maintenance Organizations, HMOs The Bill which sought to alter relevant sections of the constitution dealing with Shariah and Customary laws in Nigeria was listed for debate, having being read for the first time in October, but was surprisingly stepped down without any genuine reason. Announcing the bill for debate during Thursday plenary, chairman, House Committee on Rules and Business, Rep. Emmanuel Oker Jev ,APC, Benue, stood it down despite clear warnings by the presiding officer, Yakubu Dogara emphasising the implication of his action. Oker Jev after introducing the bill was interrupted by Rep. Raphael Nnanna Igbokwe, PDP, Imo, with a point of order on Matters of Personal Explanation, saying that “according to the rule of the House a bill having being listed for debate must have copies circulated to members to study and prepare for the debate during which they are expected to make informed contributions”. “Moreso, when it relates to very sensitive issues such as the subject matter so listed. Lagos—The Nigerian Civil Aviation Authority, NCAA, yesterday sanctioned Arik Air for its inability to ferry passengers luggage over 48 hours after arrival at the Murtala Mohammed International Airport, Lagos from London. Arik is to pay each passenger whose luggage was left behind in London $150 and the airline has been given 24 hours to ferry all the luggage to Lagos. These sanctions were announced yesterday by the Director, Consumer Protection Directorate, NCAA, Mr Abdullahi Adamu, while speaking with newsmen at the International wing of the Muritala Muhammed Airport , Ikeja shortly after addressing the stranded irate Arik passengers. Adamu said the airline has violated the Montreal convention of 1999 and under normal circumstances, the passengers ought to have arrived with their luggage. But he expressed regrets that two days after arrival, their luggage were yet to arrive. He said NCAA has imposed a fine of $150 dollars per passenger on Arik in accordance with the Montreal convention. According to him, “The compensation for delayed luggage according to Montreal Convention of 1999 is S150 dollars. Arik has failed in its duty because that compensation should have come the moment the passenger lands without his bag.
