PoliticsSpecial Status For Lagos Bill Passes Second Reading At House Of Reps by Buyeradvertcom(op): 4:47am On Dec 08, 2016
ABUJA—MEMBERS of the House of Representatives yesterday passed through second reading a bill seeking to grant special economic status to Lagos State and some other deserving states in the federation.

This is to ensure that the state receives the necessary support from the Federal Government to develop critical infrastructure and cater to its rising population. A bill of similar request was turned down in the Senate, but the House repackaged it to include consideration for special status to Kano, Anambra and states with cities within the threshold of 10 million inhabitants, which meet the criteria for megacity by the United Nations.

The bill is entitled: “a Bill for an Act to Alter the Constitution of the Federal Republic of Nigeria, 2004, to grant Special Economic Consideration to Certain States in Nigeria and other matters related thereto.” If it is eventually passed into law, any state with Special Consideration Status would be entitled to 20 percent of all proceeds accruing to the Federal Government from the state, to mitigate the pressures of urbanisation, overcrowding and decaying infrastructure. The Bill was promoted by Rep Babajimi Benson APC, Lagos, Rep. Linda Chuba Ikpeazu PDP, Anambra, Rep.

Danburam Abubakar Nuhu APC, Kano and Rep Sadiq Ibrahim Adamawa, APC, who described it as the ‘unity bill’. Benson, who led the debate said the 20 percent would assist in revival of the economic potentials of such states to contribute significantly to economic prosperity in the country.

“This bill, asides being in conformity with global demands, will position Nigeria as a proactive country ready to address the urban challenges of overpopulation, poverty, infrastructure decay and environmental degradation, also cater for the teeming youths who represent 70 percent of our demography,” Benson said.

The Lagos lawmaker noted that Onitsha has been known for trading and inflow of people from all regions of Nigeria since the mid-1850s, following the abolition of slave trade. It should therefore be considered for special benefits that will enhance its economic output and rich potentials.

“In the same vein, the textile, apparel and footwear industry in Kano, played dominant role in the manufacturing sector of the Nigerian economy in the 70s and 80s, but today the textile industry that influenced the inflow to such cities, is moribund and require urgent attention that can only be achieved if the states have a sustainable fund dedicated to economic regeneration,” he said.

Kano also has the capacity to host more than 10 million Nigerians if given the needed support, Benson added. He passionately made an appeal for Lagos, where he represents, emphasising that the state remains the economic hub of the country, and provide 60 per cent of Nigeria’s gross domestic product.

“The GDP of Lagos State ranks fourth in Africa below Cairo, Johannesburg, and Cape Town. Lagos houses headquarters of national and global companies, and the complex business and professional services that support them,” he said.

Nobel laureate Wole Soyinka has threatened to exit Nigeria as a response to the media harassment to which Nigerians have subjected him.

Speaking to reporters today at a media event held at Freedom Park on Lagos Island, Mr. Soyinka, winner of the 1986 Nobel Prize for literature, said he was embarrassed to share a country with some "imbeciles and morons."

He said, "I should not be exiting the United States but Nigeria because the people on behalf of whom one has struggled all one’s life can be so slavish in mentality as to start querying the right of their champion to free speech."

He continued, "I am embarrassed to occupy the same space as some imbeciles and morons," adding that the exit from Nigeria can be "internal" or "external".

Mr. Soyinka, a retired professor from Obafemi Awolowo University and numerous universities in the U.K. and US, also threatened to move the residency of his foundation, the Wole Soyinka Foundation, out of Nigeria and dared anybody to criticize his decision.

"If the board agrees," he said, "I will move the residency of my foundation out of the country," he said.

He added that on the inauguration of the US president-elect, Donald Trump, he would hold a private funeral wake to mourn the death of common sense in Nigeria.

The Nobel laureate expressed irritation at many Nigerians who had taken to the social media to criticize his comment to leave the United States of America and tear his green card after Mr. Trump was declared winner in the November 8, 2016 presidential election in the US.

He said, "We worked to make sure the least important person in our society enjoys freedom of expression. When I decide to take this same action [use his freedom of speech], I don’t want people whom we have fought for to enjoy freedom of expression to start all kinds of vulgar and stupid commentaries.

"Barbarians have taken over this community using the anonymity, most of the time, of the Internet to sit somewhere and start writing rubbish, questioning the right of people like me to express ourselves."

Mr. Soyinka said Nigerians have no right to question his decision to leave the US.

"What is the business of any stupid Nigerian to open his or her mouth to challenge my right? Did you get the green card for me? The arrogance of some Nigerians is overwhelming, and I don’t interfere, so how dare you interfere with me?" he said.

He asked, “Why do Nigerians wail louder than the bereaved?”

Mr. Soyinka said he never wanted the American green card, but was given one by former President Jimmy Carter, the 39th president of the United States, which caused him to christen the document "Jimmy Carter's card."

He said, "I call my green card Jimmy Carter’s card because he got it for me and, as a matter of fact, I did not ask for it."

OPERATIVES of the Rivers State Police Command on Monday said it would withdraw police orderlies attached to politicians in the state during the December 10 reruns.

The operatives, who spoke during a meeting with stakeholders in Port Harcourt, also said it would not allow any police officer to go close to the polling units with guns and ammunition.

The state Commissioner of Police, Mr. Francis Odesanya, said the police would provide a level-playing field for all political parties in the election.

Odesanya said the police command would ensure that hoodlums did not have their way, stressing that the law would punish perpetrators of violence during the exercise.

He said, “This meeting is important to enable stakeholders to conclude all arrangements to ensure that the election is free, fair, credible and violent-free.

“All security escorts attached to the politicians will be withdrawn till after the elections. No security will be allowed to move to the polling units with gun.

“This is one election the police are taking seriously because we want to prove to the world that we are capable of providing security. The police will not give in to such laxity in security again. We will not fold our hands and watch criminals hijack the process. “

He added, “I warn all politicians to maintain the peace. Anyone who causes violence will be visited with the full weight of the law. The hoodlums who have been given fake security uniform will not have the chance to wear them.”

A 17-year-old student of Oritamefa Baptist Model School, Ibadan, Oyo State, Master David Babalola has emerged the best Nigeria’s candidate in the 2015 May\June Senior Secondary School Certifate Examaninations conducted by the West African Examinations Council, WAEC.

He was announced winner yesterday in Lagos at the opening ceremony of the 54th annual meeting of the Nigeria National Committee of WAEC alongside the first and second runners-up in the exam, Master Toluwale Alabi from Our Lady and St Franscis Catholic College, Osogbo, Osun State and Miss Lewechi Nkata from Loyola Jesuit College, Abuja, respectively.

Interestingly, all the three students who are of the same age were from christain faith-based schools and none from government schools.
The Lagos State Governor, who was represented at the event by his Special Adviser on Education, Mr. Obafela Bank-Olemoh presented the prizes to the trio on behalf of WAEC and urged them to continue to strive for excellence in their studies and other legitimate engements.

Babalola, who is now studying Medicine and Surgery at the University of Ibadan together with the first runner-up had distinctions all round in nine subjects including English Language, Mathematics, Further mathematics, Chemistry, Biology and Physics to clinch the first position. And he and his mates were rewarded accordingly by the council with cash, plaque and certificates.

In his remark, the Nigeria’s Head of National Office of WAEC, Mr. Olu Adenipekun said the essence of the awards was to arouse healthy competition among students for the sake of education development in the country.
“And the awards has been yielding positive results since it was instituted in 1984 with students from Government Science School, Dawakin-Tofa, Kano, Sarki Abdulkadir and Queen’s School Lagos, Ekanem Effiom and Boladale Esan came first, second and third in that edition,” he added.

On the side line of the event, Adenipekun told our correspondent that WAEC would not release the results of state governments’ sponsored candidates for this year’s May\June diet over three months after official release of the results.

He also discloded that WAEC would not accept individual parents of the affected candidates coming forward to pay for their children exam fees since the exam body had no agreement with them but with their schools and governments.

6.Inertial sensors

If you go into a place where no wireless system works, inertial sensors can keep track of your location based on other inputs.

Most smartphones now come with three inertial sensors: a compass (or magnetometer) to determine direction, an accelerometer to report how fast your phone is moving in that direction and a gyroscope to sense turning motions. Together, these sensors can determine your location with no outside inputs, but only for a limited time. They will work for minutes, but not tens of minutes.

The classic use case is driving into a tunnel: If the phone knows your location from the usual sources before you enter, it can then determine where you have gone from the speed and direction you are moving. More commonly, these tools are used in conjunction with other location systems, sometimes compensating for them in areas where they are weak.

7.Barometer


Outdoor navigation on a sidewalk or street typically happens on either one level, going straight or making right or left turns. However, indoors, it makes a difference what floor of the building you are on. The GPS could read this, except that it is usually hard to get good GPS coverage indoors or even in urban areas, where the satellite signals bounce off tall buildings. One way to determine elevation is a barometer, which uses the principle that air gets thinner the farther up you go.

Some smartphones already have chips that can detect barometric pressure, but this technique is not usually suited for use by itself, RX’s Roy-MacHabee says. To use it, the phone needs to pull down local weather data for a baseline figure on barometric pressure, and conditions inside a building such as heating or air-conditioning flows can affect the sensor’s accuracy, he says.

A barometer works best with mobile devices that have been carefully calibrated for a specific building, so it may work in your own office but not in a public library.

Barometers are best used in combination with other tools, including the GPS, Wi-Fi and short-range systems that register that you have gone past a particular spot.

8.Ultrasonic

Sometimes just detecting whether someone has entered a certain area says something about what they are doing. This can be done with short-range wireless systems, such as RFID (radio-frequency identification) with a badge. The NFC (near-field communication) is starting to appear in phones and can be used for checkpoints, but manufacturers’ main intention for the NFC is payments.

However, shopper loyalty company, Shopkick, is already using a short-range system to verify that consumers have walked into a store.

Instead of using a radio, Shopkick broadcasts ultrasonic tones just inside the doors of a shop. If the customer has the Shopkick app running when he walks through the door, the phone will pick up the tone through its microphone and the app will tell Shopkick that he has entered.

The shopper can earn points, redeemable for gift cards and other rewards, just for walking into the store, and those show up immediately.

Shopkick developed the ultrasonic system partly because the tones can’t penetrate walls or windows, which will let people collect points just for walking by. They travel about 150 feet (46 meters) inside the store. Every location of every store has a unique set of tones, which are at too high a frequency for humans to hear. Dogs can hear them, but tests have shown they don’t mind, Emigh says.

9.Bluetooth beacons

Very precise location can be achieved in a specific area, such as inside a retail store, using beacons that send out signals via Bluetooth. The beacons, smaller than a cellphone, are placed every few metres and can communicate with any mobile device equipped with Bluetooth 4.0, the newest version of the standard.

Using a technique similar to Wi-Fi fingerprinting, the venue owner can use signals from this dense network of transmitters to identify locations within the space. Nokia, which is participating in a live in-store trial of Bluetooth beacons, says the system can determine location within 10 centimetres. With location sensing that specific, a store can tell when you are close to a specific product on a shelf and offer a promotion, according to Nokia.

10.Terrestrial transmitters

Australian start-up, Locata, is trying to overcome the GPS’ limitations by bringing it down to earth. The company makes location transmitters that use the same principle as the GPS but are mounted on buildings and cell towers. Because they are stationary and provide a much stronger signal to receivers than satellites do from space, Locata’s radios can pinpoint a user’s location almost instantly to as close as two inches, according to Locata’s Chief Executive Officer, Nunzio Gambale.

One of the most important capabilities that smartphones now have is knowing where they are. More than desktops, laptops, personal navigation devices or even tablets, which are harder to take with you, a smartphone can combine its location with many other pieces of data to make new services available.

There are at least 10 different systems in use or being developed that a phone can use to identify its location. In most cases, several are used in combination, with one stepping in where another becomes less effective.

1.GPS

The Global Positioning System was developed by the United States Department of Defense and was first included in cellphones in the late 1990s. It is still the best-known way to find your location outdoors.


The GPS uses a constellation of satellites that send location and timing data from space directly to your phone. If the phone can pick up signals from three satellites, it can show where you are on a flat map, and with four, it can also show your elevation.

Other governments have developed their own systems similar to the GPS, but rather than conflicting with it, they can actually make outdoor location easier. Russia’s GLONASS is already live and China’s Compass is on trial. Europe’s Galileo and Japan’s Quasi-Zenith Satellite System are also on the way. Phone chipmakers are developing processors that can use multiple satellite constellations to get a location fix faster.

2.Assisted GPS

The GPS works well once your phone finds three or four satellites, but that may take a long time, or not happen at all if you are indoors or in an “urban canyon” of buildings that reflect satellite signals. Assisted GPS describes a collection of tools that help to solve that problem.

One reason for the wait is that when it first finds the satellites, the phone needs to download information about where they will be for the next four hours. The phone needs that information to keep tracking the satellites. As soon as the information reaches the phone, full GPS service starts.

Carriers can now send that data over a cellular or Wi-Fi network, which is a lot faster than a satellite link. This may cut GPS start-up time from 45 seconds to 15 seconds or less.

3.Synthetic GPS

The form of assisted GPS described above still requires an available data network and the time to transmit the satellite information. Synthetic GPS uses computing power to forecast satellites’ locations days or weeks in advance. This function began in data centres but increasingly can be carried out on phones themselves, according to Roy-MacHabee of RX, which specialises in this type of technology. With such a cache of satellite data on board, a phone often can identify its location in two seconds or less, he said.

4.Cell ID

However, all the technologies that speed up GPS still require the phone to find three satellites. Carriers already know how to locate phones without GPS, and they knew it before phones got the feature. Carriers figure out which cell a customer is using, and how far they are from the neighbouring cells, with a technology called Cell ID. By knowing which sector of which base station a given phone is using, and using a database of basestation identification numbers and locations, the carriers can associate the phone’s location with that of the cell tower. This system tends to be more precise in urban areas with many small cells than in rural areas, where cells may cover an area several kilometres in diameter.

5.Wi-Fi

Wi-Fi can do much the same thing as Cell ID, but with greater precision because Wi-Fi access points cover a smaller area.

There are actually two ways Wi-Fi can be used to determine location. The most common, called RSSI (received signal strength indication), takes the signals your phone detects from nearby access points and refers to a database of Wi-Fi networks. The database says where each uniquely identified access point is located. Using signal strength to determine distance, the RSSI determines where you are (down to tens of metres) in relation to those known access points.

The other form of Wi-Fi location, wireless fingerprinting, uses profiles of given places that are based on the pattern of Wi-Fi signals found there. This technique is best for places that you or other cellphone users visit frequently. The fingerprint may be created and stored the first time you go there, or a service provider may send someone out to stand in certain spots in a building and record a fingerprint for each one. Fingerprinting can identify your location to within just a few metres, said Charlie Abraham, vice president of engineering at Broadcom’s GPS division, which makes chipsets that can use a variety of location mechanism.

Ibadan—THE deaf and dumb groom, whose bride suffers from cerebral palsy, has said he rejected marriage offers from ‘able-bodied women’ because it was love at first sight with his bride, Grace Olufunke Omooba.

It was a day of joy for the physically-challenged Mr. and Mrs Paul Kadiri, whose wedding ceremony took place at an orphanage in Ibadan as they danced to the admiration of hundreds of well wishers.

The memorable event took place at Jesus Kids, Home for Special People with Disabilities, Iwo Road, Ibadan. Their story became more interesting as the bridegroom, Paul Egbezokhai Kadiri, a 52-year-old was said to have turned down the proposals of some able-bodied admirers (women) at different times, who wanted to have him as husband.

According to information, Kadiri reportedly said he would prefer to live the rest of his life with a physically-challenged person like him. He said it was love at first sight, when he saw 43-year-old light-complexioned Grace Olufunke Omooba. Omooba had been under the care of the President of the Home, Mrs Ololade Adamole-kun, for the past 10 years.

Kadiri resides and works in Modakeke, Osun State, while his wife who suffers from cerebral palsy, lived in Ibadan before the marriage. While delivering a sermon entitled God of the able and the hope of the disabled, Pastor Ayotunde Adamolekun, encouraged the couple to do things in common by helping and respecting each other.

Groom’s mother to couple’s rescue The groom’s mother expressed her willingness to stay with the couple to assist where their disabilities hinder them to do some household chores. According to her, “I am happy to witness this day that I have been praying to see. Finally, the day has come and I am very grateful to God who has made it possible.”

Earlier, Adamolekun who disclosed that the centre started in 2010, said: “I am very happy for this day and I give glory to God. Grace has been living with me for the past 10 years even before we started Jesus Kids.” When asked if Grace would be able to cope with the stress of marriage, she said: “In our home, we have a programme where we train them on how to take care of their family, so she is well trained.

“Based on her condition, she cannot learn any trade, but she’s very good with money and I believe she can cope in any house chores.” Adamolekun also advised people with disabilities in the society not to give up on their dreams as there is time for everything. She said: “Children are sent to the orphanage by families, churches and even government. Some of the children in the orphanage have autism, some of their problems are cerebral, while others need physiotherapy and surgery to make them stable.”

Caring for physically-challenged On challenges and cost of fending for the physically-challenged, Mrs Adamolekun said it was not easy and that was why she was calling on well-meaning Nigerians to help the children in the home. She claimed she spent more than N2 million every month to take care of the inmates, explaining that taking care of them, included their medication, feeding, payment of salaries of about 14 persons working with her, among others.

On her motivation, she said it was the voice of God that propelled her to set up the home. She acknowledged that some concerned people, such as members of Ibadan Mesiogo, with Adeola Adepoju as President, had also been very supportive.

Three days after the governorship election in Ondo State, the Peoples Democratic Party in the state on Tuesday announced the suspension of 22 members of the party.
This was contained in a letter signed by the Publicity Secretary of the party, Mr. Banji Okunomo, a copy of which was made available to out correspondent.

A source informed our correspondent that the affected members were sacked following their roles before and during last Saturday’s governorship election, which was won by the All Progressives Congress; while some of them allegedly belonged to the Ali Modu Sheriff’s faction of the party.
The sanctioned PDP chieftains include Mr. Biyi Poroye, Denis Alonge, Ebenezer Alabi, Olabisi Johnson, Olu Ogunye, Omololu Meroyi, Yemi Ajonibode and Musa Megida.

Others are Isaac Alase, Sola Ebiseni, Ademola Genty, Yemisi Akinyemiju, Dare Emiola, Yemisi Akinmade, Ade Adebawore, Bakita Bello and Adegboruwa Taiwo .
The party also suspended Mr. Omowole Oluwagbehinmi, Gbamila Ogunji, Abiye Ademoyegun, Johnson Alabi and Dara Akinbobola.
In the letter, the party said it carried out the punishment on the affected members “In line with Section 57 of the constitution of our party and the inherent powers conferred on the State Working Committee of the party.”

The party directed the affected members to appear before the disciplinary committee on Monday December 5, 2016 at the party secretariat in Akure, the state capital.
Okunomo however said there was no more division in the party, as the Court of Appeal has ruled that the Ahmed Makarfi faction is the authentic state executive.

Many of the affected members declined to react to the development, while some who craved anonymity said they would respond through the organs of the party at the appropriate time.

Subscribers of the Global System of Mobile telecommunications across the country would pay more for data with effect from December 1, 2016, The PUNCH learnt on Monday.

Although the telecoms companies declined to speak on the matter, top management workers across the networks confirmed the story to our correspondent, saying that the directive was from the Nigerian Communications Commission.

Speaking on the condition of anonymity, a senior management employee of Etisalat Nigeria said, “The NCC issued the directive late last week on the orders of the Federal Government. We have not announced it yet because most of the major telcos have been meeting the NCC on how to reverse this policy, because it will be too harsh for Nigerians.

“However, we further gathered that the Federal Government took the decision having discovered that data rates are very low-priced in Nigeria, compared to other countries, including nearby African countries.

“The government might have also taken the decision given that Nigerian subscribers have been kicking against the proposed nine per cent Communication Tax, whose bill is currently in the National Assembly.”

Pleading not to be mentioned, an employee of MTN said, “What this means is that MTN, Airtel, Etisalat And Globacom will increase their data rates as from December 1, 2016. A data plan of N1,000 for 1.5 Gigabytes will now be increased to N3,000 at N1,000 per 500 Megabytes.”

In text messages sent out to its subscribers, MTN, Africa’s mobile telecommunications giant, confirmed that it had agreed to implement the directive of the NCC.

The MTN text read, “Dear customer, please be informed that from 1st of December, some MTN data tariffs will be increased to reflect the new rates set by the NCC for operators. Thank you.”

The PUNCH could not obtain an official response from the NCC at of the time of filing this report.

However, a representative of the commission said that the telecoms regulator was unaware of such plans by the operators, even as she said her bosses had claimed ignorance of the circulated message.

“We are unaware of it. I just asked my bosses; they are unaware. We will forward your query to MTN for appropriate attention,” she said over the telephone.

However, in a letter by the NCC to the operators sighted by our correspondent, the commission stated, “This rate will subsist pending the finalisation of the study on the determination of cost-based pricing for retail broadband and data services in Nigeria.

“In order to provide a level playing field for all operators in the industry, small operators and new entrants to acquire market share and operate profitably, small operators and new entrants are hereby exempted from the price floor for data services.”

It added, “For the avoidance of doubt a small operator is one that has less than 7.5 per cent market share and a new entrant is an operator that has operated less than three years in the market.

“All operators are to ensure that subscribers are not automatically migrated to pay-as-you-go platform.

“Also, note that effective date for the interim price floor is December 1, 2016.”

Reacting to the development, the President, National Association of Telecommunications Subscribers, Mr. Adeolu Ogunbanjo, said that the NCC representative was being economical with the truth.

He said that for MTN to have sent out millions of text messages to its subscribers “clearly shows that the NCC indeed issued the directive.”

Ogunbanjo, however, said that the association would resist the tariff hike, adding, “We will challenge it in court. We are going right away to set the machinery in motion. We are also going to do an urgent letter to the NCC Executive Vice Chairman, Prof. Umar Danbatta, which we will drop in his e-mail box.

“Unfortunately, the notice is short; today is November 28, yet the order will take effect from December 1. It is not just good for broadband penetration, whatever the reason may be. It is against telecoms subscribers.”

According to him, data availability means more youth engagement because they use data to develop apps and build software.

“But with what the NCC has done, these boys who develop apps will be slowed down and limited. The cost of doing business will also increase,” he added.
