You are right, but then in the event where the Carling Cup finalists are inactive, let's assume we have other semi/quarter finalists that are active, they might be considered ahead of the main finalists, especially if those being relegated from FA are also not active.

But in the event none of the participants of Carling Cup is active, none of them will be promoted, and you sef think am, it makes no sense even having the Cup again, reason iamoyindamola suggested closing it.
