"Sub... Sub... Sub..." What's he talking about? The 1999 election was ceded to the South, nay South West, because of the injustice and done in 1993 to MKO Abola, a Yoruba man. That was the beginning of the rotational presidency. It began with the South. They had their turn in two terms of a total of 8 years. After that it was the turn of the North, taken by Yar'Adua. It was a 4 year term, which he couldn't complete because of his natural event. Not withstanding, it was his tenure, even Good luck Jonathan, a Southerner completed it. Having tasted power via his acting period, he contested and won though not the turn of the South. Now, his own term was for only 4 years. It's wrong to count the years he acted on behalf of Yar'Adua as part of the term of the South. A term is for 4 whole years. It was a singular term and it was owned by the North. Now, when Jonathan tried to get a second term, (not third) he lost to Buhari, a Northerner. Buhari wasted 8 good years on seat, worse than the poor rule by Jonathan which he promised to correct. Tinubu is doing his own damage right now. All Atiku can hold is the turn by turn that has got us here. He has no plan to end this lootocracy. He has no plan to turn things around. All he is saying is "sub sub sub!

The exchange rate between the US Dollar (USD) and the Nigerian Naira (NGN) on May 18, 2019, was around 1 USD = 360 NGN. Please note that exchange rates can fluctuate frequently due to a combination of economic and political factors, so this rate may not be the same as the current exchange rate.


This was when the Federal Government granted the #30,000 minimum wage to workers. By then the minimum wage was almost equal to $100. Fast forward to May 2024, the same #30,000 is less than $20. Yet somebody is telling me, "how can you increase the minimum wage from #30,000 to above #100,000 just like that?

Oga, we are too can analyze issues! Look at the figures again. Our much celebrated minimum wage is now about 20% of its initial value at the onset. $100 is now valued at about #151,700. That is about the present value of our minimum wage when it was first granted in May 2019 by President Muhammadu Buhari. Any minimum wage less than this should not been seen as progressive at all.

What's more? Do you know that the #615,000 minimum wage the Unions are presently asking for is just about $405? The government cannot afford $405 as minimum wage for their workers?

If you acknowledge the fact that Ojezua has gained recognition by a Nigerian court as the legitimate Chairman of Edo State APC, then your point about the opinion of the NWC cannot supersede the ruling of the court about which faction is known or recognized. The APC NWC cannot overrule the court.

It will interest you to know that the Powerful 5 Local Government Chairmen in Esanland, otherwise known as the Edo Central Senatorial District hosted the State Leadership of the foremost pro-good governance group, *Obaseki Shaibu Movement(OSM)* in Esan North East Local Government Area today. And all the Five Local Government Chairmen who refused to be represented by anybody, but made themselves available in Uromi as at the early hours of today to strategize on how to deliver Obaseki and of course also took out time to encourage the leadership of OSM in the state led by the hard-working and highly committed *Coordinator, Engr Egbe Osezele Samuel* to keep up the good work while they appreciate them for the work already done thus far.

Also in attendance were some leaders in the 5 Local Government such as *Hon. H.O Okeror, Leader Bature from Ward 2, Hon. The Councilors who also unanimously sent delegates to Represent their decision in order not to go against the State regulation on numbers of persons acceptable in a public gathering, said they are all ready for the Primary election for they do not need to be told to vote and return a great man who has brought Esanland out of the darkness planted in it through the gross marginalization by the same man heading the other camp today.

According to the Councilors in Esanland, “we are waiting for the Primary election and we are waiting to see what they will convince us with, that it was Obaseki who marginalized Esanland for 8 years or that it was Obaseki that gave less than 10% appointment to a whole Senatorial District while he was Governor for 8 years. We are Esan people, we are not mad, we are not stupid, we are not just said to be very wise and intelligent, we are very wise, smart and intelligent people, this is not just a fact, but it is a reality, so, when we see our enemies, we do not need to be told and when we behold a friend, we know we have a friend and in Governor Godwin Obaseki, we have seen a friend, a brother and a great Administrator who means well not just for the people living now, but the generations yet unborn. So, when we say it is and must be Obaseki, we know exactly what we are saying for, with Obaseki, the future of our children’s children is safe.

According to the Local Government Chairmen, “we do not really know about others very well, though the news we are getting from our colleagues in the other two Senatorial Districts is more than pleasant right now for it is 4+4, as for this Esanland of ours, as far we are concerned, it is either Obaseki or Obaseki or better still, no election in Edo central, for Obaseki is not just the Choice of the Local Government Chairmen but the Choice of the people of Esanland which we have vowed to follow”.

20 Points We Can Glean from 1Corinthians 14 About Speaking in Tongues in the Church are listed below:

Point #1 (Verse 1) Prophesying is preferable because it is charitable, unlike speaking in tongues, which no man in the church understands.

Point #2 (Verse 2) By speaking in an unknown tongue you do not to speak to men, but unto God: because no man understands what you are speaking, even though you're speaking mysteries in the spirit.

Point #3 (Verses 3-4) Speaking in tongues in the church gathering is not useful to the church, because it only edifies the speaker; but the church cannot understand the words of the tongue or language. But prophesying edifies the church because through it we can speak unto men for their edification, exhortation, and comfort. The church gathering is not for speaking to God alone, but also for speaking to one another (Ephesians 5:19). Therefore, to speak to God alone and not to men in the gathering of saints shows lack of spiritual order. If when we come together in fellowship we turn our backs against ourselves to speak to God alone, we abuse the purpose of corporate worship. If we must speak alone to God, it should be in our private worship, as our Lord has taught us in Matthew 6:5 and 6.

Point #4 (Verse 5) Paul preferred that all the church would rather prophesy than to speak in unknown tongues, because speaking with tongues is less than prophesying, except it is accompanied by interpretation so that the church may receive edifying.

Point #5 (Verse 6) Speaking with tongues to men does not profit them, only speaking to them by revelation, knowledge, prophesying, or by doctrine that can edify them.

Point #6 (Verse 7) Even lifeless objects, such as pipe or harp, which produce sound are more useful or intelligible than speaking tongues that do not give a distinction in the sounds made to the ears of men.

Point #7 (Verse cool A degree of certainty and distinctiveness of meaning is required in every sound given in the church to build up, equip and perfect the saints for their spiritual life's battles.

Point #8 (Verse 9) You can utter by the tongue words easy to be understood; and except you do so you would be speaking into the air. Mark this term, "to speak into the air". It refers to the same exercise that is termed "to speak not unto men but to God", "to speak to yourself and to God". This is not a commendable exercise in the church gathering, where we come together to speak to one another, as well as to ourselves and God.

Point #9 (Verse 10) All the many kinds of tongues in the world are with signification or meanings. This is a clear evidence that Paul was not treating the voices or tongues of angels, as some would wish he was doing in this chapter.

Point #10 (Verse 11) Speaking in tongues to men who do not understand the tongues makes you a barbarian to them and them a barbarian to you.

Point #11 (Verse 12-13) The zeal for spiritual gifts is insufficient for the church gathering, except it seeks to excel in edifying the church. Therefore the person that speaks in an unknown tongue should pray that he may interpret.

Point #12 (Verse 14-17) When you pray in an unknown tongue in the church meeting, your spirit prays, but your understanding bears no fruit to the church; thus they will not be able to say "Amen" to what they do not understand, even though you do give thanks well in the language you employ. To solve this problem you have to make sure that your understanding bears fruit to the church while your spirit is praying to God.

Point #13 (Verse 18-19) Paul spoke with tongues more than all the Corinthians; thus it is clear that he was not rebuking them because he was unable to speak in tongues. Speaking in tongues more than them could either be quantitatively or qualitatively; whichever it was, Paul was discrete enough to rather speak five words that could be understood in the church, so that he might teach others also with his speech, than to employ ten thousand words in an unknown tongue that they would not understand.

Point #14 (Verse 20-22) Many Brethren are children in the understanding of this matter of tongues because they fail to understand that tongues are for a sign, not to believers, but to unbelievers; whereas, prophesying is not for the unbelievers, but for the believers. This point should shame those who push for tongues as a prayer language for believers.

Point #15 (Verse 23-25) If all the speakers in the church speak with tongues, and there are any unlearned persons, or unbelievers there, they will say that the congregation is full of mad men. But if every speaker prophesies or preaches the gospel by the power of the Holy Spirit, the unbeliever will be convicted and judged by all of them, through their preaching; and the secrets of the heart of the unsaved are thus made manifest by the plainness of the anointed preaching; so that he falls down on his face and worships God, and reports that God is in the church of a truth!

Point #16 (Verse 26) Every spiritual activity in the meetings of the saints should be done unto edifying of all.

Point #17 (Verse 27-28) Speaking in an unknown tongue in the church should be by two, or at the most by three, and that by course; and let one interpret. But if there is no interpreter, let the person who intends to speak in tongues KEEP SILENCE in the church; and speak to himself, and to God. Speaking to himself and to God in the church should not be to the hearing of men otherwise he would be disobeying the instruction to keep silence. This is a clear prohibition of speaking unknown tongues in the church without interpretation.

Point #18 (Verse 29) The prophets are to speak by two or three, just like the speakers of unknown tongues, and the other is to judge the prophecy. This includes the interpretation of tongues, which is placed on equal rank with prophesying.

Point #19 (Verse 30-33, 40) Orderliness should be maintained in Christian meetings.

Point #20 (Verse 39-40) We should covet or desire strongly for the gift of prophesying, and not forbid to speak with tongues, provided it obeys the conditions already given in this chapter, in order to maintain orderliness and decency in the church gatherings.

Registrar of the National Business and Technical Examinations Board (NABTEB), Prof. Ifeoma Isiugo-Abanihe, has described the sacked chairman of its governing board, Prof. Leonard Karishima Shilgba, as a “terror and greedy” man.
She told our correspondent that the man turned himself into “alpha and omega” as regards the affairs of NABTEB since March that he assumed the position of governing board chairman.
She accused him of dabbling into several areas of NABTEB operations that was totally outside his responsibilities as governing board chairman.
She said, “He intimidate and harassed my directors and other staffs for inexplicably reasons. His sack was indeed a big relief for all of us in NABTEB. We have held meetings and retreat with the minister and other senior government officials where he was were properly educated on his role.
“But deliberately or otherwise, he disregarded his responsibilities and focused on the procurement process and other financial activities of NABTEB.
“He has served me query four times in the space of four months. He was indeed a terror. But I’m happy that the Federal Government has intervened.”
Recall that the President Muhammadu Buhari, on Monday, approved the dissolution of the NABTEB governing board with immediate effect.
A statement by Permanent Secretary, Federal Ministry of Education, Sony Echono, was not explicit on the reason for the dissolution of governing board that was constituted in March.
It asked the Minister of Education, Mallam Adamu Adamu, to champion the course of repositioning the agency for greater efficiency.
The statement, thus, nullified the purported suspension of the Registrar and four other directors.

ORDERS REGISTRAR TO REFUND N49.7M TO NABTEB COFFERS

A special investigative panel constituted to probe activities of the Registrar /Chief Executive of the National Business and Technical Examinations Board (NABTEB), Professor Ifeoma Isuigo-Abanihe, has uncovered irregularities in contract awards and abuse of office by the embattled Registrar.
The panel has also ordered Isuigo-Abanihe to immediately refund the sum of N49,779,262.50, which she could not account for, to the coffers of NABTEB.
Investigation revealed that the Registrar and four Directors were suspended by the 9th Governing Board of NABTEB at its first regular Board meeting on held on 19th June, 2018, at NABTEB headquarters, Benin City, Edo State, following allegation of fraud and refusal to open her books as requested by the Board’s Chairman, Prof. Leonard Karshima Shilgba.
The four affected staff are: Mr. Nnasia Ndarake Asanga (Director, Finance & Accounts), Dr. Obinna M. Opara (Director, Examination Administration), Alhaji Jimoh Adewola Kasali (Director, Examinations Development) and the Procurement Officer, Engr. Edwin Osamor.

Both the Registrar and the four management staff have been suspended from office by the Board to allow for unfettered investigation by another committee set up in Benin city, in line with the zero-tolerance stance of the current administration of President Muhammadu Buhari to corruption.
Meanwhile, efforts to get the comments of the embattled Registrar proved abortive as her phone line was unreachable and text message to her phone did not elicit response.
But documents obtained by Nigerian Tribune, from sources within the Federal Ministry of Education and the Committee, indicated that there were breaches of procurement rules, misappropriation of funds, illegal recruitment and other irregularities that pervaded Isuigo-Abanihe administration as NABTEB Registrar.

The special committee was constituted by the Governing Board during its emergency meeting at the Abuja Liaison office on May 16, 2018, to review the documents she earlier submitted to the Board, the queries raised by the Board Chairman and the responses/actions by the Registrar.
Members of the five-man special committee were:, Dr Charles Osahon Imaru (a Presidential appointee) as Chairman; Dr Rachael Bassey Akpabio (Presidential appointee), Mr J. O. Oke, representative of West African Examinations Council (WAEC); Mrs Tina Eyaru (representative of Federal Ministry of Education) and Dr Titus Umoru (representative of PTBTA), who served as the secretary.

A letter conveying the suspension of the Registrar signed by the Chairman Governing Board of NABTEB, Prof. Karshima Shilga, dated 21st June 2018, which was also obtained by our correspondent, reads in part: “The committee submitted its report at the first regular meeting of the Governing Board on Tuesday, June 19, 2018, which was given to you.

“After deliberation on the report, you, the Registrar/Chief Executive of NABTEB, Professor Ifeoma M. Isuigo-Abanihe, were asked to respond to the findings of the committee.

“Unfortunately, your shocking defence was, “I apologize,” which is not an admissible defence expected of a public officer under the Public Service Rule. Accordingly, the Governing Board unanimously approved your suspension as Registrar/Chief Executive of NABTEB, having regard to Rules 030301, 030302, 030304, 030305, 160501, and 160502 of the Public Service Rule (PSR), and recommended accordingly to the Honourable Minister of Education for further necessary action (s), who has since been informed (together with the Permanent Secretary, Ministry of Education).

“This action is considered necessary in order to facilitate due investigations by the Governing Board and other germane federal authorities, and allow unfettered access to relevant documents that until now have been withheld in spite of official requests by the Chairman of the Board and the Special Committee appointed by the Governing Board on May 16, 2018, so that financial and other damages to the Federal Government shall be curtailed.”

Key findings of the committee, which have already been communicated to the Minister of Education, Malam Adamu Adamu, suggested that NABTEB has incurred about N400 million debt, as a result, shoddy executions of contracts under the watch of Isuigo-Abanihe.
She was said to have been involved in the illegal recruitment of about 15 staff when the Board was already in place to approve the recruitment process and advertised in the media.

The committee also revealed that the Registrar failed to account for N1000 charged for Registration PINS, wondering that PIN production that is virtual should be shrouded in secrecy.
On the failure of the Registrar, to respond to the Board’s official query, the committee noted that the Registrar was guilty of insubordination and has therefore infracted on the law especially Act 6 (2) of the Establishment Act, and Public Service Rule.

The Act expresses the understanding that the Registrar should be the Chief Executive of the Board and shall be responsible for the execution of the policy of the Board and the day to day administration of the affairs of the Board subject to the general control of the Board.
On violation of procurement process, the panel said it scrutinized the Registrar’s contract awards between 21st February to 14th March 2018 and found that the 42 contracts amounting to #154,813,432.00 were split into 15 separate contracts for printing and 14 separate contracts for the supply of HP LaserJet Toner.

The rest were split among the supply of printers, hard-drives, DDR Roms, office flat files, envelops, Kalamazoo binders, photocopying machines and Risograph machines, among others and that there were no units specified and it was not possible to determine unit cost nor quantity of all items.

“The contracts did not go through due process. The awarding authority in this respect was the Management Tenders Board. The contracts were hurriedly awarded, split into units and were not given to the President through the Ministry of Education for approval as the amount involved was beyond the powers of the Management Tenders Board.

“The Registrar has violated Paragraph 6, page 3 of the Administrative Guideline regulating the relationship between parastatals/government-owned companies and the government which stipulates that government will ensure that there is always a board for every parastatal that has a statutory provision for such a body.

“Where, however, a board is dissolved and is not immediately possible to reconstitute the board, the President shall, on the recommendation of the supervisory ministry constitute an interim board, pending the reconstitution of such a board, all matters which normally require the approval of the board, shall be referred, by ministry, to the President for approval.

“As at the time these contracts were awarded, the date of inauguration of the Board which took place on the 22nd of March, 2018 has already been announced.

“The Registrar is guilty of Contract splitting without obtaining approval from the supervisory ministry as stipulated in NABTEB Standing Order 18 and 19 N. Section 18 states that “all services and goods (e.g. printing, supplies or purchases) contracts above N2.5 million, and all works (e.g. contracts from N5 million and above shall receive the final approval of the Governing Board.
“And there shall be no splitting of contract for the same services or goods (e.g. printing, supplies or purchases) contract the sum worth of whose splits is above N2.5 million, and for the same works (e.g. construction, renovation or refurbishing projects) contract the sum worth of whose splits is N5 million or more without the approval of the Governing Board. Section 19 states that NABTEB Tenders Board shall not be the final clearance or approval authority for the contracts and expenditures that the management of NABTEB enters into.

“All approvals of NABTEB Tenders Board shall be forwarded to the Governing Board of NABTEB for consideration and approval. The award documents should be referred to the appropriate organ of NABTEB Board or government to determine the exact contract amount involved with a view to recovering same.
“All contractors of NABTEB have not performed satisfactorily. This is glaring as the NABTEB has accumulated debt of over N400 million as a result of shoddy contract deals and mismanagement. Therefore, the contractors should not be patronized further by the Board.
“The Registrar has stubbornly refused to release to the Governing Board details of contract awards for printing and supply of security materials (question papers) for the May/June 2018 examinations,” the report stated.
On failure of Registrar to explain the difference of #49,779,262.50, the committee examined the Registrar’s claim that online Registration was estimated at a cost of #188,912,390.00 for 2017 May/June.
It also looked into the supply of NABTEB Preparatory CD for May/June and Nov/Dec 2017 certificate examinations which were #16,102,500.00 and May/June and Nov/Dec 2017 Biometric Registration of #123,010,627.50 totalling #139,133,127.50.
The panel noted that if Online Registration was the same with Biometric/Preparatory CD which the Registrar said it is, the difference between #188,912,390 and #139,133,127.50 which amounted to #49,779,262.50 should be accounted for.
As such the panel recommended that Registrar should refund the sum of #49,779,262.50 to the coffers of NABTEB.
The report further indicated that the panel unravelled fraud in the purchase of stationeries and consumables for the conduct of NABTEB examinations.
For instance, the committee said it tried to determine whether May/June 2017 examinations with 58,719 candidates cost #40,004,055 on stationeries and consumables and whether Nov/Dec 2017 examinations with 45,100 registered candidates cost #144,857,796 on stationeries and consumables.
Its findings indicated that N40,004,055 was the cost of stationeries and consumables for 58,719 candidates and the unit cost of May/June, 2017 examinations is N861.27 and was startled to have found that N144,857,796 was the cost of stationeries and consumables for 45,100 candidates and the unit cost of Nov/Dec 2017 examinations is N3,211.92, noting this was untenable.
The suspended Registrar and the four management staff of NABTEB are to face the new panel set up to conduct full investigation of the allegations against them.
The panel is made up of: i) Dr. Momodu Sanusi Jimah (Representative of Polytechnics) as Chairman; ii) Mrs. Tina Eyaru (Representative of Federal Ministry of Education); iii) Chief Dr. Chris Biriowu; iv) Dr. Rachel Bassey Akpabio; v) Alhaji Yusuf Dauda (Representative of NECO) secretary and; vi) Chief Legal Officer of NABTEB.

ORDERS REGISTRAR TO REFUND N49.7M TO NABTEB COFFERS

A special investigative panel constituted to probe activities of the Registrar /Chief Executive of the National Business and Technical Examinations Board (NABTEB), Professor Ifeoma Isuigo-Abanihe, has uncovered irregularities in contract awards and abuse of office by the embattled Registrar.
The panel has also ordered Isuigo-Abanihe to immediately refund the sum of N49,779,262.50, which she could not account for, to the coffers of NABTEB.
Investigation revealed that the Registrar and four Directors were suspended by the 9th Governing Board of NABTEB at its first regular Board meeting on held on 19th June, 2018, at NABTEB headquarters, Benin City, Edo State, following allegation of fraud and refusal to open her books as requested by the Board’s Chairman, Prof. Leonard Karshima Shilgba.
The four affected staff are: Mr. Nnasia Ndarake Asanga (Director, Finance & Accounts), Dr. Obinna M. Opara (Director, Examination Administration), Alhaji Jimoh Adewola Kasali (Director, Examinations Development) and the Procurement Officer, Engr. Edwin Osamor.

Both the Registrar and the four management staff have been suspended from office by the Board to allow for unfettered investigation by another committee set up in Benin city, in line with the zero-tolerance stance of the current administration of President Muhammadu Buhari to corruption.
Meanwhile, efforts to get the comments of the embattled Registrar proved abortive as her phone line was unreachable and text message to her phone did not elicit response.
But documents obtained by Nigerian Tribune, from sources within the Federal Ministry of Education and the Committee, indicated that there were breaches of procurement rules, misappropriation of funds, illegal recruitment and other irregularities that pervaded Isuigo-Abanihe administration as NABTEB Registrar.

The special committee was constituted by the Governing Board during its emergency meeting at the Abuja Liaison office on May 16, 2018, to review the documents she earlier submitted to the Board, the queries raised by the Board Chairman and the responses/actions by the Registrar.
Members of the five-man special committee were:, Dr Charles Osahon Imaru (a Presidential appointee) as Chairman; Dr Rachael Bassey Akpabio (Presidential appointee), Mr J. O. Oke, representative of West African Examinations Council (WAEC); Mrs Tina Eyaru (representative of Federal Ministry of Education) and Dr Titus Umoru (representative of PTBTA), who served as the secretary.

A letter conveying the suspension of the Registrar signed by the Chairman Governing Board of NABTEB, Prof. Karshima Shilga, dated 21st June 2018, which was also obtained by our correspondent, reads in part: “The committee submitted its report at the first regular meeting of the Governing Board on Tuesday, June 19, 2018, which was given to you.

“After deliberation on the report, you, the Registrar/Chief Executive of NABTEB, Professor Ifeoma M. Isuigo-Abanihe, were asked to respond to the findings of the committee.

“Unfortunately, your shocking defence was, “I apologize,” which is not an admissible defence expected of a public officer under the Public Service Rule. Accordingly, the Governing Board unanimously approved your suspension as Registrar/Chief Executive of NABTEB, having regard to Rules 030301, 030302, 030304, 030305, 160501, and 160502 of the Public Service Rule (PSR), and recommended accordingly to the Honourable Minister of Education for further necessary action (s), who has since been informed (together with the Permanent Secretary, Ministry of Education).

“This action is considered necessary in order to facilitate due investigations by the Governing Board and other germane federal authorities, and allow unfettered access to relevant documents that until now have been withheld in spite of official requests by the Chairman of the Board and the Special Committee appointed by the Governing Board on May 16, 2018, so that financial and other damages to the Federal Government shall be curtailed.”

Key findings of the committee, which have already been communicated to the Minister of Education, Malam Adamu Adamu, suggested that NABTEB has incurred about N400 million debt, as a result, shoddy executions of contracts under the watch of Isuigo-Abanihe.
She was said to have been involved in the illegal recruitment of about 15 staff when the Board was already in place to approve the recruitment process and advertised in the media.

The committee also revealed that the Registrar failed to account for N1000 charged for Registration PINS, wondering that PIN production that is virtual should be shrouded in secrecy.
On the failure of the Registrar, to respond to the Board’s official query, the committee noted that the Registrar was guilty of insubordination and has therefore infracted on the law especially Act 6 (2) of the Establishment Act, and Public Service Rule.

The Act expresses the understanding that the Registrar should be the Chief Executive of the Board and shall be responsible for the execution of the policy of the Board and the day to day administration of the affairs of the Board subject to the general control of the Board.

Before the dissolution of the governing board, the news had it that the board had suspended the Registrar, 3 directors and an assistant director for financial impropriety. The dissolution of the board seems to me a sort of power play and a cover up for the massive fraud that the board was investigating. It raises question for the President's fight against corruption.
