The Economic and Financial Crimes Commission (EFCC) has secured the conviction of a retired Navy Captain, Jerry Ogbonna.

He was tried before Justice Mojisola Dada of the Special Offences Court in Ikeja, Lagos, for stealing and obtaining N45million by false pretence.

Ogbonna, alongside his company, Obyke System Consult Limited, got the funds from Diamond Bank.

They had claimed that the money represented the mobilisation fee from the Department of Petroleum Resources (DPR) under the Petroleum Ministry.

The convict previously appeared before Justice Oluwatoyin Ipaye of the Lagos State High Court in 2016 before the case was struck out after attempts to have him take his plea proved abortive.

The matter was re-assigned to Justice Dada and Ogbonna was arraigned on April 19, 2018, on a five-count charge. He pleaded “not guilty”.

One of the counts read: “That you, Navy Captain Jerry Ogbonna (retd.) and Obyke System Consult Ltd, on or about the 5th day of July 2012 in Lagos, conspired among to wit: stealing of N45million, properties of Diamond Bank Plc and committed an offence contrary to Section 409 and 5(2) of the Criminal Law of Lagos State No. 11 of 2011.”

Another said Ogbonna and the company, “with intent to defraud, dishonestly converted to your own use the sum of N45million properties of Diamond Bank Pic, which was erroneously paid to you by the Central Bank of Nigeria, and was later reversed into your Fidelity Bank account on the 5th day of July 2012”.

The offence was contrary to Section 285(1) and 278(1)b) of the Criminal Law of Lagos State, 2011.

After the plea, the prosecution, led by A. B. C. Ozioko, commenced trial on January 14, 2019.

The prosecution called six witnesses and tendered several pieces of evidence to prove the guilt of the defendant.

Justice Dada found the defendant guilty and sentenced him to three years imprisonment on count one; seven years on count two, and three years on count five of the charge.

The judge ordered that the company be wound up and pay a fine of N5million.

Ogbonna was also ordered to make restitution of N45million to Diamond Bank.

The Katsina state government has announced October 3, 2021, as the official resumption date for all public and private schools.

The spokesperson for the education ministry, Sani Danjuma, announced this in a statement.

In the statement, the commissioner of education, Badamasi Lawal, disclosed that classes would resume on October 4 for both day and boarding students.

The schools had earlier been scheduled to resume on September 13, but the government postponed the resumption date to adjust to the schools’ timetable.

Mr Lawal explained that the adjustment of the timetable was to enable the alignment of the academic calendar with that of other states.

He also stated that the resumption was to complete the third term academic activities for the 2020/2021 session, including in schools in areas facing security challenges.

Mr Lawal called on all schools across the state to strictly observe preventive measures against the COVID-19, particularly hand sanitisers, face masks, and observance of social distancing.

The commissioner further assured parents and the students of adequate security, saying that the state government would do everything possible to protect their lives.

Mr Lawal also appealed to parents and the public to continue to pray for the end of insecurity in the state and other areas in the North.

THE Minister of Labour and Employment, Senator Chris Ngige, on Thursday lamented that some states in the country were paying Egyptian, Cuban and Pakistani doctors five times higher than what they pay their Nigerian counterparts.

He warned that such preferential treatment given to foreigners by some states ahead of their Nigerian counterparts does not encourage national unity and loyalty.

Ngige said this while receiving the Chairman of the Federal Character Commission, Dr Muheeba Dankaka, and other federal commissioners, who paid him a courtesy visit.

He charged the FCC to use its constitutional mandate to promote national unity and loyalty, rather than concentrate efforts only on the public sector, especially in job recruitment.

This was contained in a statement by the ministry of labour and employment spokesman, Charles Akpan, titled, ‘Some states pay foreign doctors five times higher than Nigerian counterparts-Ngige.’

The minister appealed to the commission to ensure equitable distribution of amenities, infrastructure and social services in the country.

Ngige said, “The constitution did not say that you do only cases in the public sector.

There are areas we need you to look into, especially where the constitution is silent.

“We have cases where doctors are employed from Egypt, Cuba and Pakistan and they are paid five times what the Nigerian doctor will get if you convert the foreign exchange they use to pay them.

“But in this country, I was here when some of my teachers left South-East to teach in the North-East at a time. They left because we had enough down there to export to our brothers. They were paid with our local currency and given some other incentives, which at the end of the day made the economy of those states to be alright.


“Whether you like it or not, if some people are poor in Nigeria in the poverty index rating, when the Nigerian poverty index is being taken, it will be an aggregate, including those places. If it is health, when the health parameters are being taken, it is for the whole. So, FCC can go into that area.”

He urged the FCC to persuade the state governments to open up and advertise jobs, “so that Nigerians can come whether from South-East, South- South or North’ Central to come and fill the gap.”

Ngige blamed the economic situation for the worsening labour dispute issues in the country, adding that “ labour unions are now remembering agreements they signed with the previous administrations, some dating back to 2009 and even 2002.”

He maintained that the resident doctors who were not paid were those illegally recruited by Chief Medical Directors without necessary approval.

Earlier the FCC chairman noted that the commission was established to promote the unity of the country and ensure strong and indivisible nation.

The Ogun State Police Command has arrested a 52 years old man, Mr. Jimoh Mutaliu for allegedly impregnating and procuring abortions for his 16 year old niece.

The arrest was disclosed in a statement that was signed by the Police Public Relations Officer (PPRO) for Ogun State, Abimbola Oyeyemi.

The statement said that the suspect was arrested following a report lodged at Adatan Divisional Headquarters by the victim’s father.

Oyeyemi said: “The girl’s father had reported that he discovered that his 16 years old daughter has been impregnated, and on an enquiry, it was discovered that his own brother who is also an uncle to the girl is responsible for the pregnancy.

“He reported further that, he also discovered that the man has been having carnal knowledge of the victim for quite some time now and that he has procured abortions for her two times.

“Upon the report, the DPO Adatan Division, Abiodun Salau detailed his detectives to the scene where the randy uncle was promptly arrested.

“On interrogation, the suspect made confessional statement that he actually committed the crime, he also affirmed that he had procured two abortions for her with the help of a nurse.”

Oyeyemi said the victim has been taken to hospital by the police for medical treatment and report.

He said the Commissioner of Police, Mr. Edward Ajogun, has ordered the immediate transfer of the suspect to anti human trafficking and child labour unit of the state Criminal Investigation and Intelligence Department for further investigation and prosecution.

The Commissioner, who expressed worry about the rampant cases of incest in the state, advised mothers to be very watchful of their female children

In what is a signal of investor confidence in its economy despite headwinds, Nigeria has raised $4 billion through Eurobonds, an amount that was raised after an intensive two days of virtual meetings with investors across the globe.

The Debt Management Office (DMO) in a statement, Tuesday, explained that the Order Book peaked at $12.2 billion, which enabled the Federal Government of Nigeria (FGN) to raise $1 billion more than the $3 billion it initially announced.

I“This exceptional performance has been described as, ‘one of the biggest financial trades to come out of Africa in 2021’ and ‘an excellent outcome,” the DMO said.

Bids for the Eurobonds were received from investors in Europe and America, as well as Asia, even as there was good participation by local investors.

The DMO noted that the size of the Order Book and the quality of investors demonstrates confidence in Nigeria.

The Eurobonds were issued in three tranches, details, namely seven years–,$1.25 billion at 6.125 per cent per annum; 12 years -$1.5 billion at 7.375 per cent per annum as well as 30 years -$1.25 billion at 8.25 per annum

The long tenors of the Eurobonds and the spread across different maturities are well aligned with Nigeria’s Debt Management Strategy, 2020 –2023, the DMO said.

It stressed that since the Eurobonds were issued as part of the New External Borrowing in the 2021 Appropriation Act, the raising of $4 billion through Eurobonds provides a significant amount of funds to finance projects in the Act, thus contributing to the implementation of the 2021 Appropriation Act.

Nigeria returned to the International Capital Market (ICM) three years after its last outing in 2018, when it floated a $2.5 billion aggregate Eurobonds under its Global Medium Term Note Programme.

The DMO had stated that in addition to providing funding to part-finance the deficit in the 2021 Appropriation Act, the issuance of the Eurobonds would benefits the country in many other strategic ways.

According to the DMO, it would also bring about an inflow of foreign exchange, leading to an increase in external reserves to help support the naira exchange rate as well as Nigeria’s sovereign rating.

It further explained that when Nigeria raised funds externally through Eurobonds, it freed up space in the domestic market for private sector and sub-national borrowers.

The debt management body stated, “In effect, it helps the sovereign not to crowd out other borrowers in the domestic market. The issuance of Eurobonds by Nigeria has opened up opportunities for Nigeria’s corporate sector, notably banks, to issue Eurobonds to raise capital in the ICM.”

The Nigerian National Petroleum Corporation (NNPC) says it recorded a total crude oil and gas export sales of $219.75m (N90billion) in May 2021, representing 180.29% increase in sales from the previous month of April.

Similarly, the Petroleum Products Marketing Company (PPMC), a downstream subsidiary of the NNPC, posted a total sum of N295.72bn from the sales of petroleum products in the month of May 2021 compared with N220.13bn sales in April 2021.

This put the total amount realised from the sales at N366bn as contained in the May 2021 edition of the NNPC Monthly Financial and Operations Report (MFOR), made available by the Group General Manager, Group Public Affairs Division of the corporation, Mr. Garba Deen Muhammad.

According to the report, crude oil export sales contributed $181.19m (82.45%) of the dollar transactions compared with $4.22 million contribution in the previous month, while the export gas sales component stood at $38.56 million in May 2021.

The report also showed that between May 2020 and May 2021, the corporation exported crude oil and gas worth $1.64 billion.

In the gas sector, the report showed that natural gas production in the month under review increased by 6.19% at 222.23 billion cubic feet (bcf) compared with output in the previous month translating to an average production of 7,177.53 million standard cubic feet (mmscf) of gas per day.

For the period May 2020 to May 2021, a total of 2,898.34bcf of gas was produced, representing an average daily production of 7,322.94mmscf in the period.

Period-to-date production from Joint Ventures (JVs), Production Sharing Contracts (PSCs) and Nigerian Petroleum Development Company (NPDC) contributed about 60.94%, 20.04% and 18.99% respectively.

Out of the 216.29bcf of gas produced in May 2021, a total of 133.56bcf was commercialised, consisting of 44.02bcf and 89.54bcf for the domestic and export markets respectively.

This translates to a total supply of 1,419.83mmscfd of gas to the domestic market and 2,893.66mmscfd to the export market for the month.

This implies that 61.75% of the average daily gas produced was commercialized while the balance of 38.25% was either re-injected, used as upstream fuel or flared.

Furthermore, total revenues generated from the sales of petroleum products for the period of May 2020 to May 2021 stood at N2.345 trillion where Premium Motor Spirit (PMS) contributed about 99.61% of the total sales with a value of N2.336 trillion.

In terms of volume, the figure translates to a total of 2.241 billion litres of white products sold and distributed by PPMC in the month of May 2021 compared with 1.673bn litres in the previous month.

Total sales of petroleum products for the period May 2020 to May 2021 stood at 18.651bn litres and PMS accounted for 99.69% of total volume.

In May 2021, 64 pipeline points were vandalized representing a 39.13% increase from the 46 points recorded in April. The Port Harcourt area accounted for 65% and Mosimi and Kaduna Areas accounted for 30% and 5%, respectively of the vandalised points.
