The World Health Organisation announced on Wednesday that it would soon begin a worldwide clinical trial of three new candidate drugs for the treatment of COVID-19.

The global public health agency said the scheme is being undertaken in the latest phase of global solidarity clinical trials to find effective treatments against COVID-19.

Under the Solidarity PLUS programme, the therapies – artesunate, imatinib and infliximab – will be tested on hospitalised COVID-19 patients in 52 countries.

There have been more than 203 million cases of the disease recorded globally as of Wednesday, according to WHO.

The world hit the 200 million mark last week, just six months after cases passed 100 million.

Speaking during a press conference in Geneva, WHO’s Director-General, Dr Tedros Ghebreyesus, underscored the critical need to find more effective and accessible COVID-19 therapeutics.

“We already have many tools to prevent, test for and treat COVID-19, including oxygen, dexamethasone and IL-6 blockers.

“But we need more, for patients at all ends of the clinical spectrum, from mild to severe disease.

And we need health workers that are trained to use them in a safe environment,” he said.

The three drugs were selected by an independent panel for their potential in reducing the risk of death in people hospitalised for COVID-19.

They are already being used to treat other conditions.

Artesunate is a medicine for severe malaria, imatinib is used for certain cancers, including leukemia, while infliximab is used to treat Crohn’s Disease, rheumatoid arthritis and other diseases of the immune system.

Manufacturers Ipca, Novartis and Johnson & Johnson, donated the drugs for the trial.

Solidarity PLUS is the largest global collaboration among WHO’s 194 Member States, with thousands of researchers in over 600 hospitals participating.

Finland is among the 52 countries taking part, 16 more than the initial Solidarity Trial, and contributes to the COVAX vaccine solidarity initiative.

Two university hospitals in Finland have been the first worldwide to begin the second phase.

Hanna Sarkkinen, the country’s Minister of Social Affairs and Health, said clinical trials had a great potential to save lives.

“Even though there are approximately 3,000 clinical studies on COVID-19, most of them are too small to yield significant information. We need clinical trials that are large enough to bring better treatments for COVID-19 patients,” she said.

Four drugs were evaluated under the initial Solidarity Trial in 2020, which showed that remdesivir, hydroxychloroquine, lopinavir and interferon had little or no effect on hospitalised patients with COVID-19.

The Ikeja Electricity Distribution Company (IkejaElectric) says it is not currently metering customers due to the exhaustion of prepaid meters assigned to the company by the Nigerian government under the National Mass Metering Programme (NMMP).

Felix Ofulue, the spokesperson of the DisCo, said this on Friday while addressing the press in Lagos.

Mr Ofulue said the company received about 106,000 meters in the NMMP and has since distributed it to customers.

“We have practically done 99.9% of the meters, we have exhausted the meters completely. People are not getting meter now because we don’t have any on ground,” he said.

The Nigerian government in 2020 approved the NMMP to cater for the shortfall in the metering of electricity consumers in Nigeria.

The objective of the programme is to end estimated billing by the DisCos and attract private investment in the provision of metering services.

The government sought to roll out six million meters in two years. It, however, rolled out one million meters in phase zero of the programme.


Ikeja Electric
Speaking on the metering of customers, Mr Ofulue said the one million metres were shared among the 10 discos and Ikeja Electric allocated over 106,000 meters.

Explaining the criteria for distribution, he said the company focused on customers who were impacted by the recent increase in electricity tariff, the Bands A, B, and C.

“Bands D and E are not affected by the new tarrif and have no extra payment. But Bands A, B, and C were metered so that they manage what they use,” he said.

With the exhaustion of the allocated meters, Mr Ofulue said the DisCo is waiting for the next phase of metering to distribute meters to more customers.

“About 50 percent of customers in the network have been metered. Over 400,000 households have been metered,” he said.

This figure is out of over one million households captured in the database of the DisCo.

Electricity Infrastructure
On who bears the responsibility for stolen or damaged electricity infrastructure, Mr Ofulue said the company takes care of it but that many customers are impatient and end up replacing the equipment themselves.

“The provision of electrical infrastructure is the responsibility of the discos; transformers, lines, cables, and co,” he said.

“Whenever you see otherwise happening, it means the community is tired of waiting maybe because the disco is not active and they want to engage in self-help.”

The official, however, clarified that communities in which thefts of electrical infrastructure happen often would not receive frequent attention from the disco because “it makes no business sense.”

“If we keep spending money on an area and things keep getting stolen, it means there is a sabotage happening. It is simple business logic and it is a critical topic we have with community leaders for them to secure electricity infrastructure in their areas.

“We are trying to beautify and make our transformers look decent. It is when it is dark, dingy and messed up and people will go there to vandalise,” he said.

Also speaking on outstanding debt owed to the company by Ministries, Departments and Agencies (MDAs), Mr Ofulue said it was a perennial issue and not the federal government that is directly owing the company.

“Federal Government is the bulk majority shareholder of all the discos, they own 40 percent of all the discos, so how can you say your owner is owing you?

“The issue of debt is perennial and for certain reasons, the company was appealing to the Senate because they are on the level where they lobby the government,” Mr Ofulue said.

He added that deliberations and meetings are ongoing to ensure the recovery of the debt owed to the company.

IT has been tales of woes for commuters and motorists coming into Benue State from the southern parts of the country as the two major roads leading into the state have since become death traps due to their lingering poor state. The two major link roads – Makurdi-Aliade Otukpo and Makurdi-Naka-Otukpo – collapsed some months ago and have been left to fester like a big sore leading to unimaginable problem for users on a daily basis.

As the two roads remain in a deplorable shape, farmers, traders and visitors to the state have become the major losers economically and socially. While many avoid the roads as a result of their deplorable condition, those who dare to brave them, lose their goods and trucks to the gallops and big ditches along the roads. Mostly affected are trucks laden with fresh and perishable food crops which often get stuck in the bad portions or overturned while trying to meander through the deep gullies which now litter the roads.

As a result of the deplorable conditions of the roads traders not only lose their cash crops, but they also spend days on the roads trying to salvage their wares and in the process are exposed to armed robbers, kidnappers and other undesirable elements.

While many of the traders have been attacked and killed by gunmen, others have been taken hostage and only released upon payment of prescribed ransom.

Some of the commuters, who narrated their ordeal on the roads, lamented that lives and property worth millions of naira are being wasted daily as a result of their poor state and called for urgent action to end the nightmare. A tanker driver, Ado Yusuf, said he nearly lost his life on the road late last year when his truck tumbled near Howe Village on the Otukpo-Aliade stretch when he tried to avoid a deep gully only to end up in another gully.

He said: “I was lucky because on that day I had already discharged my petroleum product and was heading back to Port Harcourt when my truck fell into the gully on the shoulder of the road. I was able to maneuver the truck with the help of colleagues and escape disaster. If we had crashed the truck with the petrol, the entire community would have been set on fire. If you recall that was what led to the tanker fire that killed no fewer than 100 persons, including firefighters when a truck laden with petrol fell along a bad road portion along the Aliade-Makurdi Road last year.

On her part, a yam trader, Mrs. Agnes Uke, lamented that she lost close to N5 million worth of yam on the Aliade-Otukpo axis of the road in the last one year. “On three occasions trucks carrying my yam tumbled into one of the gullies on the Aliade-Otukpo stretch near Taraku but luckily on those occasions no life was lost but my yams were mostly destroyed and I lost a lot of money in the process.

“Those unfortunate incidents have set me back financially because the money most of us use to run our businesses is borrowed from our local thrift and you must pay the loans without excuses. That is why some of us have resorted to buying yam in small quantity and selling in our local markets to avoid the problem of ending up on the road and not being able to repay our loans.

“It is actually a sad development because our sources of livelihood are being frustrated by the failure of the Federal Government to fix these two very important entry and exit points of the state to the southern part of the country where we earn income from selling our farm produce,” she said.

Contacted, the Federal Controller of Works in charge of Benue State, Charles Oke, said that something was being done to put an end to the poor state of the roads in question.

“I have written to Abuja over the condition of the road and because of that matter I am going to Abuja this weekend to see what we can do on that stretch.

“Even the Federal Roads Maintenance Agency, FERMA in Makurdi has taken over the maintenance of some of the areas. I will talk to them to see what they can do in Aliade before we get approval to move into the area,” the controller of works said.

Prof. Josiah Mutihir of the department of Obstetrics and Gynaecology, College of Health Sciences, University of Jos, has said that family planning is not a ploy to reduce population in the world.

Mutihir, who is also Consultant Obstetrician and Gynaecologist, with the Jos University Teaching Hospital (JUTH), said this while delivering the 98th Inaugural Lecture series of university on Tuesday in Jos.

The inaugural lecture has the theme “Family Planning and Contraception: The Truth, The Whole Truth and Nothing But The Truth”.

The don explained that family planning only slows down population growth rate, adding that it enables the population to increase at a sustainable pace with available resources.

He maintained that none of the methods of family planning promote abortion or is used for termination of pregnancies.

He said that it is aimed at promoting child spacing that would ensure a healthy family and society.

According to him, effective family planning remains an essential tool toward the well-being of the child, insisting that it provides couples with ample opportunities and resources to cater for the needs of the child.

“Family planning is not abortion; It doesn’t tell you or limit the number of children to have.

“It does not kill or maim people; it is a not treatment for pregnancy. It does not encourage promiscuity.

“Family planning does not reduce population. It only slows down population growth rate which enables the population to increase at a sustainable pace with available resources,” he said.

Mutihir, said the family planning and use of contraceptives enable couples anticipate and attain their desired number of children, adding that it is the best for the health of the mother, her child and the family.

He further said that family planning minimises the risks involved in any pregnancy.

“In order words, having children not too early, too frequent, too may or too late.

“It has tremendous benefits to both the mother, child, family, the community and the nation at large,”he said.

He called on government, individuals, and groups to increase the level of awareness on the benefits of family planning, particularly at the rural communities

He urged government to also review the family planning policy with a view of making the services available and affordable at the various primary health cares.

Also, Prof. Gray Ejikeme, the Acting Vice-Chancellor of the university, described the inaugural lecture as “timely”

He said the lecture was intellectually and perceptually stimulating, adding it would contribute to the body of knowledge in the country.

“Inaugural lectures enable us to develop fresh knowledge and ways to apply it for the growth of the society,” Ejikeme said.

THE value of capital importation into Nigeria declined by 54 per cent quarter-on-quarter, QoQ, to $875.62 million in the second quarter of 2021 (Q2’21), compared to $1.91 billion recorded in Q1’21.

In its just-released Nigerian Capital Importation Q1/Q2 2021 report, the National Bureau of Statistics (NBS) said that the largest amount of capital importation by type was received through portfolio investment at $551.37 million, representing 63 per cent of total capital importation during the period.

The Bureau also noted that capital importation by sector was dominated by banking with Stanbic IBTC Bank Plc emerging top of capital investment during the review period.

Specifically, the report stated: “The total value of capital importation into Nigeria declined to $875.62 million in Q2’21 from $1.9 billion in Q1’21. This represents a decrease of 54 percent compared to Q1’21 and 32 percent decrease compared to Q2’20.

“The largest amount of capital importation by type was received through Portfolio investment, which accounted for 63 per cent ($551.37 million) of total capital importation, followed by Other Investment, which accounted for 28 per cent ($246.27 million) of total capital imported and Foreign Direct Investment (FDI), which accounted for 8.9 per cent ($77.97 million) of total capital imported in Q2’21.

“By sector, Capital importation by Banking dominated in Q2’21 reaching $296.51million of the total capital importation in Q2’21.

“The United Kingdom emerged as the top source of capital investment in Nigeria in Q2’21 with $310.26 million. This accounted for 35 per cent of the total capital inflow in Q2’21.

“By Destination of Investment, Lagos state emerged as the top destination of capital investment in Nigeria in Q2’21 with $780.06 million. This accounted for 89 per cent of the total capital inflow in Q2’21.”

The era of outrageous estimated electricity bills in Abia State may soon be over as the Enugu Electricity Distribution Company, EEDC, has commenced installation of free pre-paid electricity meters in the state.

EEDC Network Manager, Mr Ozoezeh Onyebuchi, who confirmed this said “between 10,000 and 15,000 households are targeted before the end of 2021”.

He said that the installation would be in phases.

Meanwhile, the member representing Ikwuano/Umuahia North/South Federal Constituency at the House of Representatives, Chief Sam Onuigbo, has lauded EEDC for the exercise which he claimed, was in response to his pressure on the company.

Onuigbo in a statement said he had on April 30, 2021, written to the Managing Director of the EEDC through the Chairman House Committee on Power, complaining that “the EEDC’s distribution of meters in the South East left Abia State out and requested that this anomaly be corrected.”

The lawmaker said that on the strength of that letter, the Chairman House Committee on Power, Hon. Engineer Magaji Da’u Aliyu wrote to the EEDC on May 20, 2021, urging it to immediately extend the distribution of meters to Abia State.

This, according to the lawmaker is to enhance accountable services while eliminating the phenomenon of estimated billings.

Onuigbo urged EEDC to ensure equitable distribution of the pre-paid meters so that no household would be shortchanged.

There has been public outcry over outrageous electricity bills based on the estimated billing system by the power distribution company.

Electricity consumers in the state have also complained bitterly over irregular power supply which is taking a toll on economic activities and social life in the state.

Kano State Government has made National Identification Number, NIN mandatory for students of government secondary schools in the state.

The state Commissioner for Education, Muhammad Sanusi
Sa’id Kiru who announced the new directive in a statement signed by his Public Relations Officer, Aliyu Yusuf said the students (JSS 1 to SS 2) must register and obtain the number.

Kiru said the directive becomes imperative to enable the ministry to establish an updated data base for all students in the state for the purposes of budgetary planning, keeping
optimum records to eradicate manipulations of students record
during examinations and, chances for malpractices.

He said it is also to ensure prudent and judicious application of government funds in the provision of qualitative education in the state.

The statement reads, “The Kano State Ministry of Education has revealed that all students in Public Secondary Schools Must register and obtain National Identification Number (NIN)
ftom JSS 1 to SS 2.

“That enrolling the student will enable the Ministry record demographic data, capture the 10 fingerprints, head to
shoulder facial picture and digital signature of each student.

“The Hon. Commissioner therefore called on the management of KSSSMB, Zonal Directors, Principals and Principal Directors to ensure strict adherence to the new directive as new biodata form has been designed to capture all the information needed.

“Consequently, the ministry has concluded arrangements in
conjunction with the state office of the National Identity Card Management to facilitate the issuance of the NIN number on Zonal basis.

“Hon. Muhammad Sanusi Kiru also warned that no student will be registered for Bece, Placement, qualifying or any other transitional examinations without the NIN number including also sponsorship of any external examinations by the state
government.

“To this effect, forms are to be distributed to all secondary schools to ensure that their students are properly captured and
documented. The staff of the NIMC will soon commence the NIN registration across the schools,” the statement concluded.

The Ilana Omo Oodua, IOO, on Friday, said that allegations leveled against Yoruba Nation agitator, Chief Sunday Adeyemo fondly called Sunday Igboho of trafficking in arms and inciting violence that could result in the social disturbance by the Federal Government were spurious adding that the allegations untenable, and insufficient to warrant his extradition.

Igboho was arraigned at the Cour D’Appel De Cotonou in Benin Republic after his arrest at the Cardinal Bernardin International Airport, Cotonou on Monday night. He was arrested with his wife on their way to
Germany.

The Yoruba activist was declared wanted by the Department of State Services, DSS, earlier in July after
his Ibadan house was raided by operatives of the DSS.

Two people were killed by the DSS in the late-night raid while 12 other persons were arrested and later
paraded in Abuja.

They have since been charged to court.

But in a statement by its Communications Manager, Maxwell Adeleye, the Yoruba group stated that
Igboho’s case has been adjourned till Monday 26th July to allow the Federal Government bring up whatever evidence they may have.

Adeleye said: “Yesterday, the court set Mrs. Adeyemo, lgboho’s wife free since it has been found that she has
committed no offence and there’s no complaint whatsoever against her.

Consequently, her German passport was returned to her.

“The Lawyers handling the case reported after the proceedings that Chief Sunday Adeyemo lgboho cannot
be extradited to Nigeria for two principal reasons:

“That contrary to insinuations, Nigeria and Benin have no Extradition Agreement.

That Nigeria has not been able to come up with charges that could lead the court to order lgboho’s extradition to Nigeria.

“What Federal Government came up with were mere allegations against Ighoho such as trafficking in arms
and inciting violence that could result in the social disturbance without evidence which the Government of Benin Republic considered spurious and untenable, and insufficient to warrant extradition.”

“The case has been adjourned till Monday 26th July to allow the Federal Government bring up whatever evidence they may have, and Mr. lgboho has been taken back to the police custody.”

The Chief Judge of the Federal High Court, John Tsoho, has explained why judges cannot waive their annual court vacation.

Mr Tsoho spoke in an exclusive interview with PREMIUM TIMES.

Judges of many courts across the country have started their 2021 annual vacation with only a handful of them designated to hear urgent cases such as fundamental rights enforcement suits bordering personal liberty.

PREMIUM TIMES had reported that despite losing two months to an industrial action that paralysed the Nigerian judiciary earlier in the year and taking some rest during the period, many judges would be going on vacation for another two months in July.

The vacation, which usually lasts two months, is expected to begin this July and usher in the new 2021/2022 legal year in September.

With the judiciary perennially grappling with a huge backlog of cases which slows down the justice administration system in the country, many had expected that judges would cancel this year’s vacation having only recently resumed work after two months lost to the strike embarked upon by the Judiciary Staff Union of Nigeria (JUSUN) in April.

A civil society group, Access to Justice (A2J), had urged the Chief Justice of Nigeria (CJN), Tanko Muhammad, to let judges sacrifice this year’s vacation in view of the disruptions that were
occasioned by the JUSUN strike and last year’s #EndSARS protests.

Judges’ vacation statutory
However, Mr Tsoho in an exclusive interview with our correspondent, said the annual vacation was a statutory issue, noting that that those advocating its cancellation were calling for a breach of the law.

According to him, “Order 46, Rule 4 (d) of the Federal High Court (Civil Procedure) Rules 2019,” guarantees the observation of the vacation which, for the Federal High Court, commences on Monday, July 26, and ends September 17, 2021.

“The issue of vacation is statutory because each court has a provision in its rules as to vacation. And that is why it’s even improper for people to have advocated that the CJN should ask judges to forgo the vacation,” he said.

“So, what they (lawyers) don’t seem to appreciate is that by saying judges should not go on vacation, are urging that the law (rules of court) should be breached. How fair is that for the advocates of cancellation vacation?”

Mr Tsoho added that judges were not idling away during the JUSUN strike that paralysed court proceedings.

“Throughout that period of the (JUSUN) strike, I was doing my administrative work, and other judges actually delivered judgements by virtual means. So, it was not as if during the strike judges were sleeping or idling away.”

Background
JUSUN members had on April 6 shut down courts across the country for at least 64 days to press for the financial independence of the judiciary.

While initially opposing JUSUN’s decision to embark on strike in April, the President of the Nigerian Bar Association (NBA), Olumide Akpata, noted that Nigerian courts “are trying to play catch-up for lost time” as a result of the “prolonged lull in judicial activities owing to the Covid-19 pandemic and the enforced lockdowns”.

But despite this, many Nigerian judges are going to take another two months break from July to September. In the end, they will be taking four months off work for 2021.

A former governor of Oyo State, Chief Rashidi Ladoja, has said that the Federal Government created Yoruba nation agitator, Chief Sunday Adeyemo, fondly called Sunday Igboho , and the leader of the Independent People of Biafra, IPOB, Nnamdi Kanu.

Therefore, Ladoja said, Igboho and Kanu deserve to be given amnesty just as the government did to a number of Boko Haram insurgents that were also enlisted into some security agencies.

Ladoja spoke in an interview with journalists at his Ondo Street, Bodija, Ibadan residence, after he observed this year’s Eid-el-Kabir prayer at the University of Ibadan on Tuesday.

The Federal Government had abducted Kanu, the IPOB leader, from Kenya on Tuesday, June 27 , while security agents took Igboho into custody in neighbouring Cotonou on the night of Monday, July 19.

Reacting to questions from journalists on Tuesday, Ladoja said arresting Igboho and Kanu would not end the agitation for self-determination across the country.

He added that their agitations were a result of the government’s failure to tackle insecurity in the country, which he said had escalated.

He said: “I want to appeal to the Federal Government to grant Igboho and Kanu amnesty, just as some of the dreaded Boko Haram insurgents were given amnesty.

“Igboho and Kanu are creation of the Federal Government. Why? Because whenever they arrested herdsmen, who were killing their people, Federal Government never acts.

“That was why those two people came up to defend their people.

“Boko Haram members that were arrested a year ago by the government have been released to the Borno State government.

“The Federal Government created Sunday Igboho in the context of Igangan massacre. People are agitating for what they believe in. They should be treated with care, and not as criminals.

“Yoruba leaders, including the Alaafin of Oyo, have been complaining about the atrocities committed by Fulani herdsmen without response from the Federal Government.

“Order would come from above to release them and that is why people resorted to self-help.

“It is in this process that Igboho was created due to the killings that had been happening in Ibarapa axis and nobody has been arrested. Even if they were arrested, they will be released.

“Arrest of Igboho will not change anything if government failed to do the needful.

Many Igbohos will be created. Just like Kanu has become an acclaimed leader, and to some people, Igboho has also become a leader.

“If caution is not taken by the Federal Government, the issue might boomerang, leading to many Igbohos and Kanus.”

Governor Samuel Ortom of Benue State has said it was the height of deceit and hypocrisy for the Federal Government to approve N6.25 billion for ranching in Katsina State and released N5 billion, while same government is creating cattle routes and encouraging open grazing in other states of the federation.

Governor Ortom, who spoke at Makurdi airport, was reacting to the revelation by Governor Bello Masari, at the commissioning of the Zobe Water Project in Dutsima, Katsina State.

Masari had said: “Mr. President has graciously approved N6.25 billion for ranch development purposes in Katsina State, out of which N5 billion is in the account of the state government.”

Governor Ortom insisted that the Federal Government should apologise to him and extend the same gesture to Benue State by releasing N100 billion to Benue State for the establishment of ranches in the state.

Hear him: “So Mr. President approved N6.5 billion for ranching in Katsina State. What kind of hypocrisy is this? Are we a serious country at all?

“If the President would say that the Attorney-General of the Federation should ensure the relocation of those who have encroached on cattle routes and grazing areas to do open grazing despite the surge in the population from less than 40 million in 1950 to the over 200 million people today;

“And the same President is encouraging ranching in Katsina State where he comes from, that is certainly laughable and very hypocritical and deceitful.

“We need an explanation because it is a shame. Since 2017 we have been for ranching and of course you recall that the Governor of Katsina State did say that it is unIslamic for anybody to talk about open grazing.

“The prohibition of open grazing is the only thing that will help this country, including the provision for ranching.

“So if the President has approved N6.5 billion for Katsina State, they should also approve N100 billion for Benue State with an apology to me.

“It is not right for the Federal Government to approve money for ranching in a state and leave others out.

“And in fact the governor of the state, in his remark, said N5 billion had already been remitted to their coffers. So I begin to wonder, where are we headed?”

Governor Ortom, who lamented “the level of unbearable poverty and hunger the APC-led Federal Government has unleashed on Nigerians,” said the prophesy of late Fela Anikulakpo-Kuti of Nigerians suffering and smiling was currently playing out in the country.
