Dangote refinery began production of gasoline in September 2024, while NNPC through it's PortHarcourt refinery began production in November 2024. This is what happened. My question is, why did the NNPC have to wait until after Dangote's privately-owned refinery had started production before they began to do same?

corruption! NNPCL became active because there was no need to keep holding the refineries down just to import and enjoy subsidies, Dangote destroyed that.
