JUNE 25, 2015 : NIRAN ADEDOKUN When the Senior Special Assistant, Public Affairs to former President Goodluck Jonathan, Dr Doyin Okupe, swore that the All Progressives Congress would not last one year, many Nigerians went after him in anger. Maybe Okupe sowed some seeds that justify what he got, but the medic turned politician saw something that most of us did not pause to consider. In our anger, we condemned the message because of the messenger. Experienced politician that he is, having been in the top echelons of a national party as far as 24 years back, Okupe must have seen the congregation of politicians from every shade of opinion and interest coming together in a hurry and concluded that at some point, there would, without fail, be a conflict of interests, which could precipitate a conflagration that the APC may be unable to weather through. Those who were in a hurry to condemn Okupe must be having a rethink now. Reports following the elections of leaders of the National Assembly indicate that combatants in the APC are determined to snuff life out of the in-house opponent without regard to what that may do to the party and a country that is haemorrhaging. Now, how that surprises anyone still baffles me. If you understand that no idea, principle or person is permanent in the contemplation of the average politician, you will not be miffed to see men, who smiled at each other last night, draw the daggers in the morning. And this is not just about Nigeria. The flip-flop of politicians in more advanced democracies seems a little else obvious because while Nigeria adorns mortals in messianic garb, institutions are stronger in those countries. Which is why, whether it is a Barack Obama, a George Bush or a Bill Clinton, there are institutions which deal with malfeasance and beat a leader into line. Here, we rely on human beings to save us from human beings. As a result, only a Muhammadu Buhari is believed to be able to fight corruption, only an Attahiru Jega is able to organise free and fair elections. Now that his tenure is over, we are at a loss about sustaining the credibility that attended the 2015 elections. Rather than build the Independent National Electoral Commission into a reputable body where anyone can function with limited opportunity for manipulations, we prefer to seek another Jega or his clone. We would rather depend on strong individuals than on strong institutions. But I digress. Politicians do not have to be nice. They are not clerics, bound by some ecclesiastic charter of charity to which they are eternally committed to. If something suits the purpose of the politician today, he is all for it but everything changes the moment that fancy object outlives its purpose. For instance, why did President Barack Obama stand so solidly against gay marriage during his campaign in 2008 but made a total turnabout in 2012 with a recent claim that he “evolved” on the issue? Obama’s volte face is so absolute that his administration held the passage of the anti-gay marriage bill against Nigeria! That is the way of the politician, he is not even sure of his own ways until some exigency presents itself. No matter what they say, ambition drives all politicians. As someone once alluded, only statesmen think about the future, politicians are too engrossed about winning the next election and the game for 2019 has started in earnest. The attempt to impose leaders on the National Assembly and the move that blindsided those who were bent on imposition is all politics and we must come to terms with the fact that the political field does not have the sanctity of a religious place. In any case, every Nigerian politician of clout is guilty of some measure of imperialism or treachery in their areas of influence, so it would be hard for anyone to cast a first stone. This is why the current travails of the APC which resulted from the emergence of Senator Bukola Saraki and Yakubu Dogara as the Senate President and Speaker, House of Representatives, respectively, against the wishes of their party could be fatal to the birthing of the change that Nigerians envisaged when they voted for the APC at the last elections. And when that happens, there would be no one to blame other than the party itself. What I am saying is that only the APC is able to help us move on from the feeling of uncertainty that has gripped many Nigerians since the emergence of people, not sanctioned by the party as leaders of the National Assembly. Unfortunately, the APC does not seem be in control of the situation. Although the Chairman of the party, Chief John Odigie-Oyegun, indicated that the party had no choice but to accept the elections of Saraki and Dogara, the fact that Tuesday’s first caucus meeting of the APC senators nearly resulted in fisticuffs is an indication that all is not yet well with the party. Those who think they got bloodied by the elections early this month are likely lurking in the corner looking for an opportunity to take their pound. I smell that someone is cooking up plans to serve those who carried the day the cold dish of revenge, some banana peel of sorts. This is where it gets scary. If anyone in the APC, no matter whose interest they represent, strikes back at Saraki and Dogara for any reason, the APC would be on its way to fulfilling the doom predicted by Okupe. And any disaster on the APC will tell negatively on Nigeria and may put paid to the promise of change that they made. And there would be nobody to blame other than the APC itself and its seeming unpreparedness to govern fairly. Although there is a dearth of statesmanship on the Nigerian political landscape currently, President Buhari being the only one I see from where I stand, there is an inexhaustible list of politicians in the APC who qualify to be in the hall of statesmen, only if they would bury their personal ambitions and consider the future of the country. For instance, penultimate weekend, Saturday Punch reported a subtle battle for the soul of the party between Alhaji Abubakar Atiku and Asiwaju Bola Ahmed Tinubu. Now, each of these men has considerable following with which they can pull the plug at any time and so, a prompt cessation of this silent war, which has not been refuted by any of the parties, would be important to saving the party and helping it deliver on its promises to Nigeria. Before Atiku, Tinubu and their supporters push the people off the bridge incurring democratic fatalities, they need to imbibe lessons on the role of kingmakers from American politician and Catholic influencer, James Farley, who orchestrated the electoral success of politicians including Franklin D. Roosevelt without causing dislocations in the American political system. What we ask of these gladiators is that if only for this one time in their career, they should put the interest of Nigeria first. I worry that unless President Buhari gets the full cooperation of his party, such that some far-reaching reforms can happen in Nigeria within the next four years, the trouble that we thought were over as a result of the peace that followed the 2015 elections will revisit us. They must consider the interest of millions of Nigerians who have no food to eat, who die from common ailments that most of the world does not talk about again, of hundreds of thousands of entrepreneurs sweating under the harsh business conditions in the country, of the power and energy crises and a myriad of other problems that make life feel like hell for Nigerians. source: http://www.punchng.com/opinion/okupes-prediction-and-the-apc/ |

PRESIDENT Muhammadu Buhari is beginning to sound like a broken record. Since his inauguration more than three weeks ago, he has maintained one line: The race isn’t a 100-metre dash and time is required to finish well. He is talking as if he only knew about the marathon race ahead after May 29, and now asking for permission to reorder his projections. Even the dullest of Nigerians must have heard enough of the President’s plea for patience to instinctively grant him the understanding he is seeking so desperately. But the conversation has still not moved forward. In fact, it is degenerating into lamentation and a blame game, which are far more dangerous. For instance, the President is saying that his inability to name a cabinet after three weeks is caused by former President Goodluck Jonathan’s refusal to cooperate with the committee headed by 85-year old Ahmed Joda that he, Buhari constituted to design a blueprint to change Nigeria. This lack of cooperation, according to the President, caused the committee to submit its report late and that this lateness is delaying the prompt implementation of government’s programmes, including, perhaps, the appointment of a federal cabinet and other officers of government. Since Nigerians have pledged to be patient with Buhari, they are not going to probe to know the truth of the matter. I can only add that the man had all the time and opportunity to prepare for this assignment. He ruled Nigeria between January 1, 1984 and August 27, 1985 as a military head of state and regarding his re-incarnation on May 29, 2015 in a democratic garb, he had worked at it since 2003, when he debuted as a presidential aspirant in Nigeria’s Fourth Republic. And so, inventing one reason after another for his lack of movement after 23 days belies his robust pedigree. Maybe in the burning passion to re-incarnate and save Nigeria from itself, the President did not do proper profiling to reconcile his patriotism with his readiness (in terms of what is required) to take on the big task. The job requires speed and accuracy in spite of all the real and imagined challenges. This constant reference to what Jonathan did or failed to do at every turn as reason for the current standstill is not going to help matters. His old age has just been added to the list of limiting factors. Nigerians knew Buhari’s age before they voted for him. The narrative as scripted by the then APC opposition does not require new facts. Nigerians voted out Jonathan for all the reasons Buhari is giving for not being able to move an inch forward. Just in case we have forgotten or Buhari and the APC are pretending to forget, Goodluck Jonathan was sacked from Aso Rock Villa for being clueless; not knowing what to do and at what time to do what he should do. He was voted out for being so low in macro-economic management, thereby allowing the national economy to trip into a free fall. He was rejected for allowing crooks in the name of ministers, special advisers, family members, oil marketers and so on to empty the national treasury. He was voted out for not securing Nigerians against terrorists. Mercifully, the times ended on May 29 when Jonathan left Abuja for Otuoke, after which expectations started mounting for a new narrative. Something like ‘Boko Haram terror ends as military sacks last stronghold;’ ‘corrupt past government officials in EFCC net;’ stolen money tracked and recovered from foreign banks;’ ‘Naira makes dramatic recovery; exchanges 50 to USD;’ ‘blackout to end in two weeks as electricity generation peaks at record 10,000 megawatts’ and such other stuff that will signal a clear departure from the nightmares of the Jonathan years. Unfortunately, Jonathan is still so much in the tale. This is not too good. It will help if President Buhari can stop lamenting the misdeeds of Jonathan and go ahead to create his own good deeds. The book of lamentation closed with Jonathan and we should be taking readings from the book of revelation a month or so after the ordination of the new priest. That is the meaning of change. Or does Buhari want us to recall Jonathan from retirement in Otuoke to correct all previous mistakes before he, Buhari, can move on with good governance? The United States of America was at its lowest point since the Great Depression of the 1930s when President Barack Obama assumed tenancy of the White House in 2008. Everything, from the banks, stock market, mortgage, industry and the currency, was down. Unemployment rate had climbed up to double digit, the highest since 1983. The Dow Jones had lost about 34 percent of its value and the about $17 trillion GDP US economy had shrunk by more than 30 percent. In the face of these challenges, Obama did not spend all the time lamenting the policies of the previous Republican government, which had shifted considerable attention from domestic issues in pursuit of external wars; nor did he dwell endlessly on the inappropriateness of an untainted free market operation, usually a cherished Republican ideal, that spinned the economy out of control. There was work to do and the man simply rolled back his sleeves and began earnestly. And because he had placed his hand effectively on the handle from day one, when time came for mandate renewal after four years, Americans told him to continue. One voter from Iowa, one of the so-called swing states in American presidential election, said he was voting Democrat because Obama had intervened positively to save his (voter’s) job at General Motors. “That guy gave me back my job and I’m giving his back to him” the voter said. The star shines only when it is dark enough. If leadership is all about riding the tide of goodness and not about creating gains where there are pains, then just anybody can aspire to become a great leader. Today, the objective conditions are about the same when Buhari seized power in a military coup from President Shehu Shagari in 1983. Governments at the state level have failed in their primary obligations of paying salaries to keep the bureaucracy of government running. The Federal Government to which the states are turning for help is equally fiscally challenged even as prospects of increased earnings from the oil sector look gloomier with the unpredictability of the international market. This calls for deeper creativity and not lamentation or buck passing. The governors are asking for bailouts from the centre as if their respective states have become failed businesses that must be nationalised to avoid further ugly consequences. It should be noted that when Obama handed down his bailout which amounted to almost one trillion dollars from the Federal Reserve, it was not to some prodigal state governors. He did to save General Motors, insurance giant, AIG and other key players in the US economy from going under to precipitate a crisis that would have proved far more difficult to manage. Buhari’s famed integrity without new possibilities in this new age will amount to a failed mission. And he has in the current situation an opportunity to do something drastic to permanently close the book of lamentation in Nigeria. In answering these clarion calls for bailouts, therefore, he should look far beyond servicing the greed of reckless and visionless state governors to tackling the fault lines of a federation that breathes entirely from the centre. Since the therapy called ‘restructuring’ appears eternally offensive to certain quarters, hence it has not been applied to the perennial Nigerian ailment, Buhari should find another drug or combination of drugs to deliver the cure he has envisaged. After all, ACT (Artemisinin-based Combination Therapy) was adopted when malaria became resistant to chloroquine. This is another beautiful meaning of change! Governor Nasiru El-Rufai of Kaduna State on Friday said Nigeria needs divine intervention to pull out of its present socio-economic challenges. El-Rufai made the remark when he received the leadership of the state chapter of Christian Association of Nigeria who paid him a courtesy visit in Kaduna.He said the problems of security, dwindling economy, lack of jobs and general despair among the populace would require extraordinary efforts and God’s intervention to surmount. El-Rufai expressed concern over the recent killings in some villages across the state and urged religious leaders to intensify prayers for Nigeria to overcome its problems. According to him, the state government is determined to restore normalcy and ensure peaceful co-existence.He said the people must unite in prayers for the stability and prosperity in their states and Nigeria. In his remark, state CAN chairman, Rev. Judge Dodo, said the visit was to congratulate the governor for his success in the governorship election and pray for his success. He advised the administration to focus on security, job creation and resuscitation of industries in order to ”make life meaningful to the people.” Dodo also urged the government to ensure freedom of worship and protection of worship centres. Meanwhile, the Jama’atul Nasrul Islam, said it would support the state government with prayers to deliver on its mandate.JNI state secretary, Malam Ibrahim Kufaina, who led members on a courtesy visit, urged the governor to be patient and just in his dealings. Responding, El-Rufai thanked them for the visit and solicited for more prayers for his government to succeed. He appealed to them to offer advice and constructive criticisms that would guide the government to meet the aspirations of the people. Lagos State Governor, Mr Akinwunmi Ambode, on Friday sacked the Managing Director/Chief Executive Officer, Lagos State Development and Property Corporation, Mr Taofeek Oki, and three principal officers of the corporation with immediate effect. The governor also approved the appointment of Mr. Jacob Agosu as the Acting Chief Executive Officer of the corporation. Ambode also approved the immediate re-organisation of the LSDPC to stem the tide of negative capital returns in the corporation, according to a statement by his Chief Press Secretary, Mr Habib Aruna. “Consequently, Mr Taofeek Oki, the Managing Director/Chief Executive Officer and three principal officers of LSPDC have been relieved of their appointment,” he said. Prior to his new appointment, Agosu was the Deputy General Manager (Joint Ventures) in the Corporation and a member of the Nigeria Society of Engineers and the Nigeria Institute of Structural Engineers. The Speaker of the House of the Representatives, Yakubu Dogara , on Friday, said he was not aware of the jumbo salaries being earned by legislators.Dogara said this when he spoke with newsmen shortly after paying a courtesy visit to Gov. Simon Lalong of Plateau. He told newsmen that when I hear about jumbo pay for legislators I get confused.The issue of salary is quite clear because we don’t fix our salaries; it is the responsibility of the Revenue Mobilisation, Allocation and Fiscal Commission to do that.Any Nigerian that wants the information can take the benefit of the Freedom of Information Act to request for this information from the commission. I do know that our salary is not in the region of N1 million per month.’’The speaker, however, said he was aware of discussions that relate to the allowances being paid to members. He said the House of Representatives was ready to put the matter on the front burner as soon as it settled down for work.According to him, the lower chamber of the National Assembly will conduct a legislative needs assessment. Dogara said the assessment would be conducted by competent Civil Society Organisations (CSOs), in conjunction with development partners, pointing out that Nigerians would then know the true status of things in the National Assembly. He said that his leadership of the green chamber would be fair and just in the distribution of committees to members.The speaker said that the House had in the past operated as one family and his administration was willing to keep the tradition.We will do everything possible to ensure that from zonal level, there is fairness in whatever we do there up to the state level. the newly-elected Chairman of the Peoples Democratic Party Governors’ Forum, Ondo’s Olusegun Mimiko, on Thursday said that the opposition party would regain power at the centre come 2019. Mimiko said the PDP had in fact commenced the process of taking back power from the All Progressives Congress during the next general elections. He said this at the Akure airport during a mini-reception organised for him on his return from Abuja, where he was voted as the new PDP governors’ chairman on Wednesday. Mimiko said the governors were determined to give the PDP a new face as the opposition party, pledging that the party’s engagement of the ruling APC would be robust and offer alternative policy platform and programmes for the country. He said the PDP governors had resolved to collectively work assiduously and excel in governance with a view to re-branding the party and selling it to all Nigerians. He said, “We must sustain enthusiasm in our party; and as governors who have pivotal roles to play in re-branding our party, we must show in governance term the difference between us and the APC and these are the challenges ahead of us. “As opposition party, our engagement will be robust; we must offer alternative policy platform and programme when we criticise one. We must show Nigerians that we are a different party. We will not be abusive in opposing the government and we will praise where it is worthy of praise and criticise in a very robust manner” He said that the PDP in Ondo State had reached an appreciable level of repositioning and that the party was “overwhelmingly” in charge in the state. Lieutenant General Abdulrahman Dambazau (rtd) is on a mission. The former army chief has old scores to settle and he just simply can’t wait for the little nicety of President Muhammadu Buhari appointing him into an office before he starts. He has a team of men with institutional memory of the federal government. Lawal Musa Daura, a former Director in the State Security Service (SSS) who Nigerian Times learnt is embittered with his former employers over his retirement, Abdullahi Mai-Kano; another retired SSS officer who got booted out by Col Aare’s administration for failing several tests. These people who have launched a war of revenge on the Directorate of State Security (DSS) also allege that the leadership of the security outfit were not disposed to Buhari’s candidature against former President Goodluck Jonathan in the last presidential election. As a result of this, Nigerian Times learnt that they embarrassed the Director General of the DSS, Ita Ekpeyong when they turned him back from a meeting with the service chiefs last Friday at the Villa. Dambazzau particularly told him he was not invited for the meeting and should leave. Nigerian Times also learnt that if he had not gone, they would have labelled him as a disloyal man. A source in the Villa with a clear view of the emerging power relations, told Nigerian Times that these people are so powerful that they decide on some issues and implement them without consulting the President. The first major error they made is the ban they put on AIT for “the role it played during the campaign before the elections”. Recall that this act brought heavy bashing on the president from Nigerians of all class. “Eventually it left the president embarrassed because they never anticipated that the action would generate so much controversy,” the source explained. Pushing their war against the DSS further, the group rejected and caused to be turned back a set of newly posted personnel to replace those who worked with President Jonathan. But refusing Ekpeyong entry to a security meeting with the President has been their biggest statement of intent yet. It is routine for the service to replace its men who protects the President anytime there is a new Head of State with new personnel. It is a common thing if a president completes his tenure or not continuing to send new people to the villa to replace the old ones, however these men prefer to use private body guards to protect President Buhari. Presidential protection by body guards are the responsibility of secret service worldwide and constitutionally belongs to the DSS in Nigeria. “Sadly, because of bad blood drawn during campaign, this group of people deliberately imposed men of NAIC (Nigeria Army Intelligence Corps) who are not trained for that purpose as the Presidential bodyguards. They are planning to discredit Mani the Chief Security Officer in front of the President in order to bring in Mai-Kano who despite being a retired SSS man is touted as not qualified for the post because the rank from which he was retired is not commensurate with the post” the source told Nigerian Times. The source also said, “They are said to be uncomfortable with the appointment of Femi Adesina as the Presidential spokesperson. To this end, they have resorted to indirectly make him to be redundant, knowing fully well he may decide to resign because of personal integrity. This is noticeable in the discrepancies sometimes in press statements issued with those of Garba Shehu their preferred spokesperson. “The powerful trio are empowering workers of a private company that was used to provide security for General Buhari before his election to have free access to villa and even be part of the BGs to PMB. The implication is that this may endanger the president and expose him to attacks. “Another massive error being committed by these people is the appointment of unqualified people to sensitive positions in the presidency. This is evident by the poor preparation and inadequate briefing of the president before he visited the G7 summit where he referred to Germany as Western Germany. PMB would have been properly groomed for the meeting if handled by professionals. “Putting wrong people in wrong positions because they worked for the actualisation of PMB’s presidency will highly impact negatively on his administration. A case in point is the planned appointment of one of theirs as the DG SSS. They should have other means of compensation rather than toying with sensitive government institutions.” The Punch recently reported that arrangements have been concluded for the Nigerian military to take over the activities of the Strike Force, which is a special security outfit saddled with the responsibility of protecting the President and the seat of power and currently comprises only officials of the DSS. Another source who spoke to the newspaper said a Lieutenant who will be leading 21 other military personnel had already been transferred to the Strike Force with an instruction to take over from the DSS officials. He said, “DSS officials are the ones that have been serving in the Strike Force. “With this development military personnel will take over from them henceforth. “We are aware that the situation is causing a palpable tension as there is a possibility of a showdown. But we are working hard to ensure that the situation did not degenerate.” Operatives attached to the Strike Force are always trained abroad on counter-assault and other techniques aimed at making their jobs easier. In explaining their duties, the source said its operatives were the ones former President Olusegun Obasanjo erroneously referred to as snippers in his widely-publicised open letter to former President Goodluck Jonathan. Another official, who is aware of the arrangement, also said that machinery had also been put in place to change the new Presidential Villa’s Administrative Officer, who was deployed by the DSS about two weeks ago and replaced with a military officer. He said all DSS officials currently serving inside the Presidential Villa were not sure of their fate yet. “The truth is that we are not sure of anything yet. Whichever way, we will only act based on signals from our headquarters whether to leave or remain inside the Villa,” he said. Meanwhile, a major disagreement broke out on Friday between DSS officials drafted from the Presidential Villa, Abuja to the National Mosque, Abuja and some officials of the private security firm earlier referred to. A Nigerian student, Saviour Okusenogu, is among 10 winners of the recently concluded Microsoft Youthspark Challenge for Change competition. The Microsoft Youth Spark Challenge for Change is a contest that tasks young people from around the world to submit ideas that will address a social issue through technology in their communities. 17 year-old Saviour Okusenogu, who is currently studying to become an Electrical and Electronics Engineer, says he has always had a passion for Science and Technology, thanks to his early exposure to computers. Through his BISET Initiative (Become Inspired in Science and Engineering Technology), Okusenogu wants to develop a project to spark an interest in science and engineering for more kids in developing countries by bringing fun and interactive science experiments and other projects to secondary schools with hopes that they will get kids far more excited than the abstract, conceptual ways many kids learn about those topics now. With this win, Okusenogu is delighted to know that his initiative will get the exposure it deserves: “It’s a very great opportunity for students like me, and for people who want to change their communities with science and technology,” he says. Microsoft announced this year’s grand prize winners with compelling ideas representing youth from Chile, Ecuador, Greece, India, Nepal, Nigeria, United States, and Uruguay. Later this year, these winners will travel to the Nicaragua to learn about social entrepreneurship and development issues. Microsoft is also outfitting each winner with a $2,500 cash grant, and a Microsoft technology bundle (Surface Pro3, Windows Phone, and Office 365) to help them develop their projects further.
