Please how do you know if your eligibility review has started and how long does it take for response?

I submitted October 12th and just received the NSE letter this morning guess they have started the eligibility review hence the reason they requested for the NSE requirements

Please can someone very sure help with response to this, will really appreciate.

Please kindly advise me....I applied for the study permit since October 5 and I did not attach a lot of documents of my sponsor. I did upfront medicals lastweek while waiting for the embassy to upload the medicals. Kindly advise if I can still scan employment letter, pay slip and work ID of my sponsor and my previous visa pages, my transcript and certifications from some schools via the Nairobi webform since I did not upload it before. Kindly advise.
