Valid question, ooseven.
With Nigerian banks, recent financial history of a borrower is more relevant than the projected viability/profitabilty of his proposed transaction or project, when it comes to credit risk appraisal.

Now, the company has not operated since 2010 (corpoate account has only just been reactivated ) as highlighted earlier. So understandably, their credit request did not fly with their bank.

Nevertheless, the same bank is willing to provide an advance payment guarantee on their behalf, to upfront payments from their cuatomers, and would avail them monitored drawdowns from such upfronts subject to their presentation of a legal mortgage valued 150% of the upfront inflow lodged in their account.

The company can provide the mortgage, thus securing the bank's position. Then the bank secures the upfront payment with the APG.

So that's the situation.

The company is simply structuring their funding needs to suit financial structures in place, while providing acceptable securities to the investor (a guarantee from a financial institution) and the bank (an acceptable legal mortgage).

For your low level of risk appetite, I'd suggest you get a secured haulage contract, and then get some brand new trucks. Fleet managers offer up to N400K monthly in Nigeria, I understand. In Ghana, you get GHC500/day (approx. N50,000/day). Standard 24 days a month = GHC12,000 or N1.2m. We could get you new trucks on deferred payment terms. While N1.5m may not get you a container load on cash basis, it could get you several container loads on supplier credit, since you will only pay for the guarantee of future payment. The questions are: how long have you been in this business? Do you have ready buyers for your proposed import? Are there firm orders? Your last contributor was right: import with a Letter of Credit (LC) on CIF terms. If you have the cash to make a spot purchase (paying cash via SWIFT), then you can, AND SHOULD, order with an LC. Give your bank the money; they will open an LC for you at a small fee (1.75% - 2%). If the German ships, you will have to accept (after going over the shipping documents to see if what is shipped matches what you requested) before your money will be paid out to him. If you are dis-satisfied, you can reject the shipment and your bank retains your cash.

One problem though is that the machines are used machines.

This creates the problem of capturing details of the exact working condition of the machines on the LC. That is why an Agent at the German warehouse would be helpful. He would ensure that the machines shipped are in a condition you can accept.

In the future (or if your market or usage permits) consider buying new machines instead of used ones, as this is a lot easier to describe on an LC transaction.
