I will be entering the city next week to see it and observe the terrain. There are bright young folks back home who are ready to take advantage of this opportunity. I pray bad elements don't use drug dealing and cultism to ruin our image in Japan same way they did in UAE.

It might be quite difficult for your brother to get a scholarship since he already has an MSc (most scholarships state that to secure a scholarship, "you must not be applying for a degree you already have". Also, justifying why he wants to do a second masters will be really difficult when applying for visa. He could want to "be silent" on the MSc degree, but it's highly likely that they will find out and that will be worse (could lead to automatic refusal based on false information, and perhaps a 5 year ban). However, if he's paying, securing an admission wouldn't be a problem, but convincing the DHA might still be a herculean task when applying for visa.

I think his best bet is to pursue a PhD in Australia since he does not currently hold a PhD degree (he's only enrolled in one).

That's just my opinion anyway. He can do more findings then make a decision.

With a phd in Japan. PR is almost certain.
As phd graduates over exceed the points requirement ofr HSP visa(highly skilled visa)
After holding the HSP vsisa for 1 year, you can apply for PR.
Too easy, no country does it this easy.

Does "papers" here mean permanent residency? What's "PS" in this context?

If it's permanent residency, the only platform is the point system pathway. The other option is to marry a Japanese, which has nothing to do with possessing a PhD degree.
