WASHINGTON—U.S. national security adviser Jake Sullivan warned of a full-fledged NATO response if a Russian strike were to hit member-state Poland, after an attack on a Ukrainian military base roughly 10 miles from the border.

“If there is a military attack on NATO territory it would cause the invocation of Article 5, and we would bring the full force of the NATO alliance to bear in responding to it,” Mr. Sullivan said in an interview Sunday on CBS News’ “Face the Nation.” He was referring to the provision of the treaty that provides that if any NATO member is the victim of an armed attack, every other member will consider it to be an attack on all members.

The Russian airstrike, which killed 35 people near the Polish border early Sunday, came one day after Moscow warned the West that it would consider arms deliveries to Ukraine as legitimate targets.

Mr. Sullivan said the U.S. will continue supporting Ukrainian forces with military assistance.

He also reiterated President Biden’s vow that the U.S. and its allies will “defend every inch” of the NATO territory and would respond even in the event of an accidental or unintentional strike by Russia.

“All I will say is that if Russia attacks, fires upon, takes a shot at NATO territory, the NATO alliance would respond to that,” Mr. Sullivan said.

Japan expressed regret Thursday after Russia signed into law a bill establishing a tariff-free zone on four Russian-held islands claimed by Japan.

The Russian move came as Tokyo and Moscow have been discussing a plan to hold joint economic activities on the islands, called the Northern Territories in Japan and the Southern Kurils in Russia, without harming the legal stance of either country.

"It is not in line with Japan's position on the four islands or the aim of the joint economic activities the two sides have been discussing. It is deplorable," said Chief Cabinet Secretary Hirokazu Matsuno at a regular news conference, adding Japan conveyed its position on the matter to Russia.

Russian President Vladimir Putin suggested in September that Russia was seeking to attract foreign investment to the islands by exempting companies from key taxes, including corporate and property taxes.

The spat over the group of islets off Hokkaido has prevented the two nations from signing a postwar peace treaty. Japan maintains the former Soviet Union illegally seized the four islands while Russia claims they were obtained legally as a result of World War II.

STOCKHOLM (BLOOMBERG) - Finland and Sweden countered Russian warnings of retaliation should the Nordic nations join the North Atlantic Treaty Organisation (Nato).

Military and political consequences may follow if the two countries join the pact, Mr Sergei Belyaev, director of the Second European Department of Russia's foreign ministry, told the state-owned news agency Interfax.

Their non-participation in Nato is "an important factor in ensuring security and stability in northern Europe", he said.

Mr Putin has cited Nato's expansion east as a reason for his invasion of Ukraine last month, saying it represents a security threat to Russia.

Ukraine has said it wants to join the alliance, whose members are treaty-bound to come to each other's defence.

"We reject that kind of statement. Swedish security policy is determined by Sweden," said Ms Ann Linde, Sweden's Minister for Foreign Affairs.

"Russia has nothing to do with our independent decisions."

Finland "as a sovereign state makes its own security policy decisions based on our own interest", said Ms Marja Liivala, director-general of the Department for Russia, Eastern Europe and Central Asia at Finland's Ministry for Foreign Affairs.

"It's very important for Finland that the Nato Open Door policy remains."

Recent opinion polls show an increasing number of Swedes and Finns are in favour of joining the Nato defence bloc since Russia's invasion of Ukraine.

Earlier this week, Sweden's Prime Minister Magdalena Andersson cooled speculation about any near-term bid to join Nato, saying it could lead to further tension in Europe.

At a UN Security Council meeting on Friday, Chinese ambassador Zhang Jun said the relevant parties should give comprehensive clarification, and accept multilateral verification.
“China has noted with concern relevant information released by Russia,” Zhang said, according to China’s permanent mission to the UN.
Zhang said Beijing looked forward to receiving more specific information on World Health Organization advice to the Ukrainian government to destroy pathogens located in laboratories to prevent the spread of disease.

Russia first claimed on Monday that its forces had found evidence of Ukrainian attempts to eradicate traces of a military biological weapons programme in Ukraine financed by the US.
The US denies the allegations, with Pentagon spokesman John Kirby saying on Wednesday that the claims were “classic Russian propaganda”.
On Friday, Linda Thomas-Greenfield, the US ambassador to the UN, accused Russia of “attempting to use the Security Council to legitimise disinformation and deceive people to justify President [Vladimir] Putin’s war of choice against the Ukrainian people”.
“And China, too, has been spreading disinformation in support of Russia’s outrageous claims,” the US mission to the UN quoted Thomas-Greenfield as saying.
“Ukraine does not have a biological weapons programme. There are no Ukrainian biological weapons laboratories supported by the United States – not near Russia’s border or anywhere.”
Zhang hit back, saying the US envoy had “made groundless accusations” against China.
“The US always says they advocate transparency. If they believe the relevant information is fake, they can just provide us with relevant data for clarification, so that the international community can draw a conclusion by itself,” he said.
Zhang also repeated China’s calls for talks between Moscow and Kyiv, saying the multiple rounds of direct dialogue so far had been positive steps towards peace.

Russian ambassador to the UN Vassily Nebenzia said “the Kyiv regime is urgently concealing traces of a military biological programme that [it] implemented with support of the US Department of Defence.”
He said the Russian Defence Ministry had “documents” confirming that Ukraine developed a network of at least 30 biological laboratories hosting extremely dangerous biological experiments, including studies into using migratory birds and bats to spread biological agents such as plague and coronaviruses.
“This work is funded and directly supervised by the Defence Threat Reduction Agency of the United States,” he said.

Russia's St. Petersburg youth opposition movement has announced a campaign to impeach Vladimir Putin.

The Center for Combating Disinformation (CCD) at the National Security and Defense Council of Ukraine announced this via its Telegram channel.

The movement unites young people who disagree with the Kremlin’s policies.

"They are convinced that the Russian president has violated international and Russian law by declaring a military operation in Ukraine, causing irreparable economic and political damage to Russia," the ССD said.

Movement activists suggest appealing to deputies and senators of the Russian State Duma to get them to initiate removing Putin from the presidency.

WASHINGTON (AP) — Congressional leaders reached a bipartisan deal early Wednesday providing $13.6 billion to help Ukraine and European allies plus billions more to battle the pandemic as part of an overdue $1.5 trillion measure financing federal agencies for the rest of this year.

Though a tiny fraction of the massive bill, the money countering a Russian blitzkrieg that’s devastated parts of Ukraine and prompted Europe’s worst refugee crisis since World War II ensured the measure would pass with robust bipartisan support. President Joe Biden requested $10 billion for military, humanitarian and economic aid last week, and Democratic and Republican backing was so staunch that the figure grew to $12 billion Monday and $13.6 billion just a day later.

“We’re going to support them against tyranny, oppression, violent acts of subjugation,” Biden said at the White House.

Party leaders planned to whip the 2,741-page measure through the House on Wednesday and the Senate by week’s end, though that chamber’s exact timing was unclear. Lawmakers were spurred by the urgency of helping Ukraine before Russia’s military might makes it too late.

They also faced a Friday deadline to approve the government-wide spending measure or face a weekend election-year federal shutdown. As a backstop against delays, the House planned to pass a bill Wednesday keeping agencies afloat through March 15.

Over $4 billion of the Ukraine aid was to help the country and Eastern European nations cope with the 2 million refugees who’ve already fled the fighting. Another $6.7 billion was for the deployment of U.S. troops and equipment to the region and to transfer American military items to Ukraine and U.S. allies, and there was economic aid and money to enforce economic sanctions against Russia as well.

“War in Europe has focused the energies of Congress to getting something done and getting it done fast,” said Senate Majority Leader Chuck Schumer, D-N.Y.

Senate Minority Leader Mitch McConnell, R-Ky., said the measure would provide loan guarantees to Poland to help it replace aircraft it is sending Ukraine. “It’s been like pulling teeth” to get Democrats to agree to some of the defense spending, he said. But he added, “It’s an important step. It needs to be passed. It needs to be passed quickly.”

The bipartisan rallying behind the Ukraine aid was just one manifestation of Congress’ eagerness to help the beleaguered country, though not all of it has been harmonious.

Republicans accused Biden of moving too slowly to help Ukraine and NATO allies and to impose sanctions against Russia and its president, Vladimir Putin. Democrats countered that time was needed to bring along European allies that rely heavily on Russian energy sources. And a bipartisan push to ban Russian oil imports had become nearly unstoppable before Biden announced Tuesday that he would do that on his own.

The huge overall bill was stocked with victories for both parties.

For Democrats, it provides $730 billion for domestic programs, 6.7% more than last year, the biggest boost in four years. Republicans won $782 billion for defense, 5.6% over last year’s levels.

In contrast, Biden’s 2022 budget last spring proposed a 16% increase for domestic programs and less than 2% more for defense — numbers that were doomed from the start thanks to Democrats’ slender congressional majorities.

The bill was also fueled by large numbers of hometown projects for both parties’ lawmakers, which Congress had banned since 2011 but were revived this year. The spending — once called earmarks, now dubbed community projects — includes money for courthouses in Connecticut and Tennessee and repairs to a post office in West Virginia. And it names a federal building in Tuscaloosa, Alabama, after Sen. Richard Shelby, the state’s senior GOP senator, a chief author of the bill who’s retiring after six terms.

Democrats won $15.6 billion for a fresh round of spending for vaccines, testing and treatments for COVID-19, including $5 billion for fighting the pandemic around the world. That was below Biden’s $22.5 billion request.

Republicans said they’d forced Democrats to pay for the entire amount by pulling back money from COVID-19 relief bills enacted previously. Much of the money was to go to help states and businesses cope with the toll of the pandemic.

There’s added money for child care, job training, economic development in poorer communities and more generous Pell grants for low-income undergraduates. Public health and biomedical research would get increases, including $194 million for Biden’s “Cancer Moonshot” effort to cure the disease.

Citizenship and Immigration Services would get funds to reduce huge backlogs of people trying to enter the U.S. There would be fresh efforts to bolster renewable energy and curb pollution, with some of that aimed specifically at communities of color.

There is added funding to build affordable housing. And the measure distributes billions of dollars initially provided by the bipartisan infrastructure bill enacted last year for road, rail and airport projects.

The bill “delivers transformative federal investments to help lower the cost of living for working families, create American jobs, and provide a lifeline for the vulnerable,” said House Appropriations Committee Chair Rosa DeLauro, D-Conn.

The bill renews programs protecting women against domestic violence and requires many infrastructure operators to report significant cyber attacks and ransomware demands to federal authorities. The Defense Department would have to report on extremist ideologies within the ranks.

The measure retains strict decades-old curbs against using federal money for nearly all abortions. It has $300 million in military assistance for Ukraine and $300 million to help nearby countries like the Baltic nations and Poland. Service members would get 2.7% pay raises, and Navy shipbuilding would get a boost in a counter to China.

It “rejects liberal policies and effectively addresses Republican priorities,” said Shelby, top Republican on the Senate Appropriations Committee.

Since the government’s fiscal year began last Oct. 1, agencies have been running on spending levels approved during Donald Trump’s final weeks in the White House. Congress has approved three short-term bills since then keeping agency doors open.

Well, African American is technically another name for black American aka afro American. It is an ethnicity that comprises of Americans of black African decent (partial ancestry inclusive). Before now, the term was used to describe descendants of enslaved Africans who are from the United States. However, it has evolved over time to include blacks and children of blacks who willingly moved to the US in recent times and got their citizenship.

The whites in South Africa are immigrants from the West (referred to as white Africans). Even if they move to the US, they wouldn't be called African Americans (which exclusively refer to blacks). It's all about ancestory and not necessarily nationality. Elon is not African in terms of ancestry. Calling him an African American will not only distort his ancestory, it will also obliterate the fact that's he's not of African decent.

When tied to nationality (passport), the individual's original nationality is rather hyphenated or just combined with the word "American". Example: Nigerian-American. So it's safe to refer to him as South African American. But then again, he's also Canadian, right? So maybe South African Canadian American? Honestly, I don't see why he should make it that complex if he doesn't want to. There are many like him in the US.

It was not immediately clear whether there were any fatalities. Ukrainian MP Dmytro Gurin claimed there were ‘a lot of killed and wounded women’ but this has not been confirmed by the local authority.

Mariupol City Council said ‘several bombs’ were dropped on the children’s hospital, adding: ‘The destruction is colossal.’

President Volodymyr Zelensky claimed children are under the wreckage as he shared harrowing footage of an obliterated maternity ward.

He tweeted: ‘Mariupol. Direct strike of Russian troops at the maternity hospital. People, children are under the wreckage. Atrocity!

‘How much longer will the world be an accomplice ignoring terror? Close the sky right now! Stop the killings! You have power but you seem to be losing humanity.’

The embattled leader has been pressing Nato allies to enforce a no-fly zone above Ukraine’s skies as Russia continues to target civilian infrastructure in its indiscriminate bombing campaign.

But countries have refused to heed the demand over fears it would spark a World War III that Moscow has warned would be ‘nuclear and destructive’.

Responding to news of the attack, Boris Johnson said the UK is exploring more ways it can support Ukraine’s resistance.

The prime minister tweeted: ‘There are few things more depraved than targeting the vulnerable and defenceless.

‘The UK is exploring more support for Ukraine to defend against airstrikes and we will hold Putin to account for his terrible crimes’

Mariupol council said that information on casualties is being clarified as it condemned the attack.

Sharing footage of the destroyed building on Telegram, officials said: ‘Another terrible video of the horrific consequences of the terrorist attack on a children’s hospital in Mariupol. The Russian army is fascist.’

Mr Kyrylenko has also posted a video on Facebook showing the extent of the damage caused in the strike.

He wrote that Russia has ‘not only crossed the border of unacceptable relations between states and peoples. You have crossed the line of humanity’.

‘Stop calling yourselves human beings,’ he added.

Mariupol is surrounded by Putin’s troops and has been the site of heavy bombardment for days.

The Red Cross has described the situation as ‘apocalyptic’ amid a shortage of food, water and electricity.

Days of shelling have largely cut residents off from the outside world and forced them to scavenge for food and water.

Authorities today announced another ceasefire to allow civilians to escape from Mariupol and other besieged areas.

Previous attempts to establish safe evacuation corridors have largely failed due to attacks by Russian forces.

There was no evidence that civilians were successfully evacuated today.

Ukraine’s foreign minister accused Russia of holding over 400,000 residents hostage in the city and blocking aid and evacuation routes.

Dmytro Kuleba said: ‘Indiscriminate shelling continues. Almost 3,000 newborn babies lack medicine and food. I urge the world to act.’

Oligarch Vladimir Lisin, the chairman and main shareholder of the NLMK Group, one of Russia’s largest steel makers, has called for an immediate end to the Russian war in Ukraine.

The Moscow-based billionaire reportedly sent a letter to NLMK staff, which was subsequently widely shared on social networks.

The steel tycoon wrote that “the death of people in Ukraine is a tragedy that is hard to justify or explain.”

In the letter, Lisin, together with the board of directors, expressed hope that the war would end soon and they urged Putin and other leaders to find a peaceful, diplomatic resolution.

A spokesman for the company confirmed to various news outlets the authenticity of the letter.

Lisin is not the first oligarch to go against the Russian government. Yesterday, Russian oligarch Oleg Deripaska reacted to a speech by American historian Yuval Noah Harari about the Russia-Ukraine war.

He said he agreed that the war should end as soon as possible.

Practically every Western governments have imposed severe sanctions on many Russian oligarchs considered to be close to the Kremlin and Vladimir Putin.

However, so far Lisin has managed to avoid the sanctions.

Japan in talks with US, Europe over banning Russian oil imports
Japan, which counts Russia as its fifth-biggest supplier of crude oil, is in discussion with the United States and European countries about possibly banning Russian oil imports, Kyodo News reported.

The report comes after US Secretary of State Antony Blinken said on Sunday the United States and European allies were exploring the possibility.

Asked about a potential embargo on Russian oil imports, Japanese Chief Cabinet Secretary Hirokazu Matsuno declined to comment on the country’s communication with the United States. Russia accounted for 3.63 percent of Japan’s imports of crude oil last year.

While sanctions imposed on Russia are not expected to directly affect Japan’s ability to ensure a stable supply of liquefied natural gas (LNG), they could indirectly affect energy-related projects, Industry Minister Koichi Hagiuda said.

The social video platform TikTok announced on March 6 that it is suspending all new posting and live-streaming for users in Russia. The drastic move comes amid the ongoing war in Ukraine, which has escalated since Russian troops invaded on Feb. 24.

“In light of Russia’s new ‘fake news’ law, we have no choice but to suspend live-streaming and new content to our video service while we review the safety implications of this law,” TikTok said on its official Twitter account. In-app messaging between users will remain active, the company added.

In a crackdown on speech in the country, Vladimir Putin’s government passed a new law targeting the publication of “false information” about Russia’s military on March 4. The law criminalizes publishing whatever the Russian government deems misinformation, carrying a 15-year prison sentence.

The TikTok war
TikTok has been a crucial platform of the war. The New Yorker called the conflict in Ukraine “the world’s first TikTok war” because of how Ukrainians have used the app to document the situation on the ground.

TikTok is owned by ByteDance, a Chinese company that has long deflected accusations of censorship on behalf of Beijing. Since ByteDance bought Musical.ly in 2017 and merged it with TikTok, the app has become a cultural tour de force around the world. It recently surpassed 1 billion global users—an impressive statistic considering it does not operate as TikTok in China and is banned in India.

Russia’s war on information
Russia’s fake news law is a severe step for a country whose government is already antagonistic to the ideals of a free press. The advocacy group Reporters Without Borders ranks Russia 150 out of 180 for press freedom because of its imprisonment of journalists, harassment campaigns against Kremlin critics, and interest in controlling the internet. In recent days, CNN stopped broadcasting in Russia and Bloomberg News ceased reporting in Russia; The Washington Post removed reporters’ bylines on stories for fear of their safety.

The country has blocked Facebook, Twitter, and YouTube proactively, but TikTok beat Russia to the punch. The result is the same, however: The people of Russia, whether supportive of the Kremlin or not, will be locked out from another window into the real-life consequences of Putin’s war.

Finland is looking to purchase air defense systems from Israel, the Nordic nation's defense minister Antti Kaikkonen said on Finnish television show Ykkösaamu on Saturday, according to YLE News.

Finland previously sent an invitation for bids to five companies, including Israel Aerospace Industries (IAI) and Rafael Advanced Defense Systems.

Now, Finland has narrowed it down to the two Israeli candidates, Kaikkonen revealed. "It's a substantial investment...a big one right after fighter jets," he said.

Under the anti-aircraft project, Finland plans to purchase equipment such as transporter erector launchers, radar systems, missiles and related integration equipment, the defense ministry said, adding the goal is to make a final purchase decision in early 2023.

The decision to increase its air defense capabilities reportedly comes as a direct response to Russia's ongoing invasion of Ukraine.

Last week, Russia threatened Finland of "serious military and political" repercussions after prime minister Sanna Marin said Finland is considering applying for a North Atlantic Treaty Organisation (NATO) membership.

Finland, which has historically been against joining NATO, has seen more and more Finnish voices calling to join the defense alliance.

A poll commissioned by YLE found that a majority (53%) of Finns now believe it is in Finland's best interest to join NATO. In contrast, only two years ago just one out of five Finns were in favor of joining NATO.

Despite that, president Sauli Niinisto ruled out the possibility of Finland reacting to the invasion by immediately applying for NATO membership.

In Finland, "we are now seeing quick comments for applying today and joining tomorrow," he said. "These sensitive reactions are understandable but cannot really work in the real world."
