March 6 (Reuters) - Russian media cited an unnamed source on Sunday as saying that Ukraine was close to building a plutonium-based "dirty bomb" nuclear weapon, although the source cited no evidence.

Russian President Vladimir Putin ordered an invasion of Ukraine on Feb. 24, with the aim to "demilitarise" and "denazify" its pro-Western neighbour and prevent Kyiv from joining NATO.

The West, dismissing that rationale as a pretext, has responded with harsh sanctions on Moscow and heavy military and other aid to Kyiv.

The TASS, RIA and Interfax news agencies quoted "a representative of a competent body" in Russia on Sunday as saying Ukraine was developing nuclear weapons at the destroyed Chernobyl nuclear power plant that was shut down in 2000.

Ukraine's government has said it had no plans to rejoin the nuclear club, having given up its nuclear arms in 1994 following the break-up of the Soviet Union.

Shortly before the invasion, Putin said in a grievance-filled speech that Ukraine was using Soviet know-how to create its own nuclear weapons, and that this was tantamount to preparation for an attack on Russia.

He cited no evidence for his claim.

President of the Russian Federation Vladimir Putin stated that if Ukraine "continues to behave like this," it will "endanger the future of its statehood."

Russian troops are raping women as they rampage across Ukraine, the country’s foreign minister claimed today.

Dmytro Kuleba accused Vladimir Putin ’s forces of committing sex attacks as they invaded cities.

He said there were “numerous” cases of women being targeted.

Speaking to the Chatham House foreign affairs think-tank via a video link, he said: "When bombs fall on your cities, when soldiers rape women in the occupied cities - and we have numerous cases of, unfortunately, when Russian soldiers rape women in Ukrainian cities - it's difficult of course to speak about the efficiency of international law.

“But this is the only tool of civilisation that is available to us, to make sure that in the end, eventually, all those who made this war possible will be brought to justice, and the Russian Federation, as a country that committed an act of aggression, will be held accountable for its deeds.”

Hollywood actress Angelina Jolie teamed up with then Foreign Secretary William Hague in 2014 to raise awareness of how rape was used as weapon of war.

The pair hosted aN End Sexual Violence in Conflict global summit in London, bringing together officials from more than 100 countries.

Mr Hague said at the time: “This is a subject that the world did not want to talk about for a long time.

"We have moved a long way in the last two years in getting the world to talk about what was a taboo subject, and now we have to follow it with action.”

Gordon Brown, who spoke at the same event, called for Vladimir Putin to face a Nuremberg-style war crimes tribunal.

The former Prime Minister said the Russian premier should be held to account for atrocities committed as his forces invade Ukraine.

Writing exclusively for the Mirror, he said: “I call on all European countries who believe that aggression must never pay to support the creation of this tribunal so that justice is done by the embattled people of Ukraine and justice can be seen to be done by them.

The ex-Labour leader also addressed the Chatham House think-tank panel, where he insisted putting Putin in the dock was “a realistic option”.

He added: “This act of aggression by Russia, deplored in the strongest terms this week by the UN General Assembly, cannot go uninvestigated, unprosecuted and unpunished.

“But there is a serious gap in international law. Since Russia is not party to the statute of the International Criminal Court, this crime of aggression cannot, as things stands, be investigated by the prosecutor.”

Moscow pulled out of the ICC in 2016.

Charges of war crimes, crimes against humanity, and genocide can be brought against Russia even though it is not a signatory.

However, the crime of aggression cannot be prosecuted against people from a non-ICC state - unless the UN Security Council makes a referral.

That cannot happen because Russia is one of the Council’s five permanent members and has a veto.

Even if Putin was charged, he would need to be arrested by a state that is signed up to the ICC - so if he never left Russia he would be highly unlikely to be arrested.

But Mr Brown said that trying Putin was “a realistic option”.

International human rights QC Philippe Sands todl Chatham House: “When Charles de Gaulle an dothers met in London in january 1942 it must have been unimaginable that ever Nazi leaders like Hermon Goerring and others would find themselves in the dock, and yet three years later that is what happened.”

He added: “Who knows? But it’s not impossible.”

Speaking to the think-tank via video link from what appeared to be a vehicle in Kyiv, Ukrainian foreign minister Dmytro Kuleba said that while Ukraine was “fighting against an enemy much stronger than us, we have international law on our side”.

Backing the tribunal, he added: “This is the only tool of civilisation that is available to us, to make sure that in the end, eventually, all those who made this war possible will be brought to justice, and the Russian Federation, as a country that committed an act of aggression, will be held accountable for its deeds.”

Deputy Prime Minister Dominic Raab said Putin risked ending up in prison.

Asked whether he saw the conflict ending with the Russian president "imprisoned for war crimes", he said: "I think it is a very real risk that he must now contemplate.

"Beyond his personal situation, every commander operating in Ukraine, or indeed Moscow, when they are faced with illegal orders, whether it is to target civilians or otherwise, attack illegal or unlawful sites, they now know the ICC is investigating and the chief prosecutor Karim Khan is, I believe, travelling to Ukraine.

"They must now know that they face the very real risk of ending up in the dock of a court and, ultimately, in a prison if they follow through on those illegal, unlawful orders."

Reports from numerous sources indicate that Russian forces are currently fighting for control over the city, as the Zaporizhzhia Nuclear Power Plant provides Ukraine with about one-third of its energy. ABC reports that Dmitri Orlov, the Mayor of Enerhodar, has taken to social media within the last couple of hours to announce that Russian troops have approached the power plant, and "as a result of continuous enemy shelling of building and units of the largest nuclear power plant in Europe, the Zaporizhzhya Nuclear Power Plant is on fire!"

Additionally, the Director-General of the International Atomic Energy Agency, Rafael Mariano Grossi, has warned that the situation was "critical", and urged military forces around the power plant to be cautious of the site. Above is a livestream of the nuclear power plant where you can see smoke billowing from buildings around the site. Scrubbing through the livestream I was able to find a close-up of a building that was on fire.

UK-listed depositary receipts of Russian companies are evaporating in value as sanctions take effect.

The Dow Jones Russia GDR Index, which tracks London-traded Russian companies, has plunged 98% in two weeks.

The slump has wiped out $572 billion (£430 billion) from the market value of 23 stocks, including Gazprom, Sberbank of Russia and Rosneft, according to Bloomberg calculations.

Wednesday’s continuing selloff triggered a wave of volatility halts.

Within the first four hours of trading, dealing was briefly paused at least 15 times for lender Sberbank, state-run gas giant Gazprom and retailer Magnit.

Trading in VTB Bank was suspended last week following sanctions.

The Dow Jones Russia GDR gauge, which tracks 11 of the largest Russian companies listed in London, fell as much as 81% Wednesday, taking a decline since February 16 to 98%.

Depositary receipts for Sberbank have slumped 99% this week, while Gazprom fell 98% and steel producer Severstal PJSC lost almost 100%.

Rosneft Oil tumbled 79% and Lukoil sank 99%.

Europe is carving up Sberbank’s business in the region after sanctions sparked by President Vladimir Putin’s invasion of Ukraine prompted a run on its local deposits.

Meanwhile, European energy companies are distancing themselves from Gazprom, with Shell and Italy’s Eni ending joint ventures.

With the Russian central bank taking the unusual step of closing stock trading on the Moscow exchange, the movement in shares of Russian firms listed elsewhere is an indication of how local equities may react to the sanctions once it eventually resumes.

The three-day shuttering of stock trading is the longest closure for extraordinary circumstances since October 1998, according to the bourse.

The live page in Russian covering the invasion was the most visited site across the whole of the BBC World Service’s non-English language services, with 5.3m views.

Audiences for the Ukrainian language site more than doubled year-to-date, with a reach of 3.9m in the past week (compared to 1.7m) and the audience for bbc.com increased 154% in Ukraine.

These numbers represent direct traffic to BBC websites, and are likely to rise significantly when social media audience figures are factored in.

In total, 77.4m unique visitors consumed BBC online coverage of Ukraine in English in the first five days of the invasion, with almost 200 million views of the live page on Ukraine.

Tim Davie, BBC Director-General, says: “It’s often said truth is the first casualty of war. In a conflict where disinformation and propaganda is rife, there is a clear need for factual and independent news people can trust – and in a significant development, millions more Russians are turning to the BBC.

“We will continue giving the Russian people access to the truth, however we can.”

As part of its resilience operation to ensure news is available in Ukraine and Russia, the BBC has also stepped up services on other platforms. It has launched two new shortwave frequencies in the region for four hours of World Service English news a day. These frequencies can be received clearly in Kyiv and parts of Russia.

Visa and Mastercard have cut Russian financial institutions off from their payments networks to comply with the sanctions imposed by governments on Russia for its invasion of Ukraine.

"Our Cyber & Intelligence and Corporate Security teams are working with governments and partners around the world to ensure the stability, integrity and resiliency of our systems, which are operating as normal," Mastercard CEO Michael Miebach said in a statement on the company's website.

The move was sought by Ukraine National Bank Governor Kyrylo Shevchenko to increase pressure on Russian President Vladimir Putin and his regime, according to Nikkei Asia.

According to Reuters, "Russians rushed to ATMs and waited in long queues on Sunday and Monday amid concerns that bank cards may cease to function, or that banks would limit cash withdrawals.”

Miebach said among the most important roles that it plays is ensuring that its network and the global payments ecosystem remains secure against cyberattacks.

"Visa is taking prompt action to ensure compliance with applicable sanctions, and is prepared to comply with additional sanctions that may be implemented," that company said in a statement posted to its website.

The card giants each pledged to donate $2 million for humanitarian assistance to help Ukrainians displaced by the war, the ranks of which the United Nations expects to swell to as many as 5 million, Time reported.

Zelensky said that Freedom Square in Ukraine's second-largest city was hit on Tuesday by a cruise missile strike and that there were "dozens of victims."

The strike hit an opera house, concert hall, and a local government building in Freedom Square, local officials told the BBC.

Local authorities told BBC that at least 10 people were killed and dozens more were injured in the strike.

The Tuesday attack comes a day after Ukrainian interior ministry adviser Anton Herashchenko said that dozens of people were reportedly killed in Russian strikes in Kharkiv on Monday.

Zelensky called on other countries to respond immediately to the "criminal tactic," urging the international community to condemn Russia and demanding that those responsible for the strikes be sent to an international court.

"The rocket aimed at the central square is an outright terror," Zelensky said. "No one will forgive. No one will forget."

The US State Department on Monday accused Russia of "widespread" human rights abuses in Ukraine, while top human rights groups warned that ongoing bombings against Ukrainian citizens may be considered war crimes.

"Russia's invasion has damaged and destroyed schools, hospitals, radio stations, and homes, killing and injuring civilians, including children," Secretary of State Antony Blinken said in a statement during a United Nations Human Rights Council meeting.

Meanwhile, the prosecutor for the International Criminal Court said he is seeking approval to investigate Russia for possible "war crimes and crimes against humanity" in Ukraine.

"I am satisfied that there is a reasonable basis to believe that both alleged war crimes and crimes against humanity have been committed in Ukraine," Karim Khan said in a statement on Monday.
