There can never be 100% good behavior however it can be very minimal in level. Nigeria has become very lawless that some people call it a zoo. The police is meant to protect the citizens from internal conflicts. That is their job. You can blame Tinubu however that won't solve the issue because we have had this problem before he came into office.
Like I said, we lack the resources to monitor everywhere in this country because we are a developing nation so you can't have a complete change in two years of his tenure. Anything bad that happens they say it's Tinubu is very wrong. There are countries with very little crime rate so why is Nigeria's own so high. At the end it still points towards the Nigerian citizens.

Ok so let me address everything you said.
Tinubu can be a good or bad man which most likely i believe he is just like a lot of politicians however we the citizens provide the politicians with power to do such. The bribe and hiring of thugs wont be possible if the civilians refused.
He is the president and is in charge of protecting the masses however just like being the CEO of a company, you cant control everything. Others have to take the action to assist as well. We Nigerians are just too wicked. An Asian man told a Nigerian to shoot another Nigerian and he did just that. No heart or feeling for his fellow Nigerian. The same thing with kidnappers, cultists, armed robbers, organ harvesters and skull miners. This is not a Tinubu thing but a Nigerian problem. It is civilians doing these things. We lack proper law enforcing gadgets and surveillance systems to monitor every part of the country since we are a developing nation. The police officers that get drunk, take hard drugs or extort is a Nigerian problem not Tinubu. He is not a magician that will end everything in four years.
Now are there bad politicians in his circle? of course they are.

No the disobeying traffic is one of the disobedience of Nigerians. The kidnappers are citizens that decided to engage in crime. Tinubu didn't send this kidnappers. Countries like China and USA has good surveillance and law enforcing systems which helps them combat such. Nigeria doesn't have that yet. We are developing so it takes time.
