The foreign legion were mainly comprised of people from low GDP counties or those think it was a righteous thing to help Ukraine. They were from everywhere. Even my bro in Nigeria applied and they responded but we told him not to go.
Mercenaries are not affiliated with any country so they are fighting as an individual. The US Navy Seal went as an individual and won't be treated as an American soldier but a mercenary. There are laws that allow certain inhumane treatments against mercenaries and the mercenaries are ignored by their country if captured.
The thing is that Zelensky did total conscription that is why the number of soldiers were that many and Russia didn't use their full might.

Actually the Ukrainian army is mainly Ukrainian and mercenary fighters like the foreign legion. Poland, US, NATO and the rest of Europe assisted in arms and training.

Whether US has better weapons or not doesn't matter if the two aren't fighting. The US main battle tank the Abrams was destroyed by small drones. The most modern Russian MBT hasn't been used.
