Crime / Kidnappers Release Abducted Greenfield University Student by chieyine(m): 6:10pm On May 04, 2021
Kidnappers of the students and a staff of Greenfield University, Kasarami, Kaduna have released one of the 17 students remaining in their custody.

The bandits leader, Sani Idris Jalingo, had on Monday in an interview with Voice of America (VOA) Hausa confirmed that 17 students, including 15 females and a two males, were remaining their custody after killing five penultimate week.

Jalingo threatened the 17 students would be killed if N100 million and 10 Honda brand motorcycles, popularly known as Boko Haram, were not delivered to his gang as ransom by the end of Tuesday 4th May.

Though mother of the freed student, Mrs. Lauritta Attahiru said: “I can’t talk right now” when she was contacted by The Nation, she had earlier confirmed her son’s release to Channels Television.

Mrs. Attahiru, who refused to give details of how her son was released or whether ransom was paid, simply said her son had been released.

Although police and government authorities were yet to confirm the development, The Nation gathered from sources that a ransom of N20 million was paid for the student’s release.

Some of the parents also confirmed the student was released after his mother, who is the wife of a retired Army officer, negotiated and paid ransom to the bandits privately.

The parents further confirmed the bandits had earlier negotiated with them individually, asking each of them to pay as high as N20 million before they eventually demanded a bulk of N100 million and ten motorcycles on Monday, May 3.

Health / 5 Steps To A No-shame Conversation About STD With Your Partner by chieyine(m): 6:31pm On Dec 09, 2020
You have got a partner and you decide to have sex. You do know you have to talk about sexually transmitted infections before indulging in sex.

A few confident people have no problem discussing about STIs with their partners but for the majority of people, talking about STIs makes them extremely nervous.

If you find it difficult to discuss the topic with your partner, these five tips will make the conversation easier and better.

Before you start talking to your partner, you should, first of all, know the basics of STIs and recognize it as a serious medical problem with health consequences.

You need to know what you want from the conversation before starting. You want to ask your partner if he or she has ever had an STI, tested, and got treated?

You also want to make it clear that condom should be worn before sex and that both of you need to get tested before starting the act.

Peradventure your partner is positive to an STI and does not know how to tell you, he or she can send an anonymous sti text or email.

The Talk
Starting the conversation looks difficult so it is important you pick a good time and place that will be devoid of interruptions. This conversation has to take place before the heat of sex begins. This means you are both still clothed. Discussing STDs during sexual intercourse defeats it’s very essence.

You can start the conversation with “We have been discussing sex for some time now and I think I am ready to have sex with you. I however need to be sure we are both free from all sexually transmitted infections so that we will have splendid sexual experiences.”

While many believe that only promiscuous people get sexually transmitted diseases, research has shown this to be false. It is therefore important not to make your partner feel bad if he or she has any STI.

Here is a five-step guide to making your partner comfortable when having that necessary conversation about his or her STD status.

1. Know your status.
How else to know your status than to get tested? It is better to be safe than sorry. It is not nice to have sex with your partner before knowing his or her status. When you bring up the sex talk, you should tell your partner your STD status and also expect to know your partner’s own. If you are not sure of your status or your partner’s, why not get tested together on Privi Test.

2. Share your STD status and politely ask your partner if he or she has an STD.
You can start a conversation with your partner with the “I just recently got tested” words. You then go ahead to talk the result with your partner and ask for his or her status. It is important that this is asked in a calm way, devoid of indirect accusations. You do not want to sound judgemental. Your partner should understand that knowing each other’s status is an important factor before sex will be initiated.

3. Does your partner have an STD? Learn more about it!
Most people go into a relationship with the aim of having a long term relationship. If you realise that your partner has an STD that has not been attended to, the next step is to know more about it; the symptoms, and associated risks. This will help in decision making. You will be able to plan when to resume sex after the STD has been treated.

4. Don’t laugh at your partner for having an STD—please.
Don’t be judgemental, don’t be rude, don’t make snide remarks about your partner. This is pretty self-explanatory. Obey the golden rule, do to others as you expect them to do to you

5. Can it be salvaged? Help your partner!
You have done your research and learnt about STDs, you may choose to support your partner as he or she goes through the treatment phase. This will help bolster trust in the relationship.

Having the STD conversation with your partner can be awkward and very uncomfortable at first. It cannot however be compared to discovering you got or gave an STD after having sex with your partner.

Politics / Buhari Cancels Scheduled Appearance Before House Of Reps by chieyine(m): 11:09pm On Dec 08, 2020
The president circumvents rendering accounts for his handling of national security, especially his defiance to sack service chiefs.

President Muhammadu Buhari has backed out of a meeting with members of the House of Representatives, Peoples Gazette can report based on emerging information from the presidency and parliament.

The president was initially scheduled to meet with House members to take questions about his administration’s handling of security, as widespread kidnapping, armed banditry and Boko Haram deadly exploits heightened fears of a beleaguered national security leadership.

Speaker Femi Gbajabiamila announced last week that the president had agreed to meet with the House in the wake of the horrific massacre of scores of farmers in Nigeria’s war-ravaged Borno.

The president’s meeting with parliamentarians was scheduled for December 11, during which he would be taking questions from enraged and, mostly young, lawmakers.

But the meeting has now been called off, sources told the Gazette, amidst fears that the president could be exposed as too frail to govern or not mentally-aware at worst.

Earlier on Tuesday, presidential sources said, some top allies of the president, led by Nasir El-Rufai, had taken on Mr. Gbajabiamila during an APC national caucus meeting with the president, multiple sources at the meeting said.

They accused the Speaker of losing control of the House, saying he should not have agreed to let the president be railroaded into a meeting with all lawmakers to give accounts of his leadership amidst widespread chaos.

“The president was at the meeting, but he said nothing, which showed that he supported El-Rufai’s scolding of the Speaker,” a presidential source said.

The cancellation would now allow the president to circumvent rendering accounts for handling of national security, especially his enduring defiance to sack service chiefs who are largely deemed incompetent.

Presidential spokespersons were reached for comments Tuesday night, but they did not immediately reply. A spokesman for Mr. Gbajabiamila could not be reached for comments.

Politics / UAE Convicts 6 Nigerians For Wiring $782,000 To Boko Haram, FG Official Indicted by chieyine(m): 10:18am On Nov 09, 2020
6 Nigerians Convicted In UAE Over ‘Boko Haram Funding’

Six Nigerians have been convicted by an Abu Dhabi Federal Court of Appeal in the United Arab Emirates (UAE) over alleged funding of Boko Haram, investigations by Daily Trust reveals.

Two of the convicts, Surajo Abubakar Muhammad and Saleh Yusuf Adamu were sentenced to life imprisonment while the remaining four, Ibrahim Ali Alhassan, AbdurRahman Ado Musa, Bashir Ali Yusuf and Muhammad Ibrahim Isa were handed ten-year imprisonment respectively.

The convicts, according to a court judgment exclusively obtained by Daily Trust were tried and convicted in 2019.

The court judgment also showed that between 2015 and 2016, the convicts were involved in different cash transfers allegedly in favour of Boko Haram to the tune of USD782, 000.00 even as those close to them said the transactions were for legitimate purposes.

Our correspondents report that for the past 11 years, the issue of Boko Haram funding had remained mysterious and different theories advanced by prominent personalities and groups.

This was probably the first time certain individuals were identified albeit outside the shores of Nigeria. A senior government official confirmed that they were aware of the case.

“They were framed up”

However, families of those affected told the Daily Trust that the victims were “framed up” considering that they had been doing legitimate bureau de change business in the UAE before their arrest.

The conviction of the six suspects was said to have been upheld by the appellate court in the UAE after they lost an appeal earlier filed at a lower court.

According to the judgment, all the accused were charged with funding a terror group (Boko Haram) by facilitating transfers of money from Dubai to Nigeria for alleged terror operations.

Engaging in such an activity is a crime under Article 29, Clause 3 of UAE’s Federal Law No 7 of 2017 with regards to anti-terrorism law, documents seen by this paper showed.

How they were arrested, tried

Court documents seen by Daily Trust indicate that arrest warrants from the office of the National Security Bureau were issued against the accused after investigations “confirmed their involvement and membership of the Boko Haram” terror group in Nigeria, and transferring money for that group.

The accused were said to have been apprehended between April 16 and 17, 2017, and their homes searched according to the search warrant issued by the National Security Prosecution office dated April 16, 2017.

Thereafter, interrogation files were prepared for each of them.

The first and second accused were said to have been charged for joining the Boko Haram group in Nigeria knowingly, which is a crime punishable under Article 22/2 of the Federal Law No 7 of 2017 with regards to anti-terrorism punishable by death or life imprisonment.

The third, fourth, fifth and sixth accused were charged with assisting the terror group knowingly, which is a crime under Article 31, Clause 1 of the same law, and is punishable by life imprisonment or jail for not less than five years under the UAE law.

Undercover agents at large

It was gathered that almost all the transactions that landed the six Nigerians now in jail in the UAE were initiated by two undercover Boko Haram agents who are based in Nigeria from where they were facilitating the funding transactions.

One of them, Alhaji Sa’idu who is allegedly based in Nigeria, is said to be a senior undercover Boko Haram member responsible for facilitating the group’s access to funds from its sponsors.

Also fingered in some of the transitions is one Alhaji Ashiru, who is said to be “a Nigerian government official” and yet a senior undercover Boko Haram member
who facilitated the transfer of misappropriated public funds to the group.

How indicted Nigerians got involved

Families of those affected told our correspondents that their relatives were most likely deceived in the course of their routine bureau de change transactions to the extent that some of the transactions they facilitated turned out to be for proceeds meant for Boko Haram activities.

It was gathered that one of the Boko Haram couriers, Alhaji Sa’idu, would arrange an unidentified or vaguely identified Arab person on a visit to Dubai from Turkey to hand over an amount of money in US Dollars to one of the convicts who would, in turn, advise his Nigerian-based business partners to hand over the Naira equivalent of the amount to him (Alhaji Sa’idu).

A source familiar with the case said, “I think Alhaji Sa’idu is just Nom de guerre who used the gullibility of the victims to achieve his aim. They were into bureau de change business, receiving and sending monies on behalf of others.

“From what I understand, they have been doing the business for long and along the line, they fell into a trap. I am not siding with them or trying to indict them but generally, there is ignorance on their side,” he said.

‘No fair hearing’

Auwalu Ali Alhassan, an elder brother to two of the convicts; Ibrahim Ali and Bashir Ali said his siblings were not given a fair hearing during the trial, adding that efforts to get the Nigerian government to intervene proved abortive.

According to him, “There was no fair hearing during the court case; no witnesses and they were just convicted to ten years in prison (Ibrahim and Bashir) and those that provided them with the monies were sentenced to 25 years each. They were earlier accused of money laundering and nothing more but along the line, the charge changed to financing terrorism”.

On how they responded to the alleged funding of terrorism by their brothers, Alhassan said, “The case was appealed and still the ruling was upheld. We reported back to foreign affairs (here in Nigeria) and they advised us to wait till after the appeal.”

He said following his brothers’ arrest, he went to the Ministry of Foreign Affairs and reported to the then Minister of State, Khadija Bukar Abba Ibrahim and also spoke with the UAE Ambassador to Nigeria and it was agreed that they would be released and send out of the country (UAE).

“This wasn’t to be. After they were taken to court they were later charged with terrorism, that those monies they collected were from people linked with a terrorist.

“Our brothers were not accused of terrorism. The ministry requested inquiries trying to use diplomatic relations to secure their release since they were not convicted of terrorism and to seek an explanation from the UAE of what really happened. It was at that point when the COVID pandemic sets in. Till date, the government of the UAE has not provided the information and court proceedings being sought by the Nigerian government.

“We have been to relevant places including the Ministry of Justice and the Diaspora Commission; they keep telling us no response (from the UAE). We even wrote an open letter to the president, which was published in some national dailies but no positive development. The boys are still being held in prison. We are seeing lack of interest from the Nigerian government to secure their release,” he said.

How the convicts moved to Dubai

Alhassan explained how his brothers started money exchange business in Kano and later moved to Dubai where they were eventually arrested.

“We realised that the business was booming as more people visit Dubai from Kano and other parts of the world so we decided to ask Ibrahim to move to Dubai as part of our business expansion strategies.

He said on arrival, “Ibrahim started buying things for other businessmen based here at the Kantin Kwari Market, Kofar Wambai and others.

Sometimes, he settled school fees of children studying abroad and also transferred monies to people to Hong Kong or China where they intended to buy commodities. This was all possible because he had a residence permit of the United Arab Emirate,” he said.

According to him, Ibrahim later set up a company called Kofar Ruwa General Enterprises that was duly registered in Dubai and which enabled him to transact business and money transfers in Dubai.

“We do send gold and dollars as well for him to sell but later dollar was stopped by the government; so we sent him gold to convert to Dirham (Dubai local currency) for people and because of the status of Dubai being the hub of international business he was doing well.

“He went there in 2015 with his family and they were all having their residence permits as well. He became a trusted ally and respected by many to the point people started keeping their monies with him and it was at this point that his younger brother, Ibrahim Ali, later joined him. He too got papers and was living there peacefully,” he said.

He said after two years his brothers were arrested by authorities in Dubai in 2017 and all their belongings got confiscated.

“For three months we didn’t know their whereabouts; it was later that we got to know they were moved to Abu Dhabi. The authorities took away about 800,000 USD, equivalents to 3 million Dirham, which was peoples’ money brought for safe keep.

“They accused them of collecting stolen monies from people,” he said adding: “If you accuse them of wrongdoing they should be arraigned before a court but that wasn’t to be till after two years before they were charged to court.”

Justice ministry reacts

Contacted, the Attorney – General and Minister of Justice, Abubakar Malami said the Nigerian government was aware of the matter and had written the UAE seeking records of proceedings but was yet to get feedback.

Commenting on claims by families of some of the convicts that different government agencies including the ministry of justice failed to come to their aid, Malami said it was not true that the Nigerian government did not do anything on the matter.

“Nigerian government has written firstly for copies of the proceedings, which will give us the opportunity to see whether justice was done or not. And on whether they have committed the crime, we requested to know who and who are involved so that the Nigerian government will know what to do next.

“Nigerian government is working but it doesn’t have the exclusive control, it has to rely on the information provided by UAE. So, it is not in control of the speed of response or action.

“We are working on both the issues that they did not receive a fair hearing and that they were alleged to have supported Boko Haram activities,” he said.

On the alleged undercover agents who are said to be at large, Malami said the Nigerian government has instructed all the associated agencies including the financial intelligence unit to profile the allegation.

“Since the relationship involves issues of money between Nigeria and UAE, the Nigerian government has equally instructed the existing agencies of government to embark on an investigation on that and we have gone far.

“We await further intelligence from the UAE, which has relevance to the conviction and trial in order to do what we can as a follow-up to take the next line of action,” he said.

The Embassy of the United Arab Emirates (UAE) in Nigeria did not respond to Daily Trust’s request to comment on the matter at the time of filing this report. A text message seeking a reaction from the embassy was not responded to.

Lawyers react

A legal practitioner based in Kano, Barrister Yusuf Muhammed Ahmed said the only option available is for the families of the convicts to approach a Supreme Court in the UAE if there is one.

“Sometimes a case will move from a magistrate court to high court and then to appeal court…All of them would stand on the same judgment only for the Supreme Court to do away with the judgment and order a fresh case,” he said.

However, Barrister Ahmed Sani in Abuja said the case could be resolved through diplomatic ways. “If the appeal court in UAE is the final place, Nigeria can use its diplomatic link to save the convicts especially if there is evidence that they did not deliberately make themselves available to ship the proceeds of crime.

“I see some elements of ignorance and greed on the side of the convicts…They should have established the record of the people they were dealing with because ignorance is not an excuse in the eye of law and you know that the Arab countries are not taking it lightly in dealing with monies meant for terrorism funding,” he said.

that is why a holistic reform of our security agencies are important

Sundrus:
This extrajudicial killings dey happen everywhere in the world. Most people sabi abuse their power & authority.
Yes it happens everywhere in the world but most countries in the world do not use them as cadavers, unlike Nigeria where it makes up about 70percent
Politics / Police Reform: Are Our Cadavers Truly Criminals? by chieyine(m): 3:12pm On Oct 26, 2020
Entering the dissection room as a medical student, the smell of formaldehyde fills the air and one is perplexed that these beautiful dead humans were once bubbling with life as we are currently. Darkly coloured, lying supine with a characteristic stiffness. The beauty of life. Some with a grin which to some people translates to Peace while living and also in the after-life while others the sadness justifying how unfair the world was to them.

Every year, a new set of cadavers adorn our dissection room with curiosity taking the better of us, we wanted to know where the bodies were gotten from? They are mostly criminals who had a shoot-out with the police and some unclaimed bodies, we were told.

Have we ever paused to wonder; these dead bodies that are always available to medical students year after year, where do they actually come from?
What if a significant number of them were due to police brutality?
What if they were not criminals as alleged?

At the University of Nigeria Enugu Campus, we were told of a medical student who saw her missing father among the cadavers to be dissected. Of course, they had to remove him from the dissection room and brought a new cadaver. According to the story, her father went to his office and never got back. He has been looked for all over the country but was never found only for her to find him lifeless on a dissection bench with a bullet hole.

An analysis of a 3yr data of the sources of cadavers used for dissection at the University of Ibadan medical school, 78.6% were suspected criminals who died during gun duels with law enforcement agents while 21.4% were accident victims and unclaimed bodies.

In all these, alleged gun duel is the biggest source of cadaver for medical school training.

What if substantial numbers of these alleged criminals that were killed were as a result of police brutality and not because they were engaging in gun duels with the law enforcement agency?

It is a fact that about a 70percent of cadavers used in medical school in Nigeria is due to the label “Armed Robbers”, ” Criminals” but on so many occasions, many people who were labeled armed robbers by members of the Police Force were actually innocent citizens who were going about their daily activities and got killed extrajudicially.

And the label, ” Armed Robber” was tied on them and who knows the next place these innocent citizens will find themselves?

Our Dissection Table Maybe.

An example of extrajudicial killings is the Apo 6 killings that the Judge sentenced two policemen to death after they shot 6 people at close range and accused them of being members of an armed robbery gang that had opened fire on the police officers when accosted at the checkpoint when it was clearly because the only female among the Apo 6 rejected the love advances of a policeman present at that checkpoint.
But they were labelled armed robbers to the public until the court proved otherwise after overwhelming pieces of evidence.

While we are not directly saying that all the cadavers that are used in medical training facilities and branded criminals are really innocent of their crime, Privi Test strongly believes a significant number of them are actually innocent. Our police culture of impunity where you can be killed and a crime dropped on your corpse or while still alive, you are tortured to confess to a crime you know nothing about and later killed has to end.

Do you think we have innocent people killed by the police and other security agencies and branded as criminals lying on the dissection table?

Mr Obasanjo advised President Muhammadu Buhari to "restrain the military and other security agencies from using brute force as a way of ending the crisis."

The former Nigerian President, Olusegun Obasanjo, has condemned the shooting of protesters demanding police reform and advised President Muhammadu Buhari to “restrain the military and other security agencies from using brute force as a way of ending the crisis.”

Mr Obasanjo said this Wednesday afternoon, a day after soldiers shot at unarmed protesters in Lekki, Lagos.

The Lekki incident has been condemned by many Nigerians including Governor Babajide Sanwo-Olu who has pledged an investigation into the shooting. The exact casualty from the incident is yet to be confirmed although Mr Sanwo-Olu said no one died while over 12 people were injured including two in intensive care.

Apart from the Lagos shootings, protesters have also been shot in states like Ondo, Oyo and Delta.

Mr Obasanjo’s advice to President Buhari joins others by many Nigerians and international leaders including former American Vice President Joe Biden and ex-U.S. Secretary of State, Hilary Clinton.

As the #ENDSARS protest continues to rage on across states in Nigeria with unrelenting youths refusing to back down at any moment, Vice President of the Federal Republic of Nigeria, Professor Yemi Osinbajo has tendered an apology on behalf of the Federal government to protesters and Nigerian Youths in general over what he termed the many cases of injustices they had faced in the hands of the disbanded FSARS.

In a tweet, he said
"Over the past week, we have been following the protests, and I have had a number of discussions with key people in the administration that you deserve to be informed about. Transparency, after all, is a key tenet of government.

Several meetings have been held with: the the Senate President, the Speaker of the House, the Chief of Staff to the President, Chairman of the Police Service Commision, the Inspector General of Police, Executive Secretary of the National Human Rights Commision and the Governors.

We understand that you want to see action from us and I’m here to tell you that work is ongoing. I chaired a meeting of 36 state governors and the Minister of the FCT (NEC), where we resolved to set up judicial panels of inquiry so we can see justice served, and fast.

The reason being that only state governors, by law, can set up judicial inquiries in their states. The hearings will be public.
Prof Yemi Osinbajo

With Mr. President’s approval, SARS has been completely disestablished, and none of its former members will feature in any police tactical units.
Prof Yemi Osinbajo

I am sending my deepest condolences to the families of Jimoh Isiaq, and all those who have lost their lives at the hands of wayward police officers. To those injured, I wish a full and speedy recovery.

We have proposed that each state government set up a Victims’ Support Fund, which the Nigeria government will support. This is the least that we can do to compensate for the injustice suffered at the hands of errant officers.

We also understand that the issues that you’re raising are bigger than just SARS. They’re deep and systemic and we’re undertaking comprehensive measures that will revamp the police by addressing issues of welfare, service conditions and training.

On Monday, Mr. President also reiterated his commitment to these extensive police reforms.

We will continue to update and engage with you all on these action steps and the ones to come, in the spirit of transparency, so that you can hold us accountable. We are, after all, here to serve you and we owe you a duty to win back your trust.

Keep safe. God bless you."

Religion / Pope Francis: Donald Trump Is Not A Christian by chieyine(m): 6:44am On Oct 08, 2020
Pope Francis, on Wednesday, said that President Donald Trump of the United States of America “is not Christian.”

The Pope was reacting to Trump’s campaign promises to deport more immigrants and force Mexico to pay for a wall along the border.

Francis spoke when a reporter asked him [Pope] about the President on the papal airliner as he returned to Rome, Italy, after his six-day visit to Mexico.

“A person who thinks only about building walls, wherever they may be, and not building bridges, is not Christian,” he said.

The pontiff stated this barely three hours after he had concluded his Mexico trip by presiding over a huge Mass in the border city of Ciudad Juárez.

He added that he “was not going to get involved in that” when asked if he was planning on influencing Catholics in how they vote in the presidential election.

“I say only that this man is not Christian if he has said things like that,” Francis maintained.

“We must see if he said things in that way and in this I give the benefit of the doubt.”

Politics / FG Urges ASUU Members To Consider Farming As Alternative Profession by chieyine(m): 9:19am On Oct 06, 2020
The Minister of State for Education, Mr. Chukwuemeka Nwajiuba has urged members of the Academic Staff Union of Universities (ASUU), to leave the teaching profession and consider going into farming, stressing that more farmers are needed in the country.

Also, in preparation for the reopening of schools, Nwajuiba said some of the modalities that have been put in place to stop the spread of COVID-19 will include afternoon classes in order to prevent overcrowding.

Nwajuiba who was a guest on ARISE NEWS Channel in Abuja yesterday, reiterated that all schools must enforce the COVID-19 protocols.

He said: “Some people may not believe what we are doing but we must continue to enforce that. You must continue to abide by the protocol. You must provide them. We don’t really care about how much inconvenience or how convenient you think it is for your child to wear facemask. Obey the rules first. If we find out you’re not following those rules, we will have to deal with somebody.”

On the protracted strike by the ASUU, the minister who recalled that the union did not embark on the strike on the basis of the pandemic, said the university lecturers might consider farming, insisting that more farmers are needed in the nation.

He said the federal government has shown commitment to their demands.

Acknowledging that the union has the right to express itself and make demands, the minister noted that up till July 2020, all academic staff had been paid salaries.

“ASUU is within its rights as a union of lecturers. We didn’t start a strike with ASUU on the basis of COVID-19. ASUU was already on strike way before COVID-19. Just before COVID-19 will shut down schools, they gave an indefinite strike. We are not in any contention with them.

“Government is actually not holding anyone to ransom. It says this is how I want to pay and it has to be through IPPIS. You can leave the employment. You can opt out of it and say ‘I no longer want to teach’. You can find other professions. What we need now are probably more farmers.

“You cannot keep forcing your employer and tell him, ‘I will like you to pay me my money through my pillow. Or, I will like you to pay it through this mailbox’. ASUU has a lot of complaints and dissipation around it. That is legitimate but doesn’t mean you should force yourself on the man who has the money.”

After about six months of stemming and preventing the spread of Covid-19, which of course led to the closure of all schools and borders, Federal government Friday ordered the reopening of all schools.

The minister of education, Adamu Adamu, disclosed this during a press briefing in Abuja.

He advised all institutions to obey and adhere to the guidelines for the reopening of schools, earlier announced by the presidential task force.

He said all unity schools should open by October 12 “while states and private schools will determine their own modalities of reopening.”
