ABUJA—-Barely 24 hours after the sit-at-home campaign that crippled business activities in the South East, a group, on Wednesday, asked the Federal High Court in Abuja to revoke the bail it granted to leader of the Indigenous People of Biafra, IPOB, Mr. Nnamdi Kanu. Nnamdi Kanu The group which is under the aegis of South East Peoples Assembly, SEPA, in a letter dated May 31 and signed by its President, Prince Chukwuemeka Okorie, urged the Chief Judge of the high court, Justice Ibrahim Auta, to as a matter of urgency, revoke Kanu’s bail. SEPA maintained that the IPOB leader has continued to conduct himself in a manner that is totally at variance with terms and conditions of his bail, among which included that he must not hold rallies, grant interviews or be in a crowd of more than 10 people. It said: “Obviously, the recklessness with which he made media statements and even organised the ‘Sit at Home and Stay Indoor’ protest to mark the so called BIAFRA HEROS DAY on Tuesday, 30th May, 2017 is a threat to the unity, security and peace of Nigeria as a sovereign nation. “We have no iota of doubt that he is trying to push our dear country Nigeria into an unnecessary precarious situation for his personal agenda and those of his paymasters. “Sir, our decision to write this demand letter to your good office at this time is to forestall another civil unrest in Nigeria, particularly around the Igbo speaking region. “As you well know, the struggle by Kanu to be relevant under the guise of actualisation of Biafra does not enjoy the support of right thinking Igbo people both at home and in diaspora. “That he suddenly addresses himself as the Supreme Leader of Biafra points to how arrogant and disrespectful he is to legitimately constituted authority in the Federal Republic of Nigeria. “The pertinent question on our minds as stakeholders is: Has Kanu been consistent in providing the court with reports on the progress of his health and treatment on a monthly basis since he was granted bail? We fear that if Kanu is not tamed by Your Lordship as a matter of urgency, the IPOB may create a situation where it becomes difficult if not impossible for genuine development to take place in the South East under the administration of President Muhammadu Buhari, GCFR. “History has taught us that the Civil War of 1967-1970 started gradually and later turned out to be something that caused our people unimaginable losses. “We cannot afford to fold our arms this time and allow a stooge imported from the United Kingdom by stark enemies of Nigeria to maintain a state of belligerence against the nation and keep the name of Igbo people in the news for the wrong reasons. “At the SEPA, our very mission is that we believe in the truth and can on the strength of this declare that the temporary freedom being enjoyed by Kanu has been abused. Therefore, we join the other patriotic Nigerians in urging Your Lordship to consider adopting the appropriate procedure to ensure that Kanu’s bail is revoked within the next 7 (Seven) working days. “It may interest you to know that the whole world is watching how you have been faring to reposition the Federal High Court on the path of excellence and restore her lost glory”, the letter read. It will be recalled trial Justice Binta Nyako had on April 25, granted Kanu bail after he spent about a year and six months in detention. Justice Nyako said her decision to release Kanu on bail was based on health grounds. She cited an affidavit that was attached to the bail application Kanu filed through his lawyer, Mr. Ifeanyi Ejiofor. Specifically, the court held that Kanu must produce three sureties, including a “highly respected and recognised jewish leader”. According to the court, aside a jewish leader, Kanu must also produce a “highly placed person of Igbo extraction”, as well as “a highly respected person who is resident and owns landed property in Abuja”. Each of the sureties, among whom was Senator Enyinnaya Abaribe, deposited N100million each. The other sureties were a Jewish High Chief Priest, Immanuu-El Shalom and a Chartered Accountant residing in Abuja, Mr. Tochukwu Uchendu. Justice Nyako had equally held that Kanu who was arrested by security operatives upon his arrival to Nigeria from the United Kingdom, must sign an undertaken to make himself available for trial at all times. Kanu was ordered to surrender his Nigerian and British international passports, even as the court compelled FG to return to him, his wedding ring and reading glasses. However, Kanu’s co-defendants, Chidiebere Onwudiwe, Benjamin Madubugwu and David Nwawuisi, were denied bail by the court which described charges against them as “very serious”.

Controversial ex-British lawmaker, Eric Joyce has given his reasons why he believe President Muhammadu Buhari is dead.

Recall that Mr. Joyce has been recently active concerning the health status of Buhari.

He had in some of his twitter posts, suggested that the President, who has been away to the United Kingdom for medicare, has died.

In his latest post on Friday morning, the ex-British soldier gave what he called the reasons the truth about Buhari is being kept away from Nigerians.

He wrote via @ericjoyce, his twitter handle, “Nigeria’s president, Muhammadu Buhari, was last seen by people other than his own staff in early May.

“According to his staff, he handed over ‘co-ordinating power’ to his Vice President and headed to London for medical treatment.

“Shortly beforehand, he had returned from around two months in London, also apparently receiving medical treatment there.

“His staff now say that he will soon return to Nigeria, but he may then return shortly thereafter to London for more medical treatment.

“For three weeks, the presidency has failed to prove any evidence that Mr Buhari is still with us.

“There has been no detail at all about Mr Buhari’s condition.

“Photographs, obviously historical ones, depicting Mr Buhari apparently in rude health have been provided to media outlets in Nigeria.

“Some Nigerian outlets have provided largely nonsensical quotes from ‘inside’ the London High Commission where they claim Mr Buhari is recuperating.

“Nigeria is a vibrant, growing and increasingly powerful democracy; the transition of power between Mr Buhari and his predecessor Goodluck Jonathan was exemplary – indeed it was of historical importance for the whole of Africa.

“There is only one course of action for a democracy when a president becomes ill or dies; officials must brief the public on the medical condition of the president and if it does not seem that he is likely to be able to continue in the role then power must pass formally to the Vice President.

“The present state of play is having the effect of suggesting that nothing has changed in Nigeria and actually this is not correct. Things have changed and Nigerian democracy is all the better for it.


“There is a contested politics now – but that cuts both ways and the APC must not now resort to the ‘old ways’ that party was created to consign to the past.

“There are only a small number of alternatives in respect of the present scenario. First, Mr Buhari is recuperating and will resume his role.

“If this is the case, then why is not presenting himself on camera to his people? Second, Mr Buhari has passed on.

“However, no death certificate appears to have been issued.

“Third, Mr Buhari’s officials are allowing the impression to be created that he may have passed on in order to produce him frail but alive, as they did a month or so ago.

“This in turn may provide more time to manage the succession when and if he does pass on by making reports of his death then less credible.

“Finally, Mr Buhari may be so incapacitated as to be unable to resume his role. Actual death in these circumstances is – in respect of a president’s role – academic. Machines can give the appearance of a life preserved even though there is no real living – and certainly no governing – going on.

“At present, a murky combination of the last two possibilities above seem most likely. In other words, officials and those in the know are working behind the scenes to organise a succession.

“This may seem to make sense from an administrative point of view, but it is profoundly undemocratic.

“The point of Nigeria’s complex system of electing a president and administration is to ensure that the Nigerian people openly choose a workable and representative government.

“This is the opposite from what appears to be going on at present. Of course, it is unfortunate that for the second time in succession a northern muslim seems certain to be replaced as president by his southern Christian deputy. But that is democracy.

“Perhaps Nigerian democracy is not able to navigate this new crisis. It is certainly true that foreign countries are much more interested in the stability of the north and the continuation of Nigeria as a single polity than the existence of a Nigerian democracy of itself.


“In the end, though, it is for Nigerians to choose if they wish to remain a democracy. One clear criteria for the latter is that you have a right to know if your president is still alive; and if he is, that he is still able to govern.”

Nigeria’s 36 state governors were on Thursday full of praises for Acting President Yemi Osinbajo, describing him as a system stabilizer.

A statement by the spokesperson for the Acting President, Laolu Akande, said the governors made the remarks while making a presentation at today’s National Executive Committee meeting.

“At the end of today’s meeting, Governors lauded the Acting President,” Mr. Akande said in a statement emailed to PREMIUM TIMES. “Members of the Council lauded the leadership qualities of the Acting President, describing him as the “System Stabilizer.

“In a presentation by the Governors, the Acting President was told “this nation is very stable because of the role you play. God bless you our Acting President, thank you very much”.

“The Council then prayed that God Almighty should give the Acting President more strength to carry out the task of national re-engineering.”

Imo State Governor, Rochas Okorocha, confirmed that governors and other members of NEC commended the leadership style of Mr. Osinbajo.

NEC, an official economic platform for dialogue among the 36 state governors, the governor of Central Bank of Nigeria (CBN), and other co-opted members, is chaired by the Vice-President.

Addressing State House correspondents on the outcome of the NEC meeting, Mr. Okorocha said members of the Council were impressed by the way and manner Mr. Osinbajo was handling the affairs of the country.

“But the highlight of the whole discussion today was a special commendation the Council made on the Acting President of the Federal Republic of Nigeria who we have all resolved to call a “System Stabiliser”.

“For the mere fact that Mr President (Muhammmadu Buhari) is on medical vacation, the system is still as smooth as it has always been.

“So, we commended the acting president for a job well done.’’

Mr. Okorocha, who disclosed that the Council discussed monetary issues concerning Nigeria’s economy, said the nation’s Excess Crude Account stood at 2.3 billion dollars as at May 24.

He said the Council also reviewed the discrepancies in the figures and directed the Accountant-General of the Federation, Ahmed Idris to reconcile the discrepancies.

He said: “we were made to understand from the office of the Accountant-General that the excess crude account as at May 24 stands at 2.3 billion dollars’’.

“Council also reviewed the discrepancies in figures and we have said that the Accountant-General will look at it and at the next meeting he will brief the council appropriately.’’

On the budget support facility for state governments which would be terminated by the end of May, the governor said the Council expressed concern that this may affect the economies of the states negatively.

He said the Council resolved that the budgetary support be extended to enable state governments to meet some of their financial challenges.

“As regards the loan support called the budget support facility for states which is suppose to come to an end by the end of this month, council was concerned about the fact that we are gradually coming out of recession.’’

According to him, if this budgetary support ceases at the end of May, it may create some lapses in our bid to stabilise the economy.

“So council resolved that the budgetary support be extended to enable states catch up with the economic challenges of the moment,’’ he added.

He said the council noted with delight that the Forcados Terminal would soon commence crude oil production and this would subsequently help to stabilise the economy.

REPORT ON EXCESS CRUDE ACCOUNT BY ACCOUNTANT GENERAL OF THE FEDERATION

The Accountant General of the Federation presented to Council, an update on the Excess Crude Account

He told Council that the balance in the Excess Crude Account as at 24th May, 2017 stands at $2,300,389,201.51.

UPDATE ON BUDGET SUPPORT LOAN FACILITY BY HONOURABLE MINISTER OF FINANCE

The Accountant General of the Federation informed Council that the current Budget Support Loan Facility will end in May 2017.

Council Decision

Council noted the concerns of States and directed the Minister of Finance to work out the modalities for the continuation of the programme.

COMMENDATION:

At the end of today’s meeting, Governors lauded the Acting President.

– Members of the Council lauded the leadership qualities of the Acting President, describing him as the “System Stabilizer.”

OTHER ISSUES:

INTERIM REPORT OF THE NEC AD-HOC COMMITTEE ON THE MANAGEMENT OF ECOLOGICAL FUND BY THE GOVERNOR OF KADUNA STATE

11-man Committee on Ecological Fund submitted an Interim Report

The Report of the Committee was presented to Council by the Committee’s Chairman, Kaduna State Governor, Mallam Nasir El-Rufai

The Committee informed Council that the revised sharing formula of the Ecological Funds as modified is as follows:

– FG – 1%

– States – 0.72%

– LGAs – 0.60%

That all States and Local Government Areas have got their share of the Ecological Fund, and that the only thing left is the Federal Government’s share of 1%

Of the 1% belonging to the FG, (which now stands at N33.6 billion) NEMA and Great Green Wall project are statutorily entitled to 20% and 15 % respectively.

Only 65% of the FG’s share is available for sharing

The report gave details of how the entire Ecological Fund has been utilized and noted that there is need to establish a clear criteria for sharing the 65% of the FG share among States of the Federation.


The Committee informed Council that 19 States plus Abuja are yet to benefit from the 1% of the share of the Ecological fund. These are Adamawa, Akwa-Ibom, Borno, Edo, Ekiti, Imo, Jigawa, Kano, Kwara, Lagos, Nasarawa, Niger, Ogun, Osun, Oyo, Rivers, Sokoto, Yobe, Zamfara, and FCT. Several other states had benefitted in the previous administration, in 2013, an action described as discriminatory.

Thirteen billion (N13 B) naira is now available for sharing to States, since N20 billion must be left in the account for unknown national emergencies.

Council Decision

Council applauded and appreciated the enormous and painstaking work the Committee has done, noting that it will await the final report of the Committee before taking decision.

REPORT OF THE NEC AD-HOC COMMITTEE ON THE REVIEW OF THE REPORT OF THE PRESIDENTIAL TECHNICAL COMMITTEE ON LAND REFORM BY THE COMMITTEE CHAIRMAN, THE GOVERNOR OF BAUCHI STATE

On September 2016, the report of the Presidential Technical Committee on Land Reform (PTCLR) Tagged “The Land Use Act (LUA) draft Regulations” was presented to the Council

The Council constituted an Ad-hoc Committee comprising 7 Governors to review the regulations.

The Committee considered the report, and today presented its findings and recommendations to Council

Highlight of the report includes:

a. the need to introduce systematic land titling and registration throughout Nigeria

(b) radically increase the existing dismal volume of land registration in Nigeria.

(c) substantially reduce the cost of securing land titles in Nigeria.

(d) set out standard guidelines and processes for land titling and registration in Nigeria

(e) to optimize the socio-economic benefits of land to both the Government and the people.

Council Decision

Council thanked the Committee for the comprehensive report and directed the Committee to further reflect the views and concerns raised by States, especially as it has to do with mining rights and the role of States, Local Governments and Communities for onward submission to the Council of States for consideration

PRESENTATION ON ADDRESSING SEVERE SHORTAGE OF TRACTORS IN THE COUNTRY BY THE HONOURABLE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

As the 2017 farming season enters its critical stage, the Minister of Agriculture, made a presentation, and charged Council to prevail on States Government to acquire more tractors, 100 at the very least per State to support the efforts of farmers in boosting food production in line with the Economic Recovery and Growth Plan.

He told Council that the Federal Ministry of Agriculture and Rural Development will continue to lend a helping hand to States Government in other areas of critical needs, including the provision of threshes, mini-harvesters, water pumps as well as the provision of loans at single-digit interest rate for farmers.

He informed Council that agriculture is still leading the path of GDP growth which stood at 3.5% in the second quarter of 2017, and that there is need to give greater impetus to agricultural production in order to speed up the country’s economic recovery.

Council Decision

Council urged States to step up efforts to acquire more tractors to boost agricultural production.

Former President, Chief Olusegun Obasanjo has called for dialogue with Biafran agitators.

Obasanjo speaking in Abuja on Thursday at “Biafra, 50 years After” Event forum at the Shehu Musa Yar’Adua Centre said We should beg those agitating for Biafra that there is enough cake to share and that Nigerians must treat the country with care.


He said the country’s fundamental problem was that it had lacked a national leader.
“We never had a national leader. Our leaders at the beginning were mindful of their regions. That is our problem till today,” he said.

”I have maintained that the young officers who struck in 1966 were naive but there were some element of nationalism in some of them. Be that as it may, it set us back.”

He said the war showed the bad side of the country.

“The language used in the war did not help matters, the people on the Biafra side called us vandals and we called them rebels,” he said.


“We thought we would end the war in three months, but it took us 30 months, and the federal side nearly lost it.

”Civil war is more difficult than fighting in a foreign land because we are fighting to unite.
‎”‎Even a soldier of mine who tried to rape a woman… I had to chase him with a gun. He did not succeed in raping the woman, and I did not have to gun him down.”

Obasanjo said some of those agitating for Biafra today, lack an understanding of what it entails.
“Some of the people agitating for Biafra today were not even born then. They don’t know what it entails,” he said.

”But I think, we should even appeal to those saying they want to go, we should not tell them to go, we should make them understand that there is enough cake to share. We should massage Nigeria just like in a love relationship.”

More than 19 people are reported dead, with even more injured after a bomb went off as people were leaving US singer, Ariana Grande‘s concert in Manchester on Monday, May 22.

The blast is said to have been caused by a suicide bomber, with British Prime Minister, Theresa May saying the incident is being treated as a terrorist attack.



Police said the attacker died after detonating explosives shortly after 10:33 pm (21:33 GMT) at Manchester Arena.

The Arena has the capacity to hold 21,000 people and children were reported among the dead, police said.

‘The blast caught concertgoers unaware as people tried to flee the arena,’ concertgoer Majid Khan, 22, told Britain’s Press Association.

North West ambulance services said 60 ambulances were dispatched to the arena, with 59 people transferred to six hospitals across Greater Manchester, and a number of ‘walking wounded’ treated at the scene, the Guardian reports.

Although the singer was unhurt, she posted this message on Twitter:

An eyewitness, Karen Ford told CNN that she had taken her 13-year-old daughter to the concert.

A British politician and former military officer, Eric Stuart Joyce has again stirred another controversy over the health of President Muhammadu Buhari.

The ex-lawmaker had during the weekend condoled with Nigeria over the reported death of President Buhari.



Eric Joyce, who is also a former military officer, sent the condolence via his Twitter handle, @EricJoyce

The former parliamentarian has again asked Nigerians to demand the whereabouts of the number one citizen.

In a post he shared via @EricJoyce, his twitter handle, the ex-lawmaker insisted that Buhari is no longer alive.

Despite this hit single, YCee was still finding it hard to sustain his newly found street love. Four months later when he remixed the song with Baddo, it becomes crystal clear to everyone that YCEE has come to stay.

4. CDQ

He got his big break into the music industry after a jamming collaboration with Olamide Baddo on the song “Woss Wobi”. The song successfully went viral because of the presence of Baddo on it which makes it easy for fans to fall in love with the unique style of “CDQ Yeeye”.

5. Phyno

Truth be told, Olamide played a huge role in Phyno’s success story in the music industry. As a talented yoruba indigenous rapper, Olamide successfully used his already established brand to introduce Phyno as another talented Igbo indigenous rapper.

Tracks like Ghost Mode, Dope money and many other hit collabos that Phyno had with Olamide at the early stage of his career made him a Big Star that he is today.

Nigerian singer, Davido and rapper, Iceprince Zamani were reported to have been involved in a fight which broke down in Warri.

According to a social media user, Davido Music Worldwide boss, Davido who was in town for an event fought the Chocolate City ‘Oleku’ crooner at the event in Warri, Delta State.

The Twitter user, Saint Lee, alleged that the fight broke after Iceprince Zamani questioned Shina Peller, Quilox club boss, why he was asked to manage a ride with some other persons when Davido got a salon car to himself.

The social media user noted that the DMW boss got furious on account of Iceprince’s remark which led to the fight.


Both Nigerian stars had prior to the event put up publicity on their social media page.

Fresh anxiety is mounting over the state of health of President Muhammadu Buhari, who returned to the country on March 10 after a 49-day medical sojourn in London, United Kingdom.

The 74-year-old Nigerian leader was only seen in public once throughout last week, when he joined other Muslim faithful for a Juma’at service on Friday at a mosque located near his office inside the Presidential Villa, Abuja.

The service lasted less than one hour after which Buhari returned to his residence.

Before Friday’s brief appearance, the last time he was seen in public was penultimate Friday when he attended the same service at the same venue.

Presidency sources attributed the President’s continuous non-appearance at public events to his ailing health and the need to take further rest.

“It is no longer news that the President has been sick. His ill health coupled with his age is responsible for the scaling down of his activities,” one of the sources said on Saturday.


In the Presidential Villa, there have been continuous whispers among workers over Buhari’s continued absence.

The concern was further heightened when it was observed that many of the President’s assignments were transferred to the Vice President.

During the week, a delegation of the Arewa Consultative Forum had met with the vice president and told him they were welcoming Buhari from his medical vacation through him (Yemi Osinbajo).

“Was it that they were denied access to the President himself due to his ill health?” some workers wondered aloud.

One of our correspondents reported that, although some government officials were reported to have met with Buhari in his office during the week, to update him of developments in their ministries, no photographs or video recordings of such encounters were made available by the Presidency, which was contrary to the usual practice.

Although the government officials spoke with reporters after their separate meetings with the president, the absence of such photographs and video recordings raised doubts as to whether, indeed, the government officials met with the President.


When confronted with such suspicion on Thursday, the Minister of Niger Delta Affairs, Mr. Usani Usani, who was one of the government officials that met Buhari during the week, said those who held the opinion that he did not meet the president were entitled to their opinion.

He, however, insisted that he met Buhari and briefed him on developments in his ministry.

Others who met the president during the week were the Head of Service of the Federation, Mrs. Winnifred Oyo-Ita; Minister of Solid Mineral Development, Kayode Fayemi; and the Minister of Sports and Youth Development, Solomon Dalung.

Speaking on the development, a former Joint House Leader of the defunct Peoples Redemption Party and Chairman of the Foreign Relations Committee, as well as a member of the Defence Committee in the Second Republic, Dr. Junaid Mohammed, told SUNDAY PUNCH that there was every reason for Nigerians to be worried about the president’s health, especially because he has hardly been seen in public.


Mohammed said, “The Presidency needs to tell the truth. It is disingenuous and not good for the country for the people to be told lies about their president.

“We need to know the truth and not be told lies. People have genuine cause to be worried because they don’t see their president as they should. Knowing about the health of the President is not a personal issue; it is of public interest. Nigerians are genuinely concerned.”

Also speaking on the rare appearance of Buhari in public, a member of the National Executive Committee of the Arewa Consultative Forum, Mohammed Abdulrahman, said Nigerians should be worried that the cabal in the administration of the president might have hijacked the care of Buhari from his wife, Aisha Buhari.

“That was what happened to Gen. Sani Abacha. The same happened to (ex-) President Umaru Yar’Adua when he took ill and eventually died. Aisha has to learn the ropes and should not allow the cabal in her husband’s government to mismanage the President’s health. While I think the President’s illness is due to old age, there are concerns in the public that he has continued to stay away from the public and the Presidency keeps saying the President is fine. People are worried because Buhari is a president they love,” the ACF chieftain told SUNDAY PUNCH on Saturday night.

Similarly, the leader of the Arewa Youth Consultative Forum, Yerima Shettima, stated that Nigerians were worried about the continued absence of the President in the public. He noted that Buhari was not elected to stay indoors.

“Nigerians want to see the President they voted for. Nigerians want to know the status of his health. We are praying for him to get better but nobody should hide him from us. We are worried. It is disturbing and worrisome that we have not seen him in public and that we do not know his exact health status. Nobody should hide him away from us because we feel he has been kidnapped from Nigerians. He is being treated with taxpayers’ money so they deserve to know the status of his health.

“It is sad that against all odds, a cabal in the government has turned Buhari to a private property. But Buhari is a public property as an elected president of the country. Tradition and constitution demand that we should know about his health. No one has the right to hide him from us. We are concerned; we are worried. We feel that our mandate is being hijacked by some people. The electorate must know what has happened to their mandate,” Shettima said.

He is recovering, says Presidency

When contacted on Saturday to react to the fresh anxiety over the President’s health, the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said Buhari was recuperating, adding that the prayer of all was that he recovered fully soon.

When further asked when the President would likely return to see his doctors in the United Kingdom, the presidential spokesman said Nigerians would be adequately informed about Buhari’s movement when the time comes.

Adesina said, “The President is recovering, and our prayer is that he returns to full heath soon.

“On arrival in the country on March 10, he (Buhari) said he would still travel at a later time. No date was given, but be assured that when it’s time to travel, the country would be told.

“The President is a plain and straightforward person.”

It will be recalled that the Ekiti State Governor, Ayodele Fayose, had questioned Buhari’s absence from state functions, especially the weekly Federal Executive Council meetings.

The Convener of Every Nigerian Do Something, Perry Brimah, had also claimed in a statement on Friday that the President was critically ill and was being locked up inside the Presidential Villa by a selfish cabal.

Fayose, in a statement in Ado Ekiti, on Thursday, issued by his Special Assistant on Public Communications and New Media, Lere Olayinka, had asked if the President was governing the country by proxy.

According to him, it is becoming obvious that a group or cabal is exercising the powers of the President.
