Nigerian Banks are now rejecting dollar transfers from Naira ATM cards of more than $300 per day.

Prior to today, the CBN only placed restrictions only on dollar withdrawals from debit cards to just $300 daily.

However, online transactions such as buying things online or paying for services online had a dollar (or any foreign currency transaction) limit that translates to not more than N3million daily.

Banks have now jettisoned this policy and will no longer effect online payments that exceed $300 daily.


Therefore. POS/ecommerce transactions now have a spending limit of on your naira debit card of $300 per day (and no longer equivalent of N3million).

In addition to this, if you use that same debit card for foreign transactions it limits your daily naira withdrawal to N60,000 per day.

To however still be able to withdraw as much as N150,000 per day, you will have to own a separate Naira Debit Card.

Reports reaching Nairametrics suggest most banks have started implementing this policy frustrating transactions.

For example, people who need to pay for renewals or new services now have a limit placed on how much they can pay per day.

The CB is yet to issue an official directive as regards this new moves.

However, the lull has begun to see workers being laid off across the economy and fewer jobs created. Reports on Friday indicated that the Microsoft office in Nigeria was going to lay off 85% of its Nigerian workforce. The banking sector, due to the harsh operating environment has had to downsize repeatedly to remain profitable. Also on Friday, NUPENG threatened to go on strike to protest Chevron’s failure to pay sacked workers’ entitlements. Chevron is however not alone in having to let workers go, as this trend has cut across the oil and gas sector in Nigeria, and indeed the world.

It’s reported that U.S. companies cut an eliminated 1,100 oil-and-gas jobs in February. According to the Beaumont Enterprise, those numbers represent a 0.6% decline in oil-and-gas payrolls. Local economist Angelos Angelou believes 150,000 jobs related to oil-and-gas production could be lost in America alone.

Austin Nwachukwu, who runs an energy servicing company, has had to consider relocating his business as the harsh business climate and policy summersaulting has continued to affect his business. He said “My Company had 46 personnel as at January 2015, but we have been forced to downsize to just 11.”

Analysts also believe that president Buhari’s refusal to name a cabinet or clearly define an economic direction for his administration has not helped the lull and will only work to further compound the economic situation.

Notwithstanding the success of President Muhammadu Buhari’s visit to the United States of America last month, the US government was said to have informed him that it would not start to address the requests brought by the Nigerian government until Buhari sets up his cabinet, THISDAY has learnt.


Buhari had gone to the US with a number of requests including seeking assistance from America in Nigeria's war against Boko Haram, support in the reconstruction of the North-east, support in the war against corruption, assistance in tracking down Nigeria’s stolen funds by past corrupt government officials, and increased trade and investment between Nigeria and the US.


But he US government made it clear that while it was willing to help Nigeria address some of its challenges, its officials advised Buhari during his three-day visit to the country to set up his cabinet and put in place a crack team that could help address the multi-faceted problems of the country.


THISDAY learnt that the issue was raised during some of the meetings the US government officials held with Buhari and his team, when the US, led by its president, Barak Obama, said it had expected Buhari to come to Washington with crucial members of his cabinet in order to hold fruitful and productive deliberations.


According to a source at the meetings, the US officials were somewhat disappointed with the president’s team during the visit, which comprised mainly civil servants, adding that the US reckoned that the civil servants would not be able to address any of the country’s requests or provide policy direction until Buhari sets up a team that would help him realise his plans for the country.


Although the source maintained that Buhari’s US visit was “highly successful”, given the renewed relations between the two countries, he stated that Nigeria should not expect much from the US until Buhari’s cabinet emerges, adding that the US was quite emphatic on Buhari’s team before lending support to Nigeria.


He revealed that the position of the US was reiterated during Buhari’s meeting with the US Secretary of State John Kerry.
Buhari has defended the delay in appointing a cabinet, stating that it would neither be prudent nor serve the interest of Nigeria for him to have formed his cabinet soon after his inauguration.

He argued that it was necessary for the country to first put new rules of conduct and good governance in place before making critical appointments in his government.

The naira, which had fallen sharply in the parallel market, staged a major recovery thursday, as it appreciated to a band of N225 to N230 to a dollar, compared to N240 to the dollar at which it sold in the last few weeks.

Forex dealers attributed the naira’s gain to excess supply of the greenback in the market, even as it looked like a lot of speculators would lose their shirts.

THISDAY gathered from a reliable source that commercial banks that presently have dollars in excess of $1 billion in their vaults have started taking desperate measures to mitigate currency risk.

In fact, the source, a bureau de change (BDC) operator, disclosed that banks have stopped accepting dollars because they have too much cash in their vaults.

According to the source, as a result of the development, banks have been rejecting dollar deposits into domiciliary accounts, but customers are allowed to withdraw cash from their accounts.

“The reason the banks have too much cash is due to speculation and money laundering. A lot of people have been speculating against the naira and amassed so much cash. Then there are those who have been amassing dollars obtained illicitly and want to launder the money,

“So bank vaults are awash with dollars, largely driven by speculation and money laundering. The banks made it very clear that they want to get rid of the dollars in the system, so if you want to withdraw you can, but you cannot pay in dollars into your domiciliary account,” the source explained.

Confirming the development, an official of the Central Bank of Nigeria (CBN) said the banks even offered the dollars to the central bank and sought its assistance to help them to wire the funds overseas, which the CBN rejected.

Following the rejection, the banks were left with no option than to stop accepting dollar deposits from customers, hence the sharp depreciation of the dollar to the naira in the informal forex market.

“By the time CBN refused to wire the cash abroad, the banks led by Stanbic IBTC stopped accepting cash from their customers. Stanbic IBTC sent an email two days ago to its customers that it would not accept dollar deposits for the time being and this was followed by ten other banks,” he divulged.

He said the situation was compounded by CBN’s insistence that BDCs obtain the Bank Verification Numbers (BVNs) of their customers before transacting any business with them.

“The central bank introduced this measure so that it can track the wire transfer BDCs carry out on behalf of their customers. That way, a money trail can be established to ensure that the funds being wired out are for legitimate transactions and not illicit transfers.

“Another option available to the CBN is to give BDCs prepaid debit cards in denominations of $1,000 instead of selling them cash so that these cards could be used for legitimate transactions that are traceable,” the official explained.

Also, an analyst at Ecobank Nigeria, Mr. Kunle Ezun, who spoke to THISDAY, attributed the naira’s surge to the directive by the central bank that all licensed BDCs in the country must provide the BVNs of their customers for all transactions.

“I have been watching the market in the past few days and since last week’s directive by the central bank for the inclusion of BVNs as one of the requirements for accessing the interbank market, the naira has been appreciating.

“As the enforcement of the BVN commences next week, I think we would see more transparency in that market. I have always said that what is driving the parallel market is speculation and that is what the CBN has always said.

“So once the BDCs start complying with the BVN requirement, we might see the naira appreciate further in the parallel market,” Ezun said in a phone chat with THISDAY last night.

The CBN about a fortnight ago also directed the BDCs to provide the BVN of all their directors before August 15, as failure may affect their continued participation in the forex market.

This puts the top 0-to-60 time for Model S just behind a Bugatti Veryon and on par with a Lamborghini Aventador. Of course, these aren't really fair comparisons. The fair comparison will probably come when Tesla launches its redesigned next-generation Roadster.

He has been in office for less than 100 days but the office of the first lady is still vacant, as each of the two wives are claiming to be the legal occupant of the controversial office.

Hajia Aisha Bagudu and Dr. Zainab Bagudu, are both using the logo and letter headed paper of the Kebbi State office of the First Lady with their official cars carrying the insignia of the wife of the governor of Kebbi state also.

The inability of the governor to choose who will occupy the position among his two wives appears to be affecting the operations of the office of the First Lady in the state.

Dr Zainab Bagudu accompanied the governor during his pre-election campaign tours. Sources said the governor had earlier planned to appoint Zainab as the first lady considering her contributions to his campaign but was at a crossroad after the visible closeness of Hajia Aisha Bagudu to women at the grassroots came to light, especially her robust relationships with the mall ams and locals in the state.

A source in the governor’s office told Per Second News that after the swearing -in of the governor, he instructed that the letter headed paper for the office of the first lady should be printed for Zainab.

"But after His Excellency travelled to Abuja and returned, he change his mind and directed that the letter headed paper for the office of the first lady should be printed for his two wives and the decision is now generating tension in the family."

The situation is getting messier by the day as an instruction last month to the duo to proceed to the government house and choose their accommodation wing degenerated into a fisticuff between Zainab and Aisha.

A source who was present when the physical fight started said that it took the timely intervention of security aides to restrain the warring governor’s wives.


Per Second News reliably gathered that the governor was livid after he was briefed about the incident swearing not to move to the government house again.

The governor now operates mostly from his house, according to Per Second News findings.

Some top government functionaries that commented on the first lady crisis advised the governor to appoint the wife of the deputy governor as the first lady, since he is afraid to offend his wives by appointing one of them as the first lady.

New Jersey weekend drivers had some unexpected traffic on Sunday.

A plane narrowly missed cars when it made an emergency landing on a busy highway near the Jersey Shore. The pilot appeared to struggle to avoid an initial touchdown among cars on the road before the plane veered onto the grass median.

The Stafford Township Police Department released the video on its Facebook page on Tuesday.

The single-engine plane, which was carrying students from the Skydive East Coast skydiving school, lost power, forcing the pilot to make the landing just after 10 a.m. on Sunday between the eastbound and westbound lanes of Route 72. An instructor was treated for a cut on his arm but no other injuries were reported and no cars were involved, the police said.

The mishap was a boon to social media as the video was widely shared. Travelers slowed to a crawl to pass the plane, parked off the road with little apparent damage.

The president plans to go on a state visit to America on the 20th of July but without confirmed Ministers Or a Secretary to the government .

American investors cannot talk to members of his entourage as it does not make sense to talk to people who have no confirmed appointments.

I hope his kitchen cabinet aka cabal understand this and will make necessary adjustments before then. The Americans follow protocol and do not expect much good from this state visit unless the government is formed to an extent.

According to online news medium, The Will, Tinubu, who played host to Tambuwal at his Asokro residence in Abuja, a fortnight after the speakership election in which Hon. Femi Gbajabiamila lost to Hon Yakubu Dogara, told Tambuwal that “with what you did to Femi in the House, you have severed the umbilical cord joining you with the South-West.”


Tinubu, a source revealed, was in company of some Northern members of the APC when the ex Speaker came calling.
“Did you people in the House do this in anticipation of 2019…It is too early. You should allow this government to succeed,” Tinubu was quoted as saying.
In an emotion laden voice, Tinubu reminded the Sokoto State governor of the role Gbajabiamila played in his emergence as Speaker in 2011.
It was common knowledge that Tinubu, persuaded by Hon. Abike Dabiri-Erewa, had started galvanising support for former House Leader, Hon Mulikat Adeola-Akande in the immediate past 7th National Assembly. But when Gbajabiamila rushed to him with the name of Tambuwal, he quickly accepted.


Before doing so, he prodded Gbajabiamila on whether Tambuwal can be trusted and the former acquiesced. Gbajabiamila even had additional praise for the ex Speaker, saying if it is intelligence and competence, then Tambuwal is undoubtedly the man.
The APC leader decried how Tambuwal stampeded Gov. Abdulazeez Yari of Zamfara State into cajoling members from his state to vote against Gbajabiamila.


Openly chastised, Tambuwal hurriedly pleaded with Tinubu to drop the matter, saying ” it appears this is not a good time to come and see you,. I’ll come back again some other time.”


It was gathered that Tinubu was miffed by Tambuwal’s betrayal of Gbajabiamila not only because of the role he played in his emergence as Speaker in 2011 but because of his influence to secure the governorship ticket of Sokoto for him.


Initially, Tambuwal’s predecessor, Senator Aliyu Magatakarda Wamakko, had preferred and worked for a relative of his to succeed him. But Tinubu prevailed on him to give it to Tambuwal, arguing that it will be unfair to leave the incumbent governor in the lurch after his travails in the hands of the PDP.


The source added that it was Tinubu who purchased the N21 million nomination form for Tambuwal to run for the presidency as his thought was that should Buhari decide to step down, Tambuwal would have been drafted in his place.

With another bloody session in the books for China’s bursting equity bubble, it’s now abundantly clear that Beijing and the PBoC have lost control not only of the market but of the narrative as well, despite dozens of attempts to steer both in the “right direction.”

Having corralled selling by the National Social Security fund earlier this week and after discouraging local reporters from mentioning selling in the press, China has now made it illegal for big investors to dump shares over the next six months. Here are the details via Bloomberg:

China’s securities regulator banned major shareholders, corporate executives and directors from selling any of their stakes for six months, the latest effort to stop a $3.5 trillion rout in the nation’s equity market.

Controlling shareholders and investors holding more than a 5 percent stake in a company will be prevented from cutting their holdings over that time period, the China Securities Regulatory Commission said in a statement.

For a record 12th day in a row, Chinese margin debt balances have dropped with today's 8.5% collapse the largest in history. As of last night, there were around 570/1694 Shenzhen stocks halted/suspended and hundreds more on the Shanghai bourse leaving more than 54% of all Chinese stocks frozen ($2.6 trillion or 40% of value).

China continues to try to manage leverage down (raising margin requirements on stock futures) while encouraging speculation (easing rules for insurers to buy blue chips and financing the purchase of smaller company shares directly) and CYNK'ing the entire market - if it's not open, you can't sell it and the price cannot fall! The CBN has released a new circular (Tuesday) updating banks on their earlier instruction to restrict daily usage of FX usage by individuals abroad. Earlier in the year, the CBN had asked that Banks restrict individuals to a daily withdrawal limit of $300 and annual of $50,000 whenever they use their ATM card to transact abroad.

Last week the CBN postponed the BVN registration exercise following a large turnout on the day of the earlier expiry date of June 30th, 2015. The CBN obviously sees the large turnout as an acceptance of its grand plan to perhaps track everything that you do. How? An example is what was contained in the circular it just issued.

The CBN in its instruction to banks asked them to “submit reports of all Naira denominated cash transactions consummated overseas to NIBSS on a daily basis.”


NIBSS by the way is the merchant banks use to run their ATM platforms and perform online banking transactions. It then further said the report must be sent electronically in a CSV format , via a file upload portal as specified by NIBBS, which will include Bank Verification Number (BVN) and the account numbers of the card holder for each transaction.”

So there you have it!!

The first use of the BVN is to track your every move even when you are outside the country. The CBN will know how much you spend, what you spent it on and when you spent it.

To make it worse, that information will be shared over the air through a portal that you and I don’t know if it is secured or not. It also gets to be used by multiple people who will be sifting through thousands of customer data. Who knows what could happen if it falls in the wrong hands.
