You can retrieve the phone number of the delivery agent from the parcel tracking information. If that doesn't work, try and visit their office to pick your item, although I expect them to re-schedule the delivery.

A quick background check (something our impostor clearly skipped) tells us that a Navy Captain is equivalent to a Colonel in the Army. And a Colonel is a senior, red-collar officer. The naval equivalent is no different.
So the million-naira question, where is the red collar? Did it go missing in transit, or was it forgotten along with basic research?
