A victim is free to report it to the Police, If the matter becomes known in the community, the one that reported to the police is not the one that is to blame, it is the abuser that is to blame. in otherwords the victim can pick up the phone and call 911. Here is apostle Paul saying that people who are bad are in the congregation. You cannot prevent them from being present, they are also called wolves in sheep clothing. When we catch such people we immidiately show them the door. We do not hide them. Once we found out that some guy killed his wife rituals, we kicked him out, then later he joined Nigerian politics.
