Yes, I have used it but any withdrawal you make they will charge you $6 + 2.6% of the amount you are withdrawing. If you use the card in any ATM in Nigeria, it will convert the amount you are withdrawing to Naira using the current exchange rate but I am thinking of changing my neteller currency to Naira so they won't be charging me that $6

I applied for it on the Neteller website but I received it through my UK address. I want to believe you can receive it in Nigeria since people in this thread said Neteller now accepts Nigerians. I have not used mine for ATM withdrawal but you can be sure it will work on ATM since it is a normal MasterCard like any other card.
