A top security operative in Kaduna State has disclosed that the state's body in charge of security matters has finally decided to ban commercial motorcycle riders in major urban areas as part of a new strategy to combat terrorist attacks.
"The decision by the Kaduna State Security Council to outlaw 'Okada' motorcycle riders was taken as another measure to contain the kinds of terrorism and insurgency getting a foothold in Kaduna and Zaria towns," said the source.
The source, a member of the Security Council, revealed that the council made the decision at yesterday's session at Kaduna Government House. The meeting was chaired by Governor Mukhtar Ramalan Yero of Kaduna.
The source revealed that the council was concerned that bandits and suspected terrorists were infiltrating Kaduna from neighboring states that had banned motorcycles as a form of commercial transport. He cited a rise in the number of attacks carried out by people riding bikes in Kaduna and Zaria towns.
In addition to Kaduna and Zaria, the ban on 'Okada' will also be implemented in Kafanchan, another hot sport in southern Kaduna area. Our source said the Security Council was preparing a bill to be sent to the Kaduna State House of Assembly in due course.
The Nigeria news sources have quoted the state's Commissioner of Information, Saidu Abdullahi Adamu, as confirming the plan to ban 'Okada.'
"It is all about the issue of security," said Mr. Adamu. "We are all aware; we don't even need to be told. The menace and the security threat these motor cycles are creating, not only in Kaduna but everywhere in Nigeria, cannot be overemphasized.
"We are all aware of what is happening, how some elements are using these motorcycles to foment trouble, to commit murder. We know, of course, that there could be some hardship here and there, knowing fully that some of the nooks and crannies that a motor cycle can move in, a tricycle cannot, or a taxi or bus. But notwithstanding, we have to look at the issue of security and the way some of these motorcycles arebeen used to cause a lot of troubles, a lot of insecurity."

On the way to an ECOWAS meeting in the Ivory Coast, President Goodluck Jonathan's plane was diverted to Lagos where he made a surprise visit to the police college in Ikeja. Sources say that even his topaides were taken unaware by the unscheduled stop.
The police authorities were also caught unawares and had in fact rented the collegeto host a private wedding, which is illegal. President Jonathan demanded that the top brass explain these actions to which they had nosufficient answers. Upon hearing this the President immediately commenced an inspection of the college, starting with the student hostels where he discovered dilapidated conditions including no beds and toiletsin the rooms.
The President and his entourage, including the Assistant Inspector General of Police (AIG) Zone Two, Mamman Tsafe, and the Lagos State Commissioner of Police, Umar Manko, drove into the college at about 3pmand parked in front of the Sports Store.
From there,he walked to the hostels. He also inspected thewomen’s hostels,the kitchen, the dining halls facing the parade field and the officers’ mess.
Security was tight with armed soldiers and policemen deployed in strategic places in the college.
As he left the mess to enter his car, he suddenly paused and faced CP Yerima to ask him a few questions.
By now, a crowd had gathered struggling to see the President and were at the same time hailing him.
He waved to them to acknowledge their greetings.
Then came the first question for the College Commandant: How was Channels TV able topenetrate and record the mess without detection?
The CP had no answer.
The second question followed: When was the recording done. Again there was no answer.
The Commandant turned to his deputy and other senior officers to assist him in answering the President’s questions, but none was ableto help him out.
The President then quipped: “This is a calculated attempt to damage the image of the government, as the college isnot the only training institution in the country.”
He soon entered his car and left.
After the President’s departure, the college Commandant met briefly with his officers before he too took his leave.
Senior officers later gatheredin groups to review the visit.
Some of policemen in the college who pleaded for anonymity were happy at thePresident’s visit which they said would help in reversing the fortunes of the college.
They called for the probe of the trainees’ welfare in the last five years.

A Washington woman is accusedof using her breasts to smother and kill her boyfriend after an altercation at their mobile home.
Donna Lange, a 51-year-old woman from Everett, Washington,is believed to have suffocated her boyfriend to death with her breasts on Saturday, Jan. 12. Deputies, called to the Airport Inn trailer park at 12:45 a.m. for a disturbance report, found medics performing CPR on Lange's 51-year-old alleged boyfriend, who was later pronounced dead at Swedish Hospital.
Witnesses claims they saw Lange throw her boyfriend down in the back of the mobile home. She waslater found by witnesses with her chest covering the victim's face. Police noted the size difference between Lange and her boyfriend- she was 5-feet, 6-inches and 192 pounds, he was 5-feet, 7-inches and 175 pounds.
Other women around the world are known to have allegedly used their breasts as weapons.

Four policemen were among 15 persons killed during attacks in Rivers, Cross River and Kano states on Tuesday night.
Suspected cultists reportedly gunned down six occupants, including two policemen, in a Toyota car in Port Harcourt, RiversState, while two policemen were shot dead at Kwana Hudu, Nasarawa Local Government, KanoState
This came hours after gunmen killed two policemen and injured one in Kano.
The Port Harcourt killings, which took place at about 11pm, createdpanic in the area as residents fled for fear of reprisals.
Victims were trailed by their assailants from a drinking joint.
An eyewitness, Mr. James Ibe, saidabout five gunmen trailed the car up to Harbour Road and opened fire on its occupants.
He stated that the hoodlums did not take any thing from their victims, adding that the bullet-riddled car was abandoned by thegunmen.
Police Public Relations Officer in the state, Mr. Ben Ugwuegbulam, confirmed the incident.
An eyewitness told the News Agency of Nigeria in Kano that gunmen attacked a police roadblock in Kwana Hudu in the evening, killing their victims.
Police Public Relations Officer in the state, Magaji Majiya, said the police were on the trail of the gunmen.
Meanwhile, a communal clash between Adadama and Igbo Amabana in Abi Local Government, Cross River State claimed no fewer seven lives.
Both neighbouring communities, located in the Central Senatorial District of the state, have been engaged in a running battle over land.
The bodies of three men were seen at Adadama, along the Ugep-Abomege road, which leads to Ebonyi State.
Police Public Relations Officer in the state, Mr. John Umoh, confirmed the development, saying policemen had been deployed in the area.
