Solar Power Probelm: I panel is rated for 260watt but Most time I get 20-90watt

Hi Solar gurus in the house, I recently installed a 260watt panel (2 x 130watt recommenended by my installer ) for my 200ah battery sometime in July ending. My main issue is the watt output reading is usually below half of the rating. I get like 20-9owatt. I use to believe that if I should lose any power due to poor installation or weather it shouldnt be below half of the entire watt (130watt).

Guys please educate me:

1, what is the real life power expectation for a 260watt panel if we assume average or good sunlight
2, what is the expectation if cloudy or rainy weather
Note
I have a 30amp Mppt charge controller fangpunsun.
the maxium watt I have ever gotten was 120watt 9amp from the watt meter. last few second
