Yes you can use a genuine agent for both.
I believe you would need to pay the school fees before a fixed date that differs with each school.
Within 8 weeks, it could be more, it could be less.
Yes you can get a visa with conditional admission provided you'd be able to meet those conditions.

Are we expected to pay the school fees before applying for visa? The agent is trying to send my sister to University of Manitoba but we want her to go to prince Edward University. My sister didn't do well in the English test. Will this affect her? The school will give her conditional admission to study English first i think before starting her major.

Thanks a lot. Was the deposit to the school or to an agent? What is the name of your University? I am residing in the USA but wanted me sister to go to a Canadian University (because they are cheaper) and the agents are very stupid in Nigeria so i decided to take it on myself.

We do not comment on specific cases, but student applicants should always be prepared to discuss their academic record so far and discuss what they want to study, why they chose the school they did, where else (if any) they applied, and present the results from any relevant exams (WAEC, SAT, GRE, GMAT). Students also need to overcome the presumption of immigrant intent, as do most other categories of applicants.

I am more concern about making the same mistake three times. She was never asked for any result. Is Park University banned from bring international student to America? Is it because i am here?
Is there any different with state school and Private school. She had her WAEC, SAT AND TOEFL result with her but was never asked.

Please help me however you can so that we can do it right the 3rd time. She has 1 year to use her scholarship in the United states. Oh, my sister has a letter from the Ministry of Education saying that she MUST(contract) come back to use her Computer Science degree to improve technology in the state school system.

I am currently residing in the United states. Long story short Came here and studied engineering and currently working. My company sponsored my green card and am also currently doing my Masters.

My little sister applied to Park university in Missouri and was denied visa Twice. I really don't know why she was denied visa and i will love to know at least to know what to do next time. She has the government scholarship sponsorship and school fees for 4 years paid out in full in a Voucher.

VO asked her If she is planning to change to another school when she gets to the United states(Why the question). They asked her this question in both interview. In the second interview they asked a lot of questions about me. She went inside for a minute came back and told her that she is not qualified.

NOTE: She mistakenly forgot her i-20 at home in the second Interview but they were able to pull up her SEVIS in the computer.

I am really confused on the reason why they denied her twice. We are going to try again in the Fall.
Please any advice or further questions will be great!
